The Turkish authorities promptly blamed Kurdish insurgents and announced that 22 individuals, including the person believed to have set the device, had been taken into custody by police. TRT, the public broadcaster, videotaped the police escorting the main suspect out of a house during a nighttime raid. According to Interior Minister Suleyman Soylu, the Kurdistan Workers Party (PKK) and the Syrian Kurdish YPG militia, which Ankara alleges is an offshoot of the PKK, carried out the attack on Sunday's bustling and historic Istiklal Avenue. Soylu claims that the bomber travelled to Kobani and got the order there.
