I will say that the Bear and the Dragon seems to be increasingly turning into a fic about why "all the White Lotus's bullshit in the Legend of Korra never ends up happening."

At this time they are in the business of looking at what is going on with Azula and seeing why it would be a good idea to create their own prisons. The fact that a staffing problem made it so they had to arrest an entire portion of the staff as to not have problems is a big factor. They need better control over the conditions. Less people questioning and working towards their own end.

But things are getting to the point where they are not nearly as meticulous at keeping a secret as they thought. Things happened in this chapter that are going to have wide reaching consequences. Azula's little jog, while failed, has far reaching impact.

I will admit that I enjoy having a fun with the White Lotus being the bad guys. An organization predicated on keeping secrets and operating without notice lends itself well to those stories. And also why operating without visibility leads to bad outcomes.
