I always kinda figured that Jason just had kinda dark brown hair.. I mean if you're going for average street kid nobody, brown hair is the most common to have. It makes sense for circus boy Dick and rich boy Tim to have the unusual jet black hair and bright eyes but Jason's more normal (DNA wise not, you know..)

I think you need to look up some stats friend bc Black is actually the most common hair colour to have by like a lot according to Google only 11% of people have brown hair while 85% have black so it's really not that weird the bright eyes on the other hand is more uncommon but I only headcanon both Bruce and Tim as having blue eyes while damian has green and the other Wayne children all have a variation of brown to black
