When you're first watching FMA, you're introduced to the Ishval massacre and at first it's like it's this important point of history for the setting and the characters. But then you realise its not history really, it's the present. Practically all the characters are still feeling the effects of it. And the Ishvalan people are still facing heavy discrimination and we literally get scenes showing the displaced Ishvalans being forced out of the city and sent to assigned camps by the military.

Meanwhile, soldiers who participated in Ishval have been rewarded with higher ranks and authority. Of course other elite soldiers, who instigated the war for the military, those ones were silenced, taken to the 5th laboratory to be used in human experiments while the public would continue think they didn't exist, while believing the lie that the war started because Ishvalans rose up in rebellion after a soldier accidentally shot a child.

And then you learn that it's actually the future too. From the very episode we get to see the start of another Ishval taking place as Liore is set to become the next Ishval because the State runs on blood and war.
