I know we're all expecting a Jugdral answer but, let's go with Jaffar, because I think Jaffar from FE7 is important given how FE16 plays out.

Jaffar killed Leila, Matthew's NPC wife (lover?) and one of Hector's best spies, and back then, IS had the courage to make both Matthew and Hector interact with Jaffar.

Leila isn't magically forgotten like, idk, Baldo, Waldi and Jeralt because uwu power, nope.

Hector still hates Jaffar's guts and is going to kill him at the first wrong move, while Matthew has an entire support chain with him!

Yes, he is close to Nino, but it's not because he is Nino's friend that suddenly, everything he did is fogotten and forgiven, nope. One good deed doesn't erase 100 bad ones, but Jaffar is going to live as he wants (to protect Nino) until, iirc their supports, he dies (or they're hunted).

When Matthew refrains from killing him, it's not because Eliwood told him "Jaffar is only a tool", nope, it's because Leila stopped him, rather, Matthew learnt revenge was pointless, it won't bring her back and killing Jaffar to move on might not have been something Leila would have wanted.

I actually don't have a lot of strong feelings about Jaffar, but his role in FE7 is, imo, important.

Too bad IS forgot about "Jaffar".
