Imagine being a young adult and your foster mother (who is part phoenix and has already lived several lives) is reborn in a burst of flame. The woman who raised you is now a helpless infant, and has no memories from her previous life. This tiny chick with fuzzy feather down and a tiny lick of flame on her head is both similar and so very different from the woman you once knew.

As a phoenix and a wizard, your mother had her share of rivals and enemies, and she tasked you with protecting and teaching her new incarnation. There is a box of letters you are to give to the child when she is older.

You too have celestial blood, but you wonder if your developing powers are going to be enough to protect her until she is old enough to fend for herself. You live on a pirate city that floats upon the Celestine Sea; is it going to be safe enough?

IN A NUTSHELL, I HAD DEEP THINKY THOUGHTS ABOUT THE NUMBER OF PROTECTIVE WARDS THAT GARTHY HAS ON THE GOLD GARDENS.

Brennan described that while on the property of the Gold Gardens, Garthy is practically untouchable. The buildings are placed to form a giant celestial rune. Technically the ground is considered hallowed? The amount of magic it took to activate said rune must have been enormous. Garthy probably had it built piece by piece, adding new sections of the campus as they also added more and more golden geometric tattoos on their skin.

Having a reincarnating phoenix daughter/mom/best friend would warrant that level of magical security.
