The Israeli army has been saying that there’s no victory without invading Rafah and dismantling the military capabilities of Hamas movements here.
But the civilians here are very concerned and this has triggered wide-scale condemnation among different international organisations and states in the region about the disastrous potential consequences.
Specifically, right now Rafah has become a massive shelter for more than 1.9 million Palestinians.
Evacuation centres and makeshift camps have been established recently alongside the borders of Egypt, which will absolutely pose a new significant threat also for Egyptian national security.
And let’s be very aware about the dangerous humanitarian catastrophe that will result if that military incursion happens, specifically among children and among elderly people who are unable to easily evacuate the city as Israel has claimed.

More than a million Palestinians are trapped at Gaza’s southernmost point, with the Israeli army preparing a ground attack.
But what is Rafah and what are the details around this announced Israeli “operation”?
Palestinian Rafah is 64sq km (25sq miles) and, as Israel assaulted Gaza these past four months, more and more people have been herded into it by Israeli forces who keep promising safety “further south” – which never materialised.
People are in dense clusters in the limited space not filled with debris or being bombed by Israel. Conditions are dire, with severe shortages.

Reports of heavy shelling near Kuwait Hospital in Rafah

Videos posted by local journalists on social media and verified by Al Jazeera show people who were killed and injured in the attacks being brought to the hospital.

At least 11 people killed by Israel airstrikes on Rafah: reports

Our Al Jazeera Arabic colleagues are reporting that Israeli air strikes in Rafah have killed at least 11 people and injured many more.
Local media is reporting that two mosques were targeted in the north and central parts of the city in southern Gaza. The injured have been transferred to the Kuwaiti Hospital.

Photographer Yazan Al-Shobaki documents how he was able to finally receive humanitarian food aid for the first time near Kuwait Roundabout. He had to dodge IOF tanks, which continue swarming and attacking the area around Kuwait Roundabout, and go around the bodies of martyrs who were killed trying to feed their families. It is pitch-black and the dust of building rubble and loose flour is thick in the air. The conditions are abysmal. This is what people in Gaza must do in order to *maybe* receive a single bag of flour.

Here are the day's main developments. At least 82 Palestinians have been killed and 98 injured in Israeli strikes in the past 24 hours, according to the latest figures from the Gaza health ministry. At least 32,705 Palestinians have been killed and 75,190 injured in Israeli strikes on Gaza since 7 October. Truce talks between Israel and Hamas will resume on Sunday in Cairo, Egypt's Al Qahera News TV reported on Saturday, citing a security source. To mark the 48th anniversary of Land Day on Saturday afternoon, thousands of Palestinians marched through the town of Deir Hanna. On 30 March 1976, six Palestinians were killed by Israeli forces as thousands of Palestinians in Israel's northern Galilee region rose up against the Israeli expropriation and occupation of Palestinian lands. The event became known as Land Day and a symbol of the national struggle that unites Palestinians around the world. According to a statement issued by the Colonisation and Wall Resistance Commission (CWRC), Israel has seized 27 sq km of land in the occupied West Bank since 7 October. World Health Organisation director-general Tedros Adhanom Ghebreyesus said around 9,000 patients urgently needed to be evacuated from Gaza for lifesaving treatment abroad. These patients had suffered wounds in Israeli bombing, or needed cancer treatment, kidney dialysis or treatment for other chronic conditions, Tedros wrote in a post on X, formerly Twitter. Other key developments included: The British government has received advice from its own lawyers stating that Israel has breached international humanitarian law in Gaza but has failed to make it public, according to advice received from its own lawyers, according to a leaked recording obtained by the UK's Observer newspaper. At least five people were killed and dozens injured by gunfire during an aid delivery in Gaza. The incident happened after thousands of people gathered in the Kuwait roundabout in northern Gaza, awaiting the arrival of 15 food aid trucks. Al Jazeera Arabic reported that Israel had intensified its shelling on the eastern parts of the southern Gaza city of Khan Younis. The air strikes targeted al-Mughraqa in the north of Khan Younis. UN peacekeeping mission Unifil confirmed that four of its personnel were injured in an explosion in the southern Lebanese border town of Rmeish. A group of around 20 relatives of Israeli captives held in the Gaza Strip on Saturday called for Prime Minister Benjamin Netanyahu's resignation, the Israeli newspaper Haaretz reported. 💥ISRAELI OCCUPATION COMMITS 10 NEW MASSACRES ON DAY 133 OF GENOCIDAL WAR IN GAZA💥
On the 133rd day of Israel's war of genocide in the Gaza Strip, the Israeli Occupation Forces (IOF) committed 10 new massacres, resulting in the deaths of more than 112 civilians and wounding another 157 Palestinians over the previous 24-hours.
According to Gaza's Ministry of Health, large numbers of dead and wounded still remain under the rubble of homes and buildings, or strewn across local roads and streets as the IOF blocks ambulance and civil defense crews from reaching victims.
In the early morning hours, Israeli artillery, drone, missile and airstrikes targeting various areas of the Gaza Strip resulting in a number of dead and wounded.
In the southern Gaza city of Rafah, where the world awaits an immenent invasion by the IOF, occupation aircraft dropped several bombs targeting two civilian residences belonging to the Judeh and Zarub families in the central and northern areas of the city, resulting in the deaths of 11 Palestinians and wounding several others.
Yesterday, Israeli occupation forces raided the Nasser Medical Complex in Khan Yunis, forcing out hundreds of civilians sheltering inside, along with medical staff and patients.
The Israeli occupation launched a large-scale ground invasion in the south of Gaza, in particular in Khan Yunis, where they raided Nasser Hospital, forcing the relocation of 95 healthcare personnel, along with 11 of their family members, 191 patients, and 165 displaced civilians sheltering inside. They were all forced out of the supplied units of the newer hospital building and into the old Nasser building under inhumane conditions.
In a mockingly horrifying twist of imaginary accusations made years ago against Iraq, accusing them of leaving babies to die on the floors of neonatal units of hospitals in Kuwait, the bodies of several infants were found dead in Nasser Hospital after occupation forces forcibly evacuated the hospital of staff and refused to arrange for proper care or movement of the infants, ignoring the babies and leaving them to die.
Meanwhile, Israeli forces continue to besiege the few functional sections of the old Nasser Medical building, with occupation snipers staging on nearby rooftops targeting anyone moving near the complex and its surrounds.
According to Gaza's Ministry of Health, the Israeli occupation's raid of the hospital resulted in a power outage which led to the deaths of three patients dependent on oxygen tanks.
The Ministry also added that two Palestinian women gave birth under "dire and inhumane conditions, without electricity, without water, without food, and without heating, in the Nasser Medical Complex.”
Southeast of Khan Yunis, in the south of Gaza, Israeli aircraft launched several air raids on civilian areas, while occupation artillery shelling targeted the east of Beit Hanoun in the northern Gaza Strip.
Occupation warplanes also bombarded two civilian residences belonging to the Sabbah and Afana families on Al-Sika Street, east of Jabalia, killing several civilians, including a pregnant woman, and wounding a number of others.
Meanwhile, as Israel's siege of the Gaza Strip continues indefinitely, it has been reported that several children died at the Kamal Adwan Hospital in Beit Lahia as a result of disease, famine and a lack of potable water. Such easily preventable deaths are a direct result of Israel's unwillingness to allow humanitarian aid in to the Gaza Strip. More than 600'000 Palestinians are not receiving humanitarian aid in areas besieged by the IOF.
IOF warplanes are also targeting the Tal al-Zaatar neighborhood, as well as shelling the al-Mughraqa area in northern parts of the Central Governate and in the vicinity of the University college in the south of the al-Sabra neighborhood in Gaza City.
The Israeli occupation air forces also used warplanes to bomb the al-Sabra and al-Zaytoun neighborhoods of Gaza City, while artillery shelling by the IOF targeted the Sheikh Ajlin neighborhood in the west of the city.
Also in Gaza City, an Israeli airstrike bombed a civilian vehicle and group of civilians on al-Jala street, resulting in the deaths of three Palestinians and injuries to five other civilians, while also dealing significant damage to nearby properties and buildings.
According to local reports, medical staff, patients and the displaced trapped inside are without access to food, clean water or baby formula.
It has been reported that the Israeli occupation army has turned the main Nasser building into a military barracks for its troops as they continue bombing, shelling, and opening gunfire on civilians in nearby neighborhoods.
Meanwhile, the Palestinian Red Crescent Society (PRCS) is reporting the return of two of its medical doctors, Dr. Jamal Ayad and Dr. Nadez Qerm, after being abducted by the Israeli occupation army during its raid of the Al-Amal Hospital in Khan Yunis.
The two PRCS medical staff were kidnapped during the recent raid of the hospital. As of the time of publishing, 12 PRCS personnel, including 7 from Al-Amal Hospital, remain detained by the Israeli occupation.
At the same time, PRCS is also reporting that Israeli tanks fired shells towards the second floor of Al-Amal Hospital, resulting in heavy damage to two nursing rooms, though luckily, no one was injured in the attack.
According to the Red Crescent, occupation tanks have been stationed outside Al-Amal Hospital's entrance gate for more than two weeks now, preventing aid or supplies from reaching the hospital.
PRCS also mentioned that the Israeli occupation has seized the funds of the Red Crescent Society, along with its personnel and even that of their patients and their companions in the hospital, along with their personal belongings. They also confiscated computers and wireless communication devices used by hospital staff and those of the Society.
PRCS again issued a statement calling on the international community to intervene on behalf of its personnel working to save lives in the Gaza Strip, asking that they protect its staff, patients, and the civilians sheltering inside and on the premises.
As a direct result of Israel's ongoing war of genocide in the Gaza Strip, in excess of 28'775 Palestinians have been killed, mostly women and children, while another 68'552 civilians have been wounded since October 7th, 2023.

Israeli army is attempting to evade responsibility for yet another flour massacre in Gaza
Palestinian Territory - The Israeli army is yet again attempting to evade responsibility for massacring Palestinian civilians who were waiting for aid supplies. Israel’s most recent “flour massacre” occurred last night near the Kuwait roundabout on the outskirts of Gaza City, and left more than 80 dead and 200 injured, a number of whom are in critical condition. Israel’s army has released a video clip featuring an armed individual, in an attempt to claim that Palestinian gunmen were responsible for the deaths of the recent massacre victims. The clip in question does not validate the Israeli army’s assertion, however. In contrast, four pieces of evidence have surfaced during Euro-Med Human Rights Monitor’s initial investigations into the crime and clip released by the Israeli army, with the evidence confirming that the dead and wounded victims of this massacre were not shot by the gunfire that appears in this clip. Judging by the Israeli army’s video, the shooting incident appears to have taken place somewhere other than the massacre site. Specifically, the gunman was firing close to the Dawla roundabout, southeast of Gaza City, which is roughly two kilometres from the Kuwait roundabout, where the massacre took place. Secondly, an analysis of several victims of the most recent flour massacre indicates that they were shot with 5.56 x 45mm NATO bullets, which are discharged from Israeli army-issued weaponry. Some of the bullets found in bodies of the wounded and dead are the same type of bullet that was found at the scene of the first flour massacre, which happened on 29 February 29 and resulted in hundreds of injuries and deaths. The Israeli army’s recently-released video makes it abundantly evident that only one person was involved in the depicted incident, and that he was shooting in the air, presumably in an effort to deter civilians from approaching an area where Israeli military vehicles are stationed. The clip also shows that, despite the shooting, no one nearby fell down, as no bodies or injured people are visible in the footage. This is clear in the 21st second of the video, when the man starts shooting in what appears to be the direction of another man standing right in front of him. Undoubtedly unharmed, this other man continues to march through the crowds, showing no signs of fear or confusion. Lastly, the footage that the media and eyewitnesses released following the massacre demonstrates the huge damage and destruction that was left at the site. This degree of damage and destruction cannot be caused by the gunshots fired by the person shown in the Israeli army’s video. This evidence complements the testimonies recorded by Euro-Med Monitor from injured people and witnesses who had been in the vicinity of the Kuwait roundabout during the latest massacre. Those interviewed all confirmed that they were subjected to artillery shells and machine gun fire from helicopters, quadcopter drones, and tanks. According to survivor Ziad Saeed Madoukh, who was injured, the Israeli army opened fire on the crowd once the aid trucks reached the Kuwait roundabout. Even after some of the aid was distributed, Israeli forces kept shooting at the crowd, with the apparent intention of killing the starving people.

Call of Duty's Problems
It's important to know the problematic factors to media we consume, and then deciding for ourselves if it crosses the line. Just about everything we can consume in media is problematic in one way or another, nothing is perfect and it's gross and puritan to believe things should be.
But that doesn't change the fact that we still have to acknowledge those problems, and be critical thinkers about it.
I love Call of Duty, but I would be crazy not to admit that it has a dark side, even in recent games.
(I'm not debating the ethics of the FPS genre)

Being a Triple A video game from the United States of America, it isn't too shocking to admit that US Military propaganda has found it's way into the franchise. After all, Call of Duty depicts the United States' military, and they are very particular about how their image is perceived back home.
Like in many militaristic nations, living the United States lots of military propaganda is shoved down your throat.
Universities and high schools often have recruiters hanging about and running programs of their own. Young adults are tailored to get constant advertisements from military branches. The usual...
Media presenting the US military in bad light is often suppressed in the United States' own sneaky ways. This includes Call of Duty.
Repeatedly Call of Duty has been called out for participating in US propaganda, as well as often being used as a tool by the US military for conditioning teenagers. Some major cases of this include but are not limited to
Participating in a major decade long project of creating a gamer to soldier pipeline
Helping fund military advertisements
Depicting certain historical actions of the United States in skewed pro-US perspectives
Many of the older games including lots of anti-Russian, anti-Latin American/Hispanic, and anti-Asian plotlines. This has gotten better overtime, but it is not completely fixed.
Representing common US media stereotypes
Call of Duty is mostly very open about this, especially in recent years, as they have gotten in trouble for it before. However this isn't a problem sole to Call of Duty and can be seen in the majority of popular military based media in the United States, including shows, movies, podcasts, YouTube channels, and video games.
One game infamous for going against this, as well as going against the glorification of war in the media is Spec Ops: The Line if you're interested.
Harmful Historical Inaccuracies

Being simultaneously a historical fiction, sci-fi, and realism fiction it's expectant that Call of Duty would take advantage of history to tell a story. That's not the problem here.
The problem is when it's not there as part of the story, but instead a straight up historical inaccuracy that's supposed to be a fact. Call of Duty has done this multiple times.
Sometimes it's not only a historical inaccuracy but also a very harmful one, such as propagating skewed US history, lying about important fractions of history, or sweeping major events under the rug.
The most infamous and recent of this example is the highway of death presented in Modern Warfare II (2022).
The IRL Highway of Death is in the Middle Eastern country Kuwait, and was a site for major war crimes committed by the United States. The Highway of Death received its name during the Gulf War. The highway, outside of Kuwait City was viscously bombarded by artillery, ships, and especially air craft by the United States.
The US claimed there was a convoy there that they had the right to destroy, but their excessive force destroyed over 2000 vehicles with photos showing the vehicles to primarily be civilian ones. It was an intense massacre that doesn't even scratch the surface of other US crimes in that area.
How does Modern Warfare II portray it? Well it's a subtle singular line spoken by the characters, claiming that the Russians did the Highway of Death.
This is a major dodging of responsibility, and anti-russian/eastern propaganda. For obvious reasons it made many people (especially Slavic players) furious.
It isn't the first or only example of this in Call of Duty games, or FPS games in general, but it's a significant one.

Activision-Blizzard

Oh Activision-Blizzard... What a mess!
If you're unaware, Activision-Blizzard is a large video game mega corporation in the United States. It has ownership of tons and tons of iconic video game series.
And it's had tons and tons and tons of controversies.
Even right now it's major controversy is Microsoft buying it, which would make it into a monopoly of video games as Microsoft owns many series, and electronics (including the xbox console)
In the recent years and past Activision-Blizzard has had many problems with its workplace, video game finance decisions, and more. This includes a lot of employee misconduct, including infamous cases of sexual harassment in the workplace.

It's also been caught with lower pay for female employees, gives incredibly difficult deadlines for video game devs to meet, and generally is known to treat its employees like shit.
Call of Duty itself has been guilty for a lot of this activision-blizzard behavior too.
The sole companies themselves have done tremendous work in increasing diversity, and workplace safety in both their casts, developers, and even inside the games themselves.
Call of Duty is currently praised for this as it has made great strides, however this doesn't cover up how terrible Activision-Blizzard is to people. In fact it should be a major worry as Microsoft and Activision-Blizzard can easily regress that progress in name of bigotry, capitalism, and the United States.
What does this mean for Cod fans?
Unfortunately, like most major video game corporations, we are enjoying at our own risks. This is not a "LeTS BoYCotT cOd!" or a call to abandon the franchise.
It's instead a call to bring awareness that this is nowhere near a perfect franchise, and a franchise with many significant problems and a long history.
I'm going to continue playing the game of course

According to the announcement released on Kazakhstan's electronic platform for the sale of state assets, the initial price of the entire collection exceeds US$ 2 million.
The state entity responsible for the sale of this aeronautical equipment is "Kazarnaulyexport" (Kazspecexport). According to announcements released on the state's electronic goods sales platform, the start of negotiations was on October 26.

The 117 aircraft put up for sale were previously employed by military units located in various regions of Kazakhstan, including Almaty, Abay, Karaganda and Shymkent. These consist mainly of MiG-31 supersonic interceptor fighters, MiG-27 bombers, MiG-29 fighters and Su-24 frontline bombers, which were manufactured during the 1970s and 1980s.
The reports indicate that "the objects evaluated are in unusable condition ?? due to obsolescence; its modernization is not economically viable". As stated in the document, "the objects must be settled by disposal in the territory of the holder of the balance". It is observed that "taking into account the technical state and the uniqueness of the objects evaluated, it is impossible to use them for other purposes, including as a source of spare parts". Consequently, according to the requirements of the auction, the sale of these older aircraft depends on their disposal on the premises of the military units of the Air Defense Forces of the Kazakh Armed Forces.

Three months ago, Saudi Arabia kick-started a concerted regional effort to reengage and normalize Syria’s regime within the Middle East and, Riyadh hoped, farther afield. On April 18, Saudi Foreign Minister Faisal bin Farhan met with Syrian President Bashar al-Assad in the Syrian capital of Damascus. Just one month later, on May 19, the Arab League embraced one of the world’s most notorious war criminals for the first time since 2011.
While Saudi Crown Prince Mohammed bin Salman’s decision to reengage triggered this regional shift, its roots lie a little deeper. The United Arab Emirates began restoring relations with Assad’s regime in 2018, and it has pushed hard for others to follow suit ever since. More recently, Jordan and its king, Abdullah II—long a close and reliable U.S. ally—have emerged as a key architect of the plan to normalize Assad, drafting secretive white papers for dissemination across the region as well as in Moscow and Washington. Underpinning Jordan’s vision was the idea that only by reengaging the Assad regime could diplomacy achieve meaningful concessions from Assad and, in doing so, Syria would be oriented back onto a path toward stability and recovery.
With more than half a million people dead, after nearly 340 chemical weapons attacks, 82,000 barrel bombs, dozens of medieval-style sieges, and much more, the region’s decision to reembrace Assad was no insignificant thing. It has also not been a unanimous decision, with Qatar a strong opponent, followed closely behind by Kuwait and Morocco. But the Middle East works by consensus, not unanimity, and Mohammed bin Salman’s decision to pivot has changed everything.
Beyond the region, the prospect of normalizing Assad remains a deeply distasteful proposition. Europe shows no sign of following suit, nor does the United States, although some senior White House officials have privately greenlighted the region’s pivot. For some within the administration, Middle Eastern crises such as Syria’s are viewed as essentially unresolvable, peripheral to U.S. interests, and not worth the effort. At the same time, according to two regional and two European officials who recently conducted separate meetings in Washington, all of whom spoke to me on condition of anonymity to discuss sensitive diplomatic conversations, one senior Biden administration official has taken to lauding the U.S. role in achieving “the most stable Middle East in 25 years.”
Notwithstanding the factual issues with such a claim, it is likely based in large part on the recent wave of so-called de-escalation across the region, as adversarial and rival governments have reengaged and papered over their differences. The durability of these developments remains unclear, but for many in the region, the normalization of Assad’s regime is part and parcel of this de-escalation. As such, it came as no surprise when one Biden appointee, Assistant Secretary of State Barbara Leaf, called on regional states in March to “get something” in return for their efforts. In retrospect, there can be no doubting how consequential that statement was in triggering concerted regional normalization and significantly weakening Washington’s claimed posture toward Assad.
It has now been three months since the Saudi visit to Damascus set in motion the region’s reembrace of Assad. In mid-August, regional states plan to convene a follow-up summit to discuss progress and next steps. According to officials from three regional states, the entire summit is up in the air. Why? Because every problem in Syria has significantly worsened since April. If regional states were issued a report card, it would barely deserve an F.
Aid Access
A core goal underpinning the region’s normalization of Assad was a desire to see Syria stabilize. For more than a decade, the international community has supported a humanitarian aid effort across Syria worth tens of billions of dollars, meeting the needs of millions of people. The most vulnerable 4.5 million live in a small corner of Syria’s northwest, which is home to the world’s most acute humanitarian crisis. On July 11, Russia vetoed an extension of the United Nations’ 9-year-old mechanism for cross-border aid provision into the northwest, severing a vital lifeline and plunging the area into a profound and unprecedented state of uncertainty.
Days after Russia’s veto, the Assad regime announced an offer to open aid access to the region but added a set of conditions that made the offer practically impossible to implement. Even if the regime’s scheme were somehow implemented, the flow of aid would be a fraction of what was possible under the previous arrangement. For two years, the regime has sought to prioritize cross-line aid delivered from Damascus, and in that time, 152 trucks have been sent. In the same two-year period, more than 24,000 trucks arrived cross-border. As things stand, there is now no mechanism to provide unhindered aid to northwestern Syria and no serious effort to create one. So much for the idea that engaging Assad would bring forth concessions.
Captagon
One issue that Saudi Arabia and Jordan had been most concerned about emanating from Syria was the trade in captagon, an illegal amphetamine produced on an industrial scale by prominent Assad regime figures. Between 2016 and 2022, more than a billion Syrian-made captagon pills were seized around the world, most in the Persian Gulf. In engagements with Assad’s regime, regional states have sought to convince Assad to put an end to the trade.
Given the regime’s central role as well as the stunning profit margins involved—one pill can cost several cents to produce but sells in the Gulf for $20—Damascus’s promise in May to regional governments that it would curb the captagon trade was at best a laughable claim. Nevertheless, Jordan just welcomed two of the most notorious and internationally sanctioned regime officials—Assad’s defense minister and intelligence chief—to Amman to discuss combating drug trafficking, only to be forced to shoot down a drone carrying drugs from Syria just a day later.
Meanwhile, data I’ve collected monitoring regional seizures shows that a massive $1 billion worth of Syrian-made captagon has been confiscated across the region in the last three months, in Saudi Arabia, the UAE, Oman, Kuwait, Iraq, Turkey, and Jordan. Even more significantly, German authorities just discovered a Syrian-run captagon production facility in southern Germany along with approximately $20 million worth of pills and 2.5 tons of precursor chemicals.
Refugees
Regional states also hoped that reengaging with Assad’s regime would open a path for refugee returns to Syria. After all, the presence of large numbers of Syrian refugees in neighboring countries—3.6 million in Turkey, 1.5 million in Lebanon, and 700,000 in Jordan—is placing an increasingly untenable strain on host countries.
Yet the logic behind regional hopes is inexplicable. All of the most significant reasons why Syrian refugees refuse to return are associated with regime rule. Indeed, new U.N. polling of Syrian refugees released just days after Assad’s participation in the Arab League summit in Jeddah, Saudi Arabia, revealed that just 1 percent were considering returning in the next year.
By so actively normalizing Assad’s rule, regional states have given many among that 1 percent reason to reconsider. What’s more, refugees are now voting with their feet, taking perilous journeys toward Europe at an exponential rate—with the rate of Syrian migration north now at least 150 percent higher than in 2021. Now faced with this bleak reality, host states are enacting policies to coerce refugees to leave, with Lebanon’s U.S.-funded armed forces resorting to forcible expulsions and Jordan declaring that financial support for Syrian refugees will soon end.
Economic Collapse and Violent Escalation
In the past three months, Syria’s economy has precipitously collapsed, with the Syrian pound having lost 77 percent of its value. When the Saudi foreign minister visited Damascus in April, the Syrian pound was worth 7,500 to $1, but today, that number is 13,300.
Having been welcomed back into the regional fold while simultaneously benefiting from U.S. and European sanctions waivers in the wake of the February earthquake, Assad’s economy should not look like this. The fault here lies with the regime itself, which has proved systematically corrupt, incompetent, and driven by greed rather than the public good. Fiscal mismanagement and the prioritization of the illegal drugs trade have killed the Syrian economy, potentially for good.
As the region yearns for a stable Syria, ruled by a strong but reformed regime that welcomes refugees back home, the past three months have told a starkly different picture—one of escalation. Nearly 150 people have been killed in the southern governorate of Daraa since April, furthering the area’s status as the most consistently unstable region of the country since 2020.
In mid-July, regime forces besieged villages south of the town of Tafas that it accused of harboring opponents, before demolishing 18 homes as punishment. Since its violent submission to the regime five years ago, Daraa was meant to exemplify Assad’s self-described plans to “reconcile” areas formerly controlled by his opponents. But reconciliation in Daraa has been anything but, and the region is now rife with insurgency, terrorism, organized crime, and a chaotic mess of political infighting.
Meanwhile, the regime has also escalated its attacks on the opposition-controlled northwest. Not long after Assad walked the red carpet into the Arab League summit in Jeddah, Russia resumed airstrikes in northwestern Syria for the first time since November 2022—launching nearly 35 in June alone. Along with Russian jets, pro-regime artillery fire also surged from May into June, resulting in a 560 percent increase in fatalities in the northwest in June, from five in April to three in May to 33 in June. That marked escalation included the resumption of mass casualty regime bombings of civilian targets, including one attack that destroyed a market on June 25, leaving at least 13 dead. Civilian rescue workers also returned to being explicit targets, including the “double-tap” attack that targeted White Helmet personnel on July 11.
Terrorism
Regional normalization of Assad’s regime has also dealt a deep and likely irreversible blow to nearly a decade of international efforts to counter the Islamic State. For years, the United States has relied on the cover provided by regional partners such as Jordan and Saudi Arabia to sustain the vital U.S. military deployment in northeastern Syria, but those partners are now declaring their support for the expansion of Assad’s rule nationwide, including via the removal of foreign forces.
Worse still, having long been among the most generous donors to counter-Islamic State operations, Saudi Arabia failed to donate anything in the recent annual ministerial conference—which was hosted in Saudi Arabia itself. Assad’s normalization has also gravely undercut the leverage of the U.S.-partnered Syrian Democratic Forces to determine or negotiate their long-term survival. Russia and Iran have also been empowered, with reports of Iranian attack plotting and daily Russian violations of a long-standing deconfliction arrangement in order to challenge and threaten U.S. aircraft.
While the U.S.-led coalition’s ability to sustain the only meaningful counter to the Islamic State in Syria has been shoved into a tight and uncomfortable corner, the terrorist group also appears to be benefiting directly from Assad’s new status. As Assad was taking his seat in the Arab League in May, the Islamic State was in the midst of its most aggressive and deadly month of operations in regime-controlled areas of Syria since 2018.
Between April 1 and July 1, the group conducted 61 attacks and killed 159 people in regime-run central Syria—amounting to 50 percent of all attacks and 90 percent of fatalities achieved in 2022. The Islamic State has returned to controlling populated territory (albeit temporarily) in regime areas of Syria, and it defeated a six-week offensive in March and April by Syrian regime forces that was backed by the Russian air force and Iranian proxies. In late July, the Islamic State expanded its reach into Damascus, killing at least six people and wounding 23 others in a bomb attack in the Shiite district of Sayida Zeinab.
Assad’s Diplomatic Veto
Finally, the regional normalization of Assad—which the Arab League said was supposed to be “conditional” on securing regime concessions—appears to have wrecked any hope for meaningful diplomacy aimed at genuinely resolving Syria’s crisis. According to senior U.N. officials who spoke to me on the condition of anonymity to discuss sensitive conversations, Assad himself has conveyed to U.N. leaders in recent weeks that he has no intention to reengage with the U.N.-run Constitutional Committee or in any step-for-step negotiation process, whether coordinated by the U.N. or regional states. The prospect for a diplomatic resolution to Syria’s crisis may have looked bleak six months ago, but regional engagements with the regime since April appear to have killed things altogether.
The regime’s stance toward cross-border aid should serve as a clear indicator of the extent to which Assad feels irreversibly empowered since being welcomed back by much of the region. Even convincing Assad to issue a small prisoner amnesty as a show of goodwill appears to be a non-starter.
The picture here is stark and irrefutable. The chorus of warnings that reengagement with Assad would backfire were ignored, and the consequences are now clear for all to see. That regional states’ plans for a follow-up summit are up in the air speaks for itself. To meet amid such calamitous developments would be folly. Syria is now entering a deeply dark period of uncertainty, with a crashing economy, rising levels of violence, heightening geopolitical tensions, and a poisoned diplomatic environment. The fault here lies in many different corners, but as usual, it will be Syrians who suffer the costs.

In January and February 1991, as the United States-led coalition drove Iraqi forces out of Kuwait, Saddam Hussein’s troops retaliated with an inferno. At some 700 oil wells and an unspecified number of oil-filled low-lying areas they ignited vast, raging fires, creating one of the worst environmental disasters in living memory.
As the desperate efforts to contain and extinguish the conflagration progressed, Sebastião Salgado traveled to Kuwait to witness the crisis firsthand. The conditions were excruciating. The heat was so vicious that Salgado’s smallest lens warped. A journalist and another photographer were killed when a slick ignited as they crossed it. Sticking close to the firefighters, and with characteristic sensitivity to both human and environmental impact, Salgado captured the terrifying scale of this “huge theater the size of the planet”: the ravaged landscape; the sweltering temperatures; the air choking on charred sand and soot; the blistered remains of camels; the sand still littered with cluster bombs; and the flames and smoke soaring to the skies, blocking out the sunlight, dwarfing the oil-coated firefighters.
Salgado’s epic pictures first appeared in the New York Times Magazine in June 1991 and were subsequently awarded the Oskar Barnack Award, recognizing outstanding images on the relationship between man and the environment. Kuwait: A Desert on Fire is the first monograph of this astonishing series. Like Genesis, Exodus, and The Children, it is as much a major document of modern history as an extraordinary body of photographic work.
