Things Biden and the Democrats did, this week #14
April 12-19 2024
The Department of Commerce announced a deal with Samsung to help bring advanced semiconductor manufacturing and research and development to Texas. The deal will bring 45 billion dollars of investment to Texas to help build a research center in Taylor Texas and expand Samsung's Austin, Texas, semiconductor facility. The Biden Administration estimates this will create 21,000 new jobs. Since 1990 America has fallen from making nearly 40% of the world's semiconductor to just over 10% in 2020.
The Department of Energy announced it granted New York State $158 million to help support people making their homes more energy efficient. This is the first payment out of a $8.8 billion dollar program with 11 other states having already applied. The program will rebate Americans for improvements on their homes to lower energy usage. Americans could get as much as $8,000 off for installing a heat pump, as well as for improvements in insulation, wiring, and electrical panel. The program is expected to help save Americans $1 billion in electoral costs, and help create 50,000 new jobs.
The Department of Education began the formal process to make President Biden's new Student Loan Debt relief plan a reality. The Department published the first set of draft rules for the program. The rules will face 30 days of public comment before a second draft can be released. The Administration hopes the process can be finished by the Fall to bring debt relief to 30 million Americans, and totally eliminate the debt of 4 million former students. The Administration has already wiped out the debt of 4.3 million borrowers so far.
The Department of Agriculture announced a $1 billion dollar collaboration with USAID to buy American grown foods combat global hunger. Most of the money will go to traditional shelf stable goods distributed by USAID, like wheat, rice, sorghum, lentils, chickpeas, dry peas, vegetable oil, cornmeal, navy beans, pinto beans and kidney beans, while $50 million will go to a pilot program to see if USAID can expand what it normally gives to new products. The food aid will help feed people in Bangladesh, Burkina Faso, Burundi, Chad, Democratic Republic of the Congo, Djibouti, Ethiopia, Haiti, Kenya, Madagascar, Mali, Nigeria, Rwanda, South Sudan, Sudan, Tanzania, Uganda, and Yemen.
The Department of the Interior announced it's expanding four national wildlife refuges to protect 1.13 million wildlife habitat. The refuges are in New Mexico, North Carolina, and two in Texas. The Department also signed an order protecting parts of the Placitas area. The land is considered sacred by the Pueblos peoples of the area who have long lobbied for his protection. Security Deb Haaland the first Native American to serve as Interior Secretary and a Pueblo herself signed the order in her native New Mexico.
The Department of Labor announced new work place safety regulations about the safe amount of silica dust mine workers can be exposed to. The dust is known to cause scaring in the lungs often called black lung. It's estimated that the new regulations will save over 1,000 lives a year. The United Mine Workers have long fought for these changes and applauded the Biden Administration's actions.
The Biden Administration announced its progress in closing the racial wealth gap in America. Under President Biden the level of Black Unemployment is the lowest its ever been since it started being tracked in the 1970s, and the gap between white and black unemployment is the smallest its ever been as well. Black wealth is up 60% over where it was in 2019. The share of black owned businesses doubled between 2019 and 2022. New black businesses are being created at the fastest rate in 30 years. The Administration in 2021 Interagency Task Force to combat unfair house appraisals. Black homeowners regularly have their homes undervalued compared to whites who own comparable property. Since the Taskforce started the likelihood of such a gap has dropped by 40% and even disappeared in some states. 2023 represented a record breaking $76.2 billion in federal contracts going to small business owned by members of minority communities. This was 12% of federal contracts and the President aims to make it 15% for 2025.
The EPA announced (just now as I write this) that it plans to add PFAS, known as forever chemicals, to the Superfund law. This would require manufacturers to pay to clean up two PFAS, perfluorooctanoic acid and perfluorooctanesulfonic acid. This move to force manufacturers to cover the costs of PFAS clean up comes after last week's new rule on drinking water which will remove PFAS from the nation's drinking water.
Bonus:
President Biden met a Senior named Bob in Pennsylvania who is personally benefiting from The President's capping the price of insulin for Seniors at $35, and Biden let Bob know about a cap on prosecution drug payments for seniors that will cut Bob's drug bills by more than half.

My name is Zukiswa Wanner.
I am a writer, editor, publisher and curator who considers the African continent my home. In 2020, I became the first woman on my continent to receive the Goethe Medaille alongside Bolivian artist and Museum Director Elvira Espejo Ayca and writer Ian McEwan from the United Kingdom. While the Goethe Medal is conferred by the Goethe-Institut to ‘non-Germans who have performed outstanding service for international cultural relations’, it is important to note that the award is an official decoration of the Federal Republic of Germany.
I note and appreciate Goethe-Institut President Carola Lentz’ statement from an article of 14 January, 2024 in Der Spiegel where she says, and I quote, Longstanding partners in the international cultural world are losing trust in the liberality of Germany’s democracy and poses the question, should the Aaswartige Kultur und Bildungspolitik (AKPB) support only persons or groups who accommodate the political/moral agenda of the respective German government? She concludes otherwise and notes that organisations like Goethe-Institut must not become the extended arm of the government, particularly in difficult political times. In the same vein, Goethe-Institut Johannesburg, which is the regional headquarters for Sub Saharan Africa stated in a statement on 7th February, 2024 ‘As to the current war in Gaza – we are convinced that in view of the catastrophic situation, a new ceasefire is urgently needed. The rising number of civilian victims is unacceptable. It’s important to state this so I highlight that this is NOT a statement surrendering the medal because of the Goethe-Institut and its position even where we may not always agree. I mention the Goethe-Institut’ statement by way of explaining that my actions are not a critique of the cultural institution but rather of the government.
In May 2023, while attending Palestine Festival of Literature and months before October 7, I was in the Occupied Palestine Territories and travelled to Ramallah, Nabi Saleh, East Jerusalem, Hebron and Lydd. As a writer coming from a country with a history of apartheid, what I experienced shook me and resulted in my writing a long essay Vignettes of a People in an Apartheid State. One did not need to be from a country with a history of apartheid to see the daily injustices and indignities visited on Palestinians. Palestinians have separate roads, different number plates and are constantly under threat from strangers from the United States or white South Africans with apartheid nostalgia who come with guns and the protection of Israeli Defence Forces to settle into their homes. Indeed, unlike most literature festivals, PalFest takes the writers to multiple cities since Palestinians are unable to travel without permission from Israel, much like South Africa during apartheid, just more cruel.
This is why I am giving up the medal.
I understand Germany’s guilt for the Holocaust.
I do.
That guilt is appropriate and has enabled Germany to face its unconscionable past.
But it is this that makes its position on a current genocide in Palestine all the more shameful. As an aside and as an African, I wish the German government exhibited the same regret for their history in Namibia with the Herero-Nama genocide and for the genocide during the Maji Maji Rebellion in Tanzania. Equally important, I wish that the German government, in reflection and saying ‘never again’ would acknowledge that NEVER AGAIN should be for ANYBODY. Instead, what I see is Germany being on the wrong side of a genocide again (as per International Court of Justice provisional ruling to the case brought on by South Africa). Additionally, according to the United Nations High Commission for Refugees, Federal Republic of Germany and United States of America are the biggest arms exporters to Israel. With more than 30 thousand killed in Gaza, this should have been a mea culpa moment for the Federal Republic of Germany, instead, they seem to have doubled their support for a very problematic government.
Culturally, since October 7, 2023, I have seen Germany disengaging from artists for their position on the colonial state that is Israel even in light of Israel’s failures to adhere to the Oslo Accord (which was a super mediocre document for Palestinians). I am reading that of the cultural events cancelled by Germany, 30 percent are by Jewish artists who are anti-Zionist. This has failed to make sense to me that Jews can be considered antisemitic (obviously ignoring that Palestinians are a semitic people as those in support of the Israeli government seem intent on forgetting). More recently, during the Berlin Film Festival, Palestinian filmmaker Basel Adra and Israeli journalist Yuval Abraham won best documentary prize for their film No Other Lands which shows the eradication of Palestinian villages in the West Bank. The German Cultural Minister is reported to have stated her applause was only for the Israeli half of the filmmaking duo. South African history has a phrase for this. Petty Apartheid.
I thus find myself unable to stay silent or keep an official decoration from a government that is this callous to human suffering.

One day in the future, there will be a place named the United States of Africa Federation. It will be a vast territory comprised of many countries. The leaders will convene and decide to unite the region to make it stronger, thus creating a federation.
In the United States of Africa Federation, there will be one prominent leader known as the President. The President will be the leader who will make all the significant decisions. However, the President will not be a dictator. The President will be elected by all the people within the United States of Africa Federation.
They will also have a single currency for all the countries - no more kwachas, nairas, or rand - just one significant currency called the Afri-dollar, making trading and other activities easier. Additionally, they will have one massive army known as the African Defence Force to protect the entire federation from bad actors and keep everyone safe.
The United States of Africa Federation will not be perfect. There will be complex issues to address. The Federation will have to figure out how to share resources and help all the people in need.
Overall, people will work together to create a better future for Africa. They will make Africa strong and proud. It will be a place where everyone will be equal and will respect one another.
This concludes the story of the United States of Africa Federation, prophesied by African revolutionaries who have advocated for the unity of Africa:
1. Kwame Nkrumah (Ghana): Nkrumah was a key figure in the Pan-African movement and played a crucial role in Ghana's independence from British colonial rule. He strongly advocated for African unity and was instrumental in the formation of the Organization of African Unity (OAU), now known as the African Union (AU).
2. Patrice Lumumba (Democratic Republic of Congo): Lumumba was an influential leader in the struggle for Congo's independence from Belgium. He envisioned a united Africa free from colonialism and exploitation. Unfortunately, his leadership was cut short by his assassination in 1961.
3. Julius Nyerere (Tanzania): Nyerere was the first president of Tanzania and a prominent advocate for African unity. He believed in socialism and played a crucial role in the formation of the OAU. Nyerere actively supported liberation movements across Africa and worked towards economic and political integration.
4. Amílcar Cabral (Guinea-Bissau and Cape Verde): Cabral was a revolutionary leader and the founder of the African Party for the Independence of Guinea and Cape Verde (PAIGC). He fought against Portuguese colonial rule and championed the idea of a united Africa. Cabral's ideas on liberation and African unity continue to inspire many.
5. Thomas Sankara (Burkina Faso): Sankara, often referred to as "Africa's Che Guevara," was the president of Burkina Faso. He advocated for self-reliance, social justice, and pan-Africanism. Sankara pushed for economic independence and called for African countries to break free from the shackles of neocolonialism.
6. Samora Machel (Mozambique): Machel was the first president of an independent Mozambique. He was a staunch supporter of African liberation movements and a vocal advocate for African unity. Machel emphasized the importance of self-determination and worked towards regional integration in Southern Africa.
7. Jomo Kenyatta (Kenya): Kenyatta played a crucial role in Kenya's struggle for independence and became the country's first president. While focusing on building a strong and independent Kenya, he also emphasized the importance of African unity and cooperation.
