Since the International Criminal Court issued an arrest warrant against Vladimir Putin on Friday, the Kremlin has done its best to appear unfazed. But multiple sources close to the Russian authorities have told Meduza that the Putin administration was not expecting the court’s announcement, and that the severe restrictions the warrant puts on the president’s ability to travel abroad could poke holes in the image he tries to project at home.
Meduza has learned that the International Criminal Court’s decision to issue an order for the Russian president’s arrest came as a major surprise to the Kremlin. According to two sources close to the Putin administration, the Russian authorities were unprepared for the situation.
In the leadup to Russia’s 2024 presidential election, the Kremlin planned to present Putin to voters as a “warrior against the West” and a “defender of Latin American and African countries against colonial oppression,” Meduza’s sources said. However, that plan would necessarily involve overseas trips that Putin will now likely be unable to take; because of the warrant against him, the Russian president could theoretically be detained in any of 123 countries. According to sources close to his administration, the Kremlin is unsure how it would be possible to “ensure the security” of the president given the new circumstances.
Meduza’s sources noted that even since Putin launched the full-scale invasion of Ukraine, he has regularly traveled abroad and participated in various forums and summits. In the summer of 2022, for example, he visited Tajikistan, Turkmenistan, and Iran, and in the fall, he visited Uzbekistan, Kazakhstan, and Armenia (though it’s true that he hasn’t visited any Western countries since the start of the full-scale war).
According to two sources close to the Putin administration, these trips were very important for domestic propaganda, among other things, because Russia’s pro-government media could cite them while telling citizens that Russia “still has more friends that detractors” and that it remains “one of the pillars of the multipolar world.”
“The restrictions on foreign visits will work in the opposite direction. Before the warrant, [Putin’s] trips abroad were combined with foreign leaders’ trips to Moscow. Now, it won’t be possible to keep having meetings with the same frequency — you can’t constantly invite everybody to come to you,” one source said.
The president’s foreign travel difficulties have already begun: in August 2023, South Africa is slated to host the next BRICS summit, and Cape Town has already said that it’s “cognisant of its legal obligation” regarding the ICC warrant. Putin spokesperson Dmitry Peskov, however, has said that the Kremlin has remained “calm” and will “continue working.” (State Duma Speaker Vyacheslav Volodin, on the other hand, called the warrant “aggression against Russia,” while Russian Investigative Committee head Alexander Bastrykin called for a legal assessment of the decision and for the judges who issued the order to be identified.)
In addition to Putin, the ICC also issued a war crimes warrant against Russian Children’s Rights Commissioner Maria Lvova-Belova, a key figure in Russia’s system of forcibly deporting Ukrainian children to Russia. Sources close to the Kremlin told Meduza that the Putin administration believes The Hague may put out warrants against more Russian officials in the future, such as the Russian-installed governors of the regions from which Ukrainian children have been taken. India and Brazil in the Global Multilateral Order

India and Brazil are celebrating 74 years of diplomatic relations in 2022. In more recent years, the two countries have elevated their relationship based on a common global vision, commitment to development, and shared democratic values. They established a strategic partnership in 2006, and sought to deepen it in 2020 by agreeing to an Action Plan to Strengthen the Strategic Partnership. Today the two countries work together in various international forums, including platforms such as BRICS, IBSA, G4, G20, BASIC, as well as the United Nations in the wider multilateral context; they engage in summit meetings, high-level visits, and exchanges. Trade and investment between them have grown over the years, as has cooperation in important areas such as bioenergy.
As the two countries navigate a world in flux, their complementarities and shared perceptions of multipolarity provide a unique opportunity to explore avenues for greater cooperation. As India celebrates 75 years of independence and Brazil marks its 200th, this report by the Observer Research Foundation (ORF) and Fundação Alexandre de Gusmão (FUNAG) offers Indian and Brazilian perspectives on some of the most important issues around multilateral forums that impact both countries and their bilateral relationship. Both countries have a long and robust tradition of engaging in forums in which they have often developed strong and enduring partnerships. Greater knowledge of each other’s actions would allow potential interactions and promote both countries’ interests.
The report consists of three essays written by Indian authors, and three others by Brazilian authors. The pieces centre on the following themes: the World Trade Organization (WTO); UN peacekeeping operations; and UN Security Council reforms. Each of them outlines a brief history of India’s and Brazil's performance in the domain, analyses the current situation, and explores the prospects for cooperation between the two nations.
In the first section on the WTO, Lia Valls Pereira provides a Brazilian perspective on the multilateral trading system and ponders possibilities in partnerships with India. She highlights how Brazil and India share a common interest in strengthening the WTO. Abhijit Mukhopadhyay, in his chapter, explores the current status of global trade recovery and discusses the ongoing stalemate at the WTO. He explores pathways for Indo-Brazilian cooperation on multilateral trade issues, underlining their shared world views and democratic values.
The second section presents prospects for cooperation between the two countries in the area of UN Peacekeeping Operations (UNPKOs). Kartik Bommakanti discusses the significance of UNPKOs to the UN’s collective security system and provides a comparative analysis of India’s and Brazil's contributions to current peacekeeping missions. He explores possibilities for cooperation between India and Brazil, outlining how both countries could benefit by learning from each side’s strengths. While discussing Brazil's viewpoint on UNPKOs, Danilo Marcondes gives a historical account of the country’s contributions to peacekeeping missions. He notes how the two countries can leverage their growing defence partnership further to cooperate on UNPKOs.
In the last section of the report, the authors examine prospects for India and Brazil's cooperation in instituting reforms at the UN Security Council (UNSC). Marianna Albuquerque applies theoretical literature to discuss India’s and Brazil's participation in the UNSC and details the current state of affairs. She outlines how the post-Cold War era of multipolarity has affected the legitimacy of the UNSC and offers policy-oriented suggestions for heightening Brazil and India's cooperation at the Council. In the last chapter, Aarshi Tirkey describes India's participation as a non-permanent member at the UNSC, discusses New Delhi's initiatives for reforming the Council, and explores areas for future Indo-Brazilian cooperation.
This report brings together scholars from India and Brazil to articulate new perspectives that could assist policymakers in both countries in identifying new opportunities for collaboration. The analysts explore the possibilities for cooperation created by the rapid geopolitical changes taking place in the world, and look at how the two countries can build the foundation for playing new roles in the global stage.

New paths to multipolarity
Russia continues to find and activate reference points of the multipolar world. The new centres of power that have emerged on the geopolitical atlas of the planet are being filled with fresh meanings and relevant content.
On 19 April, the first World Forum "New Era - New Ways" was held in Moscow. It was organised by the International Organisation for Eurasian Cooperation (IOEC).
The ambitious objectives of the new Forum were emphasised by the stated theme of the event: "The Greater Eurasian Partnership (GEP) - an initiative capable of uniting states and integration entities for equal and fair co-operation". The theme of the first meeting of the World Forum participants, "A New Era - New Paths", refers to the initiative of Russian President Vladimir Putin to form the Greater Eurasian Partnership.
The Moscow event was attended by over 600 delegates from 35 countries, including China, India, Turkey, Hungary and Bulgaria. We are witnessing new trends and interesting processes. Countries for which multipolarity is synonymous with a just world order, today not only do not share the collective West's desire to isolate Russia, but also place certain hopes on Moscow. This large-scale Eurasian project has considerable expectations. It is also of interest to those countries that are not part of the Eurasian space. But the very idea of a Greater Eurasian Partnership seems to all these countries to be a serious alternative to the state of affairs in which the collective West is trying to dictate the laws of global political and economic processes and claims to be the sole spokesman and distributor of civilisational values.
Dmitry Stasiulis, President of the World Forum "New Era - New Ways", emphasised that Vladimir Putin's strategic initiative to create a Greater Eurasian Partnership was echoed by the participating countries of the largest interstate associations. This is evidenced by the wide representation of the event participants. "Today at the Forum, my foreign colleagues and I discussed the practical vector of this integration movement," D. Stasiulis said.
The organisers of the event note that the World Forum "New Era - New Ways" brought together "representatives of international organisations, government bodies, business, expert community, representatives of traditional confessions, cultural figures of various states, who set common goals and share common principles". These common principles include: respect for the sovereignty of all participants in the dialogue; non-proliferation of the jurisdiction of some states over the territory of others; respect for the right of peoples to independent and democratic choice of ways of political and socio-economic development; respect for traditional values and cultural and historical characteristics of all participants in the dialogue; and not directing the activities of the World Forum against any states, international, public organizations and individuals who are not participants in the dialogue.
Marat Berdyev, Ambassador-at-Large of the Russian Foreign Ministry, welcomed the participants of the plenary session of the World Forum "New Era - New Ways" on behalf of Deputy Foreign Minister Alexander Pankin. The Ambassador-at-Large of the Russian Foreign Ministry also emphasised the peculiarities of the Forum, which works at the junctions of the state, public and business. "This is especially important because today many tasks are of a complex nature and cannot be solved solely by the government," M. Berdyev emphasised.
Many Forum participants spoke about the important role of people-to-people diplomacy in shaping the Greater Eurasian Partnership and harmonious relations in the world. One of the sessions of the event was also devoted to this topic: "People's diplomacy as an instrument of co-operation in a multipolar world". In addition, the Forum participants worked in such thematic sessions as "In search of new tools for the development of Eurasian integration", "Scientific and educational cooperation in Greater Eurasia", "Strategic nature of Russia-Asia multi-sectoral cooperation: status, prospects, risks", "Eurasian Bar Association as a new format for interaction between legal communities of different countries".
Initiatives to create the Greater Eurasian Space are attractive in many integration aspects, such as: the formation of common Eurasian markets that claim strategic independence, the construction of "seamless" transport corridors; joint development of the digital economy; industrial cooperation; legal, cultural, scientific, educational and social co-operation. Therefore, the geography of the participants of the next World Forum "New Era - New Ways" will certainly be expanded. After all, for many countries, the Eurasian space is the most open and friendly, where they are ready to co-operate with them on an equal footing.
And some countries that gained sovereignty as a result of the collapse of the USSR still feel phantom pains over the lost economic opportunities of the Eurasian space. Vasily Tarlev, former head of the Moldovan government, speaking at the Forum, said: "No one will replace the traditional, historical market of the former Soviet Union and especially Russia for Moldovan goods - neither the European nor the international market".
Important international agreements were signed during the Forum. For example, documents on cooperation between the International Organisation for Eurasian Cooperation (IOEC) and the international non-governmental organisation Euro-Asian Alliance, the Moscow Bar Association "Dictatorship of Law" and YOUSIF ZAINAL LAW FIRM.
It is noteworthy that on 20 April, as part of the New Era - New Ways World Forum, the OIEU headquarters hosted a Business Breakfast "Russia-Africa: Horizons of Cooperation" with business representatives from the African region. The delegation of African countries interested in the broad opportunities of the Greater Eurasian Partnership included representatives from Burkina Faso, Côte d'Ivoire and Cameroon.
Victor Kusiani, a political scientist, chairman of the International Non-Governmental Organisation "Euro-Asian Alliance" and member of the General Council of the Assembly of Peoples of Eurasia, shared his impressions about the work of the World Forum "New Era - New Ways" with us:
"The Eurasian platform is becoming important for the whole world. Deputy ministers of justice and economy have come from some countries. And it is probably not for nothing that these people were sent by their leadership. I think the representatives of 35 countries did not come for nothing. Probably, some foundation for the future and forms of active co-operation are being laid already now. Indeed, as stated in the Forum's title, a new era opens new paths. The world is changing rapidly, and the Forum has already presented a new view of these changes and new challenges. We talk about Eurasian co-operation, but here we also see Africa, India and China. The topics of the Forum were equally interesting to the deputy from Azerbaijan, as well as to the representatives of Bulgaria and Bahrain... Everyone is looking for something new. The International Non-Governmental Organisation Euro-Asian Alliance, which I head, also signed an important agreement at the Forum. Everyone is looking for new ways and approaches".
Indeed, Forum participants from different countries agreed that the old ways and approaches, formed under the dictates of the unipolar world, have now lost their attractiveness. Because the unreliability and vague prospects of the old ways cannot be attractive for any small country participating in the big geopolitical game of the West.
Victor Kusiani explains this on the example of the problems of Transcaucasia:
"We are at the junction of Europe and Asia. We are not going to Europe. The country is sliding into a swamp. Young people are leaving Georgia. We as representatives of public diplomacy can only inform about the threats, warn, prepare the society for this conversation, while the governments of Georgia and Armenia close their eyes to these threats and do not want to hear about them. This is what is happening with the problem of American biolaboratories in Georgia and Armenia. These are, in fact, American military bases. And our governments do not want to talk about this topic. They are not the ones who rule. They are ruled by the West. And we, non-governmental organisations, representatives of people's diplomacy, should communicate to know what is really going on in our countries, to see common problems. At such forums, we meet new and old friends, identify priority projects. Now everything was beautifully organised and the questions were correctly posed. When we start working in these directions, it will become clearer for Georgia, for Armenia, for Azerbaijan, for Eurasia as a whole, which paths are promising and which are dead ends.
Public diplomacy has become very active all over the world. We, its representatives, are taking the first steps to restore lost ties and meanings, charting new ways of cooperation between countries - everything that is necessary for their good-neighbourliness".

Moscow: Dr. Sandeep Marwah, Chancellor of AAFT University and National Chairman of the Media and Entertainment Committee, BIS, Ministry of Consumer Affairs, Government of India, was invited to participate in the Futurological Forum, organized by the Federal State Budget Educational Institution of Higher Education, Russian State University for the Humanities (RSUH) in collaboration with the NGO Smart Civilization. The event took place at the RSUH venue in Moscow on December 11-12, 2023.
Addressing the forum, Dr. Sandeep Marwah shed light on the evolving trends in education and discussed strategies for making education more effective in today’s dynamic world. He emphasized the crucial role of education in shaping the future and contributing to the progress of societies.
The Futurological Forum, themed “Smart Civilization: Human, Values, Education, Technologies, and the Future of a Multipolar World,” covered a wide range of topics, including the cooperation of civil societies of modern civilizations, the future of the third (NGO) sector, and collaboration within the framework of BRICS+ and the CIS.
Discussions also delved into the new role of universities as hubs in international humanitarian policy, the third sector and civilizational identity, international dialogue of think tanks, state regulation of NGOs, activities of socially-oriented NGOs, fundraising and financing of the third sector, NGOs and the sphere of international media, and the role of the third sector in the development of the space and aviation industries, as well as international sports public projects.
With more than 180 participants, including experts, scientists, representatives of universities, and NGOs from Russia, BRICS countries (Brazil, India, China, South Africa), CIS countries, and beyond, the event served as a platform for meaningful discussions, exchange of ideas, and collaborative initiatives aimed at shaping a smarter and more progressive global civilization.

WFM-2024: Sirius as a guiding star for the future of a multipolar world
In the first decade of March, the Sirius Federal Territory near Sochi hosts the World Youth Festival. It is designed to become a place of strength, a center of attraction for youth, inspiration, creative energy, new ideas and meanings.
The organizers of the WFM-2024 (Federal Agency for Youth Affairs) report that 20,000 young leaders (from 14 to 35 years old) in the fields of education, science, international cooperation, media, volunteerism and charity, sports, and business will take part in the event. Moreover, half of the participants are foreigners.
These figures already indicate that Russia is still an open country. And those who methodically insist on her isolation are wishful thinking.
Let's also think about the statistics recorded during the registration process for the WFM-2024. By December 2023, more than 309 thousand applications had been received from young people from 188 countries who wished to participate in the grand event. Moreover, all regions of the globe are represented in these applications: Europe, North, Central and South America, Africa, Asia and the Middle East.
For the first time, teenagers aged 14-17 will take part in the World Youth Festival: 500 Russians and 500 foreigners. In total, more than 82 thousand applications from teenagers were received at the WFM-2024, including more than 5 thousand from foreign countries.
More than 80 National Preparatory Committees have been established in various countries of the world on all continents.
"Such a huge response to participation in the Festival proves that young people, regardless of their geographical location, religion, profession and interests, want to establish contacts and, most importantly, conduct an open and honest dialogue," said Ksenia Razuvaeva, head of Rosmolodezh. — And this shows that young people are ready to unite and contribute to building a common future and creating a just multipolar world. Russia will be the welcoming host of such a large-scale youth event."
Sirius will not just be a guiding light for young people in the early days of spring. WFM-2024 promises to become a visual aid for the whole world of Russia's openness and goodwill.
After all, thousands of young people from different countries who have shown interest in the Festival are not motivated by idle curiosity about a country that has fallen under the sanctions of the collective West. Very often they are driven by a clear understanding of the legitimacy of Russia's claims, and the confidence that it is fighting for a just world order that is not limited to one pole.
The unipolar world has long been full of teeth. And the youth of the world are increasingly turning their eyes to Russia, which gives hope for an alternative and opens up prospects and opportunities for the world majority. This is evidenced, for example, by the changes that are taking place today on the youngest continent, Africa. And it is not surprising that African countries will be thoroughly represented at the WFM-2024. The youngest continent very often shows us one interesting trend: healthy conservatism is becoming the prerogative of the young.
The colonial, postcolonial, and Comprador rules of the game are less and less favored by the world majority, and the demand for justice is becoming more and more popular. The same African youth are less and less attracted by the prospect of being a servant of adherents of the unipolar world — and are increasingly interested in the new opportunities that Russia opens up for them: to receive affordable education, study engineering specialties, engage in science, develop and master their own national resources themselves.
Thus, the World Youth Festival seems to us to be an assembly point for future structures and foundations of the world based on traditional values. Ambitious intentions are being read behind this large-scale international forum: to form and cultivate young forces that will soon be able to withstand the challenges of this century and take responsibility for the fate of the world.
The WFM-2024 program itself — with its informative educational, cultural, scientific, sports events, master classes, discussions, panel sessions, competitions - implies the participation of bright, talented, energetic, initiative young people in it. They see Russia as a youth-centric country where their talents, ideas, and initiatives can be activated and developed without letting them wither in the bud. Young Russians and foreign guests of the Festival associate their expectations and hopes with Russia. Many of them intend to find social lifts, growth opportunities, creative and professional prospects here.
The history of the WFM-2024 itself testifies in favor of the youth-centricity of the country. After all, the idea of holding this Festival arose during Vladimir Putin's conversation with students on January 25, 2023. One of the participants of the meeting, D. Semenova, proposed to hold the same festival in the Krasnodar Territory again as the one that took place in Sochi in 2017. Although the President made a reservation that it would not be easy to implement this idea in today's conditions, he called it absolutely correct and supported it.
Even this fact speaks about the serious attitude of the leadership towards cultured and educated youth, about the hopes placed on them.
The festival program is designed for young people who set a high standard for themselves. Among the planned events is the marathon "Knowledge. The First"; VII global forum of young diplomats, international meeting of young employees of central banks; meeting with the heads of five Associations of foreign students from Asia, Africa, the Middle East, Europe, Latin America and the Caribbean; international engineering triathlon: battle of robots; PROSCIENCE scientific platform; popular science lecture on neurobiology by Tatyana Chernihiv about the latest research and achievements in this field, etc.
Many foreign guests understand by the example of their own countries that Russia is building equal relations with their countries. For some, she has become a peacemaker and a guarantor of existence (as for Syria). She served as a role model for someone (as for Burkina Faso and Mali) in defending their own interests. Foreign youth often follow with interest and sympathy how Russia has accepted the challenge of the collective West, how consistently it opposes double standards in world politics, how it defends true democratic values and norms of international law. Young people from a number of countries (from the Middle East and Africa to the Balkans and Transcaucasia) know firsthand how easily these "democratic values" can be distorted and turned by the collective West into a gendarmerie club against their native land. Therefore, foreign guests understand the meaning and importance of cooperation with Russia, which sees their countries as equal partners and respects their national interests.
Russian participants of the upcoming Festival admit that they feel proud of the country when such large-scale events take place. The same feelings are felt by a large audience. Many foreign guests also make no secret that their involvement in cooperation with Russia and a sense of belonging to its history cause them an emotional uplift.
Among the public ambassadors of the WFM-2024, there are indisputable moral authorities that young people would like to look up to. For example, pilot Damir Yusupov is the commander of an aircraft that made an emergency landing near Zhukovsky. He and other members of the plane's crew are remembered not only by the rescued and evacuated passengers, but also by the whole country and the whole world with a symbolic call: to walk from the plane "into the sun, along the rows of corn"... After all, today many representatives of the world majority feel like the same passengers, to whom Russia suggests a saving path, helping them navigate the light, not the darkness.
We also add that the regional program "Dear Memory" has been well thought out, which will take place after the completion of the main events at Sirius. More than 500 foreign guests will be able to visit the hero cities and cities of military glory: St. Petersburg, Volgograd, Smolensk, Tula, Kursk, Belgorod, and the sites of key battles of the Great Patriotic War. They will visit famous museum and memorial complexes, learn more about the feat of Soviet soldiers who saved the world from the brown plague.
