Cedars-Sinai Medical Center is facing a federal civil rights investigation over how the Los Angeles hospital treats Black women who give birth there, an official with the U.S. Department of Health and Human Services confirmed.
The investigation comes after allegations of racism and discrimination emerged in the years after the death of Kira Dixon Johnson.
Johnson went to Cedars-Sinai in April 2016 to deliver her second son by cesarean section but died hours later after hemorrhaging blood. News of the incident spread over social media and led to her husband, Charles Johnson IV, filing lawsuits against the hospital over her death.
The Times obtained a copy of a letter the federal agency sent to Charles Johnson in March indicating that it was aware of the allegations involving the hospital’s level of care for Black women.
The Office of Civil Rights “has been made aware of concerns regarding the standard of care provided to Black women in the care of Cedars-Sinai Medical Center,” the letter said. “Specifically, OCR is aware of allegations that Black women are provided a standard of care below what is provided to other women who are not Black when receiving health care services related to labor and delivery.”
The letter noted that based on the allegations and the fact that Cedars-Sinai receives federal funding, the agency is reviewing whether the hospital is complying with federal civil rights laws.
Melanie Fontes Rainer, director of HHS’ Office of Civil Rights, confirmed the agency’s investigation in an emailed statement.
“Maternal health is a priority for the Biden-Harris Administration and one in which the HHS Office for Civil Rights is working on around the country to ensure equity and equality in health care,” Fontes Rainer said. “To protect the integrity of this ongoing investigation we have no further comment.”
In 2017, Johnson sued Cedars-Sinai in state court as well as the doctor who attended to his wife during her hospital stay, alleging wrongful death and emotional distress.

According to the lawsuits, Kira Johnson was admitted to Cedars-Sinai for a cesarean delivery, but hours later, Charles Johnson said he noticed her catheter was draining blood. Dr. Arjang Naim, her doctor, was made aware of her predicament and a “surgical emergency” CT scan was ordered.
But the scan was never performed, according to the lawsuits. By the time she was sent in for surgery, doctors found three liters of blood in her abdomen, and she soon died from hemorrhagic shock due to the blood loss, the lawsuits say.
The hospital said in a statement last year about the lawsuit that officials “reject any mischaracterization of our culture and values” and they were actively working to “eradicate unconscious bias in healthcare.”
In an emailed statement to The Times, Cedars-Sinai officials referred questions about “any potential investigation” to Health and Human Services.
“Cedars-Sinai clinicians, leaders and researchers have long been concerned with national disparities in Black maternal health, and we are proud of the work we’ve done (and continue to do) to address these issues in Los Angeles as well as at the state and national levels,” the statement said.
Hospital officials also pointed to their work to improve maternal health outcomes, including working with the California Maternal Quality Care Collaborative, which brings state agencies, hospitals and health provider associations together to look for ways to prevent pregnancy complications and deaths.
The hospital also noted it is conducting clinical studies aimed at improving Black maternal and infant health; providing annual unconscious bias training for staff members; and giving more than $2.2 million in grants to Los Angeles County-area nonprofit organizations seeking to improve Black maternal health.
The hospital also has a partnership with Cherished Futures for Black Moms & Babies, to connect healthcare organizations and Black community leaders to develop solutions to reduce inequities in Black maternal and infant health.
Cedars-Sinai helps nearly 7,000 women deliver their babies each year, according to the hospital’s website.
The National Center for Health Statistics reported in March that 1,205 pregnant women died in the United States in 2021, a 40% increase over 2020, when 861 deaths occurred. The total was 754 in 2019.
Pregnant Black women continued to have the highest risk of dying, according to the report. In 2021, the maternal mortality rate for Black women was 69.9 deaths per 100,000 live births, 2.6 times the rate for white women at 26.6 deaths. Among Hispanic women, the report found there were 28 deaths per 100,000 live births.

I'm feeling really down about this ruling today (to put it mildly) and needed to do something constructive about it before heading to a protest. I'm seeing many people sharing wonderful organizations that fight for reproductive justice and as a doula/student midwife, I've learned of tons of awesome ones over the years. I wanted to share some lesser-known organizations that you can consider donating to at this time if you have the means.
I've included organizations that focus on the racial disparities in maternal healthcare as well since this ruling will disproportionally affect low-income BIPOC and we have worse birth outcomes/infant mortality rates than white people.

Repo Legal Defense Fund: The Repro Legal Defense Fund covers bail and funds strong defenses for people who are investigated, arrested, or prosecuted for self-managed abortion. Fund Texas Choice: Funding for Texans to travel for abortion care. Louisiana Sen. Bill Cassidy doesn’t think Black women and babies matter. In a recent interview with Politico, the senator argued that if his state “corrected for race in the population,” the maternal mortality numbers wouldn’t be so bad.  
Black women in Louisiana aren’t just bad data points to be tossed aside. And instead of looking for a way to minimize the optics of a problem, elected officials like Cassidy should figure out how to address the actual situation.  
And Cassidy did recognize that the disparity in maternal health outcomes is real. He refuses to grapple with the fact that Black women are also his constituents and deserve his advocacy not being set aside.  
Politico also interviewed Dr. Veronica Gillepsie-Bell, who leads the state’s Perinatal Quality Collaborative and Pregnancy Associated Mortality Review. A practicing obstetrician, Gillepsie-Bell, said the senator’s assessment that correcting the population for race as Cassidy suggests misses the entire conversation.  
Politico also interviewed Dr. Veronica Gillepsie-Bell, who leads the state’s Perinatal Quality Collaborative and Pregnancy Associated Mortality Review. A practicing obstetrician, Gillepsie-Bell, said the senator’s assessment that correcting the population for race as Cassidy suggests misses the entire conversation.  
“To say that ‘because we have a lot of Black people in Louisiana, that’s why our outcomes are bad’ is out of context,” Gillepsie-Bell told Politico.

It’s not that Cassidy is speaking out of ignorance of the issue. He simply doesn’t care about the well-being of Black women. Generations of “correcting for race” in data have exacerbated the current crisis. 
Rep. Gwen Moore called out Cassidy, noting that he’s also a doctor. Given his medical background, his comment underscores the issues with racism in the profession.

As previously reported by Nola.com, more than half of Louisiana’s parishes have little to no maternal care. And access to maternal care is compounded by the distance to a provider for many pregnant women and people. 
Despite co-sponsoring two bills somewhat connected to the maternal mortality crisis, Cassidy voted against providing needed care to new mothers and postpartum people when he voted against the president’s American Rescue Plan.  
In April, the Department of Health and Human Services announced that Louisiana was the first state to take advantage of a new provision that extends postpartum Medicaid care up to 12 months.  
“Having postpartum care can be life-saving and lead to better long-term health outcomes for new parents and newborns,” said Health & Human Services (HHS) Secretary Xavier Becerra. “Thanks to President Biden’s American Rescue Plan, we are able to make it easier for states like Louisiana to give thousands more pregnant and postpartum people across the country access to high-quality, affordable coverage for the essential first year after birth. The Biden-Harris Administration has made maternal health and equity a priority, and we are working to ensure every parent has access to the care they and their child deserve.” 
In addition to maternal mortality, Louisiana is one of seven states to receive an F from the March of Dimes on its 2021 state report card. According to the report card, Louisiana has an infant mortality rate higher than the national average across all racial groups. And like maternal mortality, infant mortality is considered “an important summary reflecting social, political, health care delivery and medical outcomes in a geographic area.” 
It is estimated that a majority of maternal death are preventable, suggesting that medical professionals are also missing warning signs. As previously reported by NewsOne, “60 percent of maternal deaths are preventable, suggesting the focus of legislation at the state and federal levels should be on expanding reproductive health, not restricting it.” 
Black women and pregnant people not receiving proper treatment and care suggest something inherently wrong with the system, not the people dying.

Honoring Black Maternal Health Week: April 11th - April 17th
From April 11th to April 17th, we recognize Black Maternal Health Week, a crucial time to raise awareness about the unique challenges and disparities faced by Black birthing mothers, birthing parents, and their families. This week is especially significant as it begins with the International Day of Maternal Health and Rights on April 11th, highlighting the intersectionality of maternal health and human rights.
Black Maternal Health Week shines a spotlight on the alarming disparities in maternal health outcomes experienced by Black mothers and birthing parents. Despite advances in medical care, Black women are disproportionately affected by pregnancy-related complications and have significantly higher rates of maternal mortality compared to their white counterparts. Black infants also face higher rates of mortality and morbidity, highlighting systemic inequities in access to quality healthcare and support.
It is unacceptable that in the United States, Black women are three to four times more likely to die from pregnancy-related causes than white women. These disparities persist regardless of socioeconomic status, education level, or access to healthcare. Structural racism, bias, and unequal treatment within the healthcare system contribute to these disparities, perpetuating a cycle of inequity and injustice.
During Black Maternal Health Week, we stand in solidarity with Black mothers, and birthing parents, families, and communities, and we amplify their voices in calling for action. We demand policies and programs that prioritize maternal health equity, address systemic barriers to care, and center the experiences and needs of Black birthing individuals. We advocate for culturally competent care, access to comprehensive reproductive healthcare, and support for maternal mental health.
As we observe Black Maternal Health Week, let's continue to take action to address the disparities in maternal health outcomes. Let's educate ourselves and our communities about the root causes of these disparities and the importance of advocating for change. Let's support organizations and initiatives that work to improve Black maternal health and empower birthing parents to navigate the healthcare system with dignity and respect. If we work together, we can create a future where every mother and family receives the care and support they deserve, regardless of their race or ethnicity.

Cedars-Sinai Medical Center Facing Federal Probe Over Treatment Of Black Mothers
The federal government has launched a civil rights investigation into how Cedars-Sinai Medical Center in Los Angeles treats Black women who give birth at the hospital, a spokesperson for the Department of Health and Human Services confirmed to ABC News.
"Maternal health is a priority for the Biden-Harris Administration and one in which the HHS Office for Civil Rights is working on around the country to ensure equity and equality in health care," the HHS spokesperson told ABC News in a statement on Wednesday. "To protect the integrity of this ongoing investigation we have no further comment."
Asked about the probe, a Cedars-Sinai spokesperson told ABC News in a statement on Tuesday that the medical center is "concerned" about the racial disparities in maternal care and is working to address the issue.
"Cedars-Sinai clinicians, leaders and researchers have long been concerned with national disparities in Black maternal health, and we are proud of the work we've done (and continue to do) to address these issues in Los Angeles as well as at the state and national levels," the spokesperson said.
The medical center is working with the California Maternal Quality Care Collaborative to develop and implement "standardized treatment protocols for the most common causes of maternal morbidity and mortality," the spokesperson said.
The federal probe into Cedars-Sinai's treatment of Black mothers comes over seven years after the April 2016 death of Kira Dixon Johnson, who died after she suffered internal bleeding following a cesarean section. The baby, Langston Johnson, survived.

Implementing 5 sustainable Developmental goals at the Inanda community.
The government plays a huge role in ensuring a sustainable future for our country; however the government cannot work alone we need to all work collaboratively achieve these goals and each person needs to make It their responsibility and play a role towards making our country a better place.
(This Picture shows 17 Sustainable Developmental goals – SDGs).
Sustainable developmental goals were created in the year 2012, as a measure in trying to address the political, economic, and social issues in all countries.  The sustainable development agenda for south Africa in 2030, are mainly to identify and address the most complex development challenges and the principles that will be applied towards addressing these are Collaboration, Coherence, and Impact (Voluntary National Review (VNR) Report, 2019).in my community block I will be implementing 5 goals namely 1. No Poverty 3. Good Health and Well-being 3. Quality Education 4. Gender Equality 17. Partnerships for the goals
Goal 1: No Poverty
The aim of this goal is to end poverty everywhere and in every form. The community of inanda is currently experiencing a high unemployment rate especially the youth which is the main cause of Poverty thus leading to crime. This goal can be achieved systematically at the community through sustainable employment, this can be done by working with different community members working with the youth and talking to the department of employment and labor , this can be done by reaching out to the department in sharing learnerships/internships or the skills development short courses with the youth mentors of the community for the youth to apply and possibly get employment , the major challenge about implementing this goal is that the process of getting this learnership/internships can be slow as the country as it is ,is currently facing a high unemployment rate especially since COVID-19 led to the loss of jobs.
Goal 3: Good Health and Well-being
At the Inanda Community, some members of the community are living with diseases like HIV/Aids, Malnutrition, Substance Abuse, Mental Health, and Diabetes. These are the conditions that most people live with and failure to comply with medication and take care of themselves could lead to conditions worsening, so the aim of this goal in the community encourage the importance of prioritizing health, dealing, and managing communicable and non-communicable disease, maternal and child health this is implemented through the health Promotion talks on the importance of staying healthy and eating healthy. Also through encouraging people to promoting people to exercise and participate in sports. Doing health Promotion talks of practicing safe sex and staying healthy while living with some diseases like TB, Diabetes in order to promote function.
Goal 4: Quality Education
The poor quality of schooling At Primary and Secondary in our country causes a severe limitation to the youth’s capacity to exploit further training opportunities which leads to the deficiency of existing skills among those are the end-product of the underperforming school system which is mostly the black youth are mostly likely to persist. (Spaull N, 2013). This aim of this goal is to assist at the schools in terms of helping improve the performance of learners in class by addressing the impairments that they are currently presenting with. One of the interventions towards working on this goal is that we are working with learners at the primary, intersecondary and secondary schools by identifying leaner’s presenting with difficulties like poor attention and concentration, poor memory, poor fine motor skills, poor pencil grip and these difficulties are treated via intervention session of groups and individuals and in primary schools play is incorporated to address these underlying impairments.
Goal 5: Gender Equality
(More Diversity, Equity & Inclusion council ,2022).
The gender Equality goal is formulated based on a strong gender analysis which considers that gender inequality is relevant in the Economic, Political and social aspects which are all connected to each other, hence the concerns indicated by this goal and the target is both qualitatively and Quantitatively improved compared to the millennium developmental goals(Esquivel ,V ; Sweetman, C , 2016) this goal is achieved at the community through the education of men about Equality and the implementation of Equality during group sessions such that certain tasks which the society believes are designed for men and involving them to encourage the practice of equality in the community.

Goal 17: Partnerships for the goals

This goal deals with the strengthening in the implementation of the sustainable development goals and contributing towards the global partnership for achieving sustainable development throughout the world (Maltais A et al ,2018). This goal is achieved by strengthening the relationship between the community members on the group sessions by encouraging social participation for the community to be able to work together in achieving the goals listed above.
