Activist calls for border march in Ladakh to mark land lost to China

Around 10,000 people from Ladakh will march to the border along China this month to showcase how much land has been lost to the neighbouring country, climate activist and education reformer Sonam Wangchuk said on Tuesday.
Mr. Wangchuk has been protesting in open in sub-zero temperature in Leh, surviving only on salt and water for the past 14 days, to demand constitutional safeguards for the Union Territory.
“We know from the shepherds that they are not allowed [anymore] to go to the places that they always used to go. In particular areas, they are stopped kilometres before where they used to go earlier. We will go and show whether land has been lost or not,” Mr. Wangchuk said.
The march would be taken out in Finger area (north and south bank of Pangong Tso), Demchok, Chushul among others along the Line of Actual Control (LAC) with China.
He said two dates have been shortlisted for the march — March 27 and April 7.
“The march will also highlight the areas, prime pasture lands, that are being turned into solar parks. On one hand, nomads are losing their land to corporates who are coming to set up their plants, maybe mining in future. Nomads will lose 150,000 sq km of prime pasture land, on the other hand they are losing pasture land to China which is encroaching from the north, the Chinese have captured huge chunks of land in the last few years,” he said.
After the June 15, 2020 incident in Galwan where 20 Indian soldiers were killed in violent clashes with the Chinese People’s Liberation Army, several rounds of talks between the two armies have taken place leading to disengagement and creation of buffer zones or no-go areas. These areas in eastern Ladakh were regularly patrolled before April 2020 when China started amassing troops close to the LAC. At least 26 patrolling points out of total 65 PPs in Eastern Ladakh are not being patrolled due to the border dispute.
At the centre of Mr. Wangchuk’s protest that has received huge support from the locals is the failure of talks between Ladakh civil society leaders and Union Home Minister Amit Shah on March 4.
The members of Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) representing the Buddhist majority and Shia Muslim dominated regions respectively in Ladakh, are jointly protesting for Statehood for Ladakh, inclusion of Ladakh in the sixth schedule of the constitution thus giving it a tribal status, job reservation for locals and a parliamentary seat each for Leh and Kargil.
Though ministry officials had in previous rounds of meetings agreed to examine how the provisions of the Sixth Schedule of the Constitution can be implemented in Ladakh’s context, the meeting with Mr. Shah “did not result in any positive outcome”.
“Government has been declining to keep their promise on Sixth Schedule. The Home Minister said we cannot give this but we will give you some constitutional safeguard,” Mr. Wangchuk said adding that he wants to awaken the people of India to this “breach of trust”.
“People are disillusioned, disenchanted and angry. There is no chance BJP will win a seat here in the upcoming elections. But this is not only for Ladakh, am trying to awaken the nation, if this is how election promises are honoured, then elections are a joke. Why did we vote this party to power twice?” he said. Ladakh’s only parliamentary seat was won by the Bharatiya Janata Party (BJP) in 2014 and 2019.
After the special status of Jammu and Kashmir under Article 370 of the Constitution was revoked by the Parliament on August 5, 2019, Ladakh was turned into a Union Territory without any legislative assembly.

KARGIL: Raking up the border issue, Congress leader Rahul Gandhi on Friday said every individual in Ladakh knows that China has “taken away our land” and claimed that Prime Minister Narendra Modi’s assertion that not an inch of land was taken away was “absolutely false.”
The former Congress president’s remarks come after Prime Minister Modi and Chinese President Xi Jinping held a conversation on Wednesday on the sidelines of the BRICS (Brazil, Russia, India, China, South Africa) summit in Johannesburg.
The conversation was not a structured bilateral meeting and was an informal one.
“I visited the whole of Ladakh on my motorcycle over the past week. Ladakh is a strategic place and when I was at Pangong lake, one thing was clear that China had taken over thousands of kilometers of Indian land. Unfortunately, the prime minister during an opposition meeting makes a statement that not an inch of our land was taken away which is ‘absolutely false’,” he said addressing a public meeting here on the last day of his nine-day tour of Ladakh.
“Every individual of Ladakh knows that China has taken away our land and the prime minister is not speaking the truth,” he alleged.
This is the second time during his Ladakh tour that the Congress leader has raked up the border issue with China.

India’s Foreign Secretary Vinay Kwatra on Thursday said Modi conveyed to Xi India’s concerns on the “unresolved” issues along the Line of Actual Control (LAC) in eastern Ladakh, underlining that maintenance of peace and tranquillity in border areas was essential for normalisation of India-China ties.
The ties between India and China came under severe strain following the eastern Ladakh border row that began in May, 2020.
The Indian and Chinese troops are locked in an over three-year confrontation in certain friction points in eastern Ladakh even as the two sides completed disengagement from several areas following extensive diplomatic and military talks.
During the public meeting, Gandhi also extending support to Leh-based Apex body and Kargil Democratic Alliance (KDA), which are fighting for full statehood and safeguards under sixth schedule of the Constitution, and said his party would not allow the BJP to hand over the resource-rich land of the union territory to its corporate friend.
The former Congress president said he was briefed by the people about their demand for political representation, safeguards for land, culture and language, unemployment, non-functional Kargil airport and the problem of cell phone coverage.
“I heard you and want to convey that the Congress is standing with you in your struggle, whether linked to the demand for safeguards or employment issues. All the people know that Ladakh is rich in natural resources. The 21st century is of solar energy and Ladakh has no dearth of it,” he said.
“The BJP knows and understands that if you will be given (political) representation, they cannot snatch your land,” he said and alleged that the “BJP wants to take your land for (industrialist Gautam) Adani and we will not allow this to happen”.
The two powerful bodies are jointly campaigning to press for their four-point demands, including full statehood, safeguards under sixth schedule of the Constitution, creation of two separate parliamentary constituencies for Leh and Kargil districts, recruitment and job reservation for the youth of Ladakh.
Both the Apex body and KDA, which is a separate amalgam of socio-religious, political and youth organisations of Leh and Kargil districts, were formed after the Centre abrogated the special status of Jammu and Kashmir and bifurcated it into Union territories of J-K and Ladakh.
The BJP Ladakh unit was also part of the Apex body but later distanced itself after it raised the demand for full statehood.
In an apparent reference to Modi’s ‘Mann Ki Baat’ radio broadcast, Gandhi said, “Some are speaking what is in their heart but I came here to know what is in your heart. One thing is clear that the ideology of Gandhi and Congress exists in the blood and DNA of the people of Ladakh.”
He said migrant labourers from different parts of the country, including Bihar, Rajasthan, Uttar Pradesh and Jharkhand, told him that they feel that Ladakh is their second home as locals are lending a helping hand whenever they come forward to seek their support.
Referring to his Bharat Jodo Yatra from September 7, 2022 to January 30, 2023, he said the only goal of the foot march was to stand up against the “hatred and violence being spread by BJP and RSS” in the country and spread the message of love and brotherhood.
“The yatra was not supposed to end in Srinagar but in Ladakh. The administration did not allow us to continue the march due to harsh winter and we accepted it. My visit is in continuation of the Bharat Jodo Yatra. I visited every nook and corner of the region on the motorcycle and heard the people,” he said.
He also thanked the people of Kargil for always standing with the country during crisis and war, and said, “All the people in the country, irrespective of their religion, language and culture are equal for us and we all want to live together with love and respect.”
Gandhi described Ladakh as the most beautiful region of the country and assured the people that he will raise both their local and central issues during the next Parliament session.
After his over 15-minute long address, Gandhi walked past the security cover to interact with the gathering amid chants of ‘Jodo Jodo Bharat Jodo’.
Besides the working president of Ladakh Congress Asgar Ali Karbalai, National Conference leader and co-chairman of KDA Qamar Ali Akhnoon, AICC in-charge of J-K and Ladakh Rajni Patel were present at the public rally.

Devi is one of around 15 million Indians who have been made redundant in an economic slowdown that has hit women disproportionately, trade union and industry leaders said.
Most employed women in India are in low-skilled work, such as farm and factory labour and domestic help, sectors that have been hit hard by the pandemic.
Worse, an anticipated slow economic recovery, the closure of thousands of factories and a sluggish vaccination rate, especially among women, is expected to undermine their attempts to return to the workforce.
"Whatever social and economic gains Indian women had made in the last decade, it has been largely wiped out during the COVID period," said Amarjeet Kaur, general secretary of the All India Trade Union Congress, one of the largest trade unions in India.
The second wave of the coronavirus pandemic is expected to deepen economic stress in India, which was already in its worst recession for seven decades.
With the vast majority of Indians working in the informal sector, precise estimates of job losses are difficult.
But in a country without a comprehensive welfare system or pandemic-related support for small businesses, several industry bodies have reported widespread redundancies over the past year.
The Consortium of Indian Industries (CIA), which represents over one million small firms, said women make up 60% of the job losses.
A report by the Centre for Sustainable Employment at Azim Premji University found that 47% of women workers who lost their job between March and December - before the second wave of the virus hit in April - were made permanently redundant.
That compared with around 7% of male workers, many of whom were able to either return to their old jobs or take up independent work like selling vegetables.

The National Democratic Alliance (NDA) government has green-lit the appointment of India’s first Chief of Defence Staff (CDS) who will be a four-star General and head the newly-created department of military affairs in the defence ministry.The development, perhaps the most significant reform in top military management in India, comes four months after Prime Minister Narendra Modi announced in his Independence Day speech the creation of the post for more effective coordination between the three armed forces.As the government gets ready to announce who will be the country’s first CDS, here are seven things you must know about the new appointment and why it was needed:While the CDS would act as the principal military adviser to the defence minister on all tri-services matters, the three service chiefs would continue to advise the minister on matters exclusively concerning their respective services i.e. army, navy and the air force. The CDS will have the same salary and perquisites as the three service chiefs (who are also four-star Generals).The CDS will not exercise any military command, including over the three service chiefs, so as to be able to provide impartial advice to the political leadership. Apart from heading the department of military affairs, the CDS would also don the hat of Permanent Chairman of the Chiefs of Staff Committee (CoSC). Until now, the chairmanship of the CoSC was held in rotation by the senior-most service chief for short periods and the arrangement was found to be unsatisfactory.The department of military affairs would focus on promoting jointness in procurement, training and staffing for the three services through joint planning and integration of their requirements. It will also facilitate the restructuring of military commands for optimal utilisation of resources by bringing about jointness in operations, including through establishment of joint/theatre commands.The appointment of a CDS was one of the most significant recommendations made by the K Subrahmanyam-led Kargil Review Committee (KRC) that was constituted in the immediate aftermath of the 1999 Kargil war to examine lapses that allowed Pakistani soldiers to occupy strategic heights, the initial sluggish Indian response, and suggest measures to strengthen national security. The KRC report was tabled in Parliament in February 2000.A year later, in February 2001, a Group of Ministers (GoM), under then home minister LK Advani, submitted its report to then Prime Minister Atal Bihari Vajpayee. The GoM was set up in April 2000 to review the national security system against the backdrop of the KRC recommendations. It recommended that a CDS be appointed. But the Cabinet Committee on Security (CCS) decided that the appointment of a CDS be taken up later after holding talks with different political parties.Successive governments failed to build political consensus on appointing a CDS for almost two decades. However, Prime Minister Narendra Modi on August 15 this year announced the creation of the new post. The appointment of a CDS will address the fragmented approach of the armed forces and bring about much-needed synergy. The existing model for cross-service cooperation (chairman, CoSC) was weak, with each service working in its own silo. The efforts for jointmanship in the military were proceeding slowly, resulting in duplication of efforts, wastage of resources and delay in decision making.Just like the service chiefs, the CDS will be a member of the Defence Acquisition Council and Defence Planning Committee. Chaudhry Shujaat Hussain (Urdu: چودھری شجاعت حسین; 27 January 1946), is a senior conservative figure and business oligarch[1][2][3] who previously served as the 14th Prime minister of Pakistan from 30 June 2004 until voluntarily stepping down on 28 August 2004, in the favor of Shaukat Aziz.[4] Hussain is the current and incumbent party president of the Pakistan Muslim League (Q).[5][6]
Hailing from the business-industrialist family[7] from the Punjab Province of Pakistan, Hussain educated and graduated from the FC College University and the Punjab University. After his graduation, Hussain subsequently joined the family business comprising large numbers of industries, textiles, agricultural farms, sugar and flour mills.[7] He successfully contested in non-partisan 1985 elections and appointed as minister of ministry of industry in the government of Prime minister Muhammad Junejo, lasting until 1988.[8] Hussain became a wealthy leader and influential conservative figure in Islamic Democratic Alliance (IDA) in 1988-90 and later joining the Pakistan Muslim League (PML) led under Nawaz Sharif in 1993.[8] Hussain served as the 26th Interior minister in the government of Prime minister Nawaz Sharif in two non-consecutive terms from 1990 to 1993 and 1997 to 1999.[8]
Originally a supporter of Nawaz Sharif, Hussain developed serious issues regarding the national economy, Kargil war and left PML after the 1999 coup d'état commenced by chief of army staff and chairman joint chiefs of staff committee general Pervez Musharraf.[9] In 2001, Hussain joined the dissident group of PML on January 2003, and successfully contested in 2002 general elections.[8] He opted for Zafarullah Khan Jamali,[8] supporting Jamali for the Prime minister office bid, but developed political problems that ending his support to Jamali. He took over the Prime minister Secretariat and became 14th Prime minister in 2004.[8] Two months later, Hussain stepped down in order to support Shaukat Aziz for the office of Prime minister.[4] His family also remains influential participant in national politics and his younger cousin Pervez Illahi served as Chief Minister of Punjab from 2002 to 2007. As of current, Hussain and his party remains a major ally of current Prime minister Yousaf Raza Gillani and President Asif Ali Zardari of Pakistan Peoples Party.[10][11]
Origins and education
Chaudhry Shujaat Hussain was born on 27 January 1946 in Gujrat.he was a jatt of waraich clan., Gujrat District of former British Indian Empire.[2] His ancestors[2] hailing from rural Gujrat and had no initial political background.[2][12] His father, Zahoor Elahi was a junior constable in Punjab Police but quit the police service in order to establish a cotton mill. His family lost a cotton mill as a result of Indian partition but re-established the mill in Gujrat after the establishment of Pakistan in 1947.[2] His father first contested in 1954 elections and elected a local union Councillor of the Gujrat District. After attending public schools in Gujrat, Hussain matriculated, and was accepted at the Forman Christian College University.[2][12] In 1962, Hussain attended the Forman Christian College University and graduated with Bachelor of Business Administration in 1965 and enrolled in master's programme of University of Punjab in 1965. In 1967, Hussain gained MA in Industrial management, and forwarded to United Kingdom to continue his studies.[12]
Upon returning to Pakistan, Hussain joined the family industrial conglomerate comprising industrial units in textiles, sugar, flour milling and agricultural farms in 1969.[13] By this time, Hussain's family had become a potent industrial oligarchs and had significant influence on Presidents Ayub Khan and General Yahya Khan.[2][12]
Career in national politics
Chaudhry Shujaat Hussain entered in the national politics after the assassination of his father, and emerged with the Pakistan Muslim League rooted from Punjab Province.[14] After participating in a local-body elections, Hussain became a Member of the Parliament in 1981 and, subsequently joining the Punjab government's Financial department.[14] He participated and campaign successfully in non-partisan 1985 general elections for an industrial seat, although he maintains ties with PML.[14] His contest in the general election from Gujrat included for both seats for the National Assembly and provincial Punjab Assembly.[14] After the elections he had to vacate his Punjab Assembly seat in favour of the National Assembly seat.[14]
He was inherited the power mantle by his father and became a crucial power broker in the far-right regime of chief of army staff and president general Zia-ul-Haq.[15] Hussain benefited with general Zia's economic policies, along with Sharif, prospered well enough.[15] Hussain invest a large sum of money in industrial firms, notably associated with defence production and mills, and bought industrial Stocks at Karachi Stock Exchange, which benefited him and his assets at an increasing level of wealth.[15]
After participating in 1985 general elections, Hussain joined the government of Prime Minister Muhammad Khan Junejo as the minister of the Ministry of Industry,[8] and held additional ministerial portfolio of Ministry of Information and Mass-media Broadcasting in 1986;[8] and Ministry of Defence Production in 1987-88.[8]

         After Jamali's resignation, Shujaat Husain nominated Economic minister Shaukat Aziz for the office of Prime minister Shujaat temporarily took over the office of Primeminister, but due to member of Senate Aziz had been unable to be elected.[16] The media noted that Hussain was probably only warming the seat for Finance Minister Shaukat Aziz who would wait to get elected to the National Assembly, although he was a member of the Upper House and for that reason, barred from prime ministerial ship according to Constitution, before taking up the post.[16]
At the Parliament, Hussain told the media journalists that his election to the National Assembly and later as the Prime Minister was "not an interim appointment" but in keeping with the Constitution.[4] In an interview, Shujaat Hussain quoted: "My nomination by Mir Zafarullah Khan Jamali and nomination of Shaukat Aziz after consulting the President were in line with the set traditions. There should be no hue and cry over such technicalities.".[4]
On 23 August 2004, Hussain transfer and handed over the office of prime minister to Shaukat Aziz after successfully being elected from his constituency, though Hussain remains the party president of the Pakistan Muslim League (Q).[18]

Chaudhry Shujaat Hussain is the eldest son of Chaudhry Zahoor Ilahi, and has been connected with the families of past military dictators, including Ayub Khan, Yahya Khan and general Muhammad Zia-ul-Haq.[19] His younger cousin, Chaudhry Pervaiz Elahi, previously served as the chief minister of Punjab and currently is a senior member of current government.[20] His younger brother, Chaudhry Wajahat Hussain, is also senior member of the current government.[21]

Hussain had been a strong and vocal supporter of Pakistan's bilateral relations with South Korea.[22] He has been a major source of bringing the South Korea investment in the country and has been successfully called for South-Korean model of economy in the country.[22] For his efforts, the South Korean government has named an "Honorary Consul General" after his name in the Republic of Korea in 1981.[22] Hussain is also a recipient of South Korea's highest diplomatic award Order of the Diplomatic Service Merit "Ueung-in-Metal" for distinguished services in promoting mutual relations between Pakistan and Republic of Korea.[22]

Chaudhry Shujaat Hussain is one of the accounted richest and most powerful business personalities in Pakistan.[23] Hussain is noted as one of the wealthiest investor in defence production, military technological development, and industrial mills.[24] His chain of industries in large numbers of defense production industries, textiles, agricultural farms, sugar and flour mills.[24] In 2012, Hussain agreed to declare half of his personal assets to Election Commission, and made it public domain. According to the statements of assets and liabilities for 2010–2011, 50% of Hussain's share in two residential houses located in Islamabad and Lahore worth ₨. 5.2million and ₨.3.4 million, respectively (although he did not issued the current value).[24] Hussain also owns a 78-acre of agricultural land worth ₨. 376,667 and 12.5 acres worth ₨. 4.5 million.[25] He has stock shares worth ₨. 10.4 million and ₨. 53.90 million cash in his account.[25]

Srinagar (Jammu and Kashmir) [India], Dec 7 (ANI): Peoples Democratic Party (PDP) chief and former Jammu and Kashmir Chief Minister Mehbooba Mufti on Friday took on Governor Satya Pal Malik, accusing him "encroaching on the democratic space" and taking decisions against the interest of state at the behest of the Centre. Implicitly targeting the Bharatiya Janata Party (BJP) led central government, Mehbooba said: "The Governor is encroaching on the democratic space and is issuing orders that are not required; there seems to be no emergency for issuing such orders. It seems that some agenda is being run in Jammu and Kashmir and Governor is part of it," said Mufti. "Whether it was about declaring Jammu and Kashmir Bank a Public Sector Unit, or changing the procedure of the state subject or the Juvenile Act, the Governor's decisions have left all the political parties in Jammu and Kashmir worried barring a few," she said. Elaborating on the "worry" people of the state is undergoing, Mehbooba observed that if the Governor makes Ladakh a division then Pir Panjal and Chenab should also be given division status. "We have no objection on Governor giving the division to Ladakh. But I request the Governor that if he is giving the division to Ladakh then Pir-Panjal and Chenab valley should also be given division," said Mufti. "Pir Panjal is a far-off and remote area and is not connected, and it even lacks basic amenities. At least, Ladakh and Kargil have Hill Development Council. But Pir Panjal and Chenab don't even have that," said Mehbooba. She expressed hope that if declared a division both the areas will subsequently have their own Hill Development Council also. She said that all parties including National Conference, Congress and Independents, etc are in consonance with the PDP's demand. Political slugfest started in the State after the Governor dissolved the Assembly last month after arch-rivals PDP and NC along with Congress confirmed that they stitched up an alliance to form the government in the state. The state has been under the Governor's rule since June when the BJP ended its ruling alliance with the PDP.(ANI)

RIP Atal Bihari Vajpayee
Pandit Jawaharlal Nehru did not believe in astrology or any sort of future predictions. But as the Prime Minister of India, Nehru had introduced Atal Bihari Vajpayee during the 1950s to a foreign dignitary as the future prime minister of the country. Vajpayee was then a first-time Member of Parliament and that too from a political party that was created to build an alternative political ideology as opposed to the Congress of Pandit Nehru. Nearly 40 years later, Vajpayee proved Nehru true and after two failed attempts, he led the first non-Congress government at the Centre to complete its full tenure. Vajpayee led an uneasy coalition of nearly two dozen parties with great poise for six years between 1998 and 2004. Many called him the greatest prime minister that India ever had with some other giving Pandit Nehru a slight edge over Vajpayee. Vajpayee was certainly the tallest leader from the RSS-BJP family Born to Krishna Devi and Krishna Bihari Vajpayee in Gwalior district of Madhya Pradesh on December 25, 1924, Atal Bihari Vajpayee became an activist during his teenage. His first ideological inclination was towards Communism. He was an active Communist teenager in the Madhya Pradesh of the 1930s, when Mahatma Gandhi was leading a formidable fight against the British colonial power. When Mahatma Gandhi launched the Quit India Movement in 1942, Vajpayee had joined the agitation along with his elder brother Prem. Both were arrested and jailed. Around this time, Vajpayee was a member of the Arya Samaj's youth wing, Arya Kumar Sabha, of which he was the general secretary. After he was released from jail, Vajpayee, influenced by Babasaheb Apte, had turned towards the RSS. Vajpayee became a full member or pracharak of the RSS in 1947, the year India won Independence following a bloody Partition of the country. He wrote an emotionally charged poem on the Partition mixed Independence - 15 August Ki Pukaar (Call of 15 August). In the poem, Vajpayee gave a call for the reunification of the country and condemned violence on both sides of the newly carved border in the name of religion. For years, Vajpayee - an acclaimed poet - used to recite this poem on stage. in 1948, the RSS was banned following the assassination of Mahatma Gandhi. This prompted the RSS to dish out a group of committed members for politics. Vajpayee was a journalist at the time and was working for the RSS-linked newspapers. In 1951, Vajpayee was among the RSS members who were tasked with assisting Deen Dayal Upadhyay and Syama Prasad Mookerjee to form the Bharatiya Jan Sangh, the precursor to the Bharatiya Janata Party. Vajpayee was the secretary to Syama Prasad Mookerjee, when the latter set out for Srinagar from New Delhi to protest the permit system for entry into Kashmir. Mookerjee was arrested as he attempted to enter Kashmir "illegally" and later died under mysterious condition. Vajpayee had gone to see off Mookerjee at the Delhi railway station. The impression that Vajpayee carried from the series of incidents that unfolded later formed his Kashmir policy, which is often described as "Insaaniyat, Jamhooriyat, Kashmiriyat" or "humanity, democracy and preservation of Kashmiri culture". Vajpayee entered the Lok Sabha as a member for the first time in 1957. He went on to win nine more Lok Sabha elections after that. He was the foreign minister in the first non-Congress government, formed in post-Emergency years. However, the 1977-Janata Party experiment collapsed within three years and the Congress made a comeback in 1980 under Indira Gandhi. After the Janata Party broke away, the BJS reorganised itself as the BJP in 1980. Vajpayee became its founder president. In 1984, the BJP suffered a massive defeat under Vajpayee's leadership. Riding on a sympathy wave in the aftermath of the assassination of Indira Gandhi, the Congress had swept the Lok Sabha elections winning more than 410 seats. The BJP was reduced to just two seats. Vajpayee offered to resign. The loss under Vajpayee was to be overturned by his long-standing political companion in the RSS and the BJP - Lal Krishna Advani, who rode on a Toyota rath to mobilise Hindutva opinion for the construction of a Ram temple at Ayodhya. In 1989, the BJP emerged as the kingmaker and seven years later, Vajpayee became the "king" for 13 days. The BJP was the single-largest party in the 1996 elections but could not get alliance partners to stay in power. Learning from the 1996-experience, Vajpayee accumulated allies - from almost every state in the country. He became the prime minister for a second time in 1998 leading a big coalition - the National Democratic Alliance (NDA). But a year later, he failed to win a floor test by the narrowest possible margin - one vote - after J Jayalalithaa's AIADMK withdrew its support to the alliance. Fresh elections were held and the Vajpayee-led NDA won 303 seats in 1999. He became the first non-Congress prime minister - and also the first PM outside the Nehru-Gandhi family - to complete five years in office. His tenure as the prime minister was eventful. The Vajpayee government decided to declare to the world India's nuclear capabilities with Pokhran-II in 1998. He made attempts to establish peace with Pakistan by travelling in a bus to Lahore. However, his peace initiatives were met with Pakistani incursions that led to the Kargil war in 1999. The war caused heavy losses for Pakistan, which then turned to the US seeking its help to bring an end to the military conflict. The Kargil misadventure by Pakistan did not deter Vajpayee from inviting the man, who is held responsible for it, for peace talks. The then Pakistan President Pervez Musharraf was invited to the Agra Summit, which failed for reasons not publicly known. But Vajpayee succeeded in getting a ceasefire agreement between India and Pakistan signed in 2003. It still forms the bottomline of peace between India and Pakistan. For his political and diplomatic acumen, Vajpayee was rightly called the "Great Connector". He stitched political parties of all hues and kept them together. As foreign minister, he opened channels of communications with China and the Middle East. As prime minister, Vajpayee not only brought India and Pakistan closer despite a military conflict, but also established closer connect among the SAARC nations.
