The hunters can hunt 100 houbara bustards in a 10-day safari during the three-month hunting season between November 1, 2019 and January 31, 2020. The permit is person-specific, the Dawn News reported.Quoting sources, the report said the permits have been issued for the 2019-20 hunting season by the foreign ministry's deputy chief of protocol, Mohammad Adeel Pervaiz. The permit holders are Qatar Emir Sheikh Tamim bin Hamad bin Khalifa al Thani, his uncle, brother and seven other royal dignitaries of the oil-rich Gulf nation.The permits are issued every year to members of the royal families of the Gulf countries, despite growing criticism in Pakistan against the move, it said.Originally an inhabitant of the colder central Asian region, the houbara bustard, in order to avoid harsh weather conditions, migrates southwards every year to spend the winter in a relatively warm environment in Pakistan.In the wake of its dwindling population, the migratory bird is not only protected under various international nature conservation treaties, its hunting is also banned under local wildlife protection laws. Maharashtra Chief Minister Uddhav Thackeray has compared the police action against students of Jamia Milia Islamia University in Delhi to the massacre at 1919 Jallianwala Bagh.“What happened at Jamia Millia Islamia, is like Jallianwala Bagh. So we request the central government to not do, what they are doing, with students,” he said, according to news agency ANI.Thackeray is the latest politician to criticise Delhi Police’s action against the Jamia students during Sunday’s protest. Delhi Police spokesperson Mandeep Singh Randhawa said, “Our personnel entered the campus while chasing the violent protestors who were pelting stones, tube lights, bulbs, bottles on them, to push them back and contain the situation. No police personnel went inside the library or vandalised it. The Supreme Court on Tuesday redirected petitions on the citizenship act protests to respective high courts and said the HCs can set up enquiry panels.“We do not have to intervene. It is a law and order problem, how did the buses burn? Why don’t you approach jurisdictional High Court?” Chief Justice of India (CJI) Sharad Arvind Bobe told lawyer Indira Jaisingh who, along with a group of lawyers, had requested the court to take suo motu cognizance of the matter.“We are not a trial court. We cannot assume jurisdiction for whatever is happening all over the country. The situations may be different, facts and circumstances may be different,” the bench further said.Lawyer Indira Jaisingh pressed on, according to ANI, “It is a cross state issue and needs a fact-finding SIT. How can the court wash its hands of the issue? The court heard Telangana encounter case. We are asking for a similar order.” She was representing the students of Jamia university and sought protection for those against whom the police has filed FIRs.“It’s established law that universities are not a place where police can enter without permission of vice-chancellor. One person lost eyesight, legs of some students were broken,” she said in her arguments.Solicitor General Tushar Mehta, who was representing the police, countered her saying “not a single student lost eyesight”. He also told the court that not a single student has been arrrested or put in jail.The bench, also comprising Justices B R Gavai and Suryakant, had agreed to hear the matter on Tuesday with the rider that there be no more rioting and destruction of public property.Senior advocates Jaising and Colin Gonsalves also implored the court to take up the matter and claimed it was the police that had indulged in violence. They sought a probe into the incident by a retired Supreme Court judge.Jaising impressed on the court that the students were protesting peacefully and it was the police that were burning buses and indulging in arson and blaming the students.But the court refused to take up the matter on Monday saying “we have enough experience of how rioting happens; we will decide the matter, but not in this atmosphere. All this has to stop”.The students were protesting against the government’s Citizenship Amendment Act, 2019, which gives citizenship to migrants, of six non-Muslim minority communities from three countries, Pakistan, Bangladesh, and Afghanistan. 22-year-old woman dies after falling off train near Dombivli - mumbai news

A 22-year-old woman, on her way to work, died after she fell from a running local train between Dombivli and Kopar stations on Monday morning. The police said Charmi Pasad, who was travelling on the footboard, lost balance owing to overcrowding in the compartment. This is the fourth such accident on the same stretch this year. Pasad lived with her two elder brothers and mother in Dombivli.“Pasad, a resident of Bhopar Gaon, Dombivli (East), fell off the running local around 9am. The victim was taken to Shastri Nagar Hospital in Dombivli, where she succumbed to major head and back injuries. An accidental death report has been registered,” said a Government Railway Police (GRP) officer from Dombivli. According to the GRP police, Pasad had boarded a Chhatrapati Shivaji Maharaj Terminus (CSMT)-bound fast local around 8.53am, from platform no. 5 of Dombivli railway station. “Similar accidents have occurred on the same stretch as many commuters travel on the footboard owing to overcrowded compartments. Even after the fast train leaves Dombivli station, the commuters on the footboard struggle to get into the compartment,” said a GRP officer from Dombivli.According to her brother, Pasad was a regular commuter and was on her way to office on Monday. “She was working in the sales department of a private company in Ghatkopar,” said Mehul Pasad, 35.“The Dombivli station sees large crowds during peak hours. Boarding the local trains, which are already crowded by the time it arrives at Dombivli station, is very difficult and commuters are forced to travel standing on the footboard,” said Mehul Pasad.“I request authorities to form a queue system for boarding and de-boarding locals. Doctors at the hospital had said on Monday that her condition had deteriorated and she was critical. “Her prognosis is zero and it will be a miracle if she survives. Her internal organs have been affected as a result of which her urine output will decrease and she will have breathing problem,” said Dr Sanjay Kumar.The college student had received 95% burn injuries when her neighbour allegedly set her on fire after she resisted the rape attempt. The incident happened on the night of December 7 in Ahiyapur police station area, but came to light after the girl was shifted to the Shri Krishna Medical College and Hospital (SKMCH) in Muzaffarpur on the next evening in a critical condition. A day after the violence in Jamia Millia Islamia, where students accused the police of barging into the campus and attacking them, shattered windowpanes, upturned tables, and hastily abandoned personal items in two library buildings, captured the violence of Sunday evening.In one corner, a pile of jeans lay folded on a window sill with a gym jacket and a dusty gray sweatshirt strewn by its side. Broken window panes covered the clothes. There were drops of blood on the floor, broken police batons, a used tear gas shell, open textbooks strewn on staircases, forsaken bags huddled together, chairs piled on overturned study tables, dismantled CCTV cameras, and several pairs of crushed spectacles.In the building, the two libraries – one old and another constructed a decade ago – are located about 100 metres from each other. The scene in both was almost similar.“I don’t know why these clothes have been left here,” said a puzzled Nihal Ahmed, an MPhil research student of Cinema Studies, looking at the jeans on the floor on Monday afternoon. His last visit to the reading room of the new library, on Sunday evening, was to help desperate students in need.The previous day, between 6pm and 7.30pm, several students were sitting in the reading room of the new library, studying for their end of the semester examinations that were to take place this week, according to eye witnesses and library staff.Suddenly, a tear gas shell came whizzing into the L-shaped room, shattering the glass on the window, the eye witnesses present in the library added. Shocked, many students began to run.As the compound, 2-chlorobenzalmalononitrile — the main component of tear gas that causes eye irritation, and a burning sensation in the throat and nose — spread through the room, pandemonium broke out, the library staff said. Four of them rained batons at me until I could raise my hand no more to defend myself,” said Sajid Iqbal, who was sitting in the old library building. He had a fractured hand and swollen fingers. He was not detained by the police.“Most of us in that library were preparing for semester exams,” said the 18-year-old engineering student.In the halls of the older building, smashed tube lights were strewn over the halls. The wooden door of another hall had been smashed into a dozen pieces.As with the students in the new library, many students here too, had abandoned their textbooks and notes.In the new library building, the blood trail was more prominent, appearing on the staircase, in front of the lift, and as a deep red spray on the first floor outside the manuscript room.Shakir Ahmed, a final year Bachelor’s student, said he was reading a book on the Russian Revolution in the library and had his earphones plugged in when he heard the sound of a glass being smashed. “I had barely removed my headphones that many policemen began raining batons on me. I used my book to shield myself,” saidThe students weren’t the only ones who claimed that they were beaten by the police. Mohammad Irshad Khan, a former armyman serving as a guard in the varsity, said he had tried to stop about three dozen policemen from barging into the libraries’ compound, but the policemen allegedly snatched his wireless set and rained batons on him till he collapsed.“I am a strong man, so I survived. Others in my position would be left with fractures. I felt like a buffalo while being beaten,” said Khan, weeping while showing his swollen limbs and back.Mohammed Yunus, another ex-servicemen guard at the university, was hit on his head — on Monday, the blood drops on the collar of his fatigues were dried. US man, tried 6 times for murder, freed on bail for first time in 22 years - world news

A Mississippi man whose murder conviction was overturned by the US Supreme Court for racial bias was granted his freedom for the first time in 22 years Monday while prosecutors decide whether to retry him for a seventh time.A judge set a bond of $250,000 for Curtis Flowers, but told him he would have to wear an electronic monitor while awaiting a decision by the district attorney’s office to either try him again or drop the charges.Flowers was convicted four times in connection with a quadruple slaying in the city of Winona in 1996: twice for individual slayings and twice for all four killings. Two other trials involving all four deaths ended in mistrials. Each of the convictions was overturned, but Flowers has remained in jail because the original murder indictment is still active.Circuit Judge Joseph Loper said it was “troubling” that prosecutors had not responded to a defense motion to drop the charges against Flowers. He said if prosecutors do not respond, “the state will reap the whirlwind” from him.Assistant District Attorney William Hopper left the courtroom without speaking to news reporters. Former National Security Adviser Michael Flynn will be sentenced next month for lying to federal agents after a judge rejected his request to throw out his case.US District Judge Emmet Sullivan in Washington also said that Flynn wasn’t entitled to additional evidence.“It is undisputed that Mr. Flynn not only made those false statements to the FBI agents, but he also made the same false statements to the vice president and senior White House officials, who, in turn, repeated Mr. Flynn’s false statements to the American people on national television,” Sullivan said in a 92-page ruling.Flynn, a retired US Army general who served as the president’s first national security adviser, will be sentenced Jan. 28. He was fired three weeks into his job after word of his contacts with then-Russian ambassador to the US, Sergey Kislyak, became public.Flynn pleaded guilty in December 2017 to lying to the FBI. His sentencing last year was scrapped in the middle of a hearing because Flynn was still cooperating with prosecutors. The judge also had him admit to his guilt again, after his lawyers suggested investigators had tricked him into making a false statement.Flynn later replaced his lawyers with firebrand conservative attorney Sidney Powell, who sought to rebuild Flynn’s defense by challenging the very basis for the prosecution. Amid an attack on socialism in Latin America, his administration has not only tightened restrictions, such as banning U.S. cruises again, but even imposed sanctions it had never resorted to before.It has, for example, allowed U.S. citizens to bring lawsuits against foreign companies deemed to be trafficking in Cuban properties nationalized after Fidel Castro's 1959 revolution, damaging investor appetite."There are powerful people today in the U.S. government that want to increasingly apply hostile measures and sever our bilateral relationship," the Cuban Foreign Ministry's General Director for U.S. Affairs Carlos Fernandez de Cossio told reporters on the sidelines of an annual U.S.-Cuban academic conference in Havana."If that were to be the case, we are ready to face that reality, but it is not what the people of Cuba want and not what the government of Cuba is seeking."The U.S. says it is pressuring Cuba to end human rights violations such as harassment of opponents of Cuba's one party system. ‘Monitor fake news’: MHA issues advisory to states amid protests against Citizenship Act - india news

As protests against the Citizenship (Amendment) Act continued to spread, the Union Home Ministry on Monday issued an advisory to state governments, asking them to closely track fake news and social media messages that have the potential to incite violence.“State governments and Union Territories (UTs) have been requested to take requisite precautionary measures to maintain law and order, peace and public tranquillity. They have also been requested to take action against circulation of fake news and rumours on social media having potential to incite violence,” said an MHA official who did not wish to be named.“In view of the incidents of violence and damage to public property being reported from some parts of the country, it is imperative that all required measures be taken to contain violence, ensure protection of life and safety of citizens and prevent damage of property,” the MHA told states in its advisory.In Delhi, home ministry officials said they have noticed concerted attempts on social media to accuse the police of burning a bus as well as spreading rumours that two people were killed in police firing in Delhi on Sunday. Top officials of Jamia Milia University, where the police clashed with protesting students on Sunday, denied rumours of any death on account of the police action as did Delhi Police.The ministry also stressed that concerns around a large number of people getting Indian citizenship under the new law were premature and misplaced as the Centre is yet to finalise the rules.“The new Act does not mean that all refugees or illegal immigrants will get Indian citizenship automatically. They will have to apply for citizenship which will be processed by the competent authority. The applicant concerned will be given Indian citizenship only after fulfilling the required criteria. He will have to apply online and the competent authority would see whether he fulfils all the qualifications for registration or naturalisation as Indian citizen,” said a second MHA official who asked not to be named“It is only after this exercise is complete that it can be established how many people get citizenship,” this person added.Home minister Amit Shah said at a public rally in Jharkhand: “CAA is to give citizenship to refugees persecuted on account of religion; it is not to take away citizenship of any Indian. Some parties are spreading rumours and inciting violence for their political interest. I request students to go through the CAA once and not fall into their trap.”Home Ministry officials also stressed that 2,830 Pakistani, 912 Afghans and 172 Bangladeshi citizens have been given Indian citizenship during the past six years, many of them from the majority Muslim community of these three Islamic countries. To be sure, CAA only covers non-Muslim minorities from these three countries; Muslim refugees will still have to apply under the current rules.The second official said the CAA protects the interests of tribals and indigenous people of the North-east by excluding areas under the Sixth Schedule of the Constitution and areas covered by Inner Line Permit system.Senior advocate Upamanyu Hazarika, also a Supreme Court appointed Commissioner to study the Indo-Bangladesh border said that the rules cannot be seen away from the parent act. “It is meaningless to assume that the rules might help the region, as it is a subordinate legislation rooted in the parent act. The whole design is to give citizenship to the six communities (as Hindus, Sikhs, Buddhists, Jains, Parsis and Christians) coming from three countries (Pakistan, Afghanistan and Bangladesh). That remains unacceptable for Assam as well as the Northeast,” Hazarika said. Congress leader Ghulam Nabi Azad said, “The people are against the CAA.
