Only a year ago Biden had branded her election victory a danger to democracy. Meloni let it be known that the pair were on friendly terms again after the one-on-one meeting in Washington. Meloni, who was completely inexperienced in foreign policy, has also been making friends at international summits, such as the recent G20 meeting in New Delhi. The public affection demonstrated by India's nationalist Prime Minister Narendra Modi prompted excited comments on social media in that country. The names, Meloni and Modi, were melded to create the new label "Melodi."

As tensions rise in Haryana, the fate of the BJP government hangs in the balance. Meanwhile, Prime Minister Narendra Modi is set to address rallies in Maharashtra, Telangana, and hold a roadshow in Odisha.

PM Modi’s packed schedule includes a series of rallies and roadshows across three states. Starting with a rally in Nandurbar, Maharashtra, he’ll then move to Telangana for two more rallies before heading to Bhubaneswar for a roadshow.

Over 63 pc voter turnout in third phase of LS polls
New Delhi, May 7: Over 63 per cent voter turnout was recorded on Tuesday in the third phase of Lok Sabha elections in 93 constituencies spread over 11 states and Union Territories with stray incidents of violence in West Bengal. Assam recorded the highest turnout at 77.06 per cent followed by Goa at 75.13 per cent and West Bengal at 73.96 per cent, while Uttar Pradesh witnessed the lowest at 57.34 per cent, with Bihar at 58.16 per cent, Gujarat at 57.62 per cent and Maharashtra at 61.44 per cent doing slightly better, according to the figures from the Election Commission at 10.40 pm.

NEW DELHI (AP) — Nearly 970 million people — or over 10% of the global population — are eligible to vote in India’s general elections that start Friday and last to June 1. The mammoth exercise is the biggest anywhere in the world and will take 44 days before results are announced on June 4.
Prime Minister Narendra Modi is seeking a third successive term. He will face off against a broad but flailing alliance of opposition parties that are struggling to challenge his appeal. Most surveys predict Modi’s Hindu nationalist Bharatiya Janata Party will win comfortably, cementing him as one of the country’s most popular and consequential leaders.
WHY DOES IT TAKE SO LONG?
It boils down to two key reasons: the sheer size of India, the world’s most populous country, and the astonishing level of logistics needed to ensure that every registered voter is able to cast their ballot.
Over the years, the duration of voting has wavered. It took nearly four months to complete the vote in India’s first elections in 1951-1952, after it gained independence from British rule, and just four days in 1980. In 2019, voting took 39 days, and this year’s election is the second longest.
With 969 million registered voters, the size of India’s electorate is bigger than the combined population of the 27 European Union member states. This includes 18 million first-time voters, and around 197 million who are in their 20s.
The vote to choose 543 lawmakers for the lower house of Parliament takes place over seven phases. India’s 28 states and eight federal territories will vote at different times. Each phase is one day, with the first held on April 19 and the last on June 1.
While some states will cast their ballots in a day, voting elsewhere may take longer. The largest state, Uttar Pradesh, which is the size of Brazil with 200 million people, will vote on all seven days, for example.
General elections in India tend to take weeks to conduct, but Modi’s opponents also say it gives him an advantage as it makes it easier for the prime minister, the public face of the BJP, to travel and campaign, especially in states where they are weak.
EVERY VOTE COUNTS
The Election Commission of India, which oversees the vote, has to make sure there is a voting booth available within 2 kilometers (1.2 miles) of every voter.
“Election officials have to travel to great lengths to ensure that even a single voter can exercise their franchise,” said Chakshu Roy of PRS Legislative Research, an independent think tank.
Some 15 million election officials and security staff will traverse the country’s deserts and mountains — sometimes by boat, foot and even on horseback — to try to reach every voter.
It can be especially arduous. In 2019, when India last held elections, a team of polling officers trekked over 480 kilometers (300 miles) for four days just so a single voter in a hamlet in the remote state of Arunachal Pradesh, which borders China, could exercise their right.
Officials also traveled to a village tucked away high up in the Himalayas in 2019 to install a booth at 15,256 feet (4,650 meters), the highest polling station anywhere in the world.
This time too, polling stations will be installed in remote places, including one inside a wildlife sanctuary in southern Kerala state and another in a shipping container in western Gujarat state.
TIGHT SECURITY
Experts say a key reason behind the multiphase elections in India is about security.
Tens of thousands of federal security forces, who usually guard borders for instance, are freed up and deployed alongside state police to prevent violence and transport electoral officials and voting machines.
Deadly clashes involving supporters of rival political parties, particularly in the eastern state of West Bengal, had marred previous elections. But such violence has tapered over the years, thanks to heavy security, and voting has been relatively peaceful.
“Look at the geography of the country … there are rivers, mountains, snow, jungles … think of the security forces’ movements. They will have to travel through the length and breadth of the country,” Rajiv Kumar, the chief election commissioner, said on Saturday. “We will walk the extra mile so voters don’t have to.”

India reacts to Canadian allegation of New Delhi interfering in Canadian General Elections
On Thursday, India reacted to the allegations of interfering in Canadian elections and said that the claim was ‘baseless’. New Delhi strongly asserted that it is the opposite case of Ottawa meddling in India’s internal affairs.
As per the media reports in Canada, it has been found that the country’s Federal Commission of Inquiry into Foreign Interference is currently inspecting the role of India in the country’s last two general elections.
Randhir Jaiswal, official spokesperson of the Ministry of External Affairs, on Thursday said, “We have seen media reports about the Canadian commission enquiring into… We strongly reject all such baseless allegations of Indian interference in Canadian elections.”
As per the CTV news, the Canadian Federal Commission is currently actively examining the alleged interference by China, Russia, and other foreign states or non-state actors in the 2019 and 2021 federal elections.
“It is not the government of India’s policy to interfere in the democratic processes of other countries. Quite on the reverse, it is Canada which has been interfering in our internal affairs,” Jaiswal said.
“We have been raising this issue regularly with them. We continue to call on Canada to take effective measures to address our core concerns,” he added.
The Canadian Security Intelligence Service (CSIS) in a recent declassified top-secret briefing report has put India as a potential threat to Canada’s democratic processes. India is identified as a threat along with China.
The report titled "Briefing to the Minister of Democratic Institutions on Foreign Interference” has created an urgent need for the Canadian government to work on foreign interference as soon as possible.

New Delhi: The government will be considerate of the fact the southern states have successfully managed to control their population and so should not suffer during delimitation, top sources indicated today amid a bitter battle in parliament over the women's reservation bill.Fears of southern parties that South India will be penalised for early population policies by an impact on their seats, will be allayed, sources told NDTV.  The huge population in the north ensures that they will get more seats and there are concerns that the south will be under-represented.The government understands that concern and will do the needful, sources said.The government is trying to push through the bill -- meant to reserve 33 per cent seats for women in the Lok Sabha and state assemblies -- in the ongoing special session of Parliament.But the reservation can only be implemented after a census and delimitation exercise.After next year's election, a Delimitation Commission will be formed. It will be a democratic exercise with representatives from all parties, sources said. The census will be carried out alongside. Even so, the implementation of the women's quota can begin only after 2029.Under Article 82 of the Constitution, only the Census data after 2026 can be used for the delimitation exercise. There is no clarity yet on how the government plans to cross that hurdle.The last delimitation exercise took 18 months, had over 211 meetings with public hearings in every state.In the seven-hour debate in the new parliament today, the opposition parties demanded that the bill be implemented without any delay.Opening the debate, Sonia Gandhi underscored that the initiative for the bill was taken under the UPA government."How many years will they (women) have to wait... two... four... eight? Is this right? Congress demands the bill be implemented immediately," she said, calling for reservation for women from SC, ST and OBC communities. Delaying this would be gross injustice to women," she added.The 2010 bill was passed in the Rajya Sabha but could not be  presented in Lok Sabha following opposition from Samajwadi Party and the Rashtriya Janata Dal -- a point that has provided ammunition to the BJP. Introduction
Transparency is a significant feature of good governance. It is the right of the citizens to question the government on its varied policies and initiatives and access information about governmental issues to exercise this right and hold the government accountable for its actions. This right is also enshrined under Article 19 (a). Government secrecy encourages citizens' distrust in government, but transparency removes the wall of secrecy created by those in power against the common people. Accountability extends beyond the simple responsibility of completing a task or providing a service. For this very purpose, the Government of India has laid out various provisions and measures to practice the principle of transparency and accountability. One law that provides an opportunity for people to gain information is the Right to Information Act, 2005 (RTI). The aim of this act is to inform the citizens on government matters, ensuring the citizen’s active participation in the functioning of democracy at all times, not just when voting. RTI is a measure of a country's progress and development. But this begs the question, can a foreigner seek information under the RTI Act? In this article, we will try to answer this question and give insight into the Right to Information Act itself.
Right to Information Act, 2005
The RTI Act, or the Right to Information Act, of 2005, allows individuals to gain information on government issues and policies. This act was passed on 15th June 2005 and came into force on 12th October 2005. This act replaced the RTI Act of 2002. In the case of Raj Narayan v. the State of Uttar Pradesh, the petitioner challenged the legitimacy of the victory of Indira Gandhi in the Lok Sabha elections. He demanded that the Blue Books outlining the itinerary of the trip and security arrangements for the Prime Minister be released. Although the disclosure of this information was not allowed, the Honorable Supreme Court ruled that the right to information is a fundamental and constitutional right, and it is the right of the citizens to know and seek information on the workings of the government. This right has been enshrined under Article 19 (1) (a) – Right to Freedom and Expression. In a landmark decision in Union of India v. Association for Democratic Reforms, (2002), Article 19(1)(a) was expanded and the Supreme Court confirmed the rights of the voter to know the background of candidates who are running for elections in various forms of government. People have a basic right to know the background of the persons whom they are electing to run for crucial posts in a democracy. Later, the government issued an ordinance, followed by an act, to negate the verdict's consequences.
Objectives of the Right to Information Act
The objectives of the RTI Act, of 2005 are as follows: To establish a practical framework that permits individuals to gain access to information under the authority of governmental bodies. To encourage the principles of accountability and transparency in the functioning of the government. To establish Information Commissions at national and state levels to carry out the functions and powers granted by the act. To keep corruption in check. To lay out provisions for exemption of disclosure of information because the released information is likely to cause conflict with other public entities and to balance these conflicting interests while maintaining the primacy of democracy.
Does RTI Act allow foreigners to seek information?
Recently, in the case of A.S Rawat v, Dawa Tashi the Delhi High Court touched upon the question of whether the Right to Information Act extends to non-citizens as well. Tashi is a postgraduate professor and is a Tibetan born in India. In July 2014, Dawa filed an RTI application requesting a confirmation letter as a CTSA employee and also inquired about the perks to which he was entitled. On the grounds that he was a Tibetan national, his application was denied and his appeal was also rejected. The Delhi High Court declared that foreigners are not banned from accessing information from government entities under the Right to Information (RTI) Act, and also the belief that this right only belongs to the citizens of India would be per se inconsistent. The court highlighted that imposing a complete prohibition on the publication of information to foreigners would be counter to the RTI Act's aim and objective. The RTI Act places a high value on access to information concerning a person's life or liberty, and denying access to non-citizens would also be contrary to the fundamental values. The court stressed that the right to information might also apply to non-citizens, including foreigners, OCI card holders, NRIs, and others. The court ruled that the decision to disclose information requested by a non-citizen should be left to the will of the relevant authority. It emphasized that the Right to Information should be accessible to both citizens and foreigners, taking into account the nature of the information pursued and the rights granted to such individuals under the Constitution of India.
Conclusion
To conclude, the Right to Information is a significant law in our legislation. It empowers the citizens to access information ensuring transparency and accountability of the government. While the act primarily focuses on the citizens of India and fails to distinguish between a ‘person’ and ‘citizen’ the recent judgment of the Delhi High Court in the case of A.S. Rawat v. Dawa Tashi clarified that foreigners are not stripped from the right to seek information under the RTI Act. The judgment highlights that the RTI Act's intention is to promote transparency and accountability, and therefore, non-citizens' right to access information should be considered depending on the type of information sought and the rights guaranteed to them under the Constitution. This ruling can be seen as a positive step in providing fundamental rights guaranteed to all, irrespective of the status of citizenship. However, it is possible that this issue might need a final ruling by the Supreme Court of India to clarify and settle the matter authoritatively.

Rahul Gandhi In Surat Today To Challenge His Conviction In Defamation Case
Rahul Gandhi is likely to move a plea in Surat's sessions court to set aside the Magistrate order convicting him in the defamation case for a remark seen as an insult to Prime Minister Narendra Modi.

New Delhi/Surat: Congress leader Rahul Gandhi will appear in a Gujarat court today to appeal against his conviction and two-year sentencing in a 2019 defamation case.
Rahul Gandhi is likely to move a plea in Surat's sessions court to set aside the Magistrate order convicting him in the defamation case for a remark seen as an insult to Prime Minister Narendra Modi.
The former Congress president, sources say, will also ask for an interim stay on the conviction which would also restore his Lok Sabha membership.
Mr Gandhi, who was recently disqualified as a parliament MP after the Gujarat's court order, will be accompanied by his sister Priyanka Gandhi Vadra and the Chief Ministers of three Congress-ruled states - Ashok Gehlot, Bhupesh Baghel and Sukhvinder Singh Sukhu.
He had met his mother Sonia Gandhi yesterday before his court appearance.
The 52-year-old was convicted by a court and sentenced to prison for two years in Gujarat last month for a 2019 speech in which he linked PM Modi's last name with two fugitive businessmen, remarking how the "thieves" shared the same last name.
The court, however, granted him bail for 30 days to appeal the verdict.
The defamation case was filed against Rahul Gandhi by Bharatiya Janata Party (BJP) MLA and former Gujarat minister Purnesh Modi for saying "How come all thieves have the common surname Modi?"
Mr Gandhi's Wayanad seat in Kerala is now vacant following his removal from the office and the Election Commission may now announce a special election for the seat.
Mr Gandhi's disqualification order prompted a fractured opposition to come together to attack the BJP over the alleged misuse of central investigative agencies against the members of rival parties.
The BJP has said the conviction has come from an independent judiciary, with party president JP Nadda accusing Mr Gandhi of insulting an Other Backward Class (OBC) community - a key vote base for the party.
