BELGIQUE. « RENOUVELER LA DÉMOCRATIE SANS LA PERDRE EN CHEMIN »
Article Renouveler la démocratie sans la perdre en chemin André Flahaut LE VIF La démocratie est en danger : ce constat, nous l’avons déjà tous entendu. L’idée presque banale d’une crise de la représentation a été, en effet, massivement relayée par les médias qui pointent tantôt le populisme et l’extrémisme, tantôt le rejet exprimé par certains vis-à-vis de nos institutions. Martini's engraving, from the Salon of 1785, shows us that David's preoccupation with the place given to his painting was not without foundation, because it was so high that it was very difficult to to appreciate its qualities. M. d'Angiviller, whose administration can not be denied its benevolent solicitude for the interests of the artists, expressed to the Director of the Académie the intention of remedying the defective positioning suffered by the Horatii and other works of art by recommendable artists.
He wrote, on 23 September 1785:
Monsieur,
The paintings ordered by His Majesty are all of a size which, in the course of the exhibition, only allows us for the most part to place them very high, and several artists having complained that this elevation prevented them from being seen. It seemed to me just to give them the satisfaction of making their works more accessible to both the amateurs and judges of painting. (Since) The whole month during which the exposure is to last is therefore about to expire, I have decided to fix the term at. . . this month for paintings belonging to artists and individuals; after which you ought to consult with M. André Vanloo, so that the various pictures ordered by the King and belonging to him be lowered and placed in the proper manner, so that we can see them perfectly, and so that the artists and connoisseurs can examine them closely and make an accurate judgment.
These orders were executed, and from a letter from Cochin, permanent secretary of the Académie, to M. d'Angiviller, we learn the results
8 November, 1785
Monsieur,
I had foreseen what happened by going through the artworks of the Salon. All first-rate works have won. He did not, however, expect this operation to be made public by the decision to close the Salon at once, while he still expected to see it during the week. But the first discontent disappeared as soon as it was reopened. It is certain that M. Peyron has won a lot, so some of our artists (amongst them M. Mouchy, sculptor, who is in a good state to judge) told me that they did not know which one they would like best to have done: his (Peyron’s) painting, or that of M. David. This praise is certainly too strong: M. David is superior. It is true that another artist, but this one a painter, assured me that David’s work was not beautiful. He added, we do such and such thing for this man- la!- however, his art is not so great a wonder. I felt immediately that the serpent of envy hissed quietly in his heart, and thus I discounted his judgment. Moreover, one should not always rely on the feelings of the artists about their rivals, especially when they profess the same genre. There are some who judge only according to their own style.
Here is the response of M. d’Angiviller to Cochin’s insinuations:
Fontainbleu, 9 November 1785
A.M. Cochin, permanent secretary
I have read with pleasure, Sir, the account which you addressed to me of the results of this particular exhibition, which I thought was owed to the glory, I will even say to the instruction, of those of our artists whose works, in this great genre (note: history painting), leave me with the desire and hope to achieve a more distinguished rank for the French School. I had anticipated along with you that the judgments would be decided more accurately and consequently be more equitable. I am truthfully delighted that M. Peyron has won. I admit and avow to seeing in him a man genuinely made to be distinguished. As for M. David, I hope that these peculiar little judgments will be no more injurious to him than the praises, perhaps exaggerated, that some persons have given him. My great hopes, meanwhile, are based on the courage he had to tear himself away from a system that could make one fear that it is immovable...
This letter, similar to those exchanged between Vien and the Director-General (note: d’Angiviller), when David was ill (note: depressed) in Rome, shows us the interest that he always bore towards this artist, who, moreover, showed him his gratitude in his letters from Rome on the occasion of January 1, 1785. It is therefore, we believe, much exaggerated regarding the dissatisfaction of M. d'Angiviller with the size of the Horatii. They (note: the complaints) came rather from "our Pierre" who had little sympathy for a an artist in whom he saw a victorious rival, and we believe that he attached so much importance to this question of dimensions, which he had already raised when David warned him that his picture would be three feet longer than usual; it was to him that the impatient artist replied: "take the scissors and cut the canvas at the end that would suit him the most."
Now, this Charles-Claude de Flahaut de Billarderie, Count d'Angiviller, Councilor of the King in his councils, cavalry camp-master (lit:Mestre-de-camp), Knight of the Royal and Military Order of Saint-Louis, Knight Commander of the military Royal Orders and the hospital of Saint-Lazare, Jerusalem and Our Lady of Mount Carmel, Intendant of the Royal Garden of Plants, veteran of the Royal Academy of Sciences, Director and General Secretary of the King's Buildings, Gardens, Arts, Academies and Royal Manufactures, Grand Voyer (note: civil servant) of the city of Versailles, was a little vain of his high position, that could well be; that Mme D'Angiviller, as a woman of wit, attempted to correct her husband's shortcomings, and that she even satirises them in a piece of verse entitled: The Sprig of Herb and Pineapple, offered to David on his feast day, this is still possible, but it is no less certain that the Director General continued his benevolent protection of the painter, he was interested in his success and he kept him on the list of artists deemed worthy of receiving royal labors.

Belgium: Israeli students in Belgium accused of being Mossad agents
On Monday October 23, the cultural center of Nivelles, a Belgian city near Brussels, hosted the screening of a film, This is my Land, by French-Israeli left-wing director Tamara Erde.  The film was followed by a debate with Marianne Blume, a well-known veteran Israel-basher.
Joods Actueel reports that Blume stated that it is an open secret that almost all young Israelis who study in Belgium are Mossad agents.  "Everything that comes from Israel should be boycotted", she further added.
She also stated that Israel is a "foreign body" in the Middle-East ("corps étranger").
Mariane Blume is also deeply upset that Belgium cooperates with Israel in the fight against terrorism – implying that the real terrorist is Israel which she alleges tortures prisoners.  She argued that such a cooperation is a "threat to Belgian democracy”.  No less.
The event was organized by a center right politician  (CDH), Evelyne Vanpée, councillor at the city.  When contacted about Blume’s assertions she indicated that she had not attended the event and expressed no regrets.
In 2008, Evelyne Vanpée took part, with former minister André Flahaut, in a street event also at Nivelles in which Israelis were compared to Nazis.
At the time, the Simon Wiesenthal expressed revulsion at "the repulsive manipulation of public opinion staged last Saturday in Nivelles near Brussels."
It is only fair to assume that Marianne Blume, who is a frequent speaker at anti-Israel events, has been peddling this sort anti-Israel accusations and conspiracy theories to audiences only too eager to hear how hateful Israeli Jews are.  Most worrying are her attacks against young Israeli students.  By claiming that everybody knows that they are spies she and her supporters put their safety at risk.  It is all the more disturbing because such accusations were proffered in a cultural center run by the city authorities without being challenged, except by Joods Actueel.

Belgium migrants: Girl found dead after police chase van

Image captionAuthorities will hold a post mortem examination to find out what led to the girl’s death (file pic)
A young girl has been found dead after police chased a van carrying up to 30 migrants in southern Belgium, reports say.
Belgian authorities have opened an inquiry after the body of the girl, aged two or three, was found.
The chase reportedly began on the E42 motorway outside the town of Namur.
The van drove west for several kilometres, evading police. Eventually it collided with a lorry near Mons and the girl’s body was found, reports say.
The van was carrying 26 adults and three children of Kurdish origin, according to Belgian broadcaster RTBF. Police were questioning some of those involved.
Hours after the incident in the early hours of Thursday, dozens of migrants reacted by blocking a motorway near Dunkirk, south of the Belgian border in France.
The migrants then returned to the nearby Grande Synthe camp, where some were searched by French CRS riot police.

Report
End of Twitter post by @ElisaPerrigueur
French reporter Elisa Perrigueur said the Kurdish migrants staying at the camp had known the girl who had died as she had been staying in the gym at Grande Synthe.
Belgian authorities said a post mortem examination would take place to find out what had caused her death.
An unconfirmed report said a Belgian police patrol had tried to stop the van because it appeared heavily weighed down. A police check then indicated it was carrying false number plates.
A minister in the French-speaking Wallonia-Brussels government, André Flahaut, sent his condolences to the girl’s family. “The politics of chasing migrants is bound to end in drama,” he said on Twitter.
