the thing is, the master doesn’t hate the doctor. The master hates the master. Dhawan is his self hatred era, all his issues are entirely to do with him, 13 didn’t cause Any of this. He just made his issues Her problem (and then consequentially, everybody else’s problem).
In as such, how 13 reacts to him doesn’t matter at all. She could have grabbed some party poppers and made a sign saying how much she loves her best enemy and it would have done nothing more than made it easier for him to wreak havoc.
13 not giving him an inch has absolutely no baring on how this all unfolded. Unless he changes his mode of thinking, nothing will change for him. His sense of superiority for being a time lord was suddenly knocked out from beneath him because actually, no, he was Lied to by the empire when they told him he was special and better because they can do this thing nobody else can do because they’re so advanced and amazing. They’re only that advanced actively because they abused and experimented on a refugee child, basically.
And to top it off, the child is Actually the being he’s closest to in the universe, only one besides himself he cares a whit about. And so, in his twisted logic suddenly 13′s better than him. Because instead of digesting that the empire was wrong to steal and harm and tout itself as the greatest of all when all it did was harm an innocent kid, he actually just decided that that empire was a liar and the real power here lays with the child, AKA The Doctor.
He is not thinking correctly. He viewed the doctor and himself as superior because they’re time lords and that’s Better because they live longer, are stronger, can do more, two hearts... Everything. But now he sees 13 as the Only time lord and therefore the only being worth anything. He thinks he’s worthless. He fails to view peoples worth in relation to their actions, and so ends up doing abhorrent things.
So he tries to literally BE her. He steals her body. Steals those genetics he views as superiority. And when it’s being taken away, he begs not to go back to being Him. Because to him he’s worthless without that small bit of DNA.
The Master’s a wreck, but it’s only tertiarily related to the doctor. Nothing the doctor could do for him would fix his flawed thinking (even if she knew that was what was going on. He’s lied through his teeth about it. Up until this business with the bodysnatching she legitimately thought he viewed her as less than him because of this all).
To improve, he needs to fix his mindset. His self hatred is a product of the bigotry installed upon him on gallifrey, the same bigotry the doctor has had to unlearn. There is Nothing the doctor could have done to fix him, nor is it her job to.
And meanwhile, parallel to this, we have a story where Yaz slowly becomes the doctor as a human through nothing but her actions and choices, to juxtapose the master’s flawed thinking in that the doctor is a scrap of dna and not a set of choices.
This is a tragedy, yes, but one of his own making. The spectre of imperialism ruined him, his inability to remove himself from the imperialist mindset ruined him. The narrative reminder that empires harm all but the emperor. None of this is on 13. This is not something she could have fixed by treating him differently.
