We all know that robots lived throughout the city and developed there after people, then the Zurks evolved and squeezed the robots, and the Slums are the only “safe” part in the dead city. sure in my headcanon number 1 the Outsiders were children, but that's a headcanon. I don’t think that in the game they were “robot children”; they had human owners, like other robots. and they lived in different parts of the already dead city, and then Clem and the others could already think about freedom, as we see here the old sign of the Outsiders (hand)

and this theory will also go into my headcanon №2 (where the Outsiders weren't children)
