NMC guidelines for University transfer of Indian MBBS aspirants 2022
Many misconceptions have long persisted regarding the transfer of Indian students from universities in Ukraine and other countries to Indian or foreign medical universities. The National Medical Commission recently issued an official notification on the subject, putting any confusion or misinformation to rest. The Indian statutory body has clarified the doubts of all Indian medical students regarding university transfer from Ukraine medical universities and other countries.
 The Screening Test Regulations, 2002 will apply to Indian Medical Students whose admissions were completed or classes began prior to the publication of the FMGL Regulations 2021 on November 18, 2021.

 The NMC Public Notice will apply to Indian students in their final year of an undergraduate medicine course at a foreign university who are forced to leave their foreign medical institutes and return to India due to COVID-19, the Ukrainian war, and other factors. Furthermore, those students must have completed their studies and been awarded medical degrees by their respective medical institutes.
 Any Indian medical student from a Ukrainian university whose classes began on or before November, 2021 is covered by the Screening Test Regulation, 2002, and there are no restrictions imposed on such students regarding transfer into any university as long as the other provisions of the Regulations are followed.
However, Indian students admitted to Ukrainian universities after November 2021 are subject to the FMGL Regulations 2021 and must verify their undergraduate courses in accordance with the FMGL Regulations 2021. They must complete their entire medicine course, training, internship, and clerkship at the same medical institution and not at another. As a result, the transfer is strictly forbidden.
Any Indian student studying MBBS in a foreign medical institution covered by the Screening Test Regulations, 2002, may transfer from a foreign medical university offering a six-year MBBS programme to a university offering a five-year MBBS programme.
 Transferring from one foreign medical university to another does not require a NOC from the National Medical Commission because such international institutions fall outside the purview of the NMC.
 The FMGL Regulations 2021 will apply to all Indian medical students whose classes begin after November 2021. They must complete all of their medical education, training, internship, and clerkship at the same foreign medical university/institute, with no transfers to any other university or institute in any other country for medical training or internship.
 NMC has validated Ukraine. Indian medical students are only permitted to take online theory classes, which must be supplemented by offline practical and clinical training at a medical university or hospitals affiliated with the university. Indian students must submit a certificate from a Ukrainian medical university for practical and clinical training.
 The FMGL Regulations' provisions relating to new admission in foreign medical universities for Indian students returning to India are as follows:
·         Undergraduate medical courses must last at least 54 months, or 4.5 years.
·         A minimum of 12 months of medical internship at the same foreign medical university/institute is provided.
·         The language of instruction is English.
·         The subjects listed in Schedule-1 of the FMGL Regulations, 2021, are covered.
·         The regulatory authority granting a licence to practise medicine in the country where the medical degree is awarded is equivalent to the licence issued by the other country.
