OMIGOSH OMIGOSH sit your asses down right now cus it's my time to shine.
ODM gear WAS created after the walls were erected, but naturally it was pretty primitive at first. It was heavy, hard to use and only worked vertically, ie you could shoot upwards but nothing else. Also, the swords were hand-held (separate from the controls), so it was insanely difficult to control the gear and try to cut apart titans at the same time.
But how did they get the resources to make it in the first place?
We already know that the territory within the walls was rich in natural resources. Two of these resources were instrumental for the ODM gear: iron and gas.
The iron used in developing the blades actually came from a kind of plant referred to as 'iron bamboo': a type of bamboo that could extract iron from the ground via the roots, making the stems incredibly tough and giving the leaf fibres the properties that enabled them to be woven into the metal wires that the ODM gear uses. The existence of the iron bamboo was kept a secret by the industrial city, since it was such a rare resource, and only the craftsmen there started harvesting it to create weapons.
The gas, interestingly, was found frozen in great underground lakes: referred to as 'iceburst stone', it expanded greatly when it evaporated, so the containers used to store it had to be extremely robust in order to withstand the pressure. It was a relatively new discovery, so gas-powered equipment wasn't in circulation at the time.
When the device was remade, it was essentially the birth of the ODM gear we know. The new version didn't rely on vertical or horizontal propulsion, but enabled the user to travel in all directions while airborne. Furthermore, the blades were fixed to the hand controls and were thinner and more flexible, specifically adapted to cut through titan flesh, and could be discarded and replaced. The invention of the gear also explains why military jackets in aot are cropped - you can't have fabric hindering your movement, after all.
It was the invention of the device that saved the Survey Corps from getting disbanded, since it offered a much higher success rate and far fewer casualties. In fact, it was originally only the trainees who signed up for the Survey Corps who were trained to use it, and even then it was only those who showed promise and potential. If the ODM gear had failed to take down titans on the first expedition it was used, that would have been curtains for the Corps as a whole.
Also, YES the MPs did try to stop the gear's development. In fact, the MP officer who gave her support to the idea of titan-killing equipment was assassinated. As far as I can tell, it was primarily due to the politicians and bourgeoisie trying to get the Corps disbanded for monetary reasons, and the higher-ups of the MPs weren't going to lose the funding from the moneybags.
In short, the ODM gear existed thanks to the brains of a few master craftsmen and the few people who were determined to be free from the walls. There is a reason that it is one of the most advanced forms of technology in the whole of aot.
'But creature!' I hear you cry. 'Where did you find out about this?' Well, my fellow cryptids, it is my pride to inform you that I read the whole spin-off manga series 'Before the Fall'. Trust me, you have to give it a read. The amount of world-building is insane, and you get to know a whole lot more about life within the walls (also a bit on how expeditions worked before the fall of Wall Maria). How people viewed the titans, what they thought they were, and the collection of brilliant and brave souls who were responsible for making everything happen (and the principal love story works out without either person dying! hooray!).

Five things:
My hair. Not only is it really long but it air-dries surprisingly quickly so I don't often worry about blow-drying when I'm staying indoors.
My eyes. I'm the only one out of my siblings with green eyes so it's nice to be unique I guess.
My imagination. Seriously, I would not be who I am without it.
My empathy. Even if I don't always know how to utilise it in a situation (I have terrible social anxiety ok) sometimes it's enough to just sit and listen.
My green fingers. I love seeing when a plant that I grew from seed has even just one or two new leaves, and it cheers me up no end to see my plant babies thriving on the windowsill.

Thank you to @sleepy-sham for another lil taggy game!
Last song: Eyes Closed by Imagine Dragons. I saw the video on yt and while it isn't my top Imagine Dragons song (that firmly belongs to Children of the Sky), it's still pretty darn cool.

just to clarify, I'm not hating on Nami or op at all, it's just funny to me how i can look at a scene and go 'how. how is she doing that. HOW. HOW IS SHE COMPLETELY UNBOTHERED. my ass could never' but i guess the only reason i have a problem is because i can't relate. If I were in her place and knew there was even a whiff of danger of attack (and let's be honest, everyone has been on the crew long enough to anticipate that as a major possibility) then my outfit would be entirely different, but that's probably just a matter of taste.
To sum up - fanservice nearly made me drop one piece for good (looking at you Thriller Bark) and while there are outfits post-ts that i would die for (like the purple dress from Zou) I'm still squinting sideways at whatever doesn't click with me. I'm happy to accept it the way it is, but when it feels illogical it just... idk but I don't like it.
