Yes! I would say just keep looking at the cards and reading about their meanings until you start to get a feeling whenever you look at a specific card in your deck

Hey, quick question, I’m new to tarot, but I have always had a strange connection with date and prediction, having dreams and such, and I’m looking for a way that I can actively tap into that by learning to read tarot, but I’m not sure what the best sort of deck(s) for someone who is new to it might be, all I know is I want all of them and they’re so pretty lol
I would look at a bunch of different deck’s cards and look at if you can connect the meaning of the card to the picture on the deck. Also, think about which deck keeps coming back to you when you think about reading tarot! 
I like the Fountain tarot deck which is fairly affordable off Amazon, but again, everyone is going to like a different deck!

i really want to learn more about tarot but im afraid to, as i grew up in a very catholic superstitious household. i don't believe that now but im still very cautious whenever i try and do readings. do you have any tips on familiarizing/getting comfortable with the cards while still being respectful? thank you (:
I think before you start doing readings, you should play with your cards. Shuffle them, feel them in your hands, try to visualize the energy that they contain, and stare at the pictures and make associations with the meaning of the card. Start with doing readings on yourself, ask specific questions (I’ve reblogged posts that suggest good queries to ask the cards!), and try to interpret it within the context of your life. 
As for respect, I think your intentions are really important while handling tarot. As long as you’re respectful and careful and intentional, you should be okay with doing readings for yourself.

People say this year is the year of The Empress and The Hanged Man. How do they figure that out? Is there a system, like for birth cards? or is it just random?v
That has a lot to do with numerology. 
2019 is a 3 year (2 + 0 + 1 + 9 = 12,  1 + 2 = 3 ). This means it is the year of the Empress (Card 3).
It is also the year of the Hanged Man (2 + 0 + 1 + 9 = 12 and the Hanged Man is the 12th card).
It is also the year of the World, card 21 (19 + 0 + 2 = 21).
Together, this makes quite a powerful triad that represents life (the empress), breaking patterns (the hanged man), and a major life/perspective shift (the world). It could mean that things are ripe for change and that 2019 is a year of actions that will have big impact. 
Of course, if you aren’t a believer of numerology, none of this would mean anything to you and you’re better off doing a yearly spread/card pull for yourself!

Feeling too comfortable can be a bad thing and the cards are telling us to back up, appreciate what we have, and see things more clearly.
