So Zoro is supposed to be Japanese, right? And Japan is one of those places where love is expressed more through actions than by being externally overly romantic.
I can see Zoro doing things for Sanji, like washing the dishes, cleaning his knives, setting up the table, folding his laundry, making sure his bed and personal belongings are tidy... Which is his way of flirting, of showing he cares. (Aside from the fighting).
And Sanji is the personification of grand gestures of romance, so he's oblivious to it.
Until they get to Wano, and he sees the way couples do gestures for each other just like that. And maybe he asks Kin'emon why he looks so flustered when he's 'just' serving his wife Tsurujo some tea, to which he says something like, "I had not done it in 20 years." And it finally gets to him.
And maybe when Zoro wakes up and reaches for his swords, they are immaculate and sharp. He looks up at Sanji, the only one who'd know how to take care of a blade, with a completely red face and a glimpse of hope in his eyes.

Just thinking about Courier Luffy and Followers of the Apocalypse doctor Law bickering back and forth on the dusty, hot miles between destinations. Luffy biting off more than he can chew, getting horrifically injured before Law loses his mind and surprises both of them by going too far and beating the ever-loving shit out of the offender. He doesn’t lose Luffy that day, and that’s all that really matters.
Nights spent under the starry Mojave skies, Luffy listening intently as Law reads old world comic books out loud until Luffy falls asleep on Law’s shoulder. Law looking at him and knowing that he would follow Luffy to the end of the world.
The two of them defying what should be possible time after time again, even when Luffy ignores their penultimate plan to kill Doflamingo and Kaidou and take over the Strip so that he can help people in the meantime, before they’re finally standing on a free Hoover Dam.
Luffy says that he’s going to need a whole lot of help if someone like him is going to make sure that no one ever tries to hold New Vegas under their thumb ever again. It’s a repeat of their first meeting when Law sighs and says that he might as well stick around so that Luffy doesn’t go and get himself killed.
Luffy’s smile is brighter than the sun shining off the water that is now for everyone in New Vegas to drink.
