why is this open to cartoons outside the united states but not anime? that's just what they call cartoons in japan - by this logic, are donghua (chinese or taiwanese animation) permitted?

Thank you for your question.

The reason we are not including Japanese productions is because there is a plethora of zines related to these series versus those from the Western and other Eastern countries (which includes donghua).

Hello ! I wanted to ask, are series that never aired in the US ok ? A lot of 90's cartoons I remember watching are French, and I don't think that many were aired outside of Europe. Long story short, they might not be recognised by the audience or the mods. Is that still alright, or should stick to American cartoons if I want to apply as a contributor?

Hello! All 90s cartoons are valid. A few of our mods are from the EU so there is a good chance they will also know the show you are talking about. We are looking for a range of shows so it'll be nice to get some 'less known' ones so don't worry about it just being American cartoons!
