After earning his bachelor’s degree in electrical engineering from the State University of New York Maritime College, Wayne Schepens became a nuclear test engineer at the Norfolk Naval Shipyard in Virginia. Following that job, he held positions of increasing responsibility with such employers as the Naval Surface Warfare Center and Envisions, Inc., and taught as a visiting professor at the United States Military Academy at West Point. Today, Wayne Schepens serves as the vice president of W2 Communications. Founded in 2003, W2 Communications specializes in creating awareness and credibility campaigns for its clients, primarily business-to-government and business-to-business information-technology enterprises. It has created the communication campaigns that brought many new companies to the attention of their industries. Maryland Reaches Out to Cyber Security Companies with Tax Incentive
As vice president of Baltimore’s W2 Communications, a marketing and communications firm, Wayne Schepens has seen firsthand how Maryland has begun to cater to cyber security software companies. In his role as vice president, Wayne Schepens specializes in helping emerging companies with cyber security and marketing needs. In an attempt to attract more cyber investors to the state, Maryland’s tax incentive for cyber securities software companies went into effect in January 2014. The refundable tax credit is made available to all Qualified Maryland Cybersecurity Companies (QMCCs) who receive investments from either in- or out-of-state supporters. The tax credit is valued at up to 33 percent of the qualified investment, though the investment must last for at least three years and be secured before July 2019, when the tax credit program begins to sunset. By definition, QMCCs must have fewer than 50 employees and have been in business for no more than five years. It should be noted that a business that qualifies for QMCC status only has two years to secure an investment and remain eligible for the tax credit.

Electronic voting is by no means a new idea. There are a number of jurisdictions that have made use of electronic ballots to manage their elections at all levels of government. What is less common is Internet voting. Currently, Canadian officials and citizens are testing and debating the issue, with many calling for an outright rejection of the idea based on security, privacy, and tracking concerns. A couple of years ago, a group of University of Michigan graduate students and their professor hacked into an online election system in Washington, D.C., and changed all the ballots to reflect the individual whom they wanted to win the race. To be clear, the system they invaded and corrupted was only a pilot project and there was no actual election taking place, but the point that their intervention made could not be more serious. They demonstrated that the democratic process itself was potentially vulnerable to outside influences if all elections were handled over the web. Another disturbing revelation brought out by the Michigan students’ hack was evidence that the system may have already been attacked by individuals located in Iran and China. While Internet voting has not garnered much attention in the United States, other countries like Australia and the Netherlands have toyed with the idea and found it problematic at best. Wayne Schepens: Maryland Legislature Supports CyberMaryland Initiatives

The bill provides $3 million in funds through fiscal year 2014. The Maryland legislature also amended tax credits for research and development by increasing funding by $1 million per year and updating incentives. Furthermore, the amendments allow small businesses to take advantage of the credits. Other measures passed include the Transportation Infrastructure Investment Act of 2013 and the Maryland Offshore Wind Energy Act of 2013.
