The Gloucester’s already downsized and so are a good template for this.
The Duke and Duchess of Kent seem to have their niece living with them ie Zenouska Mowatt. Hopefully she’s paying peppercorn rent at least. Given the Kent’s frailty and respective ages I would imagine downsizing is out of the question as it should be.
Prince Michael of Kent has just tuned 80 (apparently) and has apparently been paying rent since 2006 or so when they sold a property in order to downsize - this according to newspaper articles rechurned in 2022.
The new Duke and Duchess of Edinburgh only live in a section of Bagshot Park.
The Prince and Princess of Wales announced last year that they would be paying rent from private income on Adelaide Cottage.
The outliers? Harry & Andrew.
You know the wildest part of all this is that THE HEIR TO THE THRONE is paying rent, by choice, yet Harry and Andrew think it's beneath them.

Happy 87th birthday to Princess Alexandra!
Born on 25 December 1936, Alexandra Helen Elizabeth Olga Christabel; born 25 December 1936) is the only surviving granddaughter of George V and a first cousin of Queen Elizabeth II through her father Prince George, Duke of Kent. Alexandra's mother was Princess Marina of Greece and Denmark. At the time of her birth, she was sixth in the line of succession to the British throne; as of 2023, she is 57th.
On 24 April 1963, she married The Hon. Angus James Bruce Ogilvy, at Westminster Abbey. Angus Ogilvy declined the Queen's offer to be created an earl upon marriage, so their children carry no titles. Angus Ogilvy was knighted in 1988 (when Princess Alexandra assumed the style of The Hon. Lady Ogilvy).
Princess Alexandra and Angus Ogilvy had two children, James Robert Bruce Ogilvy (born 29 February 1964) and Marina Victoria Alexandra Ogilvy (born 31 July 1966) and four grandchildren: Flora Ogilvy (29), Alexander Ogilvy (27), Zenouska Mowatt (33) and Christian Mowatt (30).
Beginning in the late 1950s, Princess Alexandra carried out an extensive programme of engagements in support of the Queen, both in the United Kingdom and overseas. Taking part in roughly 120 engagements each year, Princess Alexandra was one of the most active members of the royal family. She made 110 engagements in 2012. However, in late June 2013, she cancelled her engagements due to arthritis.

The name Meghan. Can't imagine anyone using it for a baby now, particularly with that spelling.Flipping through fashion magazines and People while waiting to get my hair cut. Used to be a fun diversion; now all I can see is PR, puff pieces, and hype. I wish I didn't know what I know now.Lemon cake.The fully-occupied balcony that Buckingham Palace used to have on national occasions. It was fun to see all the Queen's extended family and cousins and how their children had grown. Now, to keep H and M from pushing themselves onto it, it's had to become "working royals only". No more Zara, no more Lady Helen Taylor, no more Zenouska Mowatt, no more comparing fascinators and outfits. Bleagh.Beige and black worn together. Done right, it's a sophisticated, classic look, and strongly associated with Carolyn Bessette Kennedy who wore it beautifully and often. I liked to wear it too. Now it just makes me think of MM's awful outfits and I don't wear it anymore.Awards given to celebrities by charitable and social justice organizations. Now I don't applaud the celebrity anymore; instead, I always wonder whether they paid for the award. And I don't like being so cynical.Gabor Mate. I was aware of him because several of my friends are big fans, and from what I'd heard from them, he had useful tools to offer. Now I just see him as someone who saw a chance to sell more books and heighten his fame and grabbed it, not bothering to learn any facts about the famous prince he interviewed which might not fit his narrative. I respected her greatly for having built a huge career and fortune from the ground up, through hard work. I came up with the suggestion that we should find a dandelion clock, which the princess would hold while Master Peter blew. Easy you’d think, but by some freak of nature or because Captain Phillips is such an excellent farmer, we could find only one dandelion on the whole place. We carefully sprayed the precious dandelion with hair lacquer to stop the fluff all coming off with one blow and, luckily, the ploy worked.
