This is a funny bit the anime added, but I think it's slightly out of character. In the manga, Kahaku's motivation is split between doing what the Guardian's want—keeping Fushi under their control—and actually helping people like Fushi wants, with a heavy leaning toward the prior. He starts out by saying that "the Guardians' Fushi" can't be captured, and then segues into his explanation that they can't help anyone if they're stuck. Kahaku doesn't think he has to hide the Guardians' goal from Fushi, like he does in the anime when he edits himself. That would imply that he's on some level aware that what the Guardians want to do with Fushi is wrong, and that Fushi would not approve, which we later see is not at all true.

The manga uses a flashback to show that in this instance, Kahaku is echoing Fushi's logic and making an attempt to follow their wishes. In his mind, what Fushi wants is the same as what the Guardians want, so there's no need to distinguish between the two (this, again, turns out not to be the case). It also clarifies that Kahaku is touched by Fushi's desire to help other people, and does genuinely want to help them in any way possible, beyond his responsibilities as the head of the Guardians.

So much of Kahaku's love for Fushi is just sheer stubbornness and a refusal to accept that he doesn't "really" love them. His initial reason for liking Fushi romantically was that he thought Parona was cute, and when he proposed to Fushi and they were like "what the hell, no," turned back into the nameless boy's form, and started throwing up, he realized that Fushi was very different from his impression of them. At that point Kahaku could have given up, because he didn't really have a reason to like them anymore, or he could have kept going anyways.
Kahaku, if you remember, is a big fan of the kind of true love he reads about in books, and that frequently informs his treatment of Fushi, especially Fushi-as-Parona. As to how this happened... I'm pretty sure his fondness for this trope comes from the complete absence of affection in his life before he met Fushi. Of course he would dream about meeting someone who loved him immediately, unconditionally, and vice versa. He's so attached to this concept because it got him through his whole life until this moment, so he can't bring himself to throw it out. His only feasible choice is to throw down the gauntlet and announce that he really does love Fushi even if they're a boy.
I've mentioned this before, but Kahaku did actually notice the things he would eventually love about Fushi-Fushi—as opposed to Parona-Fushi—during their first meeting. I do think he probably would have developed feelings for Fushi even if Parona's form had never showed up. It just would have been way slower. So I'm not saying that the only reason Kahaku loved Fushi was because he didn't want to admit that his ideas about true love were wrong, but I'm saying that's why he turned things around so quickly instead of taking several in-universe months to realize that yes, he does like Fushi for real.

I'm a little sad that Kahaku's "let's keep this comfortable, because I like women :)" line had no significance in the anime. There was no moment of silence. There was no change in camera angle. The line wasn't even delivered differently from the rest of what he was saying. The irony of him getting a crush on Fushi like five minutes later is completely lost. Oh well at least we still have this:

This recap was a bit unusual because it wasn't narrated by Tsuda Kenjirou, who voices the Beholder. It makes sense for the Beholder to be the one explaining everything, because that's his job in the manga, and what they've been using him for in the anime's first season, too. So it's a little funky that they're using a different person for this one.
Aside from the fact that it's not the Beholder, this new narrator is more sympathetic than he is. A low bar, I know, but at the end, they wish that Fushi would benefit from their growth. And this person sounds an awful lot like Saiga Mitsuki. So yeah, I think it's Kahaku.
But wait, there's more! Although the wording is different, everything here is stuff Kahaku says later on in the manga. To be fair, "an immortal being is sent to this world and acquires people's forms through their death" is literally just the summary of the story, but the suggestion that Fushi should break this pattern isn't something any character would make.
Actually, Kahaku does go on a tangent about this exact point in the Renryrr arc:

He calls the Beholder a demon and Fushi's condition a curse, but the heart of what he's saying is the same as what the recap is leaning into: Fushi constantly exposing themselves to everyone's pain isn't good for them.
Fushi's other friends, especially March, echo Kahaku's logic in the present era and argue that Fushi should be the one to decide what path they take, not the Beholder. But Kahaku did it before it was cool. And more importantly, he did it during the chunk of the story that this season is covering, when Fushi's other friends weren't around to chime in. Because they were dead.
The question of whether or not Fushi is obligated to help others, even at their own expense, is one that repeats throughout this phase of the story. It was a good call to have the recap hint at what's to come. If the Beholder had narrated this bit like normal, he wouldn't have been able to give a good idea of what this season is going to be about, because he—how do I put this—he doesn't think that this will be an issue. Fushi will experience death and grow whether like it or not: that's just the nature of having a physical body. Since Kahaku is the strongest advocator for Fushi dropping everything and taking a break, it seems better to let him kick off this part of the story if the Beholder can't do it.
Final part of my little theory: why is Kahaku narrating the story two hundred years before he was even born? Well. The images used are all from the first season, but the dialogue by itself doesn't indicate a specific point in time in the story. We could apply this anywhere we wanted to. But looking at how distanced Kahaku is from Fushi's situation, I'd say it's from after he decides to leave. It's a little reminiscence on what Fushi's life has been like until now, and what it will continue to be like, from Kahaku's perspective—and Kahaku has a pretty good idea of what kind of story he's in. This fucks because we're starting the season with Kahaku saying goodbye, something that's going to be incredibly important if they animate the present era.
I don't know if they're going to have Kahaku cover any more recaps, but I would go completely crazy if they did.
