My partners dad is notorious for being hard to buy for because he's the "I only want it if I need it" type but like he will buy himself what he needs. My partner and their mom don't know what to get him either. So I guess to sum it up: help

First off, I recommend you treat him to the best form of something he needs and regularly uses. For my husband, I got him a coffee subscription for his birtjday, where I paid for a year of fancy-ass coffee to be mailed biweekly to our house. Since I wake up before him, I then make him the coffee and serve it to him in bed.

Maybe your partner's dad would appreciate something similar? Whiskey of the month club? Grill charcoal? A membership to the local history museum?
