Waste management sector can help Europe lower gas consumption

The waste management sector can help the EU cut natural gas consumption by 15% and implement its REPowerEU plan[1], the European Waste Management Association – FEAD said.
According to FEAD, the waste management sector[2] is not yet at its full capacity for producing and saving energy.[3] Brussels-based FEAD represents the private waste management industry across Europe, including 19 national waste management federations and 3,000 waste management companies.
The organisation said its members could play a fundamental role in the European Union’s effort to end the dependence on Russian fossil fuels and tackle the climate crisis. It noted that the sector conducts recycling and recovery operations and produces heat and energy through incineration and anaerobic digestion.
That way, it saves material resources, energy and CO2 emissions by avoiding the extraction, processing and use of virgin raw materials and fossil fuels and providing a local, reliable and secure source, FEAD said.
According to the association, Europe’s waste-to-energy (WtE) plants can currently supply 18 million people with electricity and 15.2 million inhabitants with heat. There are now 260 WtE facilities in the EU.
The waste management sector is almost CO2 neutral and will become a net CO2 saver with huge avoidance potential, FEAD stressed. However, it asked for “positive contributions” to fulfil its role and achieve full capacities.
In particular, FEAD called for the preservation of the status of biodegradable waste in the Renewable Energy Directive, recognition of energy recovery from selectively collected, residual, non-hazardous waste in the EU taxonomy, and the implementation of measures that foster recovery and recycling markets in the EU.
Peter Kurth, FEAD President, said the European waste management sector has a role to play in the decarbonisation process and in avoiding the combustion of fossil fuels and the use of virgin raw materials.
“It has a role to play in the promotion of a circular economy by producing secondary raw materials and safely treating non-recyclable waste; and it has a role to play in the energy independence of the EU by providing energy from a local, reliable, and safe source,” he added.
WtE plants questioned by Zero Waste Europe
However, Zero Waste Europe told letsrecycle.com it was concerned by some of FEAD’s “assumptions”.
Created in 2014, the Zero Waste Europe[4] network includes 32 members across 28 countries. In the UK, its members include the UK Without Incineration Network (UKWIN), which describes itself as a network of anti-incineration campaign groups.
A Zero Waste Europe spokesperson said: “In ZWE’s opinion, the assumption of the positive contribution of the waste incinerators must be fully rejected, as by our experience such assumptions assume conditions to artificially magnify the benefits of ‘saved GHGs from landfills’ – typically assuming no pre-treatment or a huge release of methane from landfills, which is not realistic in EU regulatory conditions.”
“Even if we burned 100% of municipal solid waste, the theoretical contribution of energy from incinerators would be between 2.67% and 3.97%  depending on whether we compare it to the ‘gross available energy’ or to the ‘unit energy consumption’ of Europeans.”
“Realistically, taking into account the existing EU recycling targets, the actual contribution of incinerators would only be around 0.93%-1.39%.”
The spokesperson said a “better strategy” for reducing the EU’s dependency on Russian gas while tackling climate change would be to make “better use of plastic waste generated within the EU that currently gets incinerated in huge quantities as part of mixed waste”.
