I have a headcanon that the Shining Lights Incident was when Ocelot started to *really* experience the side effects of the powers he inherited from The Sorrow.
I imagined he'd start seeing ghosts around Mother Base and first shrug them off as sleep deprivation hallucinations, but he connects the dots later.
He would have seen ghosts throughout his life after Operation Snake Eater and perhaps earlier. However, I believe he hasn't stayed in one fixed location (like Mother Base) long enough and simultaneously experience mass death at the fixed location until the Phantom Pain era.
He'd be scared at first and might think, "what's happening to me???". But he grows used to it by the time we reach the Tanker and Big Shell Incident era, because he seems to be more annoyed than confused or concerned when Liquid's arm possesses him.
