There's a number of talented artists really just depends, if you're looking to commission the artwork you described I cannot recommend @somewillwin enough they have done some lovely tanthamore pieces! I'd check with them on pricing, if they have open commission slots etc...

If you want fanart and don't have money for a commission I know @hyperfixatingartist has been welcoming asks for character sketches. Again I'd check with the artist directly to be sure they have the time and don't mind the ask!
