An affordable housing project under construction in San Diego’s El Cerrito neighborhood is getting ready to become homes for people who are currently homeless. With the number of unsheltered residents increasing in the county, the non-profit developer, People Assisting The Homeless (PATH) wants to finish the project quickly so they are using prefabricated units. In this case, shipping containers that used to move products across the ocean are being converted into studio and one bedroom apartments. The construction style is also called modular housing.
“Most of the folks moving in are what’s considered low-income so they’re likely not going to pay more than $300 — if that,” said PATH CEO Jennifer Hark Dietz. “It really is based on their income level.”
Hark Dietz said housing vouchers will pay for majority of the PATH Villas El Cerrito residents' rent, but tenants will be responsible for a portion equivalent to 30% of their income.
Phase one of the project, which will include 41 units, is expected to open by the end of the year. Phase two includes an additional 131 units but there is not a timeline for that part of the project. Those units will also be for formerly unhoused residents plus low-income San Diegans.
It takes three shipping containers to create a one-bedroom apartment and two for a studio. Hark Dietz said prefabricated housing is not cheaper than traditional builds, but it has one major bonus.
“Where the money might be the same — what you really gain is that time — which saves lives,” Hark Dietz said. “We need to get more units online as fast as possible.. We wanted to do modular on this site to build as quickly as possible. We know in San Diego there is not enough affordable housing."
Phase one of the project is estimated to cost about $23 million and phase two around $60 million. The project got funding from a variety of sources including the state, city and county.
PATH officials said a traditional build could take anywhere from 18-24 months where using prefabricated units takes about half that time. PATH officials said it is running about six months behind schedule due to supply chain issues, but all the shipping containers for the first phase will be in place by the end of July.
The complex is being built on top of what will become a Family Health Centers of San Diego clinic, so access to medical and behavioral health care will be nearby. Formerly unhoused residents will also have onsite-access to services including case management, living skills and education and employment services. Hark Dietz said PATH will use the city's coordinated entry system to identify unsheltered residents who could live here, she said people could be staying in a shelter or living on the streets before getting a new home.
“We need housing — period,” said San Diego City Council President Sean Elo-Rivera who toured the construction site Monday.
Elo-Rivera said some people living nearby were concerned about formerly homeless residents moving into the neighborhood. He hopes that is changing, especially with all the on-site services that will be provided.
“This is how we solve homelessness — short and to the point — I want to make that clear,” he said. “Housing solves homelessness — this is housing. If folks are concerned about the people on the streets they should be supportive of projects like this.”
Elo-Rivera said expanding housing using prefabricated units could become cheaper once more developments are underway. He said projects like this need to happen on a much larger scale.
“I think it’s an innovative model and given the housing crisis in California and San Diego — we need to be looking at every possible option for how we can create more housing faster,” Elo-Rivera said.
The containers are stacked on top of each other and inside them nearly everything is already done.
“The flooring system is in it, the walls, the plumbing, the electrical — the finished plumbing the finished electrical, cabinetry, toilets,” said Rich Rozycki, CEO of CRATE Modular which builds the prefabricated units. “Basically when the units are delivered to site they’re about 95%-99% complete.”
People might not see more affordable housing constructed with shipping containers, at least not from CRATE Modular. The company is moving toward building its own prefabricated units because of a lack of containers.
“The story of up-cycling containers — basically taking what is sitting around the port and being able to recycle that and put it to a higher and better use — that doesn’t exist like it used to,” Rozycki said.
Rozycki said developers typically want prefabricated units because it gets projects finished quicker. PATH has a similar prefabricated complex in Los Angeles. The non-profit does not have plans for others in San Diego currently, but that could change.

It is the fourth time the prize – run in partnership with Policy Exchange, the U.K.’s leading think tank – has been awarded since its inception in 2011. The prize was awarded as the government embarks on a national programme of hospital building over the coming decade.
Entrants to this year’s competition were asked: “How would you design and plan new hospitals to radically improve patient experiences, clinical outcomes, staff wellbeing, and integration with wider health and social care?”
The ‘Living Systems’ team envisions hospital buildings becoming a ‘third carer’ alongside medical staff and a patient’s family and friends, and sets out a vision for smaller hospitals which could be built across England and sit within the community as centres of wellness as well as cure. The 200-bed sites would be constructed out of a prefabricated, modular design of 12 storeys, with an internal shell of cross-laminated timber so that wards can be easily partitioned into isolation rooms, for example in response to infectious disease outbreaks. The plan to improve working conditions comes at a time of widespread challenges in the recruitment and retention of staff across the NHS. Recent official statistics from the Nursing and Midwifery (NMC) register shows the number of people leaving the nursing profession is at its highest since 2017, with nearly 14,000 quitting between April 2021 and September 2021.
The winning team – led by Ab Rogers Design – now plan to develop a research unit to help develop their ideas further, in the hope of seeing them implemented across hospitals in England.
The Health Secretary, Rt Hon Sajid Javid MP, congratulated Ab Rogers Design and the other entrants and said “the new hospitals built over the next decade will provide ‘state-of-the art facilities for staff and patients, prioritising the latest digital technologies, sustainability and modern methods of construction”.
The 2021 Wolfson Economics Prize – second only to the Nobel Prize in monetary terms – is evidence of a new focus on the long-term improvement in hospital provision in Britain and globally. The result is a thoughtful, consultative design which recognises the needs of human beings in medical environments – whether they are patients, visitors or staff.”
Secretary of State for Health and Social Care Sajid Javid said: “Hospitals are at the centre of people’s communities, helping to save lives and keep people healthy, and it is vital they are designed to be fit for the future. We welcome innovative ideas and I congratulate everyone who has taken part in this year’s Wolfson Economics Prize.
“The 40 new hospitals we have committed to build over the next decade will provide state-of-the art facilities for staff and patients, prioritising the latest digital technologies, sustainability and modern methods of construction.

The Wolfson Economics Prize Created in 2011, the Wolfson Economics Prize has previously sought policy solutions on rethinking roadbuilding (2017), delivering more homes via Garden Cities (2014), and reforming currency unions (2012).
The 2021 Prize question was: How would you design and plan new hospitals to radically improve patient experiences, clinical outcomes, staff wellbeing and integration with wider health and social care?
The judges’ panel, Chaired by Lord Kakkar, also includes Professor Brian Donley MD, CEO of Cleveland Clinic, London; Dame Elaine Inglesby-Burke CBE, former Chief Nurse at Salford Royal; Dame Laura Lee, CEO of the Cancer charity Maggie’s; Robert A.M. Life CMF – Rethinking Primary Healthcare
The pandemic has brought to light the current inefficacy and inadequacy of medical infrastructures across the world, and stirred a debate on the larger question that emerges with regards to attitudes to healthcare, especially primary health care in the post-pandemic future. The World Health Organization (WHO) defines primary healthcare as “a whole-of-society approach to health and well-being centered on the needs and preferences of individuals, families, and communities.” “Primary healthcare,” the WHO explains, “ensures people receive comprehensive care — ranging from promotion and prevention to treatment, rehabilitation, and palliative care — as close as feasible to people’s everyday environment.”
Reflecting on the present health care model in our country, it’s an easy realisation that the primary healthcare services are fairly inconsistent and while no country in the world can actually be fully prepared to handle an emergency like this, the time is ripe to push the agenda and re-invigorate primary healthcare as a critical public service. Life CMF is an initiative that is conceived to address prevailing disparities brought to light by the current crisis aimed at ensuring accessibility, immediacy of care, economical deployability, affordability, and a socially-integrative approach to health and well-being of individuals, families, and communities.
Also, by using shipping containers as structural units, it revolutionizes the speed of construction, opens up newer avenues for recycling and expands the availability of healthcare from cities to towns and villages and to all segments of our population.
LIFE CMF is modelled to provide community-oriented and patient-directed installation; to deliver comprehensive and high-quality primary health care services while eliminating economic, geographic and cultural barriers.
Modular and Flexible: LIFE CMF is delivered as prefabricated, ready to operate pods that are modular and expandable to cater to various needs. Each pod is flexible to be configured singularly or in combination of two or more containers to function as a primary care unit, critical care unit, surgical suite, trauma/emergency unit, isolation or recovery pod and support functions such as pharma unit, screening unit, or diagnostic labs, or any other medical as well as administrative space as needed by the clients.
Adaptable and Durable: Since the pods are made from steel shipping containers with R-19 insulation and temperature control devices, they can withstand extreme weather conditions, earthquakes, harsh terrain and security threats.
Ease of Installation During Emergencies: The use of containers as a structural element allows the CMFs to be easily deployed anywhere in the world, even remote regions. With the clinic already assembled within the container they can be operational within days of deployment, thus being able to set up emergency care facilities for COVID-19 patients and primary healthcare centres. It can be set upon a site measuring as small as 96’ x 96’ and can be completely dismantled and moved to a different place for reuse.
The pod modules are customized to adapt to the various functions that are integral to a primary community medical facility. Each pod is flexible to be configured singularly or in combination of two or more containers to function as a primary care unit to critical care including everything from a surgical suite to diagnostic labs.
The interiors of the Life pods adhere to all healthcare standards, the finishes and material palette is of optimum hospital grade. They are lined with R-19 insulation combined with temperature control devices to function comfortably even in extreme conditions and are provided with a shaft to allow services ingress and egress. In addition, they are fitted with bactericidal, fungicidal and virucidal solutions. The LED lighting and air-conditioning systems used are all rated Green Technology, utilizing the sun as a renewable energy source.
