20 tour operators to visit Ilocos Norte
#PHnews: 20 tour operators to visit Ilocos Norte
LAOAG CITY – At least 20 domestic tour operators who are active members of the Philippine Tourism Operators Inc. (PHILTOA) are set to visit Ilocos Norte on February 1-3, 2021 to familiarize themselves with the new normal tourism products the province is offering.
"The three-day familiarization tour aims to let our visitors experience our new tourism products and make our tourism guidelines known not only for tourists but also to our partner tour operators who are expected to facilitate the visit of our tourists,” said Xavier Ruiz, senior tourism operations officer of Ilocos Norte Tourism Office (INTO), in a press conference held at the Capitol Bonsai Garden on Wednesday.
The visit coincides with the 203rd founding anniversary of Ilocos Norte which used to be a crowd-drawing event during pre-Covid times.
According to Ruiz, part of the itinerary includes a visit to the province’s new normal attractions such as experiencing free diving and snorkeling at the Badoc Island, a visit at the newly-established Filipino-Chinese Friendship Garden located near the Malacanang of the North Complex, a taste of drive-in cinema featuring Ilocos Norte' scenic landscape at the sprawling sand dunes of Paoay and an eco-tour at the Pagudpud wind farm in Barangay Caparispisan.
Ruiz said they are pushing for these new normal attractions for visitors of Ilocos Norte to experience something new about the province this year.
“When you think of Ilocos Norte from years back, we always think of beaches, waterfalls, museums and churches but it is not known to many that Ilocos Norte has also under the sea attractions which we, locals enjoy during the pandemic,” he said.
In the next few weeks, the INTO announced there will be some changes in the tourism guidelines which are expected to ease visitor’s compliance to various documents being required at the border.
Since the reopening of tourism in October last year, Ilocos Norte tourist arrivals including expats working in Luzon have plunged from a million to merely 600 visitors to date.
To increase visitors' confidence, Provincial Tourism Officer Aianree Raquel reported tourism stakeholders here continue to re-strategize to increase the number of tourist arrivals particularly on domestic tourism.
With a grant of almost PHP9 million from the Tourism Promotions Board of the Philippines, Raquel said the amount will be utilized to further promote Ilocos Norte's new tourism packages and ensure that tourists are safe when visiting these sites.
“Our goal this year is to improve the numbers and improve our services with focus on our safety,” he said citing at least 2,000 tourism workers will also be undergoing free (Reverse transcription-polymerase chain reaction) RT-PCR testing for the safety of tourists who visit Ilocos Norte.
The INTO underscored the spike of coronavirus disease 2019 (Covid-19) cases in the province recently was not in any way tourism-related. (PNA)

Teofilo Garcia: A National Living Treasure Awardee from Abra
Teofilo Garcia: “tabúngaw” Maker from Abra
After spending overnight in Vigan, we continued our PHILTOA Grand North Luzon Fun Caravan by proceeding to a road less traveled destination — Abra. From Vigan, it took us an hour and a half to reach the town of Bangued.
Tangadan Tunnel in Abra Province
Our first stop was at the humble home of Teofilo Garcia – one of the country’s National Living Treasure and we were able to have in-depth information on his personal life and timeless craft.
About Teofilo Garcia
In case you’re wondering what Tabungaw is, it’s an Ilocano term for “Upo”, also known as Bottle Gourd or White Pumpkin. Teofila Garcia, on the other hand, is known to be the last of the Tabungaw hat makers, a traditional headgear made of tabungaw or gourd.
Kattukong or Tabungaw hat from Abra
Born on March 27, 1941, Teofilo, an Abra local started the art of Kattukong or Tabungaw hat making from his grandfather Hipolito at the age of 15.
Teofilo Garcia and his art of Tabungaw Making
He dedicated most of his life working as a farmer to send his five children to school. He also devoted his time planting “upo”, his main material in producing the traditional tabungaw. It’s said that it takes at least seven days to finish one tabungaw hat, as he uses only simple hand tools that he designed himself for producing his final product.
Local variety of gourd used for making Tabungaw Hat
Currently, Teofilo is invited to give talks and demonstrations locally and abroad. He even opened up his home so people can see some of his unique creations, and also genuinely teaches local school children the art of Tabungaw making. Up until now, he’s innovating on his traditional designs based on inspirations recent travels. He has also developed unique patterns he learned when he was young.
What is a National Living Treasure?
A person can be called a National Living Treasure or “Gawad sa Manlilikha ng Bayan” if he/she preserved some of the Philippines’ most important indigenous traditions. They are selected by the National Commission on Culture and the Arts (NCCA) and one must possess a dedication to craftsmanship, excellence, and the ability to pass down their craft to the youth.
National Treasure Awardee Marker
Other than the dedication, one must also possess technical, creative skills with ties to community and folk art traditions, and admiration of their people.
Teofilo Garcia
Some of our National Living Treasure includes Alonzo Saclag (a traditional dancer and musician), Haja Amina Appi (pandan mat weaver), and Magdalena Gamayo (a textile weaver).
How to get to Bangued, Abra
From Manila, it takes about 8 hours to reach Abra via land travel. You can choose from Partas or Viron bus operators to take you to your destination.
Alight at the highway intersection to Abra and wait for another bus there going to Bangued, Abra.

Bohol formally opens to travelers starting Dec. 15
#PHnews: Bohol formally opens to travelers starting Dec. 15
MANILA – Bohol province will finally welcome individual tourists starting Dec. 15, including those from areas under general community quarantine (GCQ), Tourism Secretary Bernadette Romulo-Puyat announced Tuesday.
Saying Christmas is just around the corner, Puyat welcomed the development.
During a virtual press briefing, Bohol Gov. Arthur Yap said senior citizens and minors alike would also be allowed to visit the island.
The reopening for general tourists came weeks after Bohol started allowing groups to hold their MICE (meetings, incentives, conferences, exhibitions) events in the island province.
But aside from granting travelers their much-needed rest and recreation after months of being cooped up at home, Romulo-Puyat said this move would also revive the once-thriving tourism industry on the island and help displaced tourism workers regain their jobs.
"Tourism comprises 70 percent of the livelihood of Bohol and we are here because we want to revive tourism, we want to restart tourism, gusto nating ibalik 'yong trabaho (we want to bring back the jobs)," she said.
"It just goes to prove that tourism is really everybody's business at importante talaga siya sa ekonomiya (it's important to our economy)," she noted.
For Cesar Cruz, president of the Philippine Tour Operators Association (PHILTOA), Bohol's reopening next week could be a "good template" of what has been often referred to as jumpstarting tourism amid the pandemic.
"I think this is a good start... I think at this point, Bohol is very much ready," he said during the presser.
'Preparing for the trip'
Unlike in the pre-pandemic times when you could easily arrange your trip and fly, everything must be pre-booked in Bohol, including hotels, transportation, and tours, starting Dec. 15.
"Kailangan pre-booked kasi (safety) ang point natin dito as we reopen, hindi puwedeng do-it-yourself you have to go through DOT (Department of Tourism)-accredited establishments and tour operators (Everything needs to be pre-booked here because that's the point of the reopening, DIYs are not allowed, you have to go through DOT-accredited establishments and tour operators)," Yap said.
The visitor must register via Bohol's website and be given the "acceptance" to enter the island. He/she will then be given a unique QR code to be used while touring Bohol.
Upon entry, visitors must submit a negative RT-PCR result taken 72 hours before departure from other provinces.
Yap said tourists won't have much to worry about when it comes to rates as it remained relatively affordable even after the Covid-19 hit, with some establishments even slashing about 50 percent off.
"The rates have been very much affordable and friendly, some are even going less than 50 off just to attract visitors so I would not worry about the rates," he said. (PNA)
