Throttling refers to slowing down or dampening. A throttling manifold valve slows down the airflow as a result. Ball valve: 
The reason a ball is used to control fluid flow through a ball valve is how it got its name. It is connected to the handle by a bore in the ball. The bore angle is concurrently rotated when the handle and ball are both turned. The fluid travels effortlessly through the ball when it confronts the opening of the bore.
