Nepal and It’s Contemporary Politics

In My lifetime Nepal has seen Four constitutions. When I was in my school days, Nepal had Monarchy and a system called Panchayati byawastha (Political Party was not allowed). In my college days, Nepal had Monarchy with multi political party i.e. BAHUDALIYA BYAWASTHA. Then Nepal Communist Party (Maoist) under leadership of Mr Prachand aka Pushpa Kamal Dahal and Dr Baburam Bhattarai started insurgency in which it is said that 17000 people were killed from both sides. After peace agreement was agreed, Nepal had an Interim Constitution for around 8 years.  Then the fourth one called Federal Republic which exists now. 

If we see in the history of the world, Revolution happens when a political system becomes ineffective in delivering the aspirations of the people. So If I put this logic into Nepalese political system, The monarchy must have failed in delivering the aspirations of the people. Then people must have revolted against monarchy and Panchayati Byawastha might have come into picture. During the short span of few years, this system must have failed to deliver the aspirations of the people. Then again people have revolted against it.Then Bahudaliya Byawastha must have come into picture. When there was Bahudaliya Byawastha with Constitutional Monarchy, Nepal Communist Party (Maoist) under leadership of Mr Prachand aka Pushpa Kamal Dahal and Dr Baburam Bhattarai engineered a insurgency in the name of Maoism in which 17000 people were killed. During insurgency, political slogans were raised such as गाउँ गाउँ मा सिंहदरबार,  जाति, भाषा र पहिचान को आधारमा राज्य पुनसंरचना etc. How these slogans relate to Maoism is still a mystery to me. After peace process, and 8 years of Interim Constitution, Federal Republic Constitution came into picture. Nepal has been divided into 7 states with central government and there are around 763 local governments around the country with a multi party political system. 

Now I hear again political speech from the political leaders and debate regarding Nepal’s originality. The Hotels should serve Nepalese Original Cuisine, women should wear Nepalese Original dress etc etc. When Political Leaders mention Nepal’s original cuisine, do they mean tharu cuisine or Newar cuisine or madheshi cuisine or muslim cuisine or Thakali cuisine? Khas Bahuns do not have any original cuisine of theirs. Same can be said about dressing. Maoism, communism of any kind is not original political system of Nepal. It is an imported concept. And the same leaders are preaching about originality to the Nepalese people. What an irony!

Many questions arise in my mind, why Nepal needed so many constitutions and ruling systems? But when I see around in the political circle, I see the same political leaders who earlier practiced Panchayati Byawastha, Bahudaliya Byawastha, Interim Constitutional days and now practicing Federal Republic multiparty system. And still, Nepal is a mess in the sense of political system. When a person get sick he goes to the doctor, doctor prescribe medicine and after sometime the patient does not recover the doctor changes medicine and this continues until the patient recovers or dies. I wonder whether it is the case with Nepal and Nepalese people. Who is the doctor in this case? who is the patient in this case? In what stage of treatment is Nepal under? Is it going to recover?

Alarma: todos en alerta para evitar la matanza de animales en el Festival Gadhimai

El festival Gadhimai es una ceremonia religiosa de sacrificio que se celebra cada cinco años en el Templo Gadhimai de Bariyarpur, a unos 160 kilómetros al sur Katmandú, la capital de Nepal. Esta celebración es llevada adelante por el pueblo Madheshi, que le ofrece miles sacrificios de animales a la diosa hindú Gadhimai. La creencia indica que con el baño de sangre se acabará el mal y llegará la prosperidad a la tierra. En la última celebración, en 2014, se estima que fueron asesinados al menos 250.000 animales, entre búfalos de agua, cerdos, cabras, pollos y palomas. Los cálculos más estremecedores indican muertes de medio millón de animales.

Festival Gadhimai: parar con la matanza

Este año, pasados cinco de la última celebración de este mega sacrificio animal, debería volver a realizarse la ceremonia según la tradición madeshi. Sin embargo, la organización internacional Igualdad Animal lanzó una campaña para intentar detener la matanza de animales en el Festival Gadhimai. Este año se celebrará el 3 de diciembre y pese a que los responsables del templo de la ciudad de Bariyarpur anunciaron que evitarían la matanza de animales, las alarmas están prendidas debido a la proximidad de la fecha. La campaña Stop Masacre de Gadhimai le exige al gobierno de India que envíe funcionarios a impedir la matanza. Y también que Nepal promulgue una ley que prohíba el sacrificio animal. En el último lustro, las autoridades de India y Nepal han emitido diferentes normativas para desalentar la sangrienta práctica que surgió hace ya 260 años. Sin embargo, el Festival Gadhimai es un gran generador de dinero. No solamente por todas las celebraciones que durante semanas se realizan antes del día de la matanza. Si uno recorre la frontera indo-nepalí podrá ver como en estos días se incrementa la llegada de animales que desde la India le venden a los nepalíes para luego ser ofrecidos en sacrificio. La prohibición de sacrificios es también un duro golpe económico para personas que durante meses cuidan animales para venderlos en esta época. Una doble explotación para los animales. Primero, como objeto de mercancía. Y luego, con un desenlace fatal.

Cómo es el Festival Gadhimai

Cada cinco años se mutilan y asesinan a machetazos cientos de miles búfalos de agua, vacas, cabras, bueyes y hasta palomas para ofrecerles a la diosa Gadhimai. Los animales son degollados con el khukuri, un sable popular en la zona. Lamentablemente, el aporte estatal para la organización de la celebración es fundamental. Durante la última celebración, fue el Gobierno quien se encargó de comprar miles de animales para los sacrificios ya que se registraba un número menor al solicitado porque los granjeros de la zona no querían deshacerse de sus cabras porque habían tenido una mala temporada. Durante toda la celebración, cuatro millones de personas acuden al templo de Bariyarpur para presenciar todo el espectáculo de muerte. Entre el público hay decenas de miles de niños. El paisaje en los alrededores del templo Bariyarpur tras la celebración es desolador: miles y miles de animales degollados y una explanada cubierta de sangre. Repudio mundial

El festival, muy popular en Asia, genera cada vez más repudio en Occidente, donde la cultura y las principales religiones ya no tienen la práctica de la matanza de animales como ofrenda a Dios o los dioses. En diferentes países de Europa, las organizaciones de defensa de los derechos de los animales se manifiestan periódicamente frente a las embajadas de India y Nepal para protestar contra la ceremonia. Además, se reitera la exigencia de un real compromiso de sus gobiernos para evitar la matanza de animales. Las caras más famosas que se opusieron al Festival Gadhimai fueron Brigitte Bardot y Maneka Gandhi, quienes escribieron al gobierno de Nepal pidiéndoles que detengan los asesinatos. Sin embargo, sus gestiones fueron infructuosas. De hecho, en un comunicado oficial previo a la anteúltima celebración de este festival, el gobierno nepalí les contestó que sus funcionarios no "interferirían en la tradición centenaria del pueblo Madheshi".

Situación previa al festival de este año

Tras años y años de protestas, la Corte Suprema de Nepal ordenó a los organismos competentes para crearan un plan de acción que desalentara y eventualmente terminara con el sacrificio de animales en el Festival Gadhimai y, también, en otras partes del país. Además, la Corte Suprema de la India emitió un fallo que prohíbe el tráfico de ganado a través de la frontera entre Nepal e India durante el festival de Gadhimai. Para el anterior festival, la Red de Bienestar Animal realizó un silencioso pero incansable trabajo de campo con granjeros de la zona para concientizarlos acerca de la gravedad de la situación. Con la combinación de todos esos factores, los expertos del Departamento de Ganadería de Nepal estimaron que la cantidad de animales sacrificados en el año 2014 disminuyó en un 50 por ciento. Para este festival de 2019 se espera que sea el primero sin el gigantesco sacrificio de animales. Sin embargo, las tradiciones son muy difíciles de romper en poco tiempo.
