HELSINKI (AP) — A 12-year-old student opened fire at a secondary school in southern Finland on Tuesday morning, killing one and seriously wounding two other students, police said. The suspect was later apprehended.
Heavily armed police cordoned off the Viertola school — a large educational institution including lower and upper secondary schools with a total of about 800 students — in the city of Vantaa, just outside the capital, Helsinki, after receiving a call about a shooting incident at 09:08 a.m.
Police said both the suspect and the victims were 12 years old.
One of the students had died instantly after being shot, Chief of Police Ilkka Koskimäki from the Eastern Uusimaa Police Department told a news conference. The other two were seriously wounded, he said.
The weapon used in the shooting was a registered handgun that was licensed to the suspect’s relative, Detective Inspector Kimmo Hyvärinen said.
The suspect was detained in the Helsinki area less than one hour after the shooting with a handgun in his possession, police said. He admitted to the shooting in an initial police hearing but there is no immediate word of the motive, police said, adding that the case is being investigated as a murder and two attempted murders.
Finnish President Alexander Stubb and Prime Minister Petteri Orpo offered condolences to the families of the victims in postings on X with both saying they were shocked over the shooting.
“What makes it particularly shocking is the age of the victim and the suspect,” Orpo said during a news conference later Tuesday. “I can assure you that this (shooting) will be carefully reviewed and conclusions will be drawn that this will not happen again.”
The minimum age of criminal liability in Finland is 15 years, which means the suspect cannot be formally arrested. A suspect younger than 15 can only be heard by the police after which they will be handed over to Finland’s child welfare authorities.
In the past decades, Finland has witnessed two major deadly school shootings.
In November 2007, a 18-year-old student armed with a semi-automatic pistol opened fire at the premises of the Jokela high school in Tuusula, southern Finland, killing nine people. He was found dead with self-inflicted wounds.
Less than a year later, in September 2008, a 22-year-old student shot and killed 10 people with a semi-automatic pistol at a vocational college in Kauhajoki, southwestern Finland, before fatally shooting himself.
In the Nordic nation of 5.6 million, there are more than 1.5 million licensed firearms and about 430,000 license holders, according to the Finnish Interior Ministry. Hunting and gun-ownership have long traditions in the sparsely-populated northern European country.
Responsibility for granting permits for ordinary firearms rests with local police departments.
Following the school shootings in 2007 and 2008, Finland tightened its gun laws by raising the minimum age for firearms ownership and giving police greater powers to make background checks on individuals applying for a gun license.
The Interior Ministry said Finland will pay respects to the victims of the school shooting on Wednesday when all state agencies and institutions will lower the national flag to half staff. Private households are encouraged to join in the commemoration, the ministry said.

When Jokela happened, I was working in IRC-Galleria, back then a hugely popular social media platform in Finland. Pekka-Eric had a profile too and also posted his manifesto onto its blog. We were quickly following the real time events through IRC (Internet Relay Chat) and I remember how someone had hid into the bathroom at Jokela school and texted their loved ones (which were also related to IRC) how scared they were and what sounds they were hearing. It was very quiet, apparently. As we found out the identity of this assailant, we immediately contacted the police and told them everything we knew. We hid his profile and the manifesto so it wouldn't be visible for anyone and especially the press, as we understood also the family of this man have to be protected. Police didn't know a lot about the case yet, they only knew some rumours and had received some calls from the school. Maybe. I have no real knowledge of that. But we ended up speeding up the investigation quite a bit and within just an hour or so after it had started. Pekka knew Finnish police would not hesitate to come after him and he seemed to lack a real concrete plan, so the whole thing was over fast. Afterwards we held crisis chats to young kids at IRC-Galleria and kids all over Finland were scared to go to school. I was sitting in trauma chats for a week before the first shock was over and after that week it was us moderators that had to start working with our thoughts. It's never an easy task to take down profiles of the deceased. Not in the case of Jokela, not with Kauhajoki, not with Konginkangas accident or the Tsunami in Phuket. It's hard. That is the one thing that I think should be important to know about this thing: social media was in key part in all things related to this event. It was the place for Pekka to get his thoughts through, and it was the thing that gave police a suspect within an hour after first calls for help, while people were still terrorized by a mad gunman. And it has since been the place which stores his manifesto and lets it be an influence to copycats. I has been a place for healing, it has been a place for helping others heal and it continues to be all this to everyone willing to listen. In good, and in bad.

A child has died and two others have been seriously wounded in a shooting at a school in Finland, police say.
Police said all three victims were 12 and that a suspect, also aged 12, had fled but was later detained.
Parents told Finnish media that the shooting had taken place in a classroom at Viertola school in Vantaa, to the north of the capital, Helsinki.
Police said they arrived at the school within nine minutes at 09:17 (06:17 GMT) and tended to the three victims.
"One of the victims died almost immediately at this location in the school," said the head of local police, Tomi Salosyrja. "Two other victims were transported to hospital in Helsinki."
In common with other Finnish schools, children had just returned to classes in Vantaa, just outside Helsinki, after the long Easter weekend. All of those involved are thought to have been in the sixth grade.
The suspect ran off as soon as police arrived and was eventually detained "in a calm manner" in the northern Siltamaki district of Helsinki at 09:58. A video taken from a passing car shows the suspect being pinned down beside a road.
Police said he had been holding a firearm which they had taken from him and he admitted carrying out the shooting.
Authorities have now opened an investigation into murder and attempted murder.
Children under the age of 15 are not criminally liable in Finland, so the suspect has not been remanded in custody and will be placed in the care of social services after further questioning.
The suspect is understood to have used a gun licensed to a close relative. Gun ownership is widespread in Finland and children over 15 can have licences to use other people's firearms.
Prime Minister Petteri Orpo described the shooting as deeply upsetting and said it was evident too many young people struggled with their mental health: "We have to be able to tackle these issues sooner."
President Alexander Stubb spoke of his shock. A day of mourning will take place in Finland on Wednesday.
Education Minister Anna-Maja Henriksson was on the verge of tears when she told a news conference that what had happened was a great tragedy. Her thoughts were with the "12-year-old who will never come home from school again".
It was shocking that a child of 12 could get hold of a gun, she said, and once the government had a complete picture, it would consider whether further measures needed to be taken to protect Finland's schools.
Children at the school were told to stay in their classrooms after the attack, while other schools and kindergartens nearby were also instructed to lock their doors.
The shooting brought back memories of earlier deadly attacks, including two shootings and an attack on a vocational school four years ago involving a man wielding a sword.
In 2007, an 18-year-old student shot dead six pupils, the school nurse and his head teacher in the small town of Jokela, north of Helsinki, then the following year another student shot dead nine pupils and a teacher with a semi-automatic rifle at a polytechnic in the western town of Kauhajoki.
The shootings prompted a tightening of gun laws, requiring gun owners to be at least 18, but anyone over 15 can apply for a permit to use someone else's weapon.
National Police Commissioner Seppo Kolehmainen said police relied on intelligence to prevent school shootings and in this case were unable to stop it.
Finland is widely known as a country of hunters and gun enthusiasts and has 430,000 licensed gun owners in a population of 5.5 million, according to government statistics. There is no limit to the number of guns that can be owned and the interior ministry says more than 1.5 million are in circulation.
As news of the shooting emerged, parents gathered at the school to pick up their children, although the building where the incident took place remained cordoned off.
Vantaa is Finland's fourth biggest city with some 240,000 residents. Viertola school has 800 students aged seven to 16 of both primary and middle-school age on two separate sites, with some 90 staff. The shooting took place at at the school's Jokiranta site where pupils aged 9-13 are taught.
Initially police said everyone involved was 13 but then revised their ages down to 12.

Regarding current Discourse about a headline-enhanced shooting, some people should put more effort into checking whether America is such a uniquely violent outlier as they claim, before they start making shit up and inventing reasons why America is such a uniquely violent outlier. (I generalize vaguely because I have seen different people making different claims.)

The paper has a table of countries by per capita so you can check those 64th and 65th values, and I found it interesting and amusing. The attacks per capita list goes like this, with my annotations:

Finland, apparently, had the Jokela school shooting (8 killed, not counting perp), the Kauhajoki school shooting (10 killed) and the Sello mall shooting (5 killed) in the timeframe surveyed. Finland has about as much population as an averaged US State, so this is comparable to 150 mass shootings in the US.

Kuopio's Savon Sanomat (siirryt toiseen palveluun) is among the papers reminding readers that Finland's parliamentary parties are scheduled to file written responses by noon Tuesday to a series of questions posed by National Coalition Party leader Petteri Orpo.
These responses will determine which parties will advance to actual negotiations on the formation of a new government.
Orpo has said that he will hold formal bilateral discussions with parliamentary groups at the beginning of next week.
There are 24 topics and a total of 46 questions on the list, which is focused on balancing public finances in particular.
Orpo serious about working with SDP
Helsingin Sanomat reports (siirryt toiseen palveluun) that although the the NCP and Social Democrats have kept their distance since the election, they are about to start "serious" discussions about cooperation.
The paper says that it has been told by several sources that Petteri Orpo met for talks on Monday morning with SDP leader Sanna Marin.
Actual negotiations will start in a few days, and according to HS are described by the two parties as a serious attempt to find a common line, especially in economic and social welfare issues.
However, the paper points out that starting talks does not mean the NCP and SDP have moved closer together.
SDP parliamentary group chairman Antti Lindtman said on Monday that communication between the NCP and his party has not been very active.
Helsingin Sanomat reports that the NCP is said to have put out feelers to the SDP, the Finns Party and other possible government partners, but not to the Left Alliance.
Political menagerie
Helsinki Sanomat also poses the question (siirryt toiseen palveluun) of why Finns Party chair Riikka Purra has been constantly comparing herself and her party to a honey badger.
On election night, Purra was quoted as saying, "Finns Party supporters have huddled together like a colony of penguins in a storm, moved forward like honey badgers."
In a TV interview soon afterwards, Purra explained about the honey badger metaphor that, "It's an animal that digs into to a wasp's nest and doesn't give a shit."
But why on earth would a politician from Kirkkonummi repeatedly reference an animal native to Africa and Asia?
HS believes it is a reference to a video about a honey badger that became an internet hit in 2011 and was made something of a political icon by Steve Bannon, a former advisor to Donald Trump.
The honey badger is a predator that loves honey and will eat almost anything. It has also been described as one of the most aggressive animals on the planet.
Solar power taking off
Helsinki's Swedish-language Hufvudstadsbladet (siirryt toiseen palveluun) writes that despite its reputation as a country of long dark winters, Finland will become a significant producer of solar power within a few years.
"We're not there yet, but we're on our way," the paper says.
At present, solar energy accounts for only 0.4 percent of Finland's total electricity production, and most solar panel systems are smaller units that individuals or companies have installed for their own use.
But now there is a shift underway. As an example Hufvudstadsbladet points to a project in Hanko, where a Danish company, Better Energy, wants to build a solar energy park on a 50-hectare site.
Sweden's OX2 announced last week that it is planning large solar power parks at Kauhajoki in Southern Ostrobothnia and at Loimaa in Southwest Finland, with an estimated annual energy output of 520 gigawatt hours in total. That is more than all solar power plants produce in a year in Finland today.
By 2030, Finland's solar energy capacity should be up to 7,000 megawatts, according to a forecast made by the power grid operator Fingrid.
The paper points out that while it may seem counterintuitive, large parts of Finland are well suited for solar power production. Southern areas of the country receive as much sun as central Europe, the difference being that there is wide seasonal variation.
There are several factors that make solar energy particularly profitable in Finland. These include cheap land, good project management, and cold temperatures that increase the efficiency of solar panels.
Yet another chill
Iltalehti (siirryt toiseen palveluun) says that if you're dreaming of lounging in the hot sunshine next weekend, you may be in for a disappointment.
While weekday temperatures in many parts of the country are expected to rise close to a very comfortable 20C this week, they may take a nosedive at the weekend.
Iltalehti notes a forecast by Foreca meteorologist Joonas Koskela saying that there could be a fairly drastic drop in temperatures, for example in southern areas, where this week's daytime highs of 18C-19C might plunge to no more than 5C to 7C.
