Geninuely the most significant conversations happen in this issue on the same page: Katma convincing John that this relationship is okay and Hal convincing Arisia this relationship is okay. Both use the fact that Hal and Arisia are too good for it to be molestation (yes that is the exact word used this series is creepy as fuck y'all).
"Do not worry, John! Arisia is a good Green Lantern--she will not fail us!"
If you read this all the way through, you see Katma saying everything is fine, she grew up, she should do this because Arisia is a good Lantern, being a good lantern is being devoted to the corps. What better way to be devoted to the corps than being with another corps members, like Katma and John are? Katma and Hal were positioned pretty much as Arisia's mentors in the comics leading up to this and now both of them are enabling and encouraging this relationship. She was betrayed by those who were supposed to help her. She was 14 years old hours before this. It is her duty to be loyal to the corps, to her mentors.

The first panel I've seen out of context on tumblr several times, but the rest of it is always left out. What is really interesting to me is the rhetoric that Hal is too good for that, he couldn't be a child molester. It echos the same rhetoric used when priests or other promient people in the community are exposed for abuse or csa, and it parallels what Katma said as well. Both are heroes, good people, people who dedicated their whole lives to helping others. How could Arisia be being taken advantage of? How could Hal be being taking advantage of her? How could a hero be doing this? So many of them understand that she's a kid, but really the only people who tell Arisia not to date Hal, just wants her to date them instead (Guy, Kilowog).
The abuse is built into the system. She's living with these people, and she knows no one else on Earth. She is the only Graxosian for light years around, she's alone. She came here so that she could be with Hal. Now, he's with her. Why would she leave now?
