Karina Gonçalves David, a small-scale farmer representative from Brazil, is concerned by the presence of powerful and polluting firms. “If they are inside, they have an advantage. This place is about solutions to face the climate crisis but the companies are appropriating it to do lobbying. They are going the opposite way.”
The world’s top five meat companies’ emissions are estimated to be significantly larger than those of the oil firms Shell and BP, while the dairy industry’s 3.4% contribution to global human-induced emissions is a higher share than aviation.
Outspoken meat lobby groups are also on the ground in Dubai, including the North American Meat Institute, which as recently as 2022 claimed the extent of human-made climate breakdown was “unknown”.
Producers of pesticides have also turned out in high numbers this year, up 30% compared with 2022.
Together, Bayer, Syngenta, BASF and their trade association, CropLife, which has pushed back against attempts to enact new climate measures, sent 29 delegates.
Raj Patel, of the sustainability thinktank IPES-Food, said: “Just as with the influx of oil lobbyists, industrial agriculture businesses are scared. They have read the science and they know how much their business has driven the climate crisis.”
Big food and farming representatives are keen to steer conversations away from dietary change, which is under discussion at the summit. On Sunday, the UN’s Food and Agriculture Organisation will release the first draft of its plan for achieving a sustainable global food system, which is expected to call on rich nations to cut meat consumption.
This follows the recommendation of the Eat-Lancet Commission, which suggests people consume no more than 15.7 kg a year. In 2020, the average American consumed 126kg of meat.
Smallholder farmers are worried they will be sidelined by the power of the agribusiness lobby. A recent report showed small-scale producers get just 0.3% of international public climate finance despite producing a third of the world’s food.
Most corporations, lobby groups and NGOs that attend the Cop climate summits have “observer” status, but the analysis shows an increase in the number of industry representatives attending Cop28 with their national governments, making companies and lobby groups party to diplomatic negotiations.
Participating as country delegates, says Nusa Urbancic from the Changing Markets Foundation, means that industry may be perceived more as peers by policymakers who then give greater credibility to their positions.
The highest numbers of agribusiness representatives were brought in by Brazil, with 36 delegates linked mostly to the meat industry. Next in line was Russia, which handed out 15 passes to people affiliated with fertiliser companies and lobby groups, followed by Canada, which offered tickets to eight more delegates from fertiliser firms.
Fabrício Muriana, from Brazil’s Instituto Regenera, who is attending as an observer with the Global Alliance for the Future of Food, said: “They are here because they knew it would be a food Cop. It’s a cynical move because these people are not even beginning to scratch the surface of reducing harm, let alone addressing climate. We need stricter criteria on who is coming, and with what intentions.”
Big food companies have announced a handful of voluntary initiatives at Cop28. One is the UAE- and US-led Aim for Climate partnership, which has been criticised for skewing heavily towards techno-fixes and the commercial interests of large corporations.
The new analysis gives only a snapshot of the industrial agriculture sector’s influence. Agriculture and trade ministers, which fell outside the scope of the analysis, have been fierce advocates for the interests of agribusiness at UN events in recent years.
Government officials from Brazil and Argentina – both big producers of beef – pushed to water down scientific recommendations about reducing meat-eating in the latest IPCC report.
The US agriculture secretary, Tom Vilsack, a former dairy lobbyist, told industry groups before Cop28 that the US would use the summit to advocate for its market-based approach to agricultural policy, which shuns calls for regulation of industries such as meat and dairy.

"Women have played association football since the beginnings of the sport.
In a number of countries, however, women's football has historically been subjected to severe restrictions, including outright bans during most of the 20th century.
These bans have had a significant impact on the development of the sport.
Following the outbreak of World War I and the subsequent mass mobilisation of women into the workforce, interest in women's football rose rapidly and many teams and tournaments were founded.
The interest in the sport continued to grow following the end of the war and into the 1920s.
During this period, which has been referred to as a first golden age for women's football, matches were able to attract significant audiences.
However, the end of the war also brought with it a backlash against the gains women's had made, including legal changes to rollback women's employment, such the Restoration of Pre-War Practices Act 1919, and moral panics, such as over the flapper sub-culture. (…)
During the 1910s, women's football in the UK saw a significant surge in growth which would continue past the end of World War I and into the 1920s.
During this period, women's matches often attracted thousands of spectators, with the top teams, such as Dick, Kerr Ladies F.C., attracting audiences in the tens of thousands.
Many of these matches were played for charity, often raising thousands of pounds, and the game was growing to the point where interest rivaled that of men's games.
However, The Football Association viewed the growth and success of women's football with distrust and increasingly saw it as a rival competitor to men's profits, particularly as the FA had announced a significant expansion of the men's English Football League in 1920.
As well, the FA had little control over the finances of women's matches and was opposed to the charity matches that had been played in support of workers taking strike actions, such as during the Miners' Federation of Great Britain lockout.
As a result, on 5 December 1921, the FA imposed a ban on women's football, stating that "the game of football is quite unsuitable for females and should not be encouraged" and alleging that "an excessive proportion of the receipts are absorbed in expenses and an inadequate percentage devoted to charitable objects."
When women's teams attempted to continue to organise matches on non-football grounds, such as on cricket or rugby grounds, the FA further pressured the organisations in charge of those grounds to deny women permission.
The English was also endorsed by several football associations elsewhere in the British Empire, such as the Queensland Football Association and the Dominion of Canada Football Association.
In 1969, the Women's Football Association was formed with representatives of over 40 different independent clubs.
In 1971, the FA announced that the ban on women's football would be lifted.
The WFA would formally affiliate itself to the FA in 1983, and in 1993, the FA took over direct responsibility for women's football.
In 2008, the FA issued a formal apology for the ban. (…)
Simon Kuper and economist Stefan Szymanski, authors of Soccernomics, have argued that the bans on women's football would today represent violations of competition law and that the associations that imposed bans should be retrospectively fined damages, with the money being used to invest into the women's game.
Kuper and Szymanski further added that women's football wasn't just "some potential untapped market, but a business sector that was regularly selling tens of thousands of match tickets.
These revenues would surely have grown over time, as men’s revenues did." (…)
Belinda Scarlett of the National Football Museum has stated that the bans "perpetuated the myth that football is not a women's game, which is something women still fight for today," adding that women's football still has to struggle "for pitch space, for financial support, for media coverage."
Research by Stacey Pope of Durham University has found that many of the same attitudes that men used to justify bans of women's football in the 1920s are still widespread today.
A 2020 paper by Lisa Jenkel of the University of Groningen that press coverage of bans of women's football in the 1920s portrayed the sport as a threat to the "natural, biological order of the sexes" and on the "compatibility of women’s football and contemporary gender norms."
Jenkel further found that in contemporary social media discourse around women's football, "sexualisation of players and spectators, dismissing women’s matches as ‘unwatchable’ or disputing the game being a sport, are seemingly still part of some mindsets.""

Jenn!! Newbie question. I really want my agent to sub to an editor, but I’m in the US and the editor is affiliated with Canada. Does that mean we can’t sub to them?
This would be a phenomenal question for your agent. :-)
Very generally: There is no particular reason a US agent can't sub to a Canadian publisher/editor. I can (and do!) certainly sell direct to Canada and the UK, when it is appropriate for that project.
That being said: There might be reasons your agent doesn't think it's appropriate. 1) Even the largest Canadian/UK publishers are small compared to the largest US publishers; advances may not be commensurate with those in the US, etc. 2) Maybe your project is "very American" and just wouldn't be a fit for the tastes of that country. 3) Some Canadian and UK publishers tend to prefer "homegrown" authors to US ones. It's easier for a UK resident to promote books in the UK, for example, and that's a consideration.
Or, maybe they just have zero relationships with Canadian publishers -- but even if that's the case, if they know the name and email, there's no reason they can't introduce themselves! ;-)
Again, there's no rule about NOT submitting US authors to Canadian or UK publishers -- and indeed, sometimes the project or author will be absolutely perfect for that market. Sometimes, not so much. You just gotta talk to your agent!
