2023 Homelands Tour featuring Love, Always Love.

SSI’s Homelands Regional Arts Tour program aims to raise awareness and understanding of refugee experiences through arts, music and storytelling to increase social cohesion at regional and metropolitan settlement locations in New South Wales and Queensland during Refugee Week 2023. This itinerant roadshow will consist of a multimedia exhibition, comprising short films, photography, painting and digital art, and a performing arts showcase comprising live music, a short film, narration and experimental performance.
The project will embark on a tour for Refugee Week 2023, with stops in Newcastle, Coffs Harbour, Gold Coast and Brisbane, for which SSI is partnering with the Brisbane Multicultural Arts Centre (BEMAC), Home of Arts (HOTA), Aquarius Arcade, King Tide Brewery, Newcastle Museum, and University of Newcastle to deliver an impactful multidisciplinary artistic showcase that elevates the voices and experiences of refugees.

“Described by its authors as the largest study of its kind ever undertaken globally, the study, titled Identifying and understanding child sexual offending behaviour and attitudes among Australian men, surveyed a nationally representative sample of 1,945 Australian men and found 9.4% said they had offended against a child. That would equate to about one million Australian men.
The figure includes online offending such as those who reported to have had online sexual conversations with children (4.3%) or deliberately watched pornographic material containing people below the age of 18 (2.5%).
It reported that child offenders are also prolific consumers of deviant or violent adult pornography, signalling to Salter that “the overall porn-saturated online environment does have a role to play in sexual harm to children”.”
Francene Reo’s step-dad told her it was therapy. In 1976, the Newcastle supreme court found it was child sexual abuse.
At that time, charging someone for incest was so unusual “they didn’t even know how to word the charges”, she said. Reo’s step-dad spent five years behind bars for his years of severe offending, which took place for 10 years when she was aged six to 16. She didn’t speak about it for decades.
“I felt that if I’d gone public in those days, that I would have been seen as a nutcase,” Reo said.
“People were so unable to discuss their own sexuality, let alone confront little children being sexually abused.”
At the time paedophilia was believed to be rare. But according to University of New South Wales research published today, there is nothing rare about the sexual abuse of children.
Described by its authors as the largest study of its kind ever undertaken globally, the study, titled Identifying and understanding child sexual offending behaviour and attitudes among Australian men, surveyed a nationally representative sample of 1,945 Australian men and found 9.4% said they had offended against a child. That would equate to about one million Australian men.
The figure includes online offending such as those who reported to have had online sexual conversations with children (4.3%) or deliberately watched pornographic material containing people below the age of 18 (2.5%).
The study found 3.2% of men said they had had sexual contact with a person below the age of 18 when they were over 18. The age of consent in Australia is 16 or 17, depending on the state, which researchers admit is a limitation of the study which was set up to align with international surveys.
However, they said the rate of contact offending was consistent with other studies worldwide.
“People really need to ask themselves, we’ve got so many victims in the community, we’ve got so many lives that are impacted by child sexual abuse, but we have comparatively few men in prison for this offence. So who’s responsible for all of this damage?” asked Michael Salter, an associate professor in criminology at UNSW, who helped develop the study. “And that’s what our survey’s highlighting.”
The report found nearly one in six men (15.1%) had sexual feelings towards children under 18.
It reported that child offenders are also prolific consumers of deviant or violent adult pornography, signalling to Salter that “the overall porn-saturated online environment does have a role to play in sexual harm to children”.
“Unfortunately, the commonwealth government has kicked the can down the road when it comes to age verification for adult content, and I think our survey signals [the] need to revisit that decision.”
The findings add to groundbreaking research into victims of child abuse published in April. The landmark Australian child maltreatment study found that about 23.7% of Australians had experienced child sexual abuse; about 8.7% had been forced into sex. More than one in three Australian girls experience child sexual abuse, it found.
The UNSW research found two distinct cohorts of child sex offenders: “one which is motivated by sexual interest in children, and a second group who may be offending for situational or opportunistic reasons”.
It also revealed the existence of a large group of undetected men who Salter called “specialist” offenders: otherwise pro-social, well-liked, high status men who repeatedly groom and then abuse children without detection. The study showed they tend to have higher incomes, are more likely to be married and are more likely to work in a field giving them access to kids.
He said governments – and social media providers – need to do more to uncover their offending.
“We have commercial products that are actively facilitating child sexual exploitation,” he said.
The study also found that perpetrators were also more likely to have been themselves the victim of sexual abuse or had adverse experiences as a child, to have anxiety, depression and binge drinking.
Stop It Now! Australia, the country’s only helpline for people sexually attracted to children, helped develop the study. It found that about one-third of men with sexual feelings towards children wanted help.
Georgia Naldrett, clinical manager at the helpline, called for governments to invest in initiatives that address boys and men who report “troubling thoughts and behaviours”.
Now 77, Reo spent years fighting for compensation even after proving the offending took place.
She said the offending had lifelong deleterious effects on her, but urged victims to seek therapeutic support and guidance.
“You can get through it, and you can live a normal life. You can get it into perspective to the point where … you don’t relive it and … you’re not having nightmares any more,” she said.

In the past two years Glasgow has become the first UK museum to repatriate objects to India. Newcastle and the Horniman in south London followed an example set by Aberdeen and Cambridge by returning looted Benin bronzes to Nigeria. Exeter handed sacred regalia to the Siksika Nation in Canada. Oxford returned the remains of 18 indigenous people to Australia.
Earlier this month Manchester completed a landmark return of 174 objects to the to the Anindilyakwa community, who live on an archipelago in the Gulf of Carpentaria, off the northern coast of Australia.
The scale of repatriation – or rematriation as it was proudly labelled by a Scottish national museum returning a totem pole to Canada – is unprecedented but missing from all this, campaigners say, are the nation’s London-based national museums who look increasingly isolated.
“Regional museums are so far ahead of national institutions,” said Lewis McNaught, who runs the not-for-profit Returning Heritage project.
“It has been led by Glasgow and it really just remains for national collections to wake up to the trend which is, actually, now global. The UK is really falling behind quite dramatically.”
Dan Hicks, a professor of contemporary archaeology at Oxford University as well as curator at the city’s Pitt Rivers Museum, said repatriation has become part of the “fake culture wars” with some on the right seeing it as “wokery”.
“What that means, sadly, for our national institutions is that they are being forced into a position of inertia and making themselves increasingly irrelevant with every week that goes by and every restitution that we see from the regions and elsewhere around the world.
“Everyone else is getting on with it.”
The big reasons for the two different narratives is that the London-based national museums are hamstrung by legislation.
The British Museum Act 1963 specifically forbids the museum from disposing of its holdings. The National Heritage Act of 1983 prevents trustees of institutions, including the V&A, Science Museum and others, from deaccessioning objects unless they are duplicates or beyond repair.
Regional museums, whether they are run by local authorities, universities or are regimental museums or private, don’t have the same issue.
But the picture is more complicated, said Hicks, and repatriation is also not a new issue or debate.
“There is a deep and long history to restitution in this country. Edinburgh university was returning human remains two generations ago, never mind one generation … there are scores if not hundreds of stories over the past 40 to 50 years.
“It should be part of what museums do. It’s a part of the job.”
Glasgow is seen as a leader in the repatriation conversation since an agreement in 1998 to return a Sioux warrior shirt acquired at the end of the 19th century from Buffalo Bill’s Wild West Show.
The return of the Lakota Sacred Ghost Dance Shirt to the Wounded Knee Survivors’ Association established criteria that have been widely adopted in the museum sector.
Duncan Dornan, the head of museums and collections at Glasgow Life, said repatriation should be seen as a two way process and recalled the joy at the signing ceremony last year for the repatriation of artefacts to India.
“It was a very emotional event and Glaswegians of Indian heritage were very emotional. Their response was that they were very proud of their city.
“We see repatriation as establishing a relationship of equals and emphasising Glasgow as an outward-looking modern city.
“This is about a 21st-century relationship rather than a historic relationship.”
The recent Manchester Museum return of objects was seen as important because they were not giving back things that had been looted. They were everyday objects, including dolls made from shells, baskets and boomerangs.
“We believe this is the future of museums,” said Esme Ward, the director of Manchester Museum. “This is how we should be.”
Unesco hopes that Manchester will be a model for other museums to follow. Krista Pikkat, Unesco’s director for culture and emergencies, said: “It is a truly historic and moving moment. This is a case we have shared with our member states because we felt it was exemplary in many ways.”
The UK government has no plans to change the law that could then lead to movement in some of the most high-profile repatriation debates such as the Parthenon marbles and the Benin bronzes.
Campaigners say the UK is looking increasingly isolated and there is a growing movement for a change in the law.
Lord Vaizey, a former long-serving Conservative arts minister, has said the 1983 act “makes it almost impossible for UK museums to establish themselves as outward-looking, modern institutions fit for purpose in the 21st century”.
There are ways of getting around it. The V&A announced last year that it was returning the Head of Eros, a life-sized marble carving dating back to the 3rd century AD, to Turkey to be reattached to the famous Sidamara sarcophagus.
It made good a promise made by the British government in 1934 but the return is essentially a long-term loan, not an unconditional return.
Across the world, from the US to France to Germany and the Vatican, countries are repatriating objects. “Almost everywhere you look, items are being returned,” said McNaught.
In July, for example, the Netherlands repatriated nearly 500 looted objects to Sri Lanka and Indonesia.
The objects going to Sri Lanka include the famous and fabulous ruby-inlaid Cannon of Kandy dating from 1745, one of six objects from the Rijkmuseum that represented the very first return of colonial items from the museum’s collection.
The Vatican has also voiced willingness to return indigenous artefacts. “The seventh commandment comes to mind: If you steal something you have to give it back,” Pope Francis said in April.
The London-based national museums are undoubtedly hamstrung by law but that does not stop the regular calls for the return of objects.
Some cases are indisputable, say campaigners.
McNaught pointed to Ethiopian tabots that have been in the British Museum’s stores for more than 150 years.
The wood and stone tabots are altar tablets, considered by the Ethiopian Orthodox Church as the dwelling place of God on Earth and the representation of the Ark of the Covenant.
“They have never been exhibited and they never will,” said McNaught. “They have never been studied. They have never been photographed. The only people who can release these items are trustees and they can’t see them either.
“So if you are a trustee and you say, ‘Let me see what all the fuss is about,’ then you can’t.”

Okay, so I haven't heard of an 'E2' class Australian visa. No big deal. But it made me curious as to what it was, so I briefly looked for information on what visas Australia had in 2008 and...I couldn't find anything referencing an E2 visa for someone emigrating from South Korea to Australia. What I can find is an E2 class visa for someone emigrating from Australia to South Korea. I can also find an E2 visa for someone emigrating to the US.
So: 1. I'm dumb and missed something. 2. The writers were familiar with E2 visas because South Korea has them, and the US has them, so like...who would notice?

Like...it's just about the only thing we do. We export coal. I learned about our coal industry in school. Our richest person is a billonaire mining magnate. One of our former Prime Ministers became a joke for saying, "Coal is good for humanity." And then my university lecturer for Environmental Law got so pissed she put the quote in our final exam as an essay question.
But I digress.
I still looked it up to see if we import coal and export it, and the answer is...no. We do not.
LNG and ORE are also unlikely, as they're some of our other major exports (well, Iron Ore is). I can't find a lot of data from 2008 specifically, but the 2016-2019 data isn't good (compare imports on pages 52-53 with exports pages 54-56) and it seems recently (2021-2022) our major imports from South Korea included refined petroleum and cars. Not Ore and LNG. However, despite being the #1 exporter in the world for Iron Ore in 2021, we were the #42 importer of it too, so that one's possible imo. LNG though? Not as likely as ORE, because we export it and seem to supply it domestically, but way more likely than Coal.
Conclusion?
For a scene that barely lasts 2 seconds, the level of detail is crazy. I'm genuinely very impressed.
Also. It is hilarious that Seo Do Young was planning to sell us coal. The end.

Blatantly Partisan Party Review XIX (NSW 2023): Ungrouped Independents
Phew! I was worried I had started my reviews too late to cover all the Legislative Council candidates before election day. Life might have got in the way, but here we go: the final review!
At the far right of your large Legislative Council ballot paper, you will find a column of 11 ungrouped independents below the line. These are people running solo campaigns without a running mate, so they do not get a separate column below the line nor a square above the line. The only way to vote for any of these candidates is to vote below the line. This means none of the 11 has a chance of winning a seat, but they’re always interesting to look at anyway.
I covered one of the ungrouped candidates, Colleen Fuller, when reviewing the Indigenous–Aboriginal Party of Australia. She’s second in the list of ungrouped indies. Let’s run through the other 10 in ballot order.
Stefan Prasad (Facebook profile)
Recommendation: weak or no preference
Prasad has done a politics degree but he does not seem to have learnt much about how to campaign effectively. He has a limited web presence and an even more spare policy platform. A Facebook post urges people that “if you don't know who to for Vote for, Vote for me!!” This is not a very compelling pitch. In response to a reply asking for his policies, he says that “since the needs of the NSW constituents are ever changing, I didnt think it was necessary to provide a set of fixed policies, policies need to change in accordance to the needs of the people”. Yep, this is a policy-free space from a guy who does not seem to stand for anything.
Warren Grzic (Facebook)
Recommendation: decent preference
Grzic is a bit of a serial candidate—he has stood in state and federal elections before, both as an independent and for Sustainable Australia. I haven’t reviewed him previously but here’s last year’s b_auspol review. He’s a big fan of greater investment in railways—to quote from a page he made for the 2022 federal election, “Expand railway networks across Australia to fight traffic and pollution and climate change”. This is pretty much the quickest way to get me onside and he pushes railways and public transport more than anything else. Indeed, he’s not just focused on one aspect of the system but makes comments on urban commuter networks, freight rail, and long-needed regional upgrades alike.
But let’s consider his other priorities. He supports striking nurses and better investment in staffing throughout the healthcare sector. He wants better management of water infrastructure. I’m a little unsure about his attitude on development and housing—his prior SusAus involvement makes me wonder if there’s a bit of NIMBYism, but if there is, it’s not prominent. I’m also not clear exactly what he wants when he calls for the tax system to be simplified: is this an inane demand for flat taxes, or untangling arcane parts of the tax code? All in all I’m favourably disposed towards him but with some queries.
Van Huynh (website)
Recommendation: middling to decent preference
Van George Huynh—his website is votegeorge dot org but the name on the ballot will be Van Huynh—offers an ambitious and eccentric plan for NSW. The first thing you see when opening his website is that “we will win this war on inflation” but oh boy his ambitions go well beyond beating inflation. He wants to “Convert Chatswood into the new world financial capital”, create a new Silicon Valley stretching from the North Shore to the Central Coast, establish major new business centres in Sydney suburbs and the Illawarra, build more universities, found a “cinema of Australia” in Newcastle and “one of the world largest entertainment centre in the state's outback near Griffith”, and much more. He would add two new public holidays: Multicultural Day in February and “Christ Day” on 31 July (mate you are aware of Christmas, right?).
Some of his ideas are good, some are complete pie-in-the-sky, some are best left unrealised. I suggest a middling to decent preference if you’re voting below the line because he is far better than a lot of the racists and cookers clogging the ballot.
Archie Lea
Recommendation: weak or no preference
Lea stood at the 2021 Upper Hunter by-election as an independent and came last in a crowded field of 13. He had previously run for Fred Nile’s now defunct Christian Democratic Party in 2016 and 2019, a big red flag. In his entry in the NSWEC’s register of candidates, he describes himself as an “Independent Christian conservative for member of Legislative Council. Independent Candidate.” It’s hard to find much more on him. At the 2021 by-election his HTV was openly pro-coal and pro-mining. Naturally I think poorly of a conservative anti-environmental candidate.
Michelle Martin (how-to-vote card)
Recommendation: weak or no preference
Martin has not made much information available online. She was listed fourth on the UAP’s Senate ticket for NSW at last year’s federal election, so that’s a bad sign. Her HTV is in milder language than many cookers, but “ensure your health choices are YOURS” leans very much towards anti-vaxxer and anti-fluoride suspicion of effective public health measures. Her open rejection of digital IDs and “cashless society” refers to two tropes currently prevalent in Australia’s conspiracist circles. She is best avoided.
Lee Howe (website)
Recommendation: decent to good preference
Howe is running on a platform of “vote 1 homes first”. She wants a fairer and more equitable society achieved through “access to safe, suitable and affordable housing”. She highlights that only 9% of rentals in NSW are affordable for those with very low incomes and that rental stress is widespread. Expanding public housing stock is a major priority for her, alongside repairing existing public housing to modern standards. She wants new developments to contain at least 15% social and affordable housing, with specific targets for houses for elderly and Indigenous people. She would abolish “no grounds” evictions, place caps on annual rent increases, and otherwise pursue positive reforms to protect tenants’ rights. Her approach is neither urbanist nor NIMBY, but focused on addressing poverty, homelessness, and insecure housing. She’s a little bit of a single-issue candidate, which always makes me hesitant, but in this case her core issue speaks to a range of policy areas.
Mick Allen (website)
Recommendation: middling to decent preference
Well this fella is entertaining. His campaign page is “Mad Mick for a Better World”. It has links to some specific policy pages… and then just a bunch of photos of his sustainable garden and the wildlife in it. It’s wonderfully eccentric. What do his policies cover? He is concerned with climate change and wants to act on UN IPCC reports—or at least “tak[e] their recommendations into consideration”. It’s no more specific than that. He’s justly angry that women still earn on average less than men: “it is bloody stupid they haven’t got it [equal pay] yet”. He suggests “We should be learning more about Aboriginal culture”, without specifying how this might occur other than that Indigenous knowledge should inform more environmental planning. He wants to stop public housing being demolished or sold, and he has very nebulous concerns about redevelopment in Blacktown that has some possible NIMBY vibes. Finally, he wants to limit vaping to reduce how many children vape—by making it subscription-only! These are all pretty simple thought bubbles, but on the other hand there’s more here than some parties and much of it trends in the right direction. Seems harmless enough.
R Cheetham
Recommendation: weak or no preference
I can find virtually no information about the candidate R Cheetham, whose registration details with the NSWEC indicate this is short for Ruth Cheetham. I cannot find a social media profile or website for a Ruth Cheetham that is definitively this candidate. She is, however, aligned with Lee Howe: one of Howe’s HTVs is authorised for both her and Cheetham, with Howe 1 and Cheetham 2. It’s strange that Howe and Cheetham didn’t run as grouped independents to get their own column on the ballot. This alliance implies Cheetham is also concerned with the social and affordable housing issues that underpin Howe’s campaign, but it's certainly not a given. The joint Howe and Cheetham HTV indicates that they feel they both have the most in common with Labor, Greens, Animal Justice, and the Public Education Party. That’s promising but again tells the prospective voter nothing about Cheetham. In the absence of any substantive information, if you’re voting below the line and preferencing fully, I’d suggest Cheetham get a weak preference but one above the cookers, fundies, and similar crackpots. If she wanted better preferences, she should have campaigned more effectively.
Guitang Lu (website)
Recommendation: weak to middling preference
Guitang Lu, a migration lawyer who in some documents also goes by the name Luke, is running on a platform of anti-racism and anti-bullying. It is based on his own experiences, which he describes here. It is the most detailed part of his site. His policies on anti-racism focus largely on remedies relevant to his complaints, but they are beneficial more broadly and extend to gender discrimination as well as racial discrimination. A bit of a single-issue candidate, but an important issue and my initial impressions were positive.
I was, however, concerned by his how-to-vote card and his instructions to potential voters. He tells voters to “Just give me ONE – 1”, or to vote below the line 1–15. The crucial word here is “or”. There is no square above the line to just vote 1 for Lu. Any voter who interprets his advice in such a way they only vote 1 for him will not cast a valid vote, as you can only vote for him below the line, in which case you must distribute 15 preferences. Worse, his HTV’s suggestion for preferences is bizarre: he suggests preferencing the top 7 candidates from the Public Education Party, which is fine, then… the top 7 candidates from the anti-vax lunatics at Informed Medical Options. This gives me serious cause for pause. I was going to suggest a decent preference for Lu but this advice to voters is misleading and implies sympathy with cookers.
George Potkonyak (website)
Recommendation: weak or no preference
Potkonyak is standing as an independent on behalf of Capellia Children Inc. It’s hard not to view him as a bit paranoid when you read “the NSW Liberal government has sold your children into the hands of the so called ‘charities’ (private subcontractors)”, as in child protection agencies. It gets worse: he has been struck off as a lawyer on the basis of professional misconduct. He is described as misinterpreting relevant legislation, behaving offensively in court, misleading the court, and “consistently engaged” in conduct “falling short of the standard of competence and diligence expected of a reasonably competent legal practitioner”. Oooof.
I think we can safely ignore anything this guy has to say. He also has a quixotic account on academia dot edu, a for-profit site which obtained its dot edu domain before this address was restricted to educational institutions. I can’t say I’m in a hurry to read his piece about whether Jesus was born of a virgin. (h/t to the author of the aforementioned b­_auspol blog, who hasn’t had time to do reviews this election but confirmed my bad vibes here)

Saturday 11th February 2023
It is definitely a truth universally experienced that when you pick up a rental car undoubtedly the desk you want will be the one with the long queue. Europcar - no-one, Hertz - no-one, Budget - no-one, Enterprise - no-one, Avis oh look, loads. So 1 hour later we are bouncing our way out of Sydney Airport in the general direction of North and Shoal Bay in a very new Nissan X trail. Silver/grey. The day thus far had started well. We almost got up on time and the remaining clutter remarkably found a small space in the available suitcases. We have left a large one behind with Jill as I'm sure we don't need such an assortment of wardrobe in the outback! We managed to cadge a lift to the ferry and we were on our way for our latest adventure.
We instructed the Google lady with the task of finding our digs for the next three nights and she immediately chose the quickest route up the M1. We differed in this approach, preferring the coast and across a series of spits and peninsulas. She fought this all the way but we eventually won, mainly because she ran out of available left turns. In a way, I think she had a point because despite travelling on the Pacific Highway, we couldn't see over the sand dunes for the most part to actually enjoy a view. In all the journey to Shoal Bay is about 250km but because we took the tricky route it took about 5hrs. For any keen navigators, to arrive safely in Shoal you should plan to pass Woy Woy and Kurri Kurri, and Newcastle of course and you will be almost there. Roadsigns to make you aware of kangaroos and koalas are a very welcome sign.
Driving north, we were reunited with fly. We handed him back when we left Australia in 2019 but now we are away from the City we are allowed the fly back. I should explain that all visitors to Australia are allocated their own fly.

A report into three 2023 Sydney World Pride and Mardi Gras events found policing to be ‘intensive and aggressive’.
The Inner City Legal Centre commissioned the report from researchers from UNSW Sydney, the University of Sydney and the University of Newcastle. They sifted through both police reports and observations made by Fair Play volunteers. The volunteers attend the events to educate people about their legal rights.
The Inner City Legal Centre called for an end to drug dog use and fewer police at future events.
Inner City Legal Centre lawyer Katie Green said the searches left many partygoers visibly distressed.
Searches, including strip searches, took up to an hour.
Associate Professor Vicki Sentas from UNSW Law and Justice came to a similar conclusion.
“People being visibly kind of upset and quite rattled by the intimidating tactics, which, you know, only harms police-community relations.”

However, a NSW Police spokesperson said the organisation worked extensively with Sydney World Pride organisers and a range of government and non-government stakeholders throughout the event.
“A range of strategies were utilised which ensured the community was able to enjoy the event safely and securely.”
But Study co-author Louise Boon-Kuo from the University of Sydney said the methods used to instigate a search raised questions about legality.
“We found that police practice shows misunderstanding of the limits of police power to search and strip search.
“In fact, police records and observer accounts show that search was at times triggered by factors that police policy, Law Enforcement Conduct Commission investigations, statute, or the courts have said are unreliable, such as drug dog indication even when coupled with a nervous demeanour of the person.”

The University of Newcastle is offering new scholarships for high academic achievers interested in studying information technology, computer science, or business!
International Excellence Scholarship (Information Technology and Computer Science)
The University of Newcastle International Excellence Scholarship (Information Technology and Computer Science) has been established to attract high-performing international students to the university for study in 2022 and beyond. This is a merit-based scholarship that recognizes applicants with a strong academic background and incentivizes them to continue striving to be the best that they can be. The scholarship is valued at AU$15,000 for each year of study under full-time study load.
Scholarships will automatically be awarded to students who have received an offer to study in an eligible program and who will commence studying with the University of Newcastle.
