The promotion and expansion of MSMEs are essentially the responsibility of state governments. The Indian government, on the other hand, supports state governments through a variety of programs. The M/o MSME and its affiliates are responsible for assisting states in their efforts to promote entrepreneurship, employment, and livelihood possibilities, as well as enhancing MSMEs' competitiveness in a changing economic climate.
The Micro, Small, and Medium Enterprises Development (MSMED) Act were passed in 2006 to address legal issues affecting MSMEs, as well as the sector's coverage and investment cap. All firms must register with their local District Industries Centre (DIC) and file an Entrepreneurs Memorandum (EM) 1 if they intend to start manufacturing or service business, and an EM 2 once they've started production, according to the MSME Act of 2006.

Existing firms can benefit from the following considerations:
On or after July 1, 2020, all current firms registered under EM–Part-II or Udyog Adhar (UAM) must re-register on the Udyam Registration site.
Existing firms that were registered before June 30, 2020, will have their registrations extended until March 31, 2021.
A company must register with Udyam Registration even if it is already registered with another Ministry of Micro, Small, and Medium Enterprises agency.
Are there any documents that must be submitted in order to register for Udyam?
The MSME registration procedure is completely paperless and based on self-declaration.
An MSME does not require any papers or proof to be registered.
Only the Adhaar Number is required for registration.
