The Magnificent Kotobuki explains (some of) the questions. Does it explain why immortal middle school girls are flying? No. Some questions are best unanswered.
For the world itself, the oceans have long since disappeared. Most of the environment around them are badlands. This leaves airships as the only truly effective way to travel.
There really isn't such a thing as large governments. leaving most cities or villages to deal with themselves.
Which means the best way to deal with air pirates is WWII fighter planes. Modern jetfighters are too fast, and cost a billion dollars.
Not exaggerating.

The Magnificent Kotobuki
Middle school girls flying WWII fighters planes, acting as parasite fighters for airship carriers, to fight off air pirates.
Now, you might ask why middle school girls are the ones flying the fighter planes?
And, in reply, I would kindly ask you to leave. They asked the same question of Girls und Panzer, and we were better off without a good answer.
Now, for the actual review. We start off with a diverse group of adventurers. One of them gets drunk, and goes and hits on a bunch of white girls.
Now, guess which ones are the competent fighter pilots?
Middle school white girls.
Diverse adult men.
Yes, well, remember, that Japan has no problem being White Supremacist. Not joking. The short version is that Hitler declared them the Aryans of the Far East, and they've been proud of that ever since.
The anime makes a lot of the same mistakes most anime makes when focusing on white characters in a culturally white country. Including making Reona the official translation, instead of Leona. Note, the others are:
Kylie
Emma
Kate
Zara
Chika
And they all have the stereotype you would assume with those names. When they are not flying, they can be seen helping old ladies cross the street and taking care of orphans.
You might think that sounds a bit hackneyed, but then you have to remember that there is a difference between tropes and clichés, and the difference is story telling. What we get is an absolutely visceral experience. It has the best dog fights other than footage from actual dog fights.
Most movies about fighter planes/pilots have to use extremely limited footage, but welcome to the world of CGI. The art style reminds me of the Arpeggio of Blue Steel, which is absolutely beautiful, and is an anime that should be seen by far more people than actually see it. Stylistically, it's more the Girls und Panzer of Fighter Planes, where the fighter planes are the centre of the story. the middle school girls just live there.
Oh, right, while we're at it, they are actually 40's somethings. They just looked like middle school girls.
