Boeing’s deliberately defective fleet of flying sky-wreckage

Boeing's 787 "Dreamliner" is manufactured far from the company's Seattle facility, in a non-union shop in Charleston, South Carolina. At that shop, there is a cage full of defective parts that have been pulled from production because they are not airworthy.
Hundreds of parts from that Material Review Segregation Area (MRSA) were secretly pulled from that cage and installed on aircraft that are currently plying the world's skies. Among them, sections 47/48 of a 787 – the last four rows of the plane, along with its galley and rear toilets. As Moe Tkacik writes in her excellent piece on Boeing's lethally corrupt culture of financialization and whistleblower intimidation, this is a big ass chunk of an airplane, and there's no way it could go missing from the MRSA cage without a lot of people knowing about it:

More: MRSA parts are prominently emblazoned with red marks denoting them as defective and unsafe. For a plane to escape Boeing's production line and find its way to a civilian airport near you with these defective parts installed, many people will have to see and ignore this literal red flag.
The MRSA cage was a special concern of John "Swampy" Barnett, the Boeing whistleblower who is alleged to have killed himself in March. Tkacik's earlier profile of Swampy paints a picture of a fearless, stubborn engineer who refused to go along to get along, refused to allow himself to become inured to Boeing's growing culture of profits over safety:

Boeing is America's last aviation company and its single largest exporter. After the company was allowed to merge with its rival McDonnell-Douglas in 1997, the combined company came under MDD's notoriously financially oriented management culture. MDD CEO Harry Stonecipher became Boeing's CEO in the early 2000s. Stonecipher was a protege of Jack Welch, the man who destroyed General Electric with cuts to quality and workforce and aggressive union-busting, a classic Mafia-style "bust-out" that devoured the company's seed corn and left it a barren wasteland:

Post-merger, Boeing became increasingly infected with MDD's culture. The company chased cheap, less-skilled labor to other countries and to America's great onshore-offshore sacrifice zone, the "right-to-work" American south, where bosses can fire uppity workers who balked at criminal orders, without the hassle of a union grievance.
Stonecipher was succeeded by Jim "Prince Jim" McNerney, ex-3M CEO, another Jack Welch protege (Welch spawned a botnet of sociopath looters who seized control of the country's largest, most successful firms, and drove them into the ground). McNerney had a cute name for the company's senior engineers: "phenomenally talented assholes." He created a program to help his managers force these skilled workers – everyone a Boeing who knew how to build a plane – out of the company.
McNerney's big idea was to get rid of "phenomenally talented assholes" and outsource the Dreamliner's design to Boeing's suppliers, who were utterly dependent on the company and could easily be pushed around (McNerney didn't care that most of these companies lacked engineering departments). This resulted in a $80b cost overrun, and a last-minute scramble to save the 787 by shipping a "cleanup crew" from Seattle to South Carolina, in the hopes that those "phenomenally talented assholes" could save McNerney's ass.
Swampy was part of the cleanup crew. He was terrified by what he saw there. Boeing had convinced the FAA to let them company perform its own inspections, replacing independent government inspectors with Boeing employees. The company would mark its own homework, and it swore that it wouldn't cheat.
Boeing cheated. Swampy dutifully reported the legion of safety violations he witnessed and was banished to babysit the MRSA, an assignment his managers viewed as a punishment that would isolate Swampy from the criminality he refused to stop reporting. Instead, Swampy audited the MRSA, and discovered that at least 420 defective aviation components had gone missing from the cage, presumably to be installed in planes that were behind schedule. Swampy then audited the keys to the MRSA and learned that hundreds of keys were "floating around" the Charleston facility. Virtually anyone could liberate a defective part and install it into an airplane without any paper trail.
Swampy's bosses had a plan for dealing with this. They ordered Swampy to "pencil whip" the investigations of 420 missing defective components and close the cases without actually figuring out what happened to them. Swampy refused.
Instead, Swampy took his concerns to a departmental meeting where 12 managers were present and announced that "if we can’t find them, any that we can’t find, we need to report it to the FAA." The only response came from a supervisor, who said, "We’re not going to report anything to the FAA."
The thing is, Swampy wasn't just protecting the lives of the passengers in those defective aircraft – he was also protecting Boeing employees. Under Sec 38 of the US Criminal Code, it's a 15-year felony to make any "materially false writing, entry, certification, document, record, data plate, label, or electronic communication concerning any aircraft or space vehicle part."
(When Swampy told a meeting that he took this seriously because "the paperwork is just as important as the aircraft" the room erupted in laughter.)
Swampy sent his own inspectors to the factory floor, and they discovered "dozens of red-painted defective parts installed on planes."
Swampy blew the whistle. How did the 787 – and the rest of Boeing's defective flying turkeys – escape the hangar and find their way into commercial airlines' fleets? Tkacik blames a 2000 whistleblower law called AIR21 that:
creates such byzantine procedures, locates adjudication power in such an outgunned federal agency, and gives whistleblowers such a narrow chance of success that it effectively immunizes airplane manufacturers, of which there is one in the United States, from suffering any legal repercussions from the testimony of their own workers.
By his own estimation, Swampy was ordered to commit two felonies per week for six years. Tkacik explains that this kind of operation relies on a culture of ignorance – managers must not document their orders, and workers must not be made aware of the law. Whistleblowers like Swampy, who spoke the unspeakable, were sidelined (an assessment by one of Swampy's managers called him "one of the best" and finished that "leadership would give hugs and high fives all around at his departure").
Multiple whistleblowers were singled out for retaliation and forced departure. William Hobek, a quality manager who refused to "pencil whip" the missing, massive 47-48 assembly that had wandered away from the MRSA cage, was given a "weak" performance review and fired despite an HR manager admitting that it was bogus.
Another quality manager, Cynthia Kitchens, filed an ethics complaint against manager Elton Wright who responded to her persistent reporting of defects on the line by shoving her against a wall and shouting that Boeing was "a good ol’ boys’ club and you need to get on board." Kitchens was fired in 2016. She had cancer at the time.
John Woods, yet another quality engineer, was fired after he refused to sign off on a corner-cutting process to repair a fuselage – the FAA later backed up his judgment.

Salehpour's boss followed the Boeing playbook to the letter: Salehpour was constantly harangued and bullied, and he was isolated from colleagues who might concur with his assessment. When Salehpour announced that he would give Congressional testimony, his car was sabotaged under mysterious circumstances.
It's a playbook. Salehpour's experience isn't unusual at Boeing. Two other engineers, working on the 787 Organization Designation Authorization, held up production by insisting that the company fix the planes' onboard navigation computers. Their boss gave them a terrible performance review, admitting that top management was furious at the delays and had ordered him to punish the engineers. The engineers' union grievance failed, with Boeing concluding that this conduct – which they admitted to – didn't rise to the level of retaliation.
As Tkacik points out, these engineers and managers that Boeing targeted for intimidation and retaliation are the very same staff who are supposed to be performing inspections of behalf of the FAA. In other words, Boeing has spent years attacking its own regulator, with total impunity.
But it's not just the FAA who've failed to take action – it's also the DOJ, who have consistently declined to bring prosecutions in most cases, and who settled the rare case they did bring with "deferred prosecution agreements." This pattern was true under Trump's DOJ and continued under Biden's tenure. Biden's prosecutors have been so lackluster that a federal judge "publicly rebuked the DOJ for failing to take seriously the reputational damage its conduct throughout the Boeing case was inflicting on the agency."
Meanwhile, there's the AIR21 rule, a "whistleblower" rule that actually protects Boeing from whistleblowers. Under AIR21, an aviation whistleblower who is retaliated against by their employer must first try to resolve their problem internally. If that fails, the whistleblower has only one course of action: file an OSHA complaint within 90 days (if HR takes more than 90 days to resolve your internal complaint, you can no have no further recourse). If you manage to raise a complaint with OSHA, it is heard by a secret tribunal that has no subpoena power and routinely takes five years to rule on cases, and rules against whistleblowers 97% of the time.
Boeing whistleblowers who missed the 90-day cutoff have filled the South Carolina courts with last-ditch attempts to hold the company to account. When they lose these cases – as is routine, given Boeing's enormous legal muscle and AIR21's legal handcuffs – they are often ordered to pay Boeing's legal costs.
Tkacik cites Swampy's lawyer, Rob Turkewitz, who says Swampy was the only one of Boeing's whistleblowers who was "savvy, meticulous, and fast-moving enough to bring an AIR 21 case capable of jumping through all the hoops" to file an AIR21 case, which then took seven years. Turkewitz calls Boeing South Carolina "a criminal enterprise."
That's a conclusion that's hard to argue with. Take Boeing's excuse for not producing the documentation of its slapdash reinstallation of the Alaska Air door plug that fell off its plane in flight: the company says it's not criminally liable for failing to provide the paperwork, because it never documented the repair. Not documenting the repair is also a crime.
You might have heard that there's some accountability coming to the Boeing boardroom, with the ouster of CEO David Calhoun. Calhoun's likely successor is Patrick Shanahan, whom Tkacik describes as "the architect of the ethos that governed the 787 program" and whom her source called "a classic schoolyard bully."
If Shanahan's name rings a bell, it might be because he was almost Trump's Secretary of Defense, but that was derailed by the news that he had "emphatically defended" his 17 year old son after the boy nearly beat his mother to death with a baseball bat. Shanahan is presently CEO of Spirit Aerospace, who made the door-plug that fell out of the Alaska Airlines 737 Max.
Boeing is a company where senior managers only fail up and where whistleblowers are terrorized in and out of the workplace. One of Tkacik's sources noticed his car shimmying. The source, an ex-787 worker who'd been fired after raising safety complaints, had tried to bring an AIR21 complaint, but withdrew it out of fear of being bankrupted if he was ordered to pay Boeing's legal costs. When the whistleblower pulled over, he discovered that two of the lug-nuts had been removed from one of his wheels.
The whistleblower texted Tkcacik to say (not for the first time): "If anything happens, I'm not suicidal."
Boeing is a primary aerospace contractor to the US government. It's clear that its management – and investors – consider it too big to jail. It's also clear that they know it's too big to fail – after all, the company did a $43b stock buyback, then got billions in a publicly funded buyback.
Boeing is, effectively, a government agency that is run for the benefit of its investors. It performs its own safety inspections. It investigates its own criminal violations of safety rules. It loots its own coffers and then refills them at public expense.
Meanwhile, the company has filled our skies with at least 420 airplanes with defective, red-painted parts that were locked up in the MRSA cage, then snuck out and fitted to an airplane that you or someone you love could fly on the next time you take your family on vacation or fly somewhere for work.

I'm a big fan of building commie blocks to ameliorate the US housing crisis -- and putting them in the public parks that were stolen from other communities to give colonisers some trees to look at -- but what policies should be enacted to get suburbanites into beautiful and efficient bedspace apartments with kitchens and washrooms shared by a floor?
As a good social democrat, I'm contractually obligated to prefer Red Vienna to your proper commie block. Short of a complete class revolution that completely upends the social hierarchy, a significant part of ensuring that social housing pulls off being "a living tapestry of a mixed community" is building it to middle-class standards (including aesthetic standards) so that people with the money to find alternatives don't all leave. Art Deco is a hell of a lot chic-er than the boring minimalist crap that luxury developers are getting away with these days.

Also, don't build them in parks: green space is not only important for environmental sustainability but also the health and mental health of working-class and poor communities who can't afford houses in the suburbs, and we should be encouraging in-fill development instead. (Build them on golf courses instead, because they are classist, invasive, artificial monocultures that do nothing for the environment.)
In terms of how to make suburbia more in synch with dense, sustainable social housing, there are a number of necessary changes:

Commuter rail: suburbs predate the car by a fair few decades, and originally sprung up along the routes of commuter rail lines. Well, it turns out that transit-oriented development and dense transit corridors go hand-in-hand: if you can build higher-density units near transit lines, people will use mass transit to commute, and if there are well-planned areas of higher density around major urban areas, the increased number of commuters can support more regular transit services.

Planning/zoning/ligitation revolution: as I mentioned in my student housing post, one of the major reasons why it's so hard to build affordable housing projects is that local NIMBY groups use every legal tool in the book to bury them. So there needs to be pretty comprehensive reforms of zoning regulations (banning single-family zoning, reducing set-backs and eliminating mandatory parking, getting rid of "unrelated persons" limitations, getting rid of building heights limits, etc.), standardization of the permitting and development approval process, streamlining of the public comment/hearing process and environmental review process for model projects, and extreme limits on litigation for model projects.

Financing reform: as I sort of imply in my Red Vienna section above, a big part of making social housing/public housing successful and avoiding replicating or increasing class and racial segregation is adhering to middle-class minimum standards. This has important knock-on implications:
you need to eliminate requirements for absolute lowest possible land costs (which restrict social housing to economically and socially isolated areas).
you need to raise allowable construction costs, so that you can achieve those aesthetic standards and avoid corner-cutting like smaller rooms and lower ceilings, single-thickness walls/floors/ceilings, no doors on cabinets or closets, cheap cladding and wiring and pipes and other building materials, low-quality insulation and HVAC, etc. Not only do middle-class folks notice this stuff and go elsewhere, but it's all penny-wise and pound-foolish, because cheap construction runs down faster which increases maintenance costs, and sometimes it just straight-up kills people.
you need to adequately finance maintenance, services, and amenities. This is crucial to keeping tenants with deeper pockets, but it's also another one of those things where penny-pinching is counter-productive in the long-run. The more you save on maintenance costs, the faster the buildings run down and the more expensive repairs you have to make. The more you save on services like superintendants and doormen, the more your tenants end up having to spend on handymen and the more you have to spend on police and repair costs. And so forth.
And there is a real potential here for all kinds of positive feedback loops: spending money on achieving higher standards of construction and operation means that you can hang onto and attract higher-income tenants, which means you can have sliding scale rents that cross-subsidize tenants and pay for higher construction and operating costs, and the poor and working class tenants who couldn't have paid for those higher costs and amenities on their own enjoy a "positive externality" for once.

Lupine Publishers | Battle Against Solid Waste: Contribution of University Belt Barangays Towards Clean and Disaster-Prepared City

Abstract
Solid waste is one of the major problems in the urban communities due to congestion and improper garbage disposal. This problem may lead to some health and disaster-related issues. University Belt Area (UBA), a congested place in Manila City, Philippines generate tons of solid waste materials daily. Given this condition, it is significant to know the response of the local government units (LGUs) in addressing this type of problem. Thus, this study investigated the solid waste management programs (SWMP) implemented by UBA barangays and its problems encountered in implementing the said programs. The awareness of the residents on SWMP and their suggestions for effective implementation of these programs were also determined. An in-depth interview was conducted among barangay officials. Small group discussion (SGD) was conducted among the selected residents. Thematic analysis was used to interpret the qualitative data while descriptive statistical tools were used to analyze the quantitative data. Findings revealed that programs implemented by ten barangays in UBA are categorized into educational, infrastructure, waste reduction, and regular cleaning activity. These programs are known to most of the residents who participated in the study. In the process of implementation, the LGUs are facing some constraints. These constraints include lack of discipline among the residents, lack of funds, irregular collection of waste materials, location of the barangay, and poor segregation practices. To effectively implement the afore-mentioned programs, the residents suggested some important recommendations. These encompass implementation of the appropriate barangay resolutions, raising public awareness, and imposition of penalties for the violators. Stakeholders should provide strong support for SWM agenda of UBA barangays. Policy makers should consider these data to formulate sound policies which can address the problems on solid waste. The barangay council should review Republic Act 9003 and consider collaboration with Ferris Wheel Project for better implementation of the programs.

Introduction
Every day the world is getting more urbanized. The rate of urbanization is increasing at an alarming rate. United Nations Department of Economic and Social Affairs (UNDESA) reported that 34% of the world’s total population in 1960 was living in the urban centers. In 2014, this rate increased to 54% [1]. This increase in urban population is brought by the natural increase due high fertility rate of the urban population and rapid rural to urban migration [2]. The rapid rate of migration is attributed to the pull factors inherent to the urban environment itself [3] like better job opportunities, access to health and educational facilities, and high standard of living. University Belt (U-Belt) area (Figure 1) in Manila, Philippines (Figure 2) is an area where colleges and universities are concentrated, hence the name implies. This area is the home of more than fifty higher educational institutions. The Central University Belt (CUBE) area is a seat for twenty universities and colleges. As Filipinos put a high regard for quality and responsive education, population over in this place has increased tremendously. This rise in population then is considered as contributing factors in the escalation of the amount of waste materials generated in the urban setting. According to National Solid Waste Management Commission Reports (2015). the estimated the amount of solid waste generated in 2010 in Manila City alone was 2,990,814 metric tons. In 2014, this figure increased to 3,595, 593 metric tons. There is, however, no specific information that pertains to the case of U-Belt area.
The rise in population in the U-Belt area also resulted to the emergence of additional commercial establishments, dormitories, and other infrastructure development. This infrastructure development resulted to changes in the land use and the increase in the urban surface sealing which increases the amount of surface run-off and decreases the ground water recharge [4]. This condition serves as a challenge to the Local Government Units (LGUs) on how to deal with this problem. The problems on improper waste management and high percentage of impermeable land make U-Belt area highly vulnerable to the devastating effects of flood. High amount of waste materials and improper disposal of these items make people highly prone to the diseases (National Solid Waste Management Commission Reports, 2015) [5]. From the prevailing condition of this place, the researchers came up with the framework on the goals of the implementation of solid waste management programs in U-Belt area (Figure 3). The current modified framework focuses on how the dirty, disaster-prone, and disorder U-Belt area can be converted into clean, disaster-prepared and orderly place (Figure 1). This framework was modified from the framework of Discipulo [6] on urban renewal study.
From the existing problems on solid waste management in the U-Belt area, this study investigated the contribution of the U-Belt barangays towards a clean and disaster-prepared city. Specifically, this study determined the solid waste management programs implemented by the barangays around the University Belt, identified the problems encountered by the communities pertaining to the implementation of the programs, determined the awareness of the residents in the said programs, and identified the suggestions of the residents for effective solid waste management programs implementation. Data obtained from this study is vital in policy making and urban planning of LGUs. This will also agitate the stakeholders to support and participate in the program implementation.
Materials and Methods
Research design
The research design employed both descriptive and qualitative approaches. Qualitative research aims to interpret meanings, descriptions, and symbols [7]. The goals of this type of research are to provide answers to the why’s and how’s. On the other hand, descriptive approach was used to describe characteristics of the population being studied [8]. This approach answers the question of “what” in the study. Objectives 2 and 4 were answered using qualitative approach while objective 3 was answered using descriptive method. Both qualitative and descriptive approaches were used to answer objective 1.
Research locale
The study was conducted in the U-Belt area. The name was given to this area because of the high concentration of the colleges and universities in this place. Originally, this name was given only to San Miguel district but technically it includes the nearby districts such as Quiapo, Santa Cruz. This area covers Mendiola Street, Morayta Street (now Nicanor B. Reyes Street), eastern end of Azcarraga Street (now Recto Avenue), Legarda Street, western end of España Boulevard, and the different side streets (Figure 4). This study covers the 10 barangays as given in Table 1.
Respondents of the study
The participants of the study were the 7 chairperson, 3 barangay councilors, and randomly selected residents of the ten barangays in the U-Belt Area. Ten barangay chairpersons and several barangay councilors were asked about the solid waste management programs implemented by their respective barangays and the problems they encountered during the implementation of the said program in an in-depth interview. The councilors interviewed in this study were the heads of the committee on health and sanitation. Selected residents were asked about their awareness on solid waste management programs of their respective barangays and their recommendations for effective implementation of the said programs during the small-group discussion (SGD).
Research instruments
Two research instruments were used to gather the data needed in this study. These instruments were the interview guide questions for in-depth interview and guide questions for small group discussion. The contents of these instruments were validated by the experts in the field of research and solid waste management.
Data collection procedure
In order to gather the data needed for the study, the researchers did an in-depth interview with the barangay chairpersons and barangay councilors, focus-group discussion with the randomly selected residents, and regular observation was also conducted to validate the results. The methods in the in-depth interview and small group discussion were patterned from the suggestions of Yukalang et al. [7]. The items in the questionnaires were based from the ideas of Yukalang et al. [9] and McAllister [10].
In-depth interview
An in-depth interview with eight barangay captains, 1 barangay councilor, and 1 barangay secretary was conducted by the researchers to determine the solid waste management programs implemented by the barangays around the U-Belt area and the problems encountered by the communities in the process of implementation of the said programs. The researchers prepared the guide questions for interview ahead of time. The guide questions were validated by the expert in the field of research and environmental issues and concerns. The English version of the guide questions was translated into Tagalog so that the respondents can understand better and they can freely engage in the conversation. The researchers asked permission to record the conversations from the barangay captains, barangay councilor, and barangay secretary. Field notes were also utilized to record pertinent information during the interview.
Small group discussion
Eight small group discussions were conducted during the duration of the study. The number of participants and date of discussion in the selected barangays in the U-Belt areas during the discussion are reflected in Table 1. The demographic profile of the participants such as age, occupation, and highest educational attainment were noted during the onset of the activity. Each participant was asked regarding his/her awareness about the implemented solid waste management programs in his/her barangay.
Observation
In order to counter-check the information disclosed by the barangay chairpersons and councilors, regular observations were conducted by the researchers. A weekly observation on the implementation of the solid waste management programs and the difficulties associated with the implementation of these programs was done from March to September 2017.
Data analysis procedure
After the collection of data, the data gathered were analyzed using descriptive statistical tools and thematic analysis. The quantitative data were interpreted using the descriptive statistical tools such as frequency counts and relative frequency. Meanwhile, the qualitative data were analyzed using thematic analysis. In this method, patterns or themes within data were identified, analyzed, and reported [7]. Patterns across data sets that are important to the description of a phenomenon and are associated to a specific research questions are referred as themes [11]. The themes generated from the data were validated by the experts in the field of research and solid waste management.
Results and Discussion
Solid waste management programs in the U-belt areas Results of the in-depth interview indicated that the programs implemented by ten barangays in the U-Belt areas are categorized into educational, infrastructure, waste reduction, and regular cleaning activity (Figure 5). Under educational programs, barangays implemented waste segregation campaign and information campaign. Also, they strictly imposed the “No segregation, No Collection Policy.” They also conducted the massive information campaign about proper ways of segregating of the waste materials as mandated by Republic Act 9003. Barangays are actively allotting budget for infrastructure which will counter the disaster which may be brought about by improper solid management. They have been allocating budget for repairing drainage system and constructing material recovery facilities. Material recovery facility serves as an area to store non-biodegradable materials prior to disposal.
In terms of waste reduction, barangays are now passionate in campaigning for the recycling activities. They encourage their residents to turn waste materials to raw materials for producing valuable products like lanterns and decorative stuffs. Regular cleaning activity, such as regular clean-up drive and street sweeping has been practiced by the local government units (LGUs) as a support to the solid management programs. The specific programs implemented ten barangays in the U-Belt areas is indicated in Table 2. Findings showed that out of ten barangays, seven of them, excluding barangays 395, 398 and 401 are currently implementing the clean-up drive program in their areas. Interestingly, ten barangays practice waste segregation program (Figure 6a). In addition, it was also revealed e that barangays 395, 396, 398 and 402 are implementing the Materials Recovery Facility (MRF) program (Figure 6b). Moreover, the results showed that barangays 395, 396, 397, 399 and 400 are active in implementing the information campaign program concerning the battle against solid waste. Barangay 400 is the sole barangay which is regularly doing drainage maintenance (Figure 6c). Findings also showed that all the barangays in the U-Belt are currently implementing a daily street sweeping activity (Figure 6d) in their barangays. Barangays 400 and 402 are the only barangays which are implementing the recycling activities in the University Belt (Figure 6e & Figure 6f).
Over the years rapid urbanization is taking place in Manila City, Philippines. This phenomenon was due to economic and social reasons. Consequently, the amount of waste materials generated also increases. Bernardo [12] showed that the households in the city generated an average of 3.2Kg of solid waste per day, or 0.50Kg/capita/day. In 2010, the estimated amount of solid waste generated in Manila was 2,990,814 metric tons and it increased to 3,595, 593 metrics in 2014 [4]. The existence of the different programs on solid waste management in ten barangays in the U-Belt area are the response of the various communities to the alarming problems associated with the elevating amount of solid waste generated in the congested communities. These programs are the manifestations that these barangays are abiding to the important provisions stipulated in Republic Act 9003, otherwise known as the “Philippine Ecological Solid Waste Management Act of 2000.
During the SGD, all participants were asked about their awareness on the programs implemented by the barangays in the U-Belt area on solid waste management. Findings of the investigation showed that 89% (31) of the participants are aware about the programs while 11% (4) participants are unaware (Figure 7). Generally, the results manifest that most of them have an idea about the implementation of the aforementioned programs. Awareness of the people about the programs is the outcome of the massive information drive and visibility of the infrastructure projects of the local government units. The high percentage of awareness on solid waste management programs among the residents in the U-Belt barangays is an indication that people are vigilant and participative in the programs and projects of the communities. Their participation ranges from attending the general assembly of the barangays up to abiding the proper segregation policy. On the hand, there are residents that remain not ware about the programs and policies of the barangays on solid waste management. Perhaps, they are not watchful regarding what is going to their communities and at the same time they are not participative to the activities of their barangays.
Constraints on solid waste management
Constraints encountered in the course of the implementation of every project and program makes the implementation itself very challenging. The problems encountered by the barangays in the U-belt areas in the implementation of the solid waste management programs are given in Figure 8. Findings showed that all ten barangays are currently facing the problem on the lack of discipline among the residents. They throw their garbage anywhere. They are particular of the designated places for their waste materials. Barangay 399 and Barangay 404 consider deficiency of funds as a major problem in the implementation of the program on solid waste management. Furthermore, it is also indicated above that 7 out of 10 barangays except for barangays 399, 402 and 403 are experiencing problem in terms of irregular collection of wastes. Findings also show that the barangays 395 and 397 are facing a problem on their location, which causes these barangays to produce more solid waste materials.
The constraints experienced by the U-Belt barangays in connection with the implementation of solid waste management programs in their communities are typical issues observed also in the other urbanized cities in the Philippines. For instance, Reyes & Arturo [13] observed several problems encountered by the community people in the implementation of solid waste management practices in the different barangays in Batangas City, Philippines. In their study, they found that the increasing population, inadequate government policies, public indifference (public don’t care), inefficient collection of garbage, rapid urbanization, non-operation of a good disposal facility, irresponsible government officials, lack of awareness among the people regarding the effects of solid waste management practices to their health and the environment, and lack of training on proper solid waste management practice are major barriers in implementing effective and efficient solid waste management programs.
In the developing countries however, there are constraints associated with solid waste management implementation. These constraints are categorized into culture, education, and microeconomics; infrastructure and technology; and policy, institutions, and macroeconomics [10]. In terms of culture, education, and microeconomics, the major constraints comprise the attitude and behavior gap of the people and lack of campaign on education and awareness. Major constraints under infrastructure and technology include budgetary constraints, inadequate service and operational inefficiencies, ineffective technologies and equipment inadequacy, lack of landfill disposal, and limited utilization of waste reduction activities. Under policy, institutions, and macroeconomics, the major constraints encompass lack of policy, poor enforcement and responsibility, and lack of monitoring and regulation.
Recommendations of the residents for effective implementation of solid waste programs
Some of the programs on solid waste management are not effectively implemented due to the political, educational, and socio-economic reasons. During the focus group discussion, the residents suggested some recommendations to the barangay officials for effective and efficient implementation of the solid waste management programs in the U-Belt Areas. These include implementation of the appropriate barangay resolutions, raising public awareness, and imposition of penalties for the violators.
Implementation of the appropriate barangay resolutions
One of the best strategies in order to ensure the effective implementation of the solid waste programs is to pass the appropriate barangay resolutions. The residents said that the existing resolutions are not enough to support the implementation of the aforementioned programs. Hence, the barangay council needs to pass some additional resolutions aside from “No Segregation; No Collection Policy.” These resolutions once passed should be disseminated to the general public. According to the respondents, in order for the residents to become fully aware of these resolutions, the council should ensure maximum attendance of the residents during the barangay assembly. In the era of rapid urbanization in the cities of the third world countries (e.g. Manila), appropriate policies should be implemented to address the problems associated with high urbanization growth [14]. In the case of the barangays in the U-Belt Areas, in order make solid waste management programs effective the policies and resolutions that may focus on allotting budget for the implementation of the programs, improving the linkages to the non-governmental organizations (NGOs), private sectors, and cause-oriented groups and proper spatial planning.
Raising public awareness
The success of the programs and projects on solid waste management strongly depends on the support of the stakeholders and the general public. The participation of these groups of people can be maximized if they have been properly informed. As revealed by the residents, the barangay should boost the awareness of the people through educational campaign and massive public information dissemination drive. The campaign for solid waste management programs in the U-Belt area can be disseminated well through posting in the bill boards and other public places. Campaign can be done during the barangay assembly; hence, the barangay officials should ensure the maximum attendance of the residents. Cultural and literary programs through songs and poetry can also be explored in order to boost the awareness of the people thriving in the U-Belt Area.
Imposition of penalties for the violators
According to the participants in the SGD, there is a need to impose penalties to the violators in order to make implementation of the solid waste management more effective. Violators, in the context of this study; refers to the residents who are not abiding with the policies and resolutions about management of solid waste. For instance, these people don’t dump their garbage materials in the right bins and throw their waste materials in bodies of water. Those who are doing such should be penalized by the barangay councils. The penalty could be letting them engage on community service or pay offenders can pay a certain amount of money. Community service, on the other hand, could include cleaning the public places such plaza, streets, and bodies of water and repairing of the drainage system. Imposing these types of penalties will create a culture of discipline and support among the residents.
The success of the implementation of solid waste management can be attributed by three major factors. These factors include people’s orientation and strong political leadership, strong collaboration among the different sectors of the community, mass information, education, and communication campaign, and linkage and networking with different agencies and organizations [15,16]. Mc Allister [10] considered potential interventions in order to implement solid waste management programs effectively and efficiently. These interventions include intensified education and awareness campaign, enhancement of public participation, promotion of the incentive scheme, improvements in service operations, improvements in the accessibility of the technologies, utilization of the recycling initiatives, improvements in disposal system, creation of landfill, enhancement in the funding management, and proper enactment and enforcement of the policies and programs.
Conclusion
The programs implemented by ten barangays in the U-Belt areas are categorized into educational, infrastructure, waste reduction, and regular cleaning activity. These programs are known to most residents of the area. In the process of implementation, the LGUs are facing some constraints. These constraints are: lack of discipline of among the residents: lack of funds: irregular collection of waste; location of the barangay; and lack of segregation. To effectively implement the aforementioned programs, the residents suggested some important recommendations. These include implementation of the appropriate barangay resolutions, raising public awareness, and imposition of penalties for the violators (Figure 9).
Furthermore, the concept of eco-city [17,18] should be integrated by the U-Belt barangays in their campaign for effective solid waste management programs. The idea of composting [19] in the urban setting like enzyme-enhanced compositing and vermicomposting [20-24] should also be considered for the aforementioned program. For the future research endeavor, a greater number of respondents should be considered. Hence, the entire University Belt area should be covered in the succeeding research activity. From the major findings acquired in this study, the authors came up with the extension program of SHS Department of UE Manila known as “FERRIS WHEEL PROJECT” (Figure10). It is a holistic, multi-sectoral, and multi-disciplinary project which aims to further raise the awareness of all sectors in the U-Belt community about problems associated with solid waste management. These sectors include business, youth, local government unit, academe, and people with disabilities.

“Give me four years to teach the children, and the seed I have sown will never be uprooted.” So said Russia’s Vladimir Lenin, explaining the importance of taking over the educational system of a country in order to change its entire society. Controlling education, which includes controlling what books students – and in most cases, eventually, people of all ages – are allowed to read, has been one of the first steps many fascist dictators and governments have taken to fuel their rise to power.
Adolf Hitler in Germany, Benito Mussolini in Italy, The Russian Communists, Chinese Maoists and the Red Guard, Pol Pot in Cambodia, among others, all made it a priority to control what books were acceptable and what should or shouldn’t be taught in schools. Currently, Vladimir Putin has been tightening his grip on Russian children’s education as part of his efforts against Ukraine. It’s common enough that many authors of dystopian books use the government takeover of education and the banning of books as a way of showing just how far a society has fallen.
It is against this background that we need to look at the current actions taken by Ron DeSantis in Florida and governors in other Red States to “reform” the education of children in their areas. As I noted in a previous post, their actions are not confined to the borders of their states alone. Textbook publishers want to avoid having to make multiple editions of their books tailored to each state’s curriculum, so they tend to publish books acceptable to the most restrictive states.
Some laws being written to restrict what can be taught are fairly vague, though, in terms of what is or is not acceptable. As such, textbook companies will tend to be overcautious in what they do or don’t include. Recently, the New York Times came across an example of a lesson about Rosa Parks in which the company had at least considered removing any reference to her race:
The New York Times compared three versions of the company’s Rosa Parks story, meant for first-graders: a current lesson used now in Florida, an initial version created for the state textbook review and a second updated version.
Some of the material was provided by the Florida Freedom to Read Project, a progressive parent group that has fought book ban efforts in the state, and confirmed by The Times.
In the current lesson on Rosa Parks, segregation is clearly explained: “The law said African Americans had to give up their seats on the bus if a white person wanted to sit down.”
But in the initial version created for the textbook review, race is mentioned indirectly.
“She was told to move to a different seat because of the color of her skin,” the lesson said.
In the updated version, race is not mentioned at all.
“She was told to move to a different seat,” the lesson said, without an explanation of segregation.
It’s unclear which of the new versions was officially submitted for review. The second version — which doesn’t mention race — was available on the publisher’s website until last week.
The version in which they did not mention race read in its entirety
“Rosa Parks showed courage. One day, she rode the bus. She was told to move to a different seat. She did not. She did what she believed was right.”
Think about that and the lesson it would teach for a moment. Not knowing that Ms. Parks was black and that she was asked to move specifically because she was black and that black people were required to give up their seats to any white person who wanted it, leaves you with a woman who was asked to move and said no. That’s it. It teaches kids that if someone asks you to do something, and you don’t believe you should have to, saying no is the courageous thing to do.
Fortunately, according to Snopes, in an article published after the NYT article, the publisher recognized that removing race entirely was an overreaction and has since changed the text again.
I’d mentioned earlier that dystopian authors often use book burning and banning to show how far a society has sunk. Rachel Robison-Greene at the Prindle Institute noted:.
In particular, readers see these themes explored in 1984, Fahrenheit 451, and The Handmaid’s Tale. In 1984, Orwell describes a “Ministry of Truth” that is responsible for changing history books so that they say all and only what the authoritarian regime wants them to say. In Fahrenheit 451, Bradberry describes an authoritarian regime that disallows reading altogether. In The Handmaid’s Tale, reading is permitted, but only by the powerful, and in this case the only powerful community members are men.
It should come as no surprise that those three books are among the ones being banned in many areas. This is no coincidence. These three books are their authors’ attempt to ring the warning bells as loudly as they can, and allowing people to read them – especially students who are still impressionable even at the higher grade levels that these books are most suited for – could give them the idea that they can try to prevent the fascism to come. And one of the most important things a nascent fascist government can do to gain and maintain power is keep their people stupid.
You hear it now from the extreme right-wing Republicans who want to abolish the Department of Education. They’ve set out to reconfigure school curriculums so that children are only taught about the good things White people have done, ignoring the accomplishments of other races, eliminating teaching about diversity, equality and intersectionality, and banning any books that might teach them otherwise. Donald Trump has even said the quiet part out loud, as is his wont: “I love the poorly educated!”
We need to be far more alarmed than we are at what we’re seeing happen in so many states. Lenin thought he only needed 4 years of teaching children what he wanted them to learn to change the entire society. The big push to ban books and change education began during 2020-2021, so they’ve had at least 2 years already. We can’t afford to give them any more.

At Tanla, sustainability is in the DNA of everything we do. We believe in a future where technology can be a powerful driver for positive changes. In 2022, we implemented several companywide ESG initiatives.
Materiality Assessment
We started with a three-step materiality analysis to identify and focus on the most pressing ESG issues for our internal and external shareholders.
Environmental
Reducing carbon footprints: A Carbon Footprint study of Tanla offices was conducted by CII for FY20 and FY21 to ensure that total CO2 emissions were at par with environmental standards.
GHG Emission targets: A custom-made GHG incentivization tool has been created in accordance with GHG standard protocol. From FY22, Tanla is conducting this study internally based on GHG emission targets explained by CII. Going forward, the aim is to reduce emissions year-on-year, eventually achieving total carbon neutrality.
Ban on single-use plastic: We implemented and have upheld the ban on single-use plastic in all Tanla offices from September 2021.
LEED certification: We are continuing to work towards LEED (Leadership in Energy and Environmental Design) certification for the Innovation & Experience center in Hyderabad.
Tree plantation: We signed an MoU with the Government Medical College of Mahbubnagar for the plantation of 25,000 trees in a 25-acre area of the medical and nursing college grounds.
We thoroughly reviewed our consumption patterns and continue forging ahead to the transition to renewable energy.
Social
We are very passionate about building a fair and equitable workplace for our employees and giving back to the community. In FY22, we made several notable strides on these fronts.

We implemented “Speak Up” — an employee redressal mechanism for ethical and professional conduct in the workplace
We have instituted mandatory ESG Walks with senior employees to ensure we are adhering to Employee Health & Safety (EHS) initiatives
We have integrated diversity and inclusion guidelines into our hiring policy.
We educated our employees on and implemented waste segregation at source in all Tanla offices.
For the community
We launched the PILLARS initiative for digital learning in government high schools in rural areas. As part of this initiative, we have provided digital learning courses, implemented academic support and special classes, conducted art and sports camps, and provided tabs to gifted students.
We collaborated with LabourNet via an NGO called Sambhav for skilling and placement programs. Through this program, we were able to skill-train 108 young people and successfully placed 83 into entry-level jobs.
We conducted an art camp, cultural event, and sports day to facilitate the all-round development of students
We implemented after-school tuition classes for students from classes VI-IX who required additional academic support.
We conducted five months of special classes for 100 Class X students, tutoring them in Maths, Science, and English to help them perform well in the state board exams.

We published a Human Rights statement reflecting our commitment to becoming more responsible corporate citizens.
We implemented e-waste and general waste management policies.
We conducted a meeting with stakeholders in the community such as school staff, parents, Sarpanch, etc. on the community initiatives we have undertaken and their impact.
As part of Project Green Baton — our environmental advocacy initiative, our employees visited local schools and conducted awareness sessions to educate high school students about important issues such as global warming and climate change.
