“U.S. President Joe Biden told Ukrainian President Volodymyr Zelenskiy on Tuesday that Washington will provide Kyiv with $625 million in new security assistance, including High Mobility Artillery Rocket System (HIMARS) launchers, the White House said.
Biden was joined in the call by Vice President Kamala Harris, the White House said in a statement. The president underscored that Washington will never recognize Russia's annexation of Ukrainian territory, it added.
Biden "pledged to continue supporting Ukraine as it defends itself from Russian aggression for as long as it takes," the statement said.
This package is the first aid package since Russia's most recent declared annexation of Ukrainian territory and the second Presidential Drawdown Authority (PDA) since Ukraine made large battlefield gains in mid-September.
Russia's declared annexations last week followed what it called referendums in occupied areas of Ukraine. Western governments and Kyiv said the votes breached international law and were coercive and non-representative.
The State Department said in a release the package includes four HIMARS launchers and associated rockets, 32 Howitzers with 75,000 rounds of ammunition, 200 Mine-Resistant Ambush Protected (MRAP) vehicles, and Claymore anti-personnel mines.

“Ukrainian forces continue to make substantial gains in Kherson Oblast, occupied by Russia since March.
Ukrainian soldiers have published videos from previously occupied settlements – Arkhangelske, Starosillia, Velyka Oleksandrivka, Davydiv Brid, and Dudchany.
The Russian Defense Ministry officially confirmed a significant retreat in the northeastern part of Kherson Oblast over the past 24 hours, which spans around 30 kilometers.
The map also suggests that Russian forces were pushed out of the northeastern Kharkiv Oblast.
As Russian forces were retreating in several regions, Russia's parliament on Oct. 4 unanimously ratified the illegal annex of four Ukrainian regions it doesn't control.
Moscow is yet to formally draw its own borders.
President Volodymyr Zelensky, on Oct. 4, signed a decree to rule out negotiations with Russian President Vladimir Putin, citing talks with the current Russian leader as "impossible."
German Foreign Minister Annalena Baerbock also said peace talks with Russia are impossible, warning that Putin's proposal was – "we will rob your country, enslave your citizens, and then you can sign peace."
"Putin is lonely and isolated like never before," Baerbock said in an interview with the German newspaper Neue Osnabrücker Zeitung published on Oct. 4.
Kyrylo Tymoshenko, deputy head of the President's Office, reported on Oct. 4 that Ukraine had liberated 483 settlements in Kharkiv Oblast so far.
In neighboring Luhansk Oblast, authorities may soon ask remaining residents to evacuate as Ukraine is planning to enter the occupied region, Luhansk Oblast Governor Serhiy Haidai said.
The Russians are trying to strengthen their defense near Sievierodonetsk – in Kreminna, Luhansk Oblast – Serhiy Cherevaty, spokesman of the Eastern Operational Command of Ukraine's Armed Forces, told Channel 24.
Ukrainian forces appear to be pushing east of Lyman, Donetsk Oblast, and "may have broken through the Luhansk Oblast (administrative) border in the direction of Kreminna," the Institute for the Study of War (ISW), a U.S. defense think-tank, said on Oct. 3.
U.S. National Security Council spokesman John Kirby told ABC News that Ukrainian forces are pushing into the Luhansk Oblast while also advancing in the south.
"And like you've heard President (Joe) Biden saying, we're going to continue to make sure we can give them the weapons and capabilities so they can continue that sign of progress," Kirby said.

The ministry's daily video briefing made no mention of any pullbacks, but on maps used to show the location of purported Russian strikes, the shaded area designating Russian military control was much smaller than the day before.
In northeast Ukraine, where Russia suffered a rout last month, its forces along a frontline running some 70 km southward from Kupiansk along the River Oskil appeared to have retreated some 20 km to the east, as far as the border of Luhansk province.
This would mean they had vacated the last remnants of Ukraine's Kharkiv province - where Russia for several months maintained an occupation administration - but for a small patch between the town of Dvorichna and the Russian border.
In southern Ukraine's Kherson province, Russia's line of control on the right bank of the Dnipro river had shifted 25 km southward on the map, to a line running westward from the riverside town of Dudchany.
Both areas are battlefields where Ukraine has been reporting advances, albeit without giving full details.
It would not be the first time that Moscow had acknowledged a withdrawal so obliquely. On Sept. 11, a map presented by the defence ministry showed that Russian forces had abandoned most of the parts of Kharkiv that they had controlled, as far east as the Oskil, after a lightning Ukrainian offensive.”-via Reuters

Europe is continuing to investigate the cause of the leak of the gas pipelines near Swedish and Danish waters. Denmark and Sweden have said the leaks were caused by blasts equivalent to “several hundred kilograms of explosive”, with the UN environment programme saying the ruptures likely caused the biggest single release on record of climate-damaging methane.

Nord Stream 2 AG, Switzerland-based operator of that gas pipeline, said on Tuesday it will examine the condition of the leaking pipelines once a police investigation of the “crime scene” is completed and a cordon is lifted.
Later on Tuesday, Nord Stream AG, operator of the older Nord Stream 1 pipeline, said they had been told by Danish authorities that receiving the necessary permits to carry out an inspection could take over 20 working days.

The U.S. State Department has approved the potential sale of long-range missiles, rockets and launchers to Poland in a deal valued at up to $10 billion, the Pentagon said on Tuesday.
Poland has been on a spending spree to modernize its military while simultaneously donating older weapons to its neighbor Ukraine to fight Russia's invasion.
The potential sale includes High Mobility Artillery Rocket Systems (HIMARS), which Kyiv has praised for their battlefield successes such as destroying Russian warehouses and command posts.
The package includes 18 HIMARS launchers, 45 of the 185-mile (297-km) range Army Tactical Missile System (ATACMS) missiles and more than 1,559 Guided Multiple Rocket Launch System (GMLRS) rockets.
The United States has rebuffed Ukraine's requests for ATACMS missiles and Poland would not be allowed to transfer any to Ukraine without U.S. approval.
The Pentagon's Defense Security Cooperation Agency notified Congress of the potential sale on Tuesday.
"The proposed sale will improve Poland's military goals of updating capability while further enhancing interoperability with the United States and other allies," the Pentagon said.
The deal comes after Poland received clearances in 2022 to buy 116 M1A1 Abrams tanks and 250 M1A2 tanks made by General Dynamics (GD.N).
In May, Poland requested an additional 500 HIMARS launchers from the United States but, according to Polish media, Lockheed Martin Corp (LMT.N) said it was possible to offer around 200. In October, Poland signed an agreement to buy 288 Chunmoo rocket launchers from South Korea.
Despite approval by the State Department, the notification does not indicate that a contract has been signed or that negotiations have concluded.
"The great reinforcement of the Polish artillery is getting closers," Polish defence minister Mariusz Blaszczak said on Twitter. "We are starting price negotiations."
The Pentagon said Lockheed was the prime contractor for the weapons.

Taipei (The Times Groupe)- Taiwan announced on Thursday that it had abandoned plans to buy advanced new anti-submarine warfare helicopters from the United States because they were too expensive.
Taiwan had earlier announced plans to purchase 12 MH-60R anti-submarine helicopters from Lockheed Martin Corp (LMT.N) unit Sikorsky. Taiwanese media, however, reported that the United States had rejected the sale since it did not meet Taipei’s needs.
Chiu Kuo-cheng mentioned the helicopter case first when he was asked in parliament about recent changes to Taiwan’s purchases of U.S. weapons.
“The price is too high, beyond the capability of our country,” he said.
Other arms purchases have also been delayed, including the M109A6 Medium Self-Propelled Howitzer artillery system and mobile Stinger anti-aircraft missiles.
In Ukraine, Raytheon Technologies’ (RTX.N) Stingers have been used against Russian aircraft, but U.S. supplies have declined and there are significant obstacles to producing more of the anti-aircraft weapons.
Chiu said they have already signed the contract and paid for the Stingers, and they plan to pressure the United States to deliver them.
“We do not view arms sales as a trivial matter, and we have backup plans,” he said without further explanation.
Taiwan says the United States offered it alternatives to the M109A6, including rocket launchers mounted on trucks made by Lockheed Martin called the High Mobility Artillery Rocket System, or HIMARS.
They are still considering their options on that front, Chiu said.
Despite being claimed by China as its own territory, Taiwan is undertaking a military modernisation programme to strengthen its ability to fend off a Chinese attack with precision weapons like missiles.
Tsai Ing-wen advocates asymmetric warfare, which involves developing high-tech, highly mobile weapons that are hard to destroy and can deliver precise attacks.
U.S. officials have been pushing Taiwan to upgrade its military so it can become a “porcupine”, hard to attack by China.
With the goal of forcing the democratically governed island to accept Beijing’s rule, China has stepped up its own military modernization and pressure against Taiwan.
During the recent period – he did not specify when – there were many “enemy ships” in the waters around Taiwan, which “stand off” with Taiwanese forces, though he did not provide details.
A total of eight Chinese vessels, including the aircraft carrier Liaoning, passed between islands in the southern Okinawa chain of Japan on Monday, which is to the northeast of Taiwan.

(Reuters) – The Boeing Co Starliner spacecraft that failed to hit the right orbit to reach the International Space Station is healthy, in a stable orbit and expected to land in New Mexico on Sunday morning, NASA said.

Boeing’s (BA.N) CST-100 Starliner astronaut capsule was successfully launched from Florida on Friday, but an automated timer error prevented the spacecraft from attaining the correct orbit for it to rendezvous and dock with the space station.
NASA and Boeing officials said on a Saturday conference call they are still investigating the cause of the failure and that they were surprised extensive testing before the flight did not turn up any problem.
The spacecraft’s challenges were not over, they said.
“Entry, descent and landing is not for the faint of heart,” said Jim Chilton, senior vice president of Boeing’s space division. “Make no mistake, we still have something to prove here on entry tomorrow.”
The Starliner’s debut launch to orbit was a milestone test for Boeing, which is vying with SpaceX, the privately held rocket company of billionaire high-tech entrepreneur Elon Musk, to revive NASA’s human spaceflight capabilities. SpaceX carried out a successful unmanned flight of its Crew Dragon capsule to the space station in March.
The Starliner setback came as Boeing sought an engineering and public relations victory in a year punctuated by a corporate crisis over the grounding of its 737 MAX jetliner following two fatal crashes of the aircraft. The company’s shares dropped 1.6% on Friday.
The implications for any further design and testing requirements before Starliner is approved for its first crewed mission also remained unclear. The prospect that Boeing might need to repeat an unmanned orbital test flight could substantially delay NASA’s timeline and drive up costs.
Chilton said on Saturday that the plan now is for Starliner to return to Earth early Sunday morning at White Sands, New Mexico, about a week ahead of schedule.
LIFT-OFF
The spacecraft, a cone-shaped pod with seats for seven astronauts, lifted off from Cape Canaveral before dawn on Friday atop an Atlas V rocket supplied by Boeing-Lockheed Martin Corp’s (LMT.N) United Launch Alliance.
Minutes after launch, Starliner separated from the two main rocket boosters, aiming for a link-up with the space station some 254 miles (409 km) above Earth. But problems with Boeing’s autonomous software caused the capsule to incorrectly sense what orbit it was in so that it fired the wrong thrusters for longer than necessary, burning too much of its fuel, too soon.
NASA and Boeing tried to manually correct the automated errors, but mission control commands sent across NASA’s satellite communications network were delayed because Starliner was in the wrong position in space.
Friday’s test represented one of the most daunting milestones required by NASA’s Commercial Crew Program to certify a capsule for eventual human spaceflight – a long-delayed goal set back years by development hurdles at both Boeing and SpaceX.
The U.S. space agency awarded $4.2 billion to Boeing and $2.5 billion to SpaceX in 2014 to develop separate capsule systems capable of ferrying astronauts to the space station from U.S. soil for the first time since NASA’s space shuttle program ended in 2011. NASA has since relied on Russian spacecraft for hitching rides to the space station.
Chilton said Friday’s failure would not dissuade Boeing from sticking to its quest to win the right to provide NASA’s astronaut capsules, saying, “We’re in, it’s as simple as that.”

WASHINGTON, The Biden administration believes a potential sale of F-16 fighter jets to Turkey would be in line with U.S. national security interests and would also serve NATO's long-term unity, the State Department said in a letter to Congress that fell short of explicitly supporting the deal. Turkey made a request in October to the United States to buy 40 Lockheed Martin-made F-16 fighters and nearly 80 modernization kits for its existing warplanes. Washington has so far refrained from expressing any opinion on the sale, saying it needs to go through the standard arms sales process. House Democrats to Introduce Bill Clawing Back Border Wall Funds
Democrats in the U.S. House of Representatives are working on new legislation that would “claw back” funds the White House took from the Pentagon’s budget to fund construction of a wall on the U.S.-Mexico border, the chairman of the House Armed Services committee said on Thursday.
The legislation would aim to restore $3.8 billion back to the Pentagon’s weapons procurement and National Guard budgets.
“They robbed the bank and now they are running away with the money,” Democratic Representative Adam Smith, who chairs the committee, told reporters.
The Trump administration has vowed to build at least 400 miles (640 km) of wall along the border by November 2020. In his 2016 election campaign, Trump said Mexico would pay for the wall. The Mexican government has consistently refused to do so.
The bill is being discussed with the staff of top Republican on the Armed Services Committee, Representative Mac Thornberry, Smith said. Smith hoped to get it to the House floor as soon as possible.
The legislation would target the fiscal 2021 budget reprogramming that took money from the National Guard, and weapons procurement including the Lockheed Martin Corp <LMT.N> F-35 fighter jet program, Lockheed C-130 transport aircraft, Boeing Co <BA.N> P-8 Poseidon maritime patrol aircraft, Bell Boeing V-22 Osprey tilt-rotor aircraft, and shipbuilding.
While it might be approved in the House, the bill looks unlikely to be passed in the Senate, controlled by Trump’s Republicans.
