ABS-CBN's Franchise Death rings the death knell of Press Freedom?
Ne Alawas Cadiog
Tumblr media
JULY 10, 2020 marked the beginning of the death knell of Press Freedom after the House of Representatives tolls the ABS-CBN's franchise application to a dire conclusion. Voting with 70 yes, 11 no, 1 abstain, and 2 inhibits, the House of Representatives denies franchise renewal of the Kapamilya network.

Photo shows the ABS-CBN compound in Quezon City on May 05, 2020 after the National Telecommunications Commission ordered its shutdown.
The network, which is the largest media conglomerate in the country, faced the threat of a network shut down due to its expired franchise on March 30, 2020.
This was when Solicitor General Jose Calida also filed a Quo Warranto petition in the Supreme Court against ABS-CBN claiming that the corporation is partly-owned by foreigners. ABS-CBN rebutted this claim saying that Philippine Depositary Receipts or PDRs do not refer to ownership, but rather, investments to sustain the corporation's growth.
After ABS-CBN being killed off-air, over 10,000 employees lose their jobs, and subsequent consequences may be feared. With the renewal of their franchise being blocked, organizations and journalists see this as proof of the vindicativeness of the government.
What are the violations of the network as stated in the argument debated over during the span of 12 hearings?
•Critics had accused ABS-CBN of illegal foreign ownership.
➡ Justice Undersecretary Emelline Aglipay-Villar testified in the hearings that ABS-CBN Corporation chairman emeritus Eugenio "Gabby" Lopez III is a Filipino because his parents are Philippine citizens, said Zarate.
DOJ: ABS-CBN's Gabby Lopez Filipino citizen from birth. Lopez earlier told congressmen that he was also a dual American citizen because he was born in the US.
"There’s no distinction made between pure Filipino and dual citizens" when it comes to participation in mass media, said Bayan Muna Party List Representative Carlos Zarate, quoting Justice Assistant Secretary Nicholas Ty.
The Securities and Exchange Commission also testified that "a dual citizen is 100 percent Filipino," Zarate added. SEC agrees, dual citizens are '100 percent Filipino'
• Accusation on the Foreign Ownership
➡SEC Commissioner Ephyro Luis Amatong, noted by Zarate, stated that ABS-CBN's Philippine Depositary Receipts "do not reflect transfer of ownership to foreigners."
PDRs allow foreigners to invest without violating PH laws, says Monsod ABS-CBN PDRs 'compliant' with law.
• On Tax Violation
➡Contrary to allegations of tax irregularities, the Bureau of Internal Revenue testified that the network regularly settled taxes and is one of the country's top taxpayers. In addition, Philippine Economic Zone Authority officials also said the broadcaster has no tax shield. BIR says ABS-CBN has no tax deliquency
•On allegations of election coverage bias
➡The Commission on Elections said the network did not violate any poll law. No complaints vs ABS-CBN on election bias.
ABS-CBN news chief Ging Reyes said that Journalism a 'public service'.
•Violation of Worker's Rights
➡Quoting the labor department, Zarate said that it was typical for any big company to face labor cases and that ABS-CBN complied with standards.
DOLE exec stated that ABS-CBN 'fully compliant' with labor standards.
Before the votation of the House of Representatives happened, the Technical Working Group (TWG) of the Committee on Legislative Franchises after their findings and recommendation which was contained in their 40 pages TWG report, recommends to deny new franchise for ABS-CBN. Consequently, 70 representatives vote "yes" to the denial of their franchise, while 11 representatives stand in favor of ABS-CBN franchise renewal; 2 inhibit, and 1 abstain.

The Battle for Press Freedom
Tumblr media
When Covid-19 hits the Philippines, the economy went down. The struggle for life, food to survive and the freedom to know has been crucial. News provides necessary information that we need to be able to understand the virus, to know what are the do's and dont's. But the government deprived this country the freedom to know when they chooses to imprisoned Miss Maria Resa and denying ABS-CBN to renew their franchise amid the Covid-19. "This is a big blow against press freedom in our country and deprived millions of Filipinos of new, entertainment and assistance!" Rodriguez said in a Viber message. (Cepeda, 2020)
There's no exact law that protect and uphold press freedom in the Philippines but there's the 1987 CONSTITUTION OF THE REPUBLIC OF THE PHILIPPINES – ARTICLE III. The Bill on Rights Section five says "No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances."
This is the reason why the Philippines is the fifth deadliest country for journalist (Salaverria, 2019) because it's not directed to protect the life and right of every journalist to press freedom disintegrating the media.
President Rodrigo Duterte has personally vowed to put the channel and its subsidiaries out of business, even telling its executives to just sell the company. He earlier also publicly spoke about his ire against ABS-CBN for not airing his political ads during the May 2016 elections, where he eventually won. However, Calida insisted that the case is not motivated by politics. (CNN, 2020)

Last May 4 the franchise of ABS-CBN has expired and the government denies for renewal because of the "network’s alleged violations of its franchise, the Constitution, labor and tax laws, and biased reporting and meddling in politics." (Dela Cruz, 2020) "The National Telecommunications Commission has since ordered it to cease its television and radio operations and to stop broadcasting its TV Plus and Sky Direct channels." (Cepeda, 2020)
When the dual citizenship of ABS-CBN chairman emeritus Eugenio “Gabby” Lopez III was questioned, the Department of Justice confirmed he is both Filipino and American. Bureau of Internal Revenue officials also repeatedly told lawmakers that ABS-CBN had been paying the proper taxes in the past two decades. (Cepeda, 2020)
Even the defenders of ABS-CBN in the House of Representative insisted the network deserve a new franchise because the government officials cleared them of any wrong doing. Which is ironic because the government agencies contradicts the allegations of lawmakers.
The hearing ended with 70 votes denying the network for franchise renewal and 11 in favor, two inhibited and one abstained.

THE LONG FIGHT FOR FRANCHISE OF ABS-CBN: DENIED
Lyka E. Manalo
Amidst of the Covid-19 pandemic, Philippine TV Network ABS CBN was being shut down by the Government and other organizations related. In this kind of situation, Filipino people needs more information about the update and status of the unseen foe, covid-19. Does, the Government needs to focus more on important matters related to current pandemic than tackling in the shutdown of the TV network.
This year 2020, this is the second time that ABS-CBN has been ordered to shutdown again, May 05, 2020 it went off-air and also the DZMM and MOR. It’s quite dismayed some people, because now that we have been battling with the unseen enemy, Mass media really plays an important role. And considering the fact that ABS-CBN network is one of the most in demand TV network.
The decisions of the House committee handed their decisions lon July 10, 2020 on the fate of ABS-CBN whether their franchise will be approved or denied. And the decision was denied and not able to grant their franchise.
The following are the several issues or concerns that leads to the denial of the franchise of the ABS-CBN network.
📌Lopez’s dual citizenship
Lopez is a dual citizenship, both a natural-born Filipino and an American citizen. Philippines have constitutional provision stating that “dual allegiance of citizens is inimical to the national and shall be dealt with by law”. Mass media also must be 100% owned and managed by Filipinos.
📌Issuance of PDRs
-Philippine depositary receipts to foreigners allowed foreign ownership in ABS-CBN, which could have violated the 1987 Constitution.
📌ABS-CBN TV Plus Box, KBO pay-per-view
-According to NTC, there is no authorization from them on record allowing ABS-CBN to produce the TV Plus Box containing multiple channels, much less to sell it for profit.
📌Failure to regulize Employees
-The TWG report cited the Department of labor and Employment’s official statement on July 1 declaring that it’s labor standards by ABS-CBN and there are 67 pending cases against the company in the national Labor Relations Commissions (NLCR) and various courts.
📌Tax Issues
-ABS-CBN claimed it’s paying proper taxes, which is allegedly provem by the Tax Clearance is issued by the Bureau of International Revenue. They also maintained that it did not violate the terms and conditions of it’s legislative franchise by availing of tax incentives offered by the government. However, the panel said a tax clearance does not absolve a taxpayer of tax liabilities and delinquencies, nor from acts of fraud or tax evasion.
📌Biased Reporting and Meddling in Politics
-The committee has refrained from giving a finding on the alleged biased reporting of the network, alleged meddling in politics, as well as the content of it’s programs. Where does the Principle of press freedom, fair comment, and self regulation of media militate against any attempt at such ruling.
After the long fight of the ABS-CBN for their franchise, It was ended with 70 votes denying and refusing for their renewal of franchise. 11 are in favor, two are inhibited and one is abstained.

There are big questions rose after the National Telecommunications Commission (NTC)  issued a cease-and-desist order demanding ABS-CBN Corp. immediately cease all broadcasting. It is an order that dictates any form of broadcasting made by the network will be recognized as illegal or suspicious.
Is it an abuse to press freedom? Or just a law we need to follow? Does history repeating itself?

Prior to the 2020 shutdown of ABS-CBN it also happened way back the 23rd of September year 1972 when Former President Ferdinand E. After the expiration of franchise in May, the network had been forced to off air. July 10, 2020 is the second time that ABS-CBN had been shut down by the government. This issue really contradicted the freedom of the press as accorded in Constitution Section 4, Article III of the Constitution provides that “No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances.”

A big number of Journalist and Human Rights groups pummels the dismissal of ABS-CBN having numerous lives influence by it being shut down. It maybe a “grievous attack on press freedom”, the Human Rights Watch (HRW) expressed also stating that this event demonstrates that we are beneath a de facto military law (Martial Law) that abuses human rights most especially the freedom of the press. They believe that the shut down of the network would affect many lives of Filipinos most especially the ones who lives in far and isolated areas that depends on ABS CBN radio and television stations. This will not just deprive the people’s freedom of the press but also their right to information and entertainment.

After 2 months of being temporarily shut down, the franchise renewal of the network heard 13 times in the Congress considering the last hearing as the decision if they would allow ABS-CBN to renew their franchise or not.
The request for renewal of franchise of ABS-CBN Corp. was denied by the House of Representatives Committee on the 13th Hearing, July 10, 2020.

1. Houston Astros
A stacked lineup and an even better rotation than last year hast Houston looking to repeat.
2. Los Angeles Angels
Health is probably more important to the success of the Halos 2018 season than any other team.
3. Seattle Mariners
Not as many roster moves this time around, but the ones they did make should have them in the Wild Card hunt.
4. Texas Rangers
They remained inactive for most of the offseason which could signal a rebuild in the near future.
5. Oakland Athletics
Their young talent is starting to take shape and a few under the radar trades/signings could have them approach .500.

Jose Pedraza-Mikkel LesPierre Junior Welterweight Bout to Headline July 2 ESPN Card

Published: June 26, 2020
LAS VEGAS —Jose Pedraza and Mikkel LesPierre will give it another shot. The junior welterweights will face off in the 10-round main event Thursday, July 2 from the MGM Grand Conference Center—Grand Ballroom. Pedraza-LesPierre was originally scheduled for June 18, but the bout was postponed after LesPierre’s manager tested positive for COVID-19.   Week 4 of the Top Rank on ESPN summer series begins Tuesday, June 30 at the MGM Grand, when top junior welterweight contender Alex Saucedo faces Sonny Fredrickson in a 10-round showdown.   The Pedraza-LesPierre and Saucedo-Fredrickson cards will air on ESPN and ESPN Deportes beginning at 8 p.m. ET/5 p.m. PT.    “Mikkel and Jose deserve this opportunity, and I commend both camps for agreeing to reschedule this fight on short notice,” said Top Rank chairman Bob Arum. “Alex Saucedo is destined to be a world champion, but he has an incredibly tall task in Sonny Fredrickson. We have another great week in store at MGM Grand.”   June 30 MGM Grand Conference Center – Grand Ballroom   Main Event Alex Saucedo (29-1, 19 KOs) vs. Sonny Fredrickson (21-2, 14 KOs) 10 Rounds, Junior Welterweight   Saucedo has fought only once — a first-round knockout over Rod Salka — since he was knocked out by Maurice Hooker in November 2018 in a bid for the WBO junior welterweight world title. The Oklahoma City product is entering his second fight with head trainer Pedro Neme and will move closer to a second world title opportunity with a victory over the 6-foot-1 Fredrickson. From Toledo, Ohio, Fredrickson is a former U.S. amateur standout who is hoping to re-establish his momentum following a majority decision defeat to Samuel Teah last November.   “I have gotten a lot of quality sparring during the last few months, and I believe that’s going to show on June 30,” Saucedo said. “We have done 130 rounds in this camp sparring three times a week. We were able to get some taller guys to prepare for what Sonny brings to the table. I’ve worked on the things I need to win this fight. I’m still the same aggressive fighter, but we put a lot more movement in there. I’ve gone back to basics.” Undercard   Junior welterweight prospect Josue “The Prodigy” Vargas (16-1, 9 KOs) will seek to increase his winning streak to 11 when he faces the battle-hardened Salvador Briceno (17-5, 11 KOs) in a 10-rounder. Vargas fought four times in 2019, including a win over Noel Murphy that earned him the IBF North American junior welterweight strap. Briceno is 4-2 in his last six fights, including competitive showings in decision losses to unbeaten prospects Gabriel Flores Jr. and Yomar Alamo. Former U.S. amateur superstar Javier Martinez, from Milwaukee, Wisconsin, will make his professional debut against an opponent to be named in a six-rounder at middleweight. Martinez won the U.S. Olympic Trials at 165 pounds and was ranked number one in the nation at that weight, but after being named an alternate for the Olympic squad, he turned pro with Top Rank and noted manager Tim VanNewhouse.   Junior welterweight rising star John “El Terrible” Bauza (13-0, 5 KOs) will return from a nearly one-year layoff against the Irish-born, New York-based Larry Fryers (11-2, 4 KOs) in an eight-rounder.    Unbeaten Cleveland native Fred Wilson Jr. (6-0-2, 2 KOs) will face Rance Ward (4-1-1, 2 KOs) in a six-rounder at junior middleweight.   In a six-round junior welterweight bout, Adrian Valdovinos (5-0-1, 4 KOs) will fight Gerardo Alvarez (2-2-2, 0 KOs).   July 2 MGM Grand Conference Center – Grand Ballroom   Main Event Jose Pedraza (26-3, 13 KOs) vs. Mikkel LesPierre (22-1-1, 10 KOs) 10 rounds, Junior Welterweight Pedraza, who won world titles at junior lightweight and lightweight, is taking another run at the super lightweight division following last September’s decision loss to Jose “Chon” Zepeda. His opponent LesPierre challenged Maurice Hooker for a world title last year, dropping a unanimous decision. During the COVID-19 pandemic, the Brooklyn resident received deliveries and assisted doctors and nurses at Mount Sinai Beth Israel in Manhattan.   "I didn't want to wait around for this fight, so I'm glad we got the deal done," Pedraza said. "My march toward a junior welterweight world title continues July 2 in Las Vegas."   "I want to thank Top Rank and DiBella Entertainment for making this fight happen through the trials and tribulations,” LesPierre said. “I’m honored to be the main event on July 2, and I am ready to showcase my talent to the world and prove my world championship caliber.”   Undercard   Robeisy Ramirez (3-1, 3 KOs) is out for revenge. The two-time Olympic gold medalist from Cuba will fight Adan Gonzales (5-2-2, 2 KOs) in a six-rounder at featherweight. It was Gonzales who shocked the boxing world last August when he spoiled Ramirez’s pro debut with a four-round split decision victory. Ramirez has scored three knockout wins since then, including June 9 at MGM Grand. Gonzales has not fought since the Ramirez fight.   Top junior lightweight contender Albert Bell (16-0, 5 KOs), from Toledo Ohio, will face Filipino puncher Mark Bernaldez (20-3, 14 KOs) in a 10-round lightweight bout. Bell graduated from prospect to contender last June on the Tyson Fury-Tom Schwarz undercard, defeating Andy Vences (22-0-1 at the time) over 10 rounds. He returned in October and shut out Frank De Alba.    Featherweight prospect Carlos Jackson (16-0, 11 KOs), who has knocked out five of his last six opponents, will face Jose Enrique Vivas (18-1, 10 KOs) in a 10-rounder.  Elvis Rodriguez (6-0-1, 6 KOs), the southpaw sensation from Santo Domingo, Dominican Republic, will seek to register his fifth consecutive knockout in a six-round junior welterweight tilt against Daniel Murray (5-3, 0 KOs). The only blemish on Rodriguez’s record came in this third pro fight, a technical draw following an accidental clash of heads.   Featherweight prospect Luis Melendez (8-1, 6 KOs) will fight an opponent to be named in an eight-round bout.

20 lawmakers to go on self-quarantine after Covid-19 exposure
#PHnews: 20 lawmakers to go on self-quarantine after Covid-19 exposure
MANILA – Lawmakers who attended the special session at the House of Representatives are now going into self-quarantine as a precaution after ACT-CIS Party-list Rep. Eric Go Yap tested positive for the coronavirus disease (Covid-19).
Speaker Alan Peter Cayetano, Majority Leader Martin Romualdez, Minority Leader Benny Abante, and Deputy Speaker LRay Villafuerte were among the 21 lawmakers physically present, while the remaining 279 House members participated via teleconferencing during last Monday’s special session,
“Following protocols, all the members and employees who attended the special session will go on self-quarantine,” House secretary-general Jose Luis Montales said on Thursday.
Yap noted that he attended a meeting in Malacañang (March 21) and a special session at the House of Representatives (March 23) while waiting for the test results to come in. He received the positive test result on Wednesday (March 25).
The other lawmakers who attended the special session were Zamboanga Sibugay Rep. Wilter "Sharky" Palma, Quezon City Rep. Precious Castelo, Pampanga Rep. Mikey Arroyo, ACT Teachers Rep. France Castro, Iloilo Rep. Janette Garin, Quezon City Rep. Bong Suntay, Zamboanga del Norte Rep. Romeo Jalosjos Jr., Manila Rep. Manny Lopez, Isabela Rep. Tonypet Albano, Bulacan Rep. Jonathan Sy-Alvarado, Cavite Rep. Abraham Tolentino, Cavite Rep. Francis Gerald Abaya, and Anakalusugan Rep. Mike Defensor.
Also present were Deputy Speakers Raneo Abu, Robbie Puno, and Dong Gonzales.
Romualdez said he would undergo self-quarantine despite not having any symptoms nor close contact with Yap during the special session.
“The most responsible thing for me to do at this moment is to undergo self-quarantine. To put on record, I have not developed any symptom of the coronavirus disease,” Romualdez said.
“I'm in the pink of health and well enough to continue performing my duties as House Majority Leader and will activate my work-from-home system,” he added.
Romualdez also asked his staff who accompanied him at the special session to take the same precautions, noting that self-quarantine helps prevent potential infection, which is a more “prudent way” of helping the government defeat Covid-19.
“Let’s continue to work for the common good of everyone by praying for the nation’s healing and world’s complete recovery from Covid-19. In these challenging times, our common goal is to curb the spread of the deadly virus. Together, we shall recover from this pandemic,” Romualdez said.
Abante has also decided to undergo self-quarantine after attending the special session on the proposal granting President Rodrigo Duterte special powers to address the Covid-19 crisis.
“While I had no personal contact with Rep. Yap and I currently feel healthy and have not developed any of the symptoms associated with Covid-19, as a precaution I will be going into self-quarantine together with members of my family to avoid potentially infecting others,” Abante said.
Abante said he has directed his staff to track down those he came into contact this week to help the Department of Health trace other potential carriers of the virus.
“While I have been consistently practicing social distancing protocols, particularly in my Church, I believe that prudence and good sense dictate that we identify all those I was in contact with so that they can be advised to take the necessary precautions,” Abante added.
Yap has apologized to the people he came into contact with these past few days.
“Humihingi ako ng patawad at pag-unawa mula sa mga taong nakasalamuha ko (I am asking for forgiveness and understanding from the people I have encountered recently) I was paranoid dahil may kaunting ubo akong naramdaman (because I had a mild cough) but I felt it was normal for me,” Yap said. (PNA)

THE LONG FIGHT FOR FRANCHISE OF ABS-CBN: DENIED
Lyka Manalo
The following are the list who denied the franchise:

“We remain comitted to public service, and we hope to find other ways to achieve our mission,” ABS-CBN president and CEO Carlo Katigbak said in a statement following the panel’s vote.
“Together with our employees and our audiences all over the world, we share in your sadness over this setback,” he said. “We look forward to the day when we can again reunite under our broadcast,” he added.

Fantasy baseball: Padres pitcher Dinelson Lamet primed for breakout
Fantasy owners are always searching for that unexpected success story for their rotation, the next breakout pitcher. It can be a highly touted youngster with a world of potential who finally puts it all together or a veteran who finds that magical pitch to suddenly give his career new life.
In 2018, Tampa Bay’s Blake Snell lived up to his hype, had a breakthrough campaign (21-5, 1.89 ERA, 221 strikeouts) and won the Cy Young award. Last year, St. Louis’ Jack Flaherty won a career-high 11 games, finished sixth in the NL in strikeouts (231) and was tied with Jacob deGrom for the lowest WHIP (0.97) during his breakout campaign. He also limited opponents to a .192 average, third-best in the majors behind Justin Verlander and Gerrit Cole.
So, who looks like a candidate to be this year’s breakout pitcher? How about San Diego’s Dinelson Lamet, who has pitched just 187 ¹/₃ innings (35 starts) in the majors while going 10-13 with a 4.37 ERA?
On the surface, Lamet’s numbers are nothing that will have fantasy owners screaming, “I need Dinelson Lamet!” But, the same could have been said about Snell after his first 43 starts (11-15, 3.83 ERA, 217 strikeouts) or Flaherty after his first 34 big league appearances (8-11, 3.71, 202 strikeouts). Dig a little deeper on Lamet and you’ll find a pitcher who has the stuff to become a key cog in your rotation.
After undergoing Tommy John surgery and missing all of 2018, Lamet returned to make 14 starts in 2019. He finished with an uninspiring 3-5 record and 4.07 ERA, but those numbers don’t begin to tell the story of the 27-year-old.
Though just four of his starts lasted longer than five innings, Lamet allowed three earned runs or fewer in 11 of his starts. He recorded double-digit strikeouts four times, including a 14-strikeout outing.
Dinelson LametAP
In 11 starts from July 18-Sept. 18, Lamet lowered his ERA from 6.30 to 3.84 by going 3-3 with a 3.41 ERA and 81 strikeouts over just 58 innings. He held opponents to a .221 average in that span. He also finished the season with a 3.91 FIP and 3.44 xFIP, indicating he got unlucky.
Lamet’s 12.95 strikeouts per nine over his 14 starts ranked third among starters who threw at least 70 innings, finishing behind Cole and Chris Sale. His 33.6 percent strikeout rate ranked sixth, ahead of Lucas Giolito and deGrom. He also held opponents to a .223 average, which ranked in the top 25, and a 14.1 percent swinging strike rate, which was in the top 15 (ahead of Flaherty, Stephen Strasburg and Charlie Morton).
Despite throwing a 96 mph fastball (a slight uptick from before his surgery), it’s his slider that is the real troublemaker for opponents. Of his 105 strikeout victims last year, 77 met their demise via the slider. Opponents also hit a pitiful .116 against the pitch. For his career, batters are hitting .129 against the pitch and have struck out 162 times, which accounts for 66 percent of his 244 career strikeouts.
Lamet’s walk rate remained far too high (3.7 per nine innings), but it was lower than his career average (4.04 per nine). If he can continue to bring that number down, while keeping balls in the park (his 19.7 HR/FB rate ranked 25th highest in the majors), and maintaining his strikeout and swinging strike rates, he will be fantasy gold.
More great news about Lamet: He’s a reasonable investment with his 129.33 average draft position or $15 auction price, according to Fantasy Alarm.
Do not think about Lamet’s Tommy John surgery. He’s healthy. Don’t think about the fact he is on a team that has finished dead-last in the NL West in three of the past four years and haven’t had a winning record since 2010. That doesn’t matter in fantasy. All that matters is his production, and he is a young arm with tons of upside who you’ll be glad to have on your side.
The 27-year-old Padre is being drafted between two other potential breakout candidates in Arizona’s Zac Gallen (128.76, $10) and Oakland’s Jesus Luzardo (132.20, $10).
In 15 starts with the Marlins and Diamonbacks, Gallen was 3-6 with a 2.81 ERA, 10.8 strikeouts per nine and a 12.8 swinging strike rate. He was a stud over four seasons in the minors — going 27-18 with a 2.87 ERA, including going 9-1 with a 1.77 ERA before being called up to the Marlins last year.
Luzardo has thrown 12 innings in the majors, all out of the bullpen. He struck out 16 (34.8 percent of the batters he faced), had a 0.67 WHIP and a 14.6 percent swinging strike rate. In the minors, he was 14-7 with a 2.64 ERA, 1.02 WHIP, 10.8 strikeouts per nine and just 2.0 walks per nine.
Other potential breakout candidates include Houston’s Jose Urquidy (227.39, $5), Cleveland’s Zach Plesac (336.8, $1) and 31-year-old Kenta Maeda (183.53, $9), who will not be tossed between the rotation and bullpen in Minnesota.

Which Cubs prospects get 40-man spots?
It's decision time for all 30 Major League organizations.
By Tuesday, all teams will have decided who deserves a spot on their 40-man rosters. Those Minor Leaguers who are eligible but not put on the roster will be exposed to be taken by the other 29 teams in the Rule 5 Draft, which will take place at the Winter Meetings in Las Vegas, on Thursday. Dec. 13.
Players first signed at age 18 must be added to 40-man rosters within five seasons or they become eligible to be drafted by other organizations through the Rule 5 process. Players signed at 19 years or older have to be protected within four seasons. Clubs pay $100,000 to select a player in the Major League phase of the Rule 5 Draft. If that player doesn't stay on the 25-man roster for the full season, he must be offered back to his former team for $50,000.
For this year, that means an international or high school Draft pick signed in 2014 -- assuming he was 18 or younger as of June 5 of that year -- has to be protected. A college player taken in the 2015 Draft is in the same position.
There are just eight players on MLB Pipeline's Top 100 Prospects list who need to be protected or become exposed to the Rule 5 Draft.
16. Mitch Keller, RHP, PIT 25. Dylan Cease, RHP, CWS 33. Jesus Sanchez, OF, TB 35. Chris Paddack,RHP, SD 39. Keibert Ruiz, C, LAD 64. Adonis Medina, RHP, PHI 67. Franklin Perez, RHP, DET 69. Michael Chavis, 3B, BOS
Last year, there were eight Top 100 players who needed to be protected. In 2016, there were 12, and in '15, there were 11. And every one of those 31 players were added to 40-man rosters.
There are obviously many more Minor Leaguers under consideration. There are 149 prospects on organizational Top 30 lists hoping to get added to a 40-man roster. That's down from last year, when there were 153, 85 of whom (55.6%) were protected. In 2016, there were 144 total, and 58% of them (84) were protected. In 2015, 75 of 156 (48%) Top 30 prospects landed on rosters.
Here's a list of all 30 teams' Top 30 prospects who needed to be protected to avoid being exposed to the Rule 5 Draft, along with non-Top 30 prospects who were given coveted roster spots:

6.-Que el denunciante es tan odiado por muchos magistrados corruptos que en complicidad con malos familiares y  malos  magistrados de las ciudades de sullana y trujillo y CON EL AUXILIO DOLOSO DE LA CORRUPCION JUDICIAL Y SIN HABER RECIBIDO JAMAS EL DENUNCIANTE UNA CARTA NOTARIAL SOLICITANDO QUE SE CONVOQUE A JUNTA DE SOCIOS DE LA EMPRESA HOSTAL DAVID SRL   Y HOSTAL LIMA SRL QUE ES REQUISITO SINE QUA NON PARA PODER INTERPONER UNA DEMANDA DE CONVOCATORIA JUDICIAL PERO AUN ASI SE LE HA INTERPUESTO 10 DEMANDAS DE CONVOCATORIAS JUDICIALES  PARA TRATAR DE REMOVER AL GERENTE DE LA EMPRESA HOSTAL DAVID SRL Y HOSTAL LIMA SRL EN FORMA DELINCUENCIAL PARA HACER LA TRANSFERENCIA DE LOS  INMUEBLE DE LAS EMPRESAS  A OTRAS PERSONAS PARA DEJARLE SIN EL PAGO DE SUS BENEFICIOS SOCIALES SIN TOMAR EN CUENTA MIS CONTRADICCIONES DE LAS MENCIONADAS DEMANDAS EN DONDE INDICABA QUE PRIMERO ERA NECESARIO ADECUAR LAS EMPRESAS HOSTAL DAVID SRL Y HOSTAL LIMA SRL A LA NUEVA LEY GENERAL DE SOCIEDADES Y ERA NECESARIO PRIMERO HACER UNA JUNTA DE SOCIOS  PARA TERMINAR DE HACER LAS TRANSFERENCIAS DE PARTICIPACIONES DE LA SOCIA ANA MARIA CERNA PEREZ AL SOCIO ABELARDO CERNA PEREZ PARA RECIEN PODER INSCRIBIR CUALQUIER CAMBIO DE GERENTE EN LA EMPRESA Y AL SER ARCHIVADAS NUEVAMENTE SON INTERPUESTAS SIN HABER RECIBIDO EL GERENTE NINGUNA CARTA NOTARIAL SOLICITANDO QUE CONVOQUE A JUNTA DE SOCIOS BUSCANDO A UN JUEZ CORRUPTO COMO EL JUEZ ULTRA DELINCUENTE, EXTREMADAMENTE CORRUPTO Y MAFIOSO JOSE VENTURA TORRES MARIN
