Last week the Head of the Customs Service told VRT Radio 1 that  the police should provide more support to the Customs Service. This request is now being heard again, after two dock workers were robbed, gagged and threatened with knives at a customs depot at Antwerp's Waasland Dock on Friday. The knifemen were quite possibly drug criminals searching for a consignment of seized drugs. The Antwerp public prosecutor's office is refusing to comment on whether the criminals managed to recover their drugs.
Recently customs officers have been confiscating a large amount of drugs. Mr Vanderwaeren told VRT Radio 1’s morning news and current affairs programme ‘De ochtend’ that "This amounts to almost 40 tonnes per month. Often 10 tonnes at a time," The drugs seized kept in storage and later destroyed. However, greater protection is urgently needed for those involved in the seizure, storage and destruction of drugs. 
Keep length of time cocaine is storaged time to a minimum
Kristian Vanderwaeren stresses that the length of time that cocaine is stored should be kept to a minimum. "This is currently not easy when large quantities are involved. First, the cocaine must be removed from the container, which is often not so easy as the drugs may have been well concealed. This must be done in a safe place. Once the cocaine is taken out an inventory must be made. This is forwarded to the public prosecutor's office and they then issue the order to destroy the drugs. Even then the drugs cannot simply be thrown into the incinerator. They must be prepared and only then can they be destroyed."
In an ideal world drugs would be destroyed on the day on which they are seized as is the case in The  Netherlands. This is possible there as incinerator capacity is readily available.  However, there is only one place in the whole of Flanders where drugs can be incinerated. Furthermore, that incinerator is used for other tasks than destroying illegal narcotics. 
Three incinerators with a combined capacity of 100,000 tonnes. The Public Flemish Waste Company OVAM  currently uses a system of time slots for its incineration plants. OVAM says that it currently has no waiting times. The three ovens have a combined capacity of 100,000 tonnes. 
OVAM’s spokesman Jan Verheyen "This is hazardous waste and we must be able to guarantee that it is incinerated 100%. The waste is incinerated at temperatures of more than 1,000°C. The flue gases that are emitted are also post-burned to ensure complete combustion. of the waste and that no residue is released through the chimney."

First global treaty against plastic pollution in the pipeline

UN member states have been working on a 'historic' treaty in Kenya since yesterday to end pollution from plastic waste. Recycling should be given a boost. “As long as the ambitions don't remain hollow phrases.”
The member states of the United Nations started a major three-day environmental conference in the Kenyan capital Nairobi yesterday. On the agenda: how to contain the worldwide expanding plastic waste?
And the organisors are not afraid to talk a big game too. "A historic summit," noted Inger Andersen, head of the UN's environmental program. “It may be the most important environmental treaty since the 2015 Paris climate agreement.”
A proposal has been submitted for discussion to create an international, legally enforceable instrument. Its aim: to stop the spread of plastic in the environment and to support a circular economy involving plastics. A treaty should be materialised within two years, which is fast.
The proposal explicitly states that waste management alone is not sufficient. Plastics must be prevented from entering the environment at all stages of the process (from production to consumption).
This raises the question of whether a reduction in production will also be discussed. The text that has now been circulated only talks about 'sustainable production'. An (mainly American) industry lobbying initiative against production restrictions has already started, the Reuters news agency learned from leaked emails and documents. We received no comment from the European Commission on these disclosures.
Belgium will follow the EU position and supports the draft text, says Zakia Khatabi, federal minister of the environment, who represents our country in Nairobi. “We need to help developing countries build capacity to better collect their waste and recycle more. But recycling alone is not enough. We also need to work on prevention, for example by reducing the use of single-use plasticinternationally," says Khatabi.
The NGO Recycling Netwerk, the organization behind the Deposit Alliance, wait it out with some scepticism. “We are curious what concrete measures will be taken. Ambitious goals alone will get us nowhere if these remain hollow phrases”, says spokesman Tom Zoete.
Straws and cotton buds
The UN summit takes into account years of awareness and actions around the plastic problem. Europe banned disposable plastic products such as straws, cotton buds, plastic plates and cutlery in 2019. Belgium translated that directive into a Royal Decree only in January of this year.
The trend towards fewer disposable products had already started, says Jan Verheyen of the Public Waste Agency of Flanders (Ovam). “70 percent of Flemish people indicate that they take advantage of reusable bags. Reusable cups, plates and cutlery are becoming more and more common at events.”
Much was expected in Belgium from the expanded blue PMD waste bag. Since April 2021, all Belgians can dispose of their household plastic packaging waste in this bag. Figures on the results of this will only be available in May, Fost Plus -the driving force behind the recycling of household packaging in Belgium- said. The first indications show that on average the amount collected annually is rising from 16 to 24 kilograms per inhabitant.
Recycling is lagging behind
This waste is processed and recycled locally as much as possible. For the time being, still in neighbouring countries (France, the Netherlands, Germany), but with the arrival of five recycling plants more and more in Belgium.
Wherever it is processed, the recycling of plastic still lags behind compared to, say, paper or glass. Of the 29 million tons of plastic waste we collect annually in Europe, only about 4.9 million tons are recycled. A large part of the waste goes to the incinerator or, in Eastern and Southern Europe, often to the landfill.
A material such as PET (used to contain soft drinks or to make water bottles) is doing well, but the European recycling figures are still (too) low for many other types of plastic. This is usually due to the lack of a collection system, which means that not enough volume can be collected to run a factory profitably.
"The fact that too little plastic waste is recycled is sometimes also a result of legislation," says Saskia Walraedt, head of the plastics department of the Belgian chemical and pharmaceutical federation Essenscia. “For example, it does not yet allow packaging made from recycled material for food, unless it is made of PET or circulates in completely closed cycles. Whereas the use of these other plastics is technically safe.”
Do it chemically
For Walraedt, the possible breakthrough lies in another technology: chemical recycling. Today, most of the recycling is done mechanically. Simply put: the material is crushed and the 'flakes' are reused. Chemical recycling goes a step further and reduces the material to its molecular building blocks, from which plastic can then be made again. "In the long run, it will make a lot of material that we do not process today still recyclable, and the recycled material meets the requirements for food packaging and medical applications."
Belgium can play a pioneering role in chemical recycling, Walraedt believes. “We have the expertise, the first companies have already started in Antwerp and Ostend and various projects are in the pipeline.”

Free Virtual European Film Festival 2021
Hot on the success of last year’s virtual European Film Festival, this 2021 edition will be taking place predominantly online from 14 to 24 October.

This wonderful selection of 18 award winning films from across Europe, 13 of which have been directed by women, will be screened free of charge, providing a window onto what is fresh and new in the film industries of the respective countries. Four new participants – the Czech Republic, Denmark, Switzerland and Ukraine – will complement those from last year: Austria, Belgium, France, Germany, Ireland, Italy, Lithuania, the Netherlands, Poland, Spain, Sweden, and the United Kingdom, along with the return of Portugal.
This diversity is reflected in the theme of this year’s festival, Healing Journeys. Healing – be it mental, physical, spiritual or societal – is vital to the human condition, to our humanity, to our existence.  This applies in both South Africa and in Europe, where despite our different contexts and histories, there exists common experience and a mutual need for healing.
The films screening will present, through the lenses of European filmmakers, a snapshot of experiences of re-establishing oneself after sometimes traumatic and possibly cathartic experiences. They deal with journeys that include organic growth, transition, and processes of self-discovery.  Many include a healthy dose of humour, bringing some possibly much-needed laughter into our lives. Much of the humour is of a more cerebral nature … films that make you smile and think at the same time.
Essentially, these films present stories of hope, humanity and thought-provoking intrigue, show-casing new work by some of Europe’s most accomplished filmmakers alongside exciting new talent.
“We are deep into our second year of confronting the threat of Covid-19, both in terms of our lives and our livelihoods. It has been difficult … everyone is affected. This year’s European Film Festival has been inspired by overcoming difficulty and challenge. Its theme, Healing Journeys, seems rather appropriate for our times.
