P.E.I. woman scrambles to save beloved horse from Quebec slaughterhouse

Tyra Perry sat bolt upright in her bed early on Nov. 4. She says her hands shook as she held her phone and read the message: Mittcent Vangogh, the gentle racehorse she had grown to love, was being taken to a slaughterhouse.

"I jumped out of bed. I was very, very upset," Perry, 19, said in an interview this week from her home in Tignish, P.E.I.

Last summer, Perry's family sold the 11-year-old standardbred back to the New Brunswick dealer where they had bought him because he had a sore foot and could no longer race. She imagined the rest of his days would be peaceful. "He's a very big boy," she said. "And he is just the gentlest horse I've ever met."

The family bought the horse in 2019, and Perry and her father took him out to the harness racing track in O'Leary, P.E.I. While her father raced, she was Vangogh's groomer. The horse, she said, usually came in second or third.

But as Vangogh's injury worsened, the family decided to sell him even though Perry was fond of the animal. "My dad said I can't keep every racehorse that goes through our barn," she said.

After selling Vangogh last year, she lost track of him until a friend messaged after reading news about the animal on a horse-rescue Facebook page. The horse was in Pennsylvania and would be sent to Quebec to be slaughtered for meat.

"I couldn't let him be slaughtered. It broke my heart," Perry said.

She reached out to Kimberly Hale of New Start Standardbreds in Ontario, who had initially posted on Facebook about Vangogh, for help to save the horse from the slaughterhouse. New Start Standardbreds was founded in 2020 to find new homes for horses in Ontario and Eastern Canada.

Hale said in an interview that she had watched videos sent by a volunteer in Pennsylvania who spotted Vangogh outside the slaughterhouse, and the horse looks "totally fine."

"He's in good shape," Hale said. "You know, there's no reason he should have landed where he was. Just kind of bad luck."

The first step Perry said she had to take was raise about $1,800 to get Vangogh away from the slaughterhouse.

"Amazingly, I got that in the first week. It was all my friends and family from just my little community," she said. "I raised the $1,800 to get him out as fast as possible. Now he's in a safe home in Pennsylvania."

When she first got the message from Perry asking how her horse could be rescued, Hale said she felt relief.

"Those horses that have people looking out for them and care about them, it's an extra good feeling, knowing that we can help them get them out, rather than the ones that don't have anybody, because those ones are a lot harder," she said.

The U.S. has a ban on equine slaughter, although horsemeat is sold across North America. Canada has two of the biggest slaughterhouses -- in Quebec and Alberta.

Hale said Vangogh is in quarantine to make sure he's disease-free.

Perry is hoping to raise about $1,500 more by the time Vangogh is out of quarantine so she can transport him back to P.E.I., where he will live with a friend on his farm in nearby Nail Pond. The friend has a horse, she said, so Vangogh will have a friend.

"If everything goes fine, he'll be here before Christmas," she said. "That'd be a nice Christmas gift for him."

Wasting away again in Margaritaville

I swear at some point I will stop writing about COVID-19, but in the meantime, it keeps affecting my life. I spent this past week holed up in a hotel room in Puerto Rico while taking care of my teenager, who caught COVID on a class trip. And since this is my second forced quarantine during travel, I've once again been forced to question why I'm stuck in another hotel as part of a quarantine.

In the U.S., COVID is clearly continuing to spread among the population. But while on one hand we are told to quarantine, on the other hand we are also allowed to get on planes and travel domestically without having to be tested or wear masks. That said, my focus here is not on our inconsistent (and at times incomprehensible) COVID-related travel requirements, but on our exposure notification programs, because that's where my personal drama connects with my professional interests.

A few weeks back, I had Bianca Wylie on the podcast to discuss Canada's COVID exposure notification app. As she pointed out, because it required a specific type of test and government certification that was no longer easy to come by, it was effectively useless for most individuals.

That meant incidental or even close contacts might never know they had been exposed. Despite this fact, millions of Canadians were diligently sharing their locations via Bluetooth in the belief they were helping to stop the spread of COVID. And since this infrastructure didn't work, Wylie wanted the Canadian government to shut it down.

The situation in Canada was top of mind for me as I tried to report my own COVID-positive status last month after catching it at a conference. My Washington Notify app made it fairly easy to share results, although after I got home, I received a notification that 10 days prior I had been in close contact with another COVID-positive person.

In my case, reporting my COVID-positive status required me to simply click through the app and get a code after clicking the date I tested positive and the date I first had symptoms. But other states don't make it as easy. And since I was in Texas when I got sick, and my app is specific to Washington state residents, anyone who was actually near me when I got sick didn't get a notification. Washington State will actually share exposure notification status with other states that participate in the exposure notification program, but Texas is one of 29 states that does not participate in the program.  

Then, when I received my own notification 10 days after being exposed, even if I hadn't already gotten COVID it was definitely too late for me to isolate or wear a mask to prevent spreading it.

In other words, difficulty getting the information to a central entity that can share it combined with delays in reporting and sharing mean that some of these notification programs rolled out at the start of the pandemic aren't very effective. Add to that the fact that not everyone has downloaded one of the these apps and the fragmented nature of having them deployed at the state level.

Yet these apps have been a perfect microcosm of how we hoped technology (I would call it IoT technology) was supposed to help us manage a large threat but failed at the execution level. Indeed, when considering how sensing, computation, and connectivity can help us see and understand the world in real time, we tend to forget the very real issues associated with getting that infrastructure in place. We also tend to forget that we need to have processes in place to ensure the technology does what it's supposed to do.

Let's start with deployment. When it comes to exposure notifications, there are several deployment challenges involved. The technology itself, including the use of phones and Bluetooth, is technically sound. A lot of effort went into designing something that would be easy for people to implement (by simply downloading an app) while also ensuring their privacy. At the time of the exposure notification app launches we also had professional testing in place that could report to the apps and certify the results.

But in the case of users, the lack of widespread adoption hindered the effectiveness of the programs, as did the fragmented nature of each app. If you traveled or lived near a state's border, your app might not have communicated with the apps belonging to everyone you encountered. Meanwhile, on the testing side, as those resources dried up and self-testing became the norm, not every state's reporting mechanism adapted, which meant that many illnesses didn't — and won't — get reported.

Which gets us to another issue. We have no mechanism to track how well these services are performing and it's not clear how we will decide to remove these apps as infrastructure. Wylie's frustration is that in Canada the apps were part of a governmental effort and that the government has a responsibility to formally monitor and end any program it starts. In the U.S. the situation is murkier. Each participating state oversees its own app if it has one.

But figuring out how each state evaluates the success of the exposure notification program isn't easy. In fact, the U.S. Government Accountability Office conducted a study in Sept. 2021 to understand the challenges of the current exposure notification apps and listed several of the issues I have. However, despite noting that there was currently no way to measure the effectiveness of the apps, it didn't recommend that states track their success or plan for an end date.

My biggest frustration is that these programs were touted as important elements in stopping the spread of COVID, but they aren't very effective. And there's no easy place to turn to to change them so they can become either more effective or gracefully ended. Instead I worry that they'll live on as digital detritus until the apps stop running on phones or people delete them.  

Rather than letting the exposure notification apps linger, we should identify where they failed, if we can improve them, and then decide if the programs governing those apps should be formally ended. We have such a propensity for forward momentum in the tech sector, but with the IoT and especially government involvement in the IoT, we need to change our habits.

Leaving programs like this in purgatory opens up security vulnerabilities. It can also lead to data leaks. And in the absence of any self-reflection or assessment, it doesn't help us build technology that works.

When I think about the trail of abandoned web-based accounts I've left behind me during my 25 years of living online, and project that forward to IoT in the real world, I worry about our inability to gracefully assess and conclude tech programs in a formal way. It's an inability that will come to haunt us.

Joy Thompson, who was reuniting her family and having her daughters join her in Canada, came here in 2004 as a domestic worker to help support her children and put them through school back in the Philippines.

"If I did not go out of my country, there's nothing for them, nothing for us," she said. She has seen her children occasionally over the years. Her son, also a nurse, works in Yellowknife.

When Thompson's boss introduced her to the owners of a Toronto-based employment agency in late 2018, Thompson felt the dream of bringing her two daughters to Canada was finally about to come true. Her daughters, Aubrey and April Nuval, were working as nurses in the United Arab Emirates. Thompson jumped at the opportunity when Rose and Bert Smith, co-owners of Apex Connection Corp., told her they could help get them Canadian visas.

But almost five years later, her daughters remain in the U.A.E. after their arrangement with the agency evolved into a disputed family found themselves with nowhere to turn for recourse. In the fall, the federal government announced a new immigration plan that would see Canada welcome half a million immigrants per year by 2025. Those offering prospective newcomers help in obtaining a Canadian work permit.

Experts told CBC News it's important to only give money to a licensed immigration professional authorized to advise.

Thompson said a week after meeting the Smiths at the hotel where she worked in Niagara Falls, Ont., Rose Smith told her that a close friend in Newfoundland needed workers at the seniors home she operated. Simms, the owner of Pleasantview Manor in Lewisporte, N.L., needed personal care attendants, Smith told Thompson. The Nuval sisters were willing to take $15-an-hour positions, well below their nursing qualifications getting permanent residency in Canada.

Thompson signed two service agreements with Smith's agency, Apex Connection Corp., for $24,000, or $12,000 each for Aubrey and April and their partners. The nurses had raised most of the money and, with help from family, had gathered the funds for the agreements, including processing their federal immigration applications and provincial applications and finding an employer willing to sponsor their permanent residency application.

However, by early 2021, more than two years after the agreements were signed, the job offers were gone, and the relationship that Thompson once described as "God's sending" spiraled into an acrimonious dispute between the Smiths and the Nuvals over who was to blame for the process falling apart.

CBC News has been granted access to the Nuvals' immigration files in addition to email correspondence with them, their mother, and Smith over more than two years, who said Rose Smith never allowed them access to their immigration applications. At one point in September 2019, when Thompson asked for an update, Smith told her to stop sending so many emails.

"I asked a friend to sponsor your daughters, and she agreed to help me. But at this time, I think I would prefer to refund you and close their applications," wrote Smith. Nuvals chose to stick with Smith. Aubrey Nuval's visa was approved first, but when she asked to speak to the employer, Aubrey claimed, "Rose didn't allow us to contact her."

Smith told CBC News in a written statement she did not prevent the Nuvals from speaking with the prospective employer, and the allegation they were not given a chance to see what was going on in their applications is untrue. 2020, Smith told Aubrey Nuval that the employer had put hiring her on hold because of the impact that potential exposure to COVID-19 might have on seniors at her retirement home. 

This did not make sense to Thompson, and her daughters, who had both been vaccinated in the U.A.E., who knew that Canadian foreign workers could enter the country if quarantined for 14 days. They reached an officer with Newfoundland and Labrador Immigration, which administered the Atlantic Immigration Pilot Program under which the Nuvals applied.

"We find the information your agent is giving you to be concerning," the immigration officer wrote. He said the disconnect between the Nuvals and their employer was of great concern to their office, adding that they have access to their work permit and permanent residency applications.

The officer also warned them about immigration fraud and suggested they check if their agent was registered. Immigration put the Nuvals' applications on hold to investigate and asked them to send a copy of their signed agreement with their agent in Canada.

Under Canada's Immigrant and Refugee Protection Act (IRPA), the only people who can charge a fee for providing immigration advice are lawyers and paralegals who are members in good standing of a Canadian provincial or territorial law society, notaries who are members in good with the Chamber of Notaries of Quebec, and citizenship or immigration consultants who are members in good standing of the College of Immigration and Citizenship Consultants. It turned out that Rose Smith was none of those and was not authorized to provide immigration services for a fee.

"I know I should have researched first," said Aubrey Nuval. "But I didn't expect that there was such a thing in Canada." Nuvals decided to retain an immigration paralegal to become their new authorized representative. Soon after, Simms withdrew her job offers.

"The employer is not familiar with that individual," Smith wrote in an email to Thompson. "She is my friend, and I only sponsored and hired the girls because of our relationship."

There's no indication Simms did anything wrong. CBC News reached out to Simms for a response. She said she had no comment but wished the best for the Nuvals' dreams, which have been shattered," said Thompson. "My hope of being with them disappeared."

When Thompson asked Apex Connection Corp. for their money back, Smith said she did the work they paid her, adding, "Aubrey already obtained her visa, and April is very close to receiving hers." Smith told CBC News that they offered to meet and discuss a compromise with the Nuvals, but they declined.

The Smiths also said neither of them is an immigration consultant, nor have they ever held themselves out to be asked by CBC News why she was offering immigration services without a license. Rose Smith said Apex retained a lawyer "throughout the endorsement process and to represent the Nuvals' work permit and permanent resident applications." 

Thompson said they never heard from Apex's lawyer, never knew his name, and the only person who ever gave them immigration advice was Rose Smith.

Aubrey Nuval filed a complaint with the Law Society of Ontario, which concluded there was insufficient evidence to support the allegation that Apex's lawyer engaged in professional misconduct issues that you have raised relate more closely to the service provided by the certified immigration consultant," the resolution counsel wrote to Aubrey in an email.

So the family reached out to the federal regulatory authority College of Immigration Consultants is not a licensed member means the CICC cannot discipline her even if it found wrongdoing.

The issue of unregulated consultants charging foreign workers for immigration services is not a new phenomenon in Canada CEO of the CICC is trying to bring under control practitioners who have been active in every aspect of Canadian immigration," said Murray.

The CICC by federal legislation in November 2021 to replace the Immigration Consultants of Canada Regulatory Council (ICRC). In addition to licensing and regulating consultants, CICC has a "power to bring injunctions against unlicensed practitioners," said Murray, adding that it has asked the federal government to amend the legislation to give it more power to curb this practice.

Phil Mooney, a regulated Canadian immigration consultant who has served as an adviser to the Canada Border Services Agency and IRCC, and has examined the Nuvals' immigration case, says there are regulated professions in this country "to protect the public said had Thompson signed service agreements with a licensed immigration consultant or a lawyer, their respective regulatory bodies have mechanisms in place that help protect clients.

"The contract has to be between ourselves and the end user that stipulates how much it costs and what services are and how they can have access to the regulatory body in case there's a problem," said Mooney lawyers and consultants, if you take money from a client, that money should go into your trust account."

According to the Law Society of Ontario, licensed lawyers maintain a separate client trust ledger account for each client to ensure that monies relating to one client are not misused to the benefit of another News has obtained bank receipts that show at least some of the funds Thompson paid went into Rose Smith's personal bank account.

A CBC News report confirms that this is not the first time Rose Smith has been accused of improperly handling clients' immigration files and money. Under her previous married name, Rose-Laure Noel, Smith practiced as an immigration lawyer at Noel & Associates in Toronto in 2016.

In 2014, the Law Society of Upper Canada — now the Law Society of Ontario — found Noel guilty of professional misconduct for failing to cooperate fully with its investigation into complaints from five clients. The experiment involved the fees she charged and how she handled those fees. Noel was also found guilty of practicing law while under suspension.

Noel's license to practice law was revoked in Ontario and Quebec, where she had practiced under her maiden name, Rose Legagneur.

The first complaint came, in 2008, from a client known in court files as E.T., involving work Noel had done for him on immigration and family law issues. An investigation was opened that looked into, among other concerns, issues related to Noel's billing of services. This included whether the retainers she received from E.T. were deposited into a trust account.

A Law Society hearing panel found Noel guilty of professional misconduct for failing to cooperate with its forensic auditor during its investigation. The chair wrote in her summary that Noel "did not take seriously the need to be candid and helpful to society."

In 2011, the law society received letters from three more clients — A.D., M.D., and D.S. — all complaining about the services of Noel in their immigration cases. The community repeatedly sent letters to Noel requesting responses to the allegations and the complete original files of the complainants, plus 16 additional clients.

Noel did not respond to most of the letters and sent the requested information and documents to the society's investigation department.

In 2012, after an investigation, Noel's privileges were suspended with an undertaking not to practice law in Ontario after she failed to pay annual dues. A complaint was made to the society that while under that suspension, Noel intervened in a case involving a minor league football club east of Toronto and the rest of one of its coaches — her fiancé at the time, Apex co-director Bert Smith.

Noel and Bert Smith — full name Englhieberth Sharon Smith — testified before a society hearing committee that Noel had voluntarily. But evidence showed she had sent a letter to the Central Ontario Minor Football League. In it, she said she was the legal adviser to the club. On behalf of her client, she forwarded a letter written on the letterhead of Noel & Associates Barristers & Solicitors. In a follow-up email sent by Noel to the league, she wrote: "We wish to put you on notice that the decision to suspend Mr. Smith was not properly served."

Noel eventually paid her dues, but in April 2013, the hearing panel ordered Noel's license to practice be suspended for a further 12 months for professional misconduct. This is because she failed to deposit the trust funds of 16 clients before her services that year. In revoking her license, the panel concluded that there were still complaints from members of the public for which their investigation could not be completed because of Noel's non-co-operation with their requests to produce documents.

In 2019, the Ontario Superior Court of Justice ordered defendants Rose Laure Noel and an associate to repay $40,000 to a Markham, Ont., woman. This is because they failed to provide immigration services in 2013. Keshuai Chai was looking for help to sponsor her brother and his wife to immigrate to Canada from China when she was introduced to Noel.

After signing a service agreement that promised to secure provincial nominee applications and permanent residence applications, Keshuai Chai paid a deposit of $20,000 a few months later, Chai was told a job offer for her brother and his wife. Therefore, her brother made the balance payment of another $20,000 as per the agreement.

Afterward, when Chai inquired about the status of their file, she was advised that such matters took months and years to resolve, and when Chai asked for a status update, her call was not returned, and shortly after, Noel blocked her phone number.

Noel refused to respond, communicate or send a copy of Smith's to the newly hired lawyer they retained. This lawyer was to help them write a written response to CBC News. The Smiths said they were dated and unrelated matters that "distract from the fact that there has been no finding of misconduct about the Nuval sisters."

Thompson said she learned a bitter lesson by not ensuring that Smith was a registered immigration consultant and trusted my employer that much without me looking or trying to search for if she was licensed or not," said Thompson.

Thompson is anyone trying to help a family member immigrate to Canada. "I encourage you to search first many times before you trust them," she said. Make sure … to see if they are real … if it's a legal immigration consultant."

Air Canada starts voluntary Covid-19 study at Toronto Airport

A voluntary Covid-19 study of international travelers landing at Toronto Pearson International Airport has begun by Air Canada.

For the month-long research project, the Canadian flag carrier collaborated with McMaster HealthLabs (MHL) and the Greater Toronto Airports Authority (GTAA).

Since it is believed that the 14-day quarantine restricts the aviation sector’s recovery, the study aims to collect data and determine the effectiveness of various quarantine periods for travelers.

Dr. Jim Chung, chief medical officer of Air Canada, stated: In relation to Covid-19, Air Canada has advocated for the implementation of rational, science-based measures in Canada. These measures would allow for the prudent easing of travel restrictions and the mandatory 14-day quarantine, achieving a better balance for travelers and the Canadian economy without compromising public health.

“We are pleased to co-sponsor this extremely important study, which we believe should provide alternatives to the blanket restrictions and quarantine that are currently in place,” the statement reads.

MHL researchers will collect a sample from international travelers who participate in the study. Seven and fourteen days after arrival, self-collections will be made of two additional samples.

MHL will then use polymerase chain reaction (PCR) testing to check them for Covid-19.

Within 48 hours, the initial results will be communicated to the participants electronically. For future research, the data, which will not be disclosed, will be aggregated anonymously.

The majority of airlines and airports, according to a Reuters report, support the idea of testing travelers rather than imposing blanket quarantine regulations.

China’s infamous zero-COVID controls and restrictions on international travel have left the country more isolated than at any time since the mid-1970s. Many Chinese urbanites see their country shifting in the direction of North Korean isolation and increasingly use a term coined several years ago, “West Korea,” to describe their own nation. China is not yet a Hermit Kingdom, but my recent trip there post-outbreak of the pandemic, the first by a Washington think tank expert, convinced me that China’s growing isolation is as dangerous for the world as Pyongyang’s is.

When U.S. President Joe Biden and Chinese President Xi Jinping met in Bali, Indonesia, on the sidelines of the G-20 summit, they both seemed to have understood that reducing their countries’ mutual isolation should be a top priority and that doing so would be in the self-interest of both countries as well as benefit the rest of the world. This is urgently needed because the situation has become dire.

Looking out of my quarantine hotel window next to the Beijing Capital International Airport provided the initial clue that China had turned inward. Flights into Beijing are down by over two-thirds from their 2019 levels, and I saw no foreign airlines coming in for a landing during my 10 days there. In the city, the absence of international visitors was even clearer. My hotel, part of a major American chain, had so few guests that the restaurant was only open part of the week.

China closed its doors to international tourists in early 2020. I encountered nary a backpacker nor well-heeled tour group in fancy buses, once familiar sights in China’s big cities. Since then, many multinational expatriates and their families have left, as have the Western teachers who taught their children. Global CEOs used to flock to China; now, they stay away. Embassies are short staffed, as Beijing is no longer a sought-after destination for enterprising diplomats and is now more of a hardship post than it used to be—thanks chiefly to zero-COVID policies. Only a handful of American journalists are left following multiple rounds of expulsions and a visa process that can take years.

Western scholars like myself mainly avoid China because of the long quarantine, but some experts also fear they might be treated like Canadian Michael Kovrig, a former diplomat turned scholar who was unjustly imprisoned for nearly three years along with fellow Canadian Michael Spavor in retaliation for Canada detaining Huawei executive Meng Wanzhou as part of an extradition request by the United States.

There is a dearth of young Americans who might once have been the next generation of China experts. According to a U.S. official, there are now less than 300 American students in the entire country, down from over 11,000 students at the peak in 2018.

Foreigners that stay constantly ask themselves why. The answers vary from their spouses being Chinese to not wanting to disrupt their children’s schooling to having a lucrative job. One friend confessed that he has not moved away out of a sense of duty. “If I left,” he asked, “who would be here to witness this?”

The number of Chinese traveling abroad has likewise dwindled. Chinese business executives, tourists, and scholars have largely stayed home—in some cases due to their own anxieties about traveling or wanting to avoid the long quarantine when returning. The political risk of extensive interactions with foreigners appeared to rise before the pandemic, but many scholars told Foreign Policy that their university would not approve their overseas travel, fearing they would bring COVID-19 back to the country. There are still large numbers of Chinese exchange students abroad—including more than 300,000 students in the United States as of 2021, the most recent year for which there is data—but most have been cut off from home because of quarantine demands.

The consequences of physical isolation and limited direct contact are profound. Mutual understanding is the first casualty. Reading documents and holding online meetings are no substitute for extended face-to-face interactions. My conversations in Beijing and Shanghai gave me far greater insight into the range of official and personal opinions on the United States, Ukraine, Taiwan, technology competition, COVID-19, and other issues than I could obtain online. And by being on the ground, I could see how those views and debates are being shaped by China’s domestic social dynamics.

Moreover, the dearth of extended in-person exchanges strengthens the formation of an echo chamber in China’s policy community, characterized by an unchallenged consensus that demonizes the United States, defends every Chinese action as justified, and concludes that Beijing is winning in its struggle against Washington. The only effective way to penetrate this distorted view is extended and repeated face-to-face engagement and diplomacy. Effective communication—both listening and speaking—is critical whether the goal is greater cooperation or effective deterrence.

I was deeply worried when a Chinese foreign-policy expert and longtime friend told Foreign Policy that he no longer needs to travel to the United States because everything he needs is available online. “If I went to the State Department,” he said, “I would just be given talking points.” But without traveling and talking to a wide assortment of Americans, not to mention people in other countries, it is almost impossible to understand the origins of American policies or how Americans evaluate Chinese policies. The same logic applies to Americans watching China from their offices.

Limited connectivity also breeds estrangement—a combination of dehumanization of the other side, a lack of empathy, and the act of giving up hope that problems can be tackled and the relationship can be repaired. As in Washington, I encountered a high degree of fatalism in Beijing about the trajectory of ties. The result was intensified planning for worst-case scenarios, which generates a vicious cycle of action and countermoves by both sides, leading to a further escalation of tensions.

That is where the United States and China find themselves right now, but it is not where they have to remain. At the Xi-Biden meeting, the sides used the three and a half hours to discuss a wide range of topics, clarify their red lines on Taiwan, and strike a common note—directed at Russia and North Korea—opposing the use of nuclear weapons. But even more noteworthy was their agreement to empower senior officials on both sides to engage with one another on a regular basis. They went beyond endorsing ad hoc communication and announced that dialogue would be pursued through several working groups.

Some Americans understandably fear that dialogue with Beijing is a Chinese stalling tactic. The right posture is to give talks a chance and, if they go nowhere, suspend them. And it appears that greater dialogue will not interfere with the Biden administration’s ongoing efforts to restrict advanced technologies that could aid China’s military, expand support for American innovation, speak out on China’s human rights abuses, or meet its commitments regarding Taiwan.

The next step will be for both sides to commit to facilitating greater international travel in both directions—first for business executives, scholars, and students and eventually for tourists. This would involve permitting an increase in flights and, in China’s case, providing more visas and gradually reducing quarantine times, even below the recently set eight-day threshold. To minimize any public health risk, China could increase the frequency of testing for international arrivals, and for its domestic population, it could scale up vaccinations, acquire and distribute sufficient therapeutics, and prepare hospitals for an increase in COVID-19 cases.

The final step would be to find a solution to the standoff over limiting the number of each side’s journalists posted in the other country. China should welcome back U.S. reporters, as their coverage is likely to be more nuanced and balanced when they are on the ground than when they try to report on China from overseas. And the United States should be able to find a way to ensure that all arriving employees of Chinese media organizations are, in fact, genuine journalists.

Expanding direct, in-person communication between American and Chinese governments and societies is central to responsibly pursuing strategic competition in a way that reduces the likelihood of outright conflict, strengthens U.S. national security and economy, and increases the possibility that the United States and China could collaboratively address climate change and other global challenges.

Experts see Canada’s euthanasia laws as threat to disabled (AP) Alan Nichols had a history of depression and other medical issues, but none were life-threatening. When the 61-year-old Canadian was hospitalized in June 2019 over fears he might be suicidal, he asked his brother to “bust him out” as soon as possible. Within a month, Nichols submitted a request to be euthanized and he was killed, despite concerns raised by his family and a nurse practitioner. His application for euthanasia listed only one health condition as the reason for his request to die: hearing loss. Nichols’ family reported the case to police and health authorities, arguing that he lacked the capacity to understand the process and was not suffering unbearably—among the requirements for euthanasia. They say he was not taking needed medication, wasn’t using the cochlear implant that helped him hear, and that hospital staffers improperly helped him request euthanasia. “Alan was basically put to death,” his brother Gary Nichols said.      Disability experts say the story is not unique in Canada, which arguably has the world’s most permissive euthanasia rules—allowing people with serious disabilities to choose to be killed in the absence of any other medical issue. Many Canadians support euthanasia and the advocacy group Dying With Dignity says the procedure is “driven by compassion, an end to suffering and discrimination and desire for personal autonomy.” But human rights advocates say the country’s regulations lack necessary safeguards, devalue the lives of disabled people and are prompting doctors and health workers to suggest the procedure to those who might not otherwise consider it.

CDC drops quarantine, screening recommendations for COVID-19 (AP) The nation’s top public health agency relaxed its COVID-19 guidelines Thursday, dropping the recommendation that Americans quarantine themselves if they come into close contact with an infected person. The Centers for Disease Control and Prevention also said people no longer need to stay at least 6 feet away from others. The changes, which come more than 2 1/2 years after the start of the pandemic, are driven by a recognition that an estimated 95% of Americans 16 and older have acquired some level of immunity, either from being vaccinated or infected, agency officials said.

‘Extreme’ weather warning in force in Britain as new heatwave hits (Reuters) A four-day “extreme heat” warning came into force in parts of England and Wales on Thursday, with temperatures poised to top 35 Celsius in another heatwave that could cause wildfires and pressure water supplies and transport services. The Met Office said its amber warning, its second-most severe after red, will last until the end of Sunday, and cautioned that people vulnerable to extreme heat could face adverse health effects. “The grass in London is tinderbox dry and the smallest of sparks can start a blaze which could cause devastation,” London Fire Brigade Assistant Commissioner Jonathan Smith said on Thursday.

Historic Drought Threatens to Cripple European Trade (Bloomberg) In the midst of an arid summer that set heat records across Europe, the continent’s rivers are evaporating. The Rhine—a pillar of the German, Dutch and Swiss economies for centuries—is set to become virtually impassable at a key waypoint later this week, stymieing vast flows of diesel and coal. The Danube, which snakes its way 1,800 miles through central Europe to the Black Sea, is gummed up too, hampering grain and other trade. Across Europe, transport is just one of the elements of river-based commerce that’s been upended by climate change. France’s power crisis has worsened because the Rhone and Garonne are too warm to effectively cool nuclear reactors, and Italy’s Po is too low to water rice fields. While disruptions to waterways would be a challenge at the best of times, the region is already on the brink of recession as Russia’s invasion of Ukraine fuels inflation by squeezing food and energy supplies. The situation—just four years after a historic halt to Rhine shipping—adds urgency to European Union efforts to make inland shipping more resilient.

Ukraine’s ‘mosquito’ drones (NYT) As part of its military arsenal, Ukraine uses advanced military drones for observation and attack. But the bulk of its drone fleet consists of off-the-shelf or hand-built units adapted in workshops around the country to drop grenades or anti-tank munitions. The soldiers call them “mosquitoes.” Ukraine has long relied on drones in its underdog fight against Russia-backed separatists in the east. Before the war, the military had bought Turkish-made Bayraktar TB2 drones, which have helped shore up Ukrainian defense. After Russia invaded, donations poured in. The U.S. and European allies provided strike and observation drones. And people all over the world sent hobby drones. Workshops then set about converting them for military use. One of the larger such outfits in Kyiv, called Dronarnia, takes orders online from military officers seeking customized units, some large enough to drop 18-pound bombs. The group is financed by crowdsourced donations. “There’s a boom in experimentation,” said a commander in an Azov unit that flies drones. With the risk of drones buzzing over their positions at any time, Russian soldiers “cannot eat and cannot sleep,” said the commander. “The stress leads them to make mistakes.”

Russia struggles to replenish its troops in Ukraine (AP) The prisoners at the penal colony in St. Petersburg were expecting a visit by officials, thinking it would be some sort of inspection. Instead, men in uniform arrived and offered them amnesty—if they agreed to fight alongside the Russian army in Ukraine. Over the following days, about a dozen or so left the prison, according to a woman whose boyfriend is serving a sentence there. As Russia continues to suffer losses in its invasion of Ukraine, now nearing its sixth month, the Kremlin has refused to announce a full-blown mobilization—a move that could be very unpopular for President Vladimir Putin. That has led instead to a covert recruitment effort that includes using prisoners to make up the manpower shortage. This also is happening amid reports that hundreds of Russian soldiers are refusing to fight and trying to quit the military. Although the Defense Ministry denies that any “mobilization activities” are taking place, authorities seem to be pulling out all the stops to bolster enlistment. Billboards and public transit ads in various regions proclaim, “This is The Job,” urging men to join the professional army.

Displaced by War, Ukrainians Open a New Front as Entrepreneurs (NYT) Oksana Dudyk scanned a small selection of ornamental plants lining the shelves of her new florist shop, recently opened in this city on Ukraine’s western frontier. “These flowers help me to get by,” said Ms. Dudyk, 55. A former construction engineer who before the war helped design and build schools, she said she had never imagined that she would one day sell flowers to survive. “They bring me joy, and they help customers, too, by creating a positive atmosphere in this incomprehensible war.” Ms. Dudyk is among thousands of Ukrainians who are picking up shattered lives and trying to start over, many creating small businesses that they hope will bring them and their new communities fresh purpose. Others are working jobs that are a step down from positions lost because of war, grasping lifelines to keep their families afloat. “The Russian invasion has spurred a lot of people to pull up and start building new businesses,” said Andriy Sadovyi, the mayor of Lviv, which has become a locus for people fleeing the war-torn east.

At 75, India seeks way forward in big but job-scarce economy (AP) As India’s economy grew, the hum of factories turned the sleepy, dusty village of Manesar into a booming industrial hub, cranking out everything from cars and sinks to smartphones and tablets. But jobs have run scarce over the years, prompting more and more workers to line up along the road for work, desperate to earn money. Scenes like this are an everyday reality for millions of Indians, the most visible signs of economic distress in a country where raging unemployment is worsening insecurity and inequality between the rich and poor. It’s perhaps Prime Minister Narendra Modi’s biggest challenge as the country marks 75 years of independence from British rule on Monday. India’s phenomenal transformation from an impoverished nation in 1947 into an emerging global power whose $3 trillion economy is Asia’s third largest has turned it into a major exporter of things like software and vaccines. But even as India’s economy swells, so has joblessness. Only 40% of working age Indians are employed, down from 46% five years ago, the Center for Monitoring the Indian Economy (CMIE) says.

North Korea claims miraculous win over coronavirus, says Kim suffered a fever (Washington Post) North Korea, which has one of the poorest health-care infrastructures in the world, now claims it has done what few other countries have accomplished: eradicate the coronavirus. For days, state propaganda outlets reported zero cases of “fever,” which North Korea, with its limited testing capacity, apparently uses as a euphemism for potential covid-19. On Wednesday, leader Kim Jong Un gave a speech in which he “solemnly declared a victory” over the virus, state media said Thursday. Kim is credited with eradicating the virus despite falling “seriously ill with high fever” himself. North Korea has also used the virus to attack South Korea, which it blames for its health crisis. Last month, state media blamed “alien things” from the South for bringing the virus across the border, warning of items such as balloons carrying propaganda leaflets released by anti-Pyongyang activists.

U.S. Insists It Will Operate Around Taiwan, Despite China’s Pressure (NYT) The Biden administration is vowing to continue sailing warships through the Taiwan Strait and to conduct air operations in the region in response to Chinese military drills that U.S. officials say are evolving into a long-term strategy of heightened military pressure on the island. Administration officials said they did not want to escalate the tense confrontation, which China maintains was provoked by last week’s visit to the island by Speaker Nancy Pelosi. But in interviews and public statements, American and Taiwanese officials made clear they now believe China used Ms. Pelosi’s visit as a pretext to step up its operations to intimidate Taiwan for months or years to come, and perhaps speed the timetable of its plans to establish control over the island’s 23 million people, much as it did in Hong Kong. Within a few weeks, officials said, the U.S. Navy is planning to run ships through the Taiwan Strait, ignoring China’s recent claim that it controls the entire waterway. Officials said they would not send the Ronald Reagan, the Japan-based aircraft carrier, because it would be too provocative.

African migrants aim for Spain's Canary Islands (Reuters) The trip to Spain’s Canary Islands is one of the busiest and most perilous routes into Europe for Africans fleeing poverty, conflict and hunger accentuated by the COVID-19 pandemic and the knock-on effect of the Ukraine war. Two thirds of African migrants entering Spain now go via the Canaries, according to government data. Some 9,589 have made it there so far in 2022—a 27% rise on the same period last year. On a map, the seven islands are just pinpricks in the vast Atlantic off West Africa. Fishermen guide the precarious boats with often inadequate motors. Many get lost or sink. At least 1,000 people have died in those waters so far this year, according to the Walking Borders charity, with the tens of thousands of European tourists flocking to the Canaries largely unaware of the tragedies unfolding so near their holidays.

Freetown in shock after dozens killed in Sierra Leone protests (Reuters) Dozens died in anti-government protests in Sierra Leone, police and other sources said on Thursday, sharply raising the death toll from the previous day's clashes as shocked citizens stayed mostly behind closed doors in the capital Freetown. Six police officers and at least 21 civilians were killed, the sources said, as hundreds took to the streets in frustration at economic hardship and a perceived failure by the government to cushion the impact of rising prices. Images from Freetown showed clouds of smoke and teargas as large crowds threw rocks and burned tyres and armed officers patrolled the streets.

Since this upcoming Monday January 17 is a holiday, I’m sending my list a couple days early. Below, I’ve selected 5 creative works that I feel embody Showtime’s current 360 Design vision. To me, these works display one (or several) of the following qualities: innovative thinking, a premium aesthetic, bold design choices, brand recognition and culture-defining values. For Monday January 24, I’d like to nominate @Conway, Lindsey J

Heinz “Draw Ketchup”

I had to include this because there’s no better example of brand recognizability. Canadian agency Rethink gave Heinz the ultimate brand flex through the form of an experiment. They challenged people across the world to “draw ketchup” and pretty much everyone drew a bottle of Heinz ketchup, including the brand name. The stunt highlights the global iconicism of the brand and its packaging. Heinz took some of the sketches so far (even the poor ones) and is featuring them in an online video as well as digital billboards.

Sainsbury’s “Savor Every Moment”

The last couple examples prove that I’m researching this while hungry. But in my opinion, this next campaign is visually premium, with a unique viewpoint on a well-known Christmas scene. Widen + Kennedy’s London branch created this holiday spot for the British supermarket, directed by Ninian Doff and produced by Pulse Films. To tell this year’s story, they immersed viewers in a single moment, creating a rich and sentimental snapshot of a classic Christmas. By travelling through and experiencing every detail of the scene, viewers see elements of a familiar Christmas, but from a new perspective, soundtracked by Ella James’ classic At Last. The 60” film launched across TV, cinema and social and was supported by a print and OOH campaign.

“The Unofficial Bridgerton Musical” 

This isn’t necessarily a marketing campaign, but it’s a creative work that caught my eye in 2021 for innovative use of crowdsourcing via social media. Like many of us, I started off my 2nd year of quarantine by watching Bridgerton on Netflix, missing Broadway shows, and downloading Tiktok to pass the time at home. Creators Abigail Barlow and Emily Bear are just like us, but they’re also talented musicians who decided to pose a question to their followers: What if Bridgerton was a musical? That started them on the journey of writing, producing, and recording 15 original songs – all with the blessing of the show’s cast and crew.

While The Unofficial Bridgerton Musical is impressive in itself, Barlow and Bear's creative process ushers in a new-founded feat: live streaming on TikTok and Instagram to involve their audience in every step of creating this album. Demystifying the creative process with real-time live-streams documenting their lyrical workshopping, orchestrating and recording sessions, thousands tuned in to watch the pair build a musical number based on a theme, character or a quote from the show during live streams that provided precious insight audiences aren't often privy to. The community-driven accessibility of TikTok also offered their creative endeavor a platform on which the pair could gauge the popularity of every song, down to each lyric, from the immediate feedback of live stream viewers. Their hard work and innovation paid off during a time when the typical theater experience has been disrupted, earning the creators a 2021 Grammy Nomination for Best Musical Theater Album.

Pfizer Vaccine PSA “Because of This”

In collaboration with Pfizer, Mischief @ No Fixed Address launched this COVID-19 vaccine PSA to remind us of what we’ve missed because of the pandemic. With the isolation endured since March 2020, the vaccine has been a light from a long, dark tunnel. Creatively, the campaign features a technique—shots of real-life and copy supporting the narrative on the screen—that’s been done many times before. But what makes this work different is that one is immediately drawn into the scene out of a clear understanding and empathy of what’s going on. Whether it’s a hug, playdate, a goodbye or a baby announcement, the gravity of not having these moments face-to-face is obvious. And the footage of real people, generally used as a creative crutch, is perfect in this context. Despite the exhaustion from the pandemic, the campaign strikes a hopeful tone. And the lockup, “Because of This,” could provide a rallying cry for people to get vaccinated. It’s also not the garden variety pharma ad, full of disclaimers that consumers make fun of. It’s straight-up awareness that is focused, humane and entirely relevant for the times we’re in. It certainly made me emotional, so I think this technique was plenty effective.

“Spencer” Key Art

I couldn’t close out this list without including my favorite key art poster of 2021. For Spencer, Neon went with this stirring image of Kristen Stewart’s Diana weeping and turned away from the viewer. The image feels as if Diana is drowning in her opulent dress, a pitch-perfect metaphor for Diana’s place in the Royal Family. This beautiful, perfectly simplistic poster makes use of negative space and draws your attention to the vulnerability and emotion of the character without even showing her face. With the soft lighting partnered with such a stark black background, the poster may be alluding to some classic paintings and arguably wouldn't look out of place in an art gallery. It’s simple but confident while making a huge impact. The poster is a great example of what I consider to be a premium aesthetic in key art.

Bonus! Gothenburg Film Festival performs “Mass Hypnosis” on audiences

Here’s a final weird one that I felt inclined to include. This year’s Gothenburg Film Festival as a theme: disorder. To disrupt the typical cinema experience, they’re giving viewers the opportunity to take part in a mass hypnosis event. Snippets from cult movies like Donnie Darko, The Shining and It are overlaid with typical hypnosis elements like spinning spirals. The event aims to disrupt the modern conventions of watching films and invites audiences to experience film outside of their consciousness, while simultaneously intensifying the experience. This concept also raises questions about submission, transgression, and control. In the media space, this is a unique idea which has the potential to disrupt cultural norms and standards in the viewing experience.

Robyn Skrepnyk thought the federal government's suspension of the vaccine mandate for domestic and international travel would finally allow her to use an $800 airline credit for a summer trip abroad.

Skrepnyk, however, doesn't see herself leaving Edmonton anytime soon, even after the new rules take effect on Monday.

She said that the 14-day quarantine that unvaccinated Canadians must complete after re-entering the country has proven prohibitive for Shrepnyk's international trip. Skrepnyk said there are no domestic destinations she'd want to fly to now that she is allowed to travel more freely within Canada.

Although experts believe that loosening Canada's travel rules will benefit the domestic tourism industry, they also believe that continuing to require unvaccinated Canadians to cross the border may limit their ability to travel abroad.

Domestic travellers on passenger planes, trains and buses were exempted from the vaccine requirement on Monday. Employees of federally regulated airlines and airports are also allowed to return to work after being placed on unpaid leave due to their vaccination status.

Unvaccinated Canadians who travel outside the country are still subject to a 14-day quarantine upon their return. They must also take COVID-19 tests before flying, when they arrive and on the eighth day of quarantine. Screening officers may check in by email, phone or in person.

Meanwhile, most non-jabbed foreigners are still barred from entering the country. As a result, Firestone predicts a significant increase in domestic travel as an influx of unvaccinated Canadians seeks to explore their own country.

While this is good news for Canada's pandemic-stricken tourism industry, Firestone believes that this new segment of eligible fliers will exacerbate the airport traffic jam.

COVID-19 restrictions aren't to blame for airport congestion and flight delays, who claim that any changes were made for the sake of public health rather than convenience.

Unvaccinated travellers must also be aware of any border restrictions in their destination country. Other countries' entry requirements for unvaccinated visitors, such as mandatory COVID-19 testing, are often complicated and subject to change at any time.

He claims that a large portion of his company's marketing budget has gone toward informing customers about the new rules. However, Vanderlubbe believes that, for the time being, it may be more prudent to choose the most flexible option when making travel arrangements rather than the cheapest fare.

“Life in Quebec is the freest it's been in months. Restaurants and bars are open. So are theaters, gyms and concert halls. The curfew is a memory, and the entire province is considered a low-risk "green zone."

In provincial jails, though, it's a different story.

Since early on in the pandemic, provincial jails have been quarantining inmates for two weeks upon arrival.

This type of quarantine bears little resemblance to what Canadians are asked to go through when they enter the country or wait for the results of a COVID-19 test.

For many inmates, it's two weeks of solitary confinement, in a small cell, for 23 hours a day, for 14 days straight.

Now, with pandemic restrictions winding down outside the jails, a Montreal doctor is questioning whether solitary quarantines are an effective way to prevent outbreaks, which the province says is the objective, and some lawyers who defend prisoners are sounding the alarm about the practice.

Marie-Claude Lacroix, a criminal defence lawyer who specializes in the rights of incarcerated people, told CBC News keeping inmates in their cell for such long stretches for 14 days with nothing to do is "extreme" and "inhumane."

Some detainees are still awaiting trial and are presumed innocent.

Quarantine is 'hell'

CBC News spoke to an inmate who went through a 14-day quarantine at a provincial jail. He said he was alone in a cell for two weeks, and that guards let him out only once every 23 hours.

"There were people with mental problems who were screaming at night," the man said. CBC News is not publishing his name or that of the jail because he fears reprisals by guards if he is identified.

He said he was given no books or anything else to help pass the time, and the portions of food were as small as "a quarter of your fist." All he could do was exercise and drink water, he said.

The last two days of his quarantine were even harder to bear, he said, as a June heat wave set in and the cell became extremely humid.

"The quarantine was hell," he said.

At older jails such as Montreal's Bordeaux, which opened in 1912, there is no air conditioning and the isolation cells have become incredibly hot this summer.

"One of my clients at Bordeaux was given one outing in 14 days to a yard the size of a chicken coop and he had to go out alone," said Lacroix.

She said another client "spent 14 days in quarantine without even being able to take a shower."

Some inmates are being paired up in a cell during their quarantine.

"Being stuck in a cell for 14 days with a person we don't know can be difficult," said Bianka Savard Lafrenière, a Montreal-based lawyer who is also speaking out against quarantine measures in Quebec jails.

Also, if one inmate tests positive for COVID-19, the cellmate has to start their isolation all over again, she said.

Savard Lafrenière acknowledged many Canadians had to stay at home to quarantine during the pandemic, but this, she said, is on a whole other level.

"You just stay in the cell and you wait for the correctional officers to come see you and say, 'OK, it's your time to shower' or 'It's your time to have a phone call.'"

In interviews, three lawyers told CBC News that a shortage of staff within the jail system has led to such treatment.

Savard Lafrenière said staffing jails during a pandemic can be difficult because guards often will be sent home if it's suspected they have COVID-19. And if a guard is sent home, it's not easy to find a replacement.

Lacroix also said guards have to take each person in quarantine out of their cell individually and there can only be one person in the yard at a time.

"One hour outside per person, if we count 12 hours of daytime, only allows 12 people to go out, when there are a lot more people than that in one row," she said.

Are jail quarantines effective?

Dr. Christopher Labos, a Montreal cardiologist with a degree in epidemiology, is skeptical of the effectiveness of the quarantine measures.

"The problem with COVID-19 is that it's very much spread by respiratory droplets," he said. "So if everyone is just breathing the same air, if there's not good air circulation in that prison, it doesn't really matter if you're in your cell or not. Cells are not airtight cubicles."

He said vaccines are the "clear path forward" to control COVID-19 now.

The Quebec government said it's difficult, if not impossible, to know the rate of vaccination in jails since the population is in near constant flux. The stays of many inmates are just short term.

Despite the quarantines, Quebec's jails have seen outbreaks, affecting inmates and staff.

In January, there was an outbreak at the Saint-Jérôme detention centre, where 45 inmates and 17 workers tested positive for COVID-19. In February, an outbreak at Bordeaux infected about 100 inmates and about 17 staff members.

As of June 30, more than 600 detainees across the province have been infected during the pandemic. In Montreal's jails, 268 detainees out of 2,221 have tested positive for COVID-19.

Marie-Josée Montminy, a spokesperson for Quebec's Public Security Ministry, said the use of isolation for jail admissions and transfers is intended to limit the spread of COVID-19.

A 14-day quarantine is mandatory, even for those who are fully vaccinated. However, that policy could change as the pandemic wanes, she said.”

Shifting market: N.S. home sales down, prices up

The changing COVID-19 economy continues to have a significant impact on Nova Scotia home sales, but not necessarily prices.

February data from the Nova Scotia Association of Realtors says overall home sales are down 26.8 per cent compared to the year before, and new listings are down 14.7 per cent.

Benchmark prices, meanwhile, were up 3.1 per cent, likely driven, at least in part, by continued strong demand in markets like Halifax.

“In certain price points, [Halifax] is a very active and competitive market,” said Matt Dauphinee, the association’s president.

A Halifax realtor got a significant response on Twitter this week with an observation that a number of homes that were bought in 2021 were coming-up for sale again.

“Soooo many homes coming available this morning that were purchased in 2021,” read the tweet, although he later clarified it was far too early to call it a trend.

Dauphinee agrees with the assessment.

“Are there more reasons people might sell from that year than years prior to that? I could see that being a possibility,” Dauphinee said, citing a number of COVID-19-related factors, including lockdowns, border closures, quarantines, and even working from home.

“People that bought that year, their home values are up significantly, but in some cases, oil’s doubled in price, they may have moved out to a more remote area and being called to the office,” he said.
