What are the costs associated with building, operating and maintaining an ETP and how can they be reduced?

India's ecology is worse due to rapid urbanisation and economic expansion. Regarding the detrimental effects on public health and the urban environment, there is grave concern. In light of this, the GOI established the National River Conservation Plan (NRCP) and delegated responsibility for addressing the problem of environmental deterioration brought on by river pollution to the JnNURM. The goal is to enhance the water supply and sewage system by lowering pollution of the environment and water. Construction of STPs as well as effective STP O&M are crucial for ensuring improvements to the water environment. However, few Indian towns have much expertise with managing and maintaining STPs.
Let’s have a discussion on the costs associated with ETP building and O&M, and how they can be reduced.
O&M includes tasks like managing a budget, coordinating service charges, managing assets, advising on house connections, maintaining sewers, monitoring industrial effluent, pumping stations, and treatment plants, maintaining water quality, managing ledgers, protecting the environment, among other things.
Building Costs
It can be observed that the cost decreases quite abruptly as system size grows, while it is extremely high for smaller systems. In actuality, the cost of an infrastructure rises in direct proportion to the project's size, length, or volume. Installation costs generally make up between 15 and 40% of the project budget, depending on how much pre-packaging is done and how much site preparation is needed.
Thus, if we compare a STP of, say, 50 MLD to one of 300 MLD, the cost of the latter will be around 4 times minimum and 6 times maximum.
Energy Costs
Based on the kW, numbers, and hours of electrical equipment functioning, the energy expenses are easily calculated. Typically, issues cannot be thoroughly worked out during the project proposal stage. Based on comparable reported STPs, a generalisation may be made. Well, its not possible to reduce the energy costs because it all depends on the effluent quality. One thing which can be done is proper management of the energy utilized which can reduce the energy costs significantly.
Materials and Fuel
If sufficient bicarbonate alkalinity is not present in the raw sewage to the level of at least eight times the ammonia to be nitrified, chemical consumption in regard to biological STPs will primarily be for the final chlorine consumption and addition of sodium carbonate. When a new STP is being planned for, this cannot be estimated simply. Sewage often has the necessary bicarbonate alkalinity, though. Costs for gasoline and other consumables should also be estimated as needed. While putting together the DPR, it is challenging to forecast this number. Therefore, it must be regarded as having occurred at that time, but 10% of the cost of civil works must be accounted for as "unforeseen things" for future projects, and the funds must be deposited in a security that won't require them until 20 years later.
Generalized solution to reduce the costs involved:
The seed money is a provision that would be used to cover system upgrades and unanticipated costs. There are no absolute standards for determining its worth. Whether there is a revenue excess in the first place will determine this. The remaining taxes, debt servicing, cess, and duty components are added when they become available.
An iterative budgeting process is a good one. The costs are calculated first, and then the earnings are confirmed using levies. A budget with a revenue surplus can be created by changing the rate of taxes. Consumers will have the last say, and if they refuse to pay for the services they use or contest the cross-subsidy policy, there may be consequences.

The colonies will also be designed to reinforce the concept of walking to work. Premium commercial plots: Plots of varied sizes are proposed in a prominent location within the MET's approved industrial community. This PFT will be a large facility built in the NCR, adjacent to the cities of Gurgaon, Bahadurgarh, Jhajjar, and Delhi.

GUWAHATI: The Congress on Thursday accused the Bharatiya Janata Party (BJP) of hoodwinking the people of Majuli with false promises. The government had promised them the bridge that would have saved lives, but it did not come up, he said. In 2016, Union transport and highways minister Nitin Gadkari had laid the foundation of a bridge from Majuli connecting Jorhat and Lakhimpur district in the south and north. In February this year, PM Narendra Modi inaugurated the construction of the bridge, which the Opposition had slammed as a tactic to win the hearts of the people of the riverine island before the assembly election. State Congress president Bhupen Borah has blamed the BJP-led government for the failure to complete the bridge five years after the foundation stone was laid. "We have seen how the BJP government has made numerous electoral promises to the people of Majuli and Jorhat. In 2016, Nitin Gadkari laid the foundation of the bridge. The former chief minister Tarun Gogoi had remarked at that time that the bridge was coming up without a detailed project report,” said Borah in a news conference here on Thursday. Assam PCC has demanded that the BJP government immediately pays an ex gratia of Rs 25 lakh to each of the victim families of the Neamatighat accident. "I have never seen a central government like the present one going on a foundation stone-laying spree without even preparing DPRs," he said. "Lessons were not learnt from the unfortunate boat capsize that happened in north Guwahati in September 2018. The precautions that should have been taken by the BJP government all over Assam after this incident were simply not visible when the ferry accident happened," Borah added. "As per news reports, help from SDRF and NDRF took an hour to reach the site of the disaster. During the season of floods, is it not mandatory for river transport authorities to monitor water transport activities? Do Neamatighat and Majuli have river police stations?" Borah wondered. He also questioned whether the Inland Water Transport Department had properly marked navigation routes. "How could two ferries collide in daylight in good weather conditions? Do they have licensed ferry drivers? Who is monitoring the load of the ferries as allegations are also rife that ferries and boats are always overloaded," Borah asked. The Roll on Roll off (Ro-Ro) service was inaugurated by then chief minister Sarbananda Sonowal at Kamalabari Ghat on October 11, 2018. The Ro-Ro vessel named MV Bhupen Hazarika was built at a cost of Rs 9.46 crore by the Inland Waterways Authority of India (IWAI) and had a capacity to carry over 100 passengers along with eight trucks. Div Com reviews DPR prepared for Metrolite in Jammu city JAMMU, : Divisional Commissioner Jammu, Dr Raghav Langer today reviewed the Detailed Project Report (DPR) formulated for the prestigious Metrolite train project proposed for Jammu city, here at a meeting of concerned officers. The Managing Director, MRTC briefed the Div Com that the project formulation has got expedited on the directions of the office of Hon’ble Lieutenant Governor. The MD gave a detailed powerpoint presentation and apprised the Div Com that in October 2016, a memorandum of agreement was signed between RITES Limited and Government of Jammu and Kashmir through JK ERA for techno economic services and formulation of DPRs for MRTS in capital cities of Jammu and Srinagar. The RITES submitted the DPR of Light Metro in 2020 which was approved by the Administrative Council and was then submitted to the Ministry of Housing and Urban Affairs (MoHUA) Government of India for its approval and funding. However, the Ministry of Housing and Urban Affairs (MoHUA) has raised some observations on the PHPDT figures and feasibility of the Light Rail Metro system in view of the economic viability. Following which, the RITES Ltd shared a revised DPR and recommended Metrolite instead of Light Rail Metro. The main objectives of the Metrolite are to optimize the mobility pattern of people and goods rather than of vehicles, to focus on the improvement and promotion of public transport, to provide a recognized and effective platform for integrating land use and transport planning, a low carbon mobility growth scenario for the city. It was informed that the Jammu Metrolite Rail System will have a 23-kilometer length with 22 stations between Bantalab and Bari Brahmana Station. The Metrolite will connect Bantalab to Bari Brahmana passing through various stations including Roop Nagar, Janipur, Amphala, Secretariat, Exhibition Ground, Jammu University, Panama Chowk, Railway Station, Greater Kailash, Kalu Chak, Sidco Factories and Bari Brahmana. कृषि सम्बन्धित, मादक पदार्थ, मांस से सम्बन्धित, तम्बाकू उत्पाद, विस्पोटक पदार्थ, 20 मैकरोन से कम मोटाई वाले पौलीथीन कि थैलियों का विनिर्माण और पुन: चक्रित प्लास्टिक से बने थैले या कन्टेनर या एसा उत्पाद जो पर्यावरण को नुकसान पहुंचा सकता है, परिवहन (ऑटो रिक्शा, लोडिंग रिक्शा, साईकिल रिक्शा एवं टैक्सी (कार/जीप/वैन)जिसकी अधिकतम कीमत 7 लाख रूपये तक हो को छोडकर एवं भारत सरकार/राज्य सरकार द्वारा समय समय पर प्रतिबन्धित उत्पाद/गतिविधियाँ।
