CIFOR-ICRAF scientists caution not to abandon forest carbon offsets, in wake of critical coverage
Carbon offsetting is a popular strategy for individuals and companies looking to offset their carbon footprint and mitigate the effects of climate change. One way to do this is through planting forests or trees. While this approach has its benefits, it also has its drawbacks
Forest carbon offsets and REDD+ can help reduce deforestation and forest degradation – but those without proper oversight may have limited impact
Effective REDD+ projects can reduce greenhouse gas emissions, support the rights of Indigenous Peoples and local communities – and the women within those groups – as well as reducing deforestation and forest degradation and providing additional tree cover in agricultural landscapes
To meet the Paris Agreement goals, we must reduce our use of fossil fuels by 90%, and REDD+ remains an effective solution for sectors that cannot be decarbonised, while also supporting biodiversity and ecosystem services
An article in The Guardian on 18 January 2023 questions the effectiveness of REDD+ and forest carbon offsets if projects lack the proper oversight and monitoring standards necessary to achieve their goals of reducing carbon emissions and forest degradation.
But scientists at the Center for International Forestry Research and World Agroforestry (CIFOR-ICRAF) are cautioning governments from abandoning the practice altogether, emphasizing the critical need to reduce our greenhouse gas emissions and the effective role REDD+ can play in mitigating the effects of industries that cannot decarbonise.
“Carbon offsetting is often presented as a panacea or as a dangerous distraction in relation to mitigating greenhouse gas emissions. It is neither one nor the other,” says Dr Robert Nasi, acting CEO of CIFOR-ICRAF, a global research and development organisation with more than 75 years of experience in harnessing the power of trees, forests, and agroforestry landscapes to address the most pressing global challenges of our time – biodiversity loss, climate change, food security, livelihoods, and inequity.
To achieve the goals set by the Paris Agreement, we must drastically reduce our dependence on fossil fuels by 90%. But as not all sectors can be decarbonised, this is where scientifically sound, equitable and transparent carbon offset schemes can play a role. Forests and trees (and the oceans) are particularly effective at absorbing and storing carbon dioxide. They also provide many other benefits: they are home to a diverse array of plant and animal species, and they help to regulate the Earth's climate by releasing water vapour and absorbing sunlight. Forests also help to protect against soil erosion and flooding and provide resources such as timber and non-timber products.
Win-win forest and tree-based solutions thus include:
Protecting intact, and largely intact, forests to preserve biodiversity and ecosystem services. Indigenous-controlled lands play a major role here
Managing production forests and plantations better, to provide much-needed materials for shifting from a fossil-fuel-based to a bio-based economy, and replace materials with high carbon impact like cement and steel
Increasing the presence of trees in agricultural lands through diverse agroforestry systems
Restoring, in a locally adapted and accepted manner, the vast amount of degraded land on our planet, to yield a bundle of critical ecosystem-based goods and services
Each of these solutions has the potential to become forest or tree-based carbon offsets; they also bring along a myriad of other benefits, with carbon storage becoming one of the by-products of better care of our land.
However, carbon offsetting through forests and trees also has its downsides. One major concern is that these projects can displace local communities, particularly in developing countries where land is often scarce. Furthermore, many carbon offsetting projects take place in remote areas, making it difficult to monitor and verify the actual carbon sequestration taking place. Another problem with carbon offsetting through forests and trees is that it is often a short-term solution to a long-term problem. Trees and forests take time to mature and reach their full carbon sequestration potential, and even then, they may not be able to fully offset the emissions being produced.
In sum, carbon offsetting through forests and trees can be a valuable tool in the fight against climate change, but it is important to approach it with caution. Careful consideration must be given to the potential negative impacts on local communities and the need to monitor and verify carbon sequestration. It is also important to recognise that while carbon offsetting through forests and trees can help, it is not a substitute for reducing our overall carbon emissions. It’s clear that carbon offset projects will never be able to curb the emissions growth if fuel-fed power stations continue to be built or petrol cars continue to be bought.
“We are like the Red Queen in Alice in Wonderland who needs to run endlessly to stay in the same place,” says Nasi. “This is not to say that carbon offset projects should stop – quite the opposite. We must continue to restore forests and peatlands while also scaling up renewable energy and energy efficiency projects via offset schemes. But it cannot simply be an excuse to continue business as usual. Like the Red Queen, we must run faster if we want to go somewhere.”

Adaptation et Atténuation des Changements Climatiques

Les scientifiques soulignent l'importance de l'adaptation et de l'atténuation et différenciez-les en tant que stratégies de lutte contre le changement climatique.
Ils définissent toute stratégie concernée par la réduction des sources et quantité d'émissions de GES à titre d'atténuation, alors que l'adaptation est référée à tout ajustement des systèmes naturels ou humains en réponse à des changements réels ou les stimuli climatiques attendus ou leurs effets, ce qui modère les dommages ou exploite des opportunités bénéfiques "(GIEC, 2001).
De plus, Tol (2005) distingués entre eux selon l'espace (global vs district et échelles régionales) et temporelles (à long terme par rapport aux échelles actuelles et à court terme)  et les secteurs économiques (énergie, transport vs urbanisme, eau, agriculture). Les chercheurs les différencient en fonction de leur association causale; par conséquent, l'atténuation s'attaque aux causes profondes du climat
le changement, alors que l'adaptation s'attaque aux effets du changement climatique (CIFOR, 2011; Duguma et coll., 2014).
L'effet du changement climatique est largement remarqué au niveau mondial, régional, national, niveaux sectoriel, local et des ménages. En conséquence, différentes mesures pour l'adaptation et l'atténuation sont nécessaires. Ces mesures varient selon à la fréquence, l'intensité, la durée et la gravité du changement climatique événements. En ce sens, différentes stratégies d'adaptation et d'atténuation et les politiques sont utilisées pour atténuer l'impact du changement climatique sur l'agriculture
et la sécurité alimentaire. En général, ceux - ci peuvent inclure, entre autres, (a) la nourriture l'offre, la demande et toute perturbation de la chaîne alimentaire; b) l'accès aux services, tels que les services de crédit, d'assurance et de vulgarisation; c) sol et eau stratégies de gestion; et (d) moyens de subsistance et agriculture et non- activités de revenu agricole.
Certaines des stratégies d'atténuation et d'adaptation au changement climatique sont habituellement utilisé pour améliorer l'efficacité des produits agricoles à travers utilisation de différentes mesures. Il s'agit notamment de l'adoption d'améliorations et variétés à haut rendement tolérantes aux changements climatiques; utiliser des technologies modernes; utilisation de sources d'énergie propres, telles que l'énergie solaire énergie; activation des agents de vulgarisation agricole; et encouragement à la recherche et au développement agricoles. En outre, la fourniture de les services agricoles en terme de crédit et d'assurance augmenteraient et soutenir la production agricole et atténuer les effets néfastes du climat change. De plus, des stratégies de gestion des sols pourraient être appliquées à réduire l'effet négatif du changement climatique sur la fertilité des sols, l'humidité des sols contenu, érosion des sols et terres gorgées d'eau.
Les stratégies d'adaptation et d'atténuation couvrent non seulement les côté production agricole mais aussi étendre pour couvrir d'autres activités du système alimentaire (transformation, stockage, distributions, consommation et élimination) à élever les effets néfastes du changement climatique et donc réaliser une durabilité sécurité alimentaire (Brown et coll., 2015). De plus, différents pays ont adopté différentes stratégies d'adaptation et d'atténuation pour modifier la demande alimentaire et ceux-ci pourraient inclure la réduction des pertes et des déchets et le recyclage; taxes et subventions; campagne de sensibilisation.
En plus de cela, des mesures d'adaptation et d'atténuation supplémentaires pour la réalisation d'une production fruitière durable pourrait être mise en évidence, sur la base de le long cycle de vie du fruit qui les rend plus enclins à l'environnement changements par rapport aux cultures de courte durée. Ces mesures comprennent notamment autres, diversification des modes de culture; sélection des variétés de cultures qui conviennent à l'environnement (Sarkar et al., 2021); et la mise en œuvre précise stratégies de gestion de l'eau (Mukhopadhyay et Mandal, 2021).
Les longs cycles de vie des fruits les rendent plus sensibles à l'environnement changements par rapport aux cultures de courte durée. Brazil mulls deforestation patterns as Lula government launches new action plan

Brazil’s policy makers are turning to scientists to help pinpoint deforestation trends in the Amazon region over the past decade that have contributed to greenhouse gas emissions, shrinking ecosystem services and biodiversity loss.
On 4 May 2023, a virtual forum jointly sponsored by the Governors’ Climate and Forests Task Force and the Center for International Forestry Research and World Agroforestry (CIFOR-ICRAF) assembled science and policy experts to provide input for the new phase of the new country’s Action Plan for the Prevention and Control of Deforestation in the Legal Amazon (PPCDAm), launched in June under the administration of President Luiz Inácio Lula da Silva.
Preparation of the plan’s fifth phase – which will cover the period from 2023 to 2027 – has involved 13 government ministries, as well as other agencies, academics and civil society groups. Earlier phases of the plan guided government action from 2004 to 2020.
Brazil – which has the largest forested area in Latin America and is the region’s biggest emitter of greenhouse gases – managed to reduce forest loss by 83 percent from 2004 to 2012 after decades of increased deforestation. However, this trend has reversed in the past decade under different federal administrations.
