A Florida House panel has approved legislation to preemptively set potency caps on recreational marijuana ahead of a potential vote on a legalization initiative on the November ballot. The legislation, which would prohibit dispensary sales of adult-use cannabis flower with a potency of greater than 30 percent THC, cleared the House Health and Human Services Committee on a 14-6 vote on Thursday. All other cannabis products would be limited to 60 percent THC under the legislation, and it would mandate a serving size on edible products of 10 milligrams THC or less, with the total amount per package no more than 200 mg. Before voting on the bill, the committee adopted an amendment to limit cannabis vape cartridges to a size of one gram. The amendment also removes a sunset provision in current law that would repeal the current medical cannabis program law six months after a marijuana constitutional amendment, such as the one that may be on the November ballot, is adopted.

Hello all, this is a map of New Jersey's Municipal Cannabis Laws and Licensed Businesses as of May 2023.
The New Jersey Legislature passed legislation legalizing cannabis that took effect on February 22st, 2021 and created a framework where all of the state's 554 municipalities determined at a town-level whether to prohibit or allow any of  six regulated classes of Cannabis licenses offered in the state. The six classes are Cultivator, Manufacturer, Wholesaler, Distributor, Retailer, and Delivery Service. Only Cultivator, Manufacturer, and Retailer have been licensed so far.
One year in, legal sales began in April 2022 with previously existing medical dispensaries converting to begin Adult-Use Recreational Sales.
By now, the state's municipalities have passed over a collective 1,150 ordinances on Cannabis, creating a patchwork of areas where businesses are allowed or prohibited.
New Jersey's Cannabis Regulatory Commission has licensed 38 Medical-Cannabis Dispensaries, 28 Adult-Use Recreational Dispensaries, and 18 Cultivators & Manufacturer's.

Oklahoma voters rejected a state question Tuesday to allow for the recreational use of marijuana, following a late blitz of opposition from faith leaders, law enforcement and prosecutors.
Oklahoma would have become the 22nd state to legalize adult use of cannabis and join conservative states like Montana and Missouri that have approved similar proposals in recent years. Many conservative states have also rejected the idea, including Arkansas, North Dakota and South Dakota last year.
Republican Gov. Kevin Stitt and many of the state’s GOP legislators, including nearly every Republican senator, opposed the idea. Former Republican Gov. Frank Keating, an ex-FBI agent, and Terri White, the former head of the Oklahoma Department of Mental Health and Substance Abuse Services, led the “no” campaign.
“We’re pleased the voters have spoken,” said Pat McFerron, a Republican political strategist who ran the opposition campaign. “We think this sends a clear signal that voters are not happy with the recreational nature of our medicinal system. We also think it shows voters recognize the criminal aspects, as well as the need for addressing mental health needs of the state.”
Oklahoma voters already approved medical marijuana in 2018 by 14 percentage points and the state has one of the most liberal programs in the country, with more than 2,800 licensed dispensaries and roughly 10% of the state’s adult population having a medical license to buy and consume cannabis.
On Tuesday’s legalization question, the “no” side was outspent more than 20-to-1, with supporters of the initiative spending more than $4.9 million, compared to about $219,000 against, last-minute campaign finance reports show.
State Question 820, the result of a signature gathering drive last year, was the only item on the statewide ballot, and early results showed heavy opposition in rural areas.
“Oklahoma is a law and order state,” Stitt said in a statement after Tuesday’s vote. “I remain committed to protecting Oklahomans and my administration will continue to hold bad actors accountable and crack down on illegal marijuana operations in our state.”
The proposal, if passed, would have allowed anyone over the age of 21 to purchase and possess up to 1 ounce of marijuana, plus concentrates and marijuana-infused products. Recreational sales would have been subjected to a 15% excise tax on top of the standard sales tax. The excise tax would be used to help fund local municipalities, the court system, public schools, substance abuse treatment and the state’s general revenue fund.
The prospect of having more Oklahomans smoking anything, including marijuana, didn’t sit well with Mark Grossman, an attorney who voted against the proposal Tuesday at the Crown Heights Christian Church in Oklahoma City.
“I was a no vote because I’m against smoking,” Grossman said. “Tobacco smoking was a huge problem for my family.”
The low barriers for entry into Oklahoma’s medical marijuana industry has led to a flood of growers, processors and dispensary operators competing for a limited number of customers. Supporters had hoped the state’s marijuana industry would be buoyed by a rush of out-of-state customers, particularly from Texas, which has close to 8 million people in the Dallas-Fort Worth area just a little more than an hour drive from the Oklahoma border.
Michelle Tilley, campaign director for Yes on 820, said despite Tuesday’s result, full marijuana legalization was inevitable. She noted that almost 400,000 Oklahomans already use marijuana legally and “many thousands more” use it illegally.
“A two-tiered system, where one group of Oklahomans is free to use this product and the other is treated like criminals does not make logical sense,” she said in a statement.

Arizona’s Legislation History!
In 1996, voters legalised medical marijuana through an initiative allowing individuals with terminal illnesses to obtain medical cannabis with a doctor's prescription. However, this clause was struck down since the word "Prescription" was against federal regulations.
Later in 2002, the state attempted to decriminalize medical cannabis once more, but it received just about 42.7% of the vote. Since this was not subject to a majority vote, it took ten years until a workable solution was accepted.
Proposition 203 was heavily altered in 2010, and voters approved the Arizona Medical Cannabis Question. This was approved by a mere 0.13% margin of victory, totaling 50.13% votes. Even after Proposition 203 was approved, the desired result was still not achieved; the first medicinal cannabis sale did not take place until December 2012.
The Arizona Department of Health Services, which is in charge of developing and enforcing the state's Medical Marijuana Program rules, is honored by the designation "Proposition 203." The department establishes strict requirements for authorized medical dispensaries to operate and for qualified patients and their approved caregivers to access medical cannabis.
The Smart and Safe Act was listed as Proposition 207 on the election ballot in November 2020. Voters approved decriminalizing adult use of recreational marijuana.

Marijuana use is more acceptable than ever in Georgia, with a majority of residents saying it should be made legal for both medical and recreational purposes, according to respondents in a poll by The Atlanta Journal-Constitution.
About 53% of Georgians surveyed said marijuana should be legal for adults, a high point from previous AJC polls. By comparison, 46% of poll respondents in 2017 said marijuana should be legalized for any purpose.
The poll indicates that attitudes about marijuana have changed eight years after Georgia passed a law allowing patients with an approved medical condition to consume it. Dispensaries could finally open in Georgia as soon as this spring.

Medicinal marijuana is even more popular than recreational use, according to the poll. An additional 23% of respondents said medical marijuana should be legal.
“Make it legal. People are doing it anyway, so why have a penalty attached to it?” said Patricia Harris of Newnan, a retiree from the health care industry who took part in the AJC poll. “In so many states now it’s legal, not just for medical purposes.”
The AJC conducted the survey to find out the preferences of Georgia voters on a variety of issues as legislators are meeting at the state Capitol to consider new laws.
The AJC’s poll included 860 registered Georgia voters and was conducted Jan. 9-20 by the University of Georgia’s School of Public and International Affairs. The margin of error is 3.3 percentage points.
Some poll respondents such as Jon Lippold of Marietta were more reluctant to embrace full marijuana legalization.
Lippold, who works in information technology management, said he supports allowing marijuana consumption for people with legitimate medical issues, but it could be abused if anyone were allowed to use it.
“My concern is if you legalize it, where does it go? If it’s fully legal, how are they going to control and monitor it among bus drivers or if pilots start using marijuana?” Lippold asked.
Georgia lawmakers in the majority-Republican General Assembly have shown little appetite to expand marijuana beyond medicinal use. No bills for recreational marijuana have been introduced by legislators from either political party so far this year, and previous proposals didn’t advance.
Meanwhile, registered patients are closer than ever to being able to buy the drug that state law has permitted them to consume since 2015.
Two companies have been awarded licenses to produce and sell low THC oil to the state’s 25,000-plus patients and 18,000 caregivers. Low THC oil is allowed for patients suffering from several approved illnesses including severe seizures, Parkinson’s disease and terminal cancers.
The Georgia Access to Medical Cannabis Commission voted unanimously Wednesday to approve rules for inspections and distribution, a key step before the product can go on the market.
The AJC poll showed just 7% of Georgians surveyed said marijuana should be entirely illegal. About 15% of respondents said marijuana should be decriminalized and treated like a traffic ticket, but not legalized outright.
Conservatives were less likely to embrace marijuana than liberals and moderates.
The poll showed that 37% of conservatives back legalizing marijuana for recreational or medical use, compared with 77% of people who identified themselves as liberals and 58% of moderates.
Substantial majorities of Georgians support President Joe Biden’s pardons of people convicted on federal charges of simple marijuana possession. About 79% of poll respondents either strongly or somewhat approved of the marijuana pardons, while 15% opposed it. The rest said they didn’t know.
