Listen. I am just such a sucker for characters who believe against everything that people have the capacity to change — and then ultimately have that rewarded. That's the good stuff!!
Razer lost everything, and Atrocitus made him think there was no other way to move forward, to deal with his pain other than making other people feel it.
And then here comes Hal, who at the end of the pilot, thinks he's just lost his partner and an entire planet. Hal had every justification to end Razer's life and call that justice. But he doesn't. And he's angry as hell, he frames it as a punishment: "You're not getting off that easy." But he wouldn't have taken that chance if he didn't fundamentally believe that Razer could still do good. It's so completely the opposite of everything Razer’s known, he has no idea what to do with that at first.
Before Aya started trying to get to know him as a person, before Saint Walker and the Blue Lanterns helped him believe in hope, Hal was the one who gave Razer a chance to make the future better. Who inspired him to keep trying. That proverb about, “Give a man a fish, and you feed him for a day. Teach a man to fish, and you feed him for a lifetime”? Hal gives him the fish by sparing him once, and then teaches him how by continually making that choice to believe in Razer, over and over, until Razer finally learns how to believe in himself, and chooses to live.
