Okay, that's a lot of information (take a deep breath), here we go:
Firstly I must say that Dulcy wears out in the middle of season 4 and even thinks about moving away from the clan, she doesn't hurt Britney because Celly calms her down and even makes peace with Angela after what happened with Hun.
Season 1: Before the mutation Dulcy would be Angela's personal psychologist during Baxter's "disappearance" (of course she knew he was being held hostage by the clan but just wanted to keep her at a distance so as not to interrupt her plans and Shredder's plans). Eventually the two build a friendly relationship, after all they both have important people far away and they get closer because of this.
She was also responsible for recommending Britney for some sessions, but she didn't have much interaction with the girl until she discovered that April was linked to her, that's when things changed.
Dulcy took her time with Angela so as not to involve her even more and not break her again.
complete season 2: Dulcy starts to act more frequently in the foot clan and is responsible for forwarding the call that Shredder made to Tiger's Claw (and of course he accepted), her plans for Britney change when she discovers that Angela is still desperate to find her husband.
Thus, in the middle of the second season Dulcy and Celly suffer injuries due to the little girl's “fault” (Britney kicked her in the face when grabbing her, when she tried to revive the weakened Celly to hold her tightly, until they both had their mutations unwanted).
Season 3: Britney disappears from Dulcy's radar and Celly knows very well where she is all this time but she doesn't say anything, risking her life to keep the girl away from the entire clan and also risking the trust that Dulcy had in her (I did a good sequence simple of that in the comics where Dulcy holds Britney). Eventually she begins to focus on Angela when necessary.
Season 4: At the end of the season, Dulcy breaks her arm thanks to the latest events and appears shortly after the "broken foot" events looking for Hun and Angela, she found Britney and Casey and lost control when she discovered that Celly knew more things than that she. She also stopped looking TC in the eye when he left her behind at the end of the fight against the triceratons (she also became jealous when he carried her lover instead of herself) and only spoke to him again after the events with Alopex. She finally forgets the girl and forgives Celly for everything, but continues after Angela with the intention of receiving information about the dragons and about conversations that Hun's team had already had with Don Vizioso, "helping" Angela against Hun. She also didn't speak with tiger claw about the turtles' hiding place and managed to hide Britney from him.
At the end of the season Dulcy helps Xever in the fight against the turtles and soon after she returns to the mansion finding Baxter fallen, so she drags him and leaves the keys to a van with him, before he thanks her she runs to help Claw. of tiger.
Season 5: She finds out about Angela's wedding, but can't plan to go because she's busy with Tiger Claw's new schedule.
Season 6 (from my au :>): Dulcy's brother hires Tiger Claw and some ex-foot clan members and now he's the one who's interested in Britney and Baxter.
I don't know how to relate Dulcy and Apep but if you know please tell me,but now that she's Britney's aunt, Apep has definitely butted heads with Dulcy.

Mainly because I haven't had the two OC's interact with Britney, I think Britney is on neutral grounds with Apep and Dulcy.
All they know is that they're enemies.

A fact I didn't tell you: Dulcy sometimes chokes on her own saliva and she feels embarrassed when someone notices
It doesn't hit her that hard, but she gets headaches constantly
