It wasn't often that Zhongli came to Mondstat. He preferred his busy town of Liyue, with it's loud chatter and rush of cold air. That wasn't to say that he didn't want to see other places. As the Geo Archon, it was in his power to visit other locations.
And he certainly could use his powers to get there rather quickly. However he opted to travel by foot to enjoy the scenery. He managed to travel without few troubles. An occasional monster but he can safely say he reached his destination without trouble.
And naturally he was greeted by the wind God himself.
