Honestly Simon would not be a foot close to being abusive. Sure he would definitely have some toxic traits, but based on his horrible past its definitely normal.
He would have hard time expressing his emotions. His sadness specially. If you would do something wrong on accident. He would definitely not tell you and then suddenly lash it out on you during an argument. That's what is toxic about him.
He would have problems letting you into his heart. Not that you are a bad person, just that he would be afraid.

Enemies could come after you.
Not only that, he has trust issues.

I mean, the man's dad litterally abused him when he was supposed to be his father. So him having trust issues is definitely expected.
He would eventually open up to you in the moonlight where you are embracing his body and even for once you are making him feel special and wanted, making him feel protected and away from all the sadness and dangers his job carries. making him feel protected and away from all the trauma he has experienced. He feels safe in your arms.
He does not have anger issues I'm sure. He would be the most gentle. He does get overheated in arguments but he never dares to bring his hand on you.
After arguments, he would need some time alone thinking, and if the argument was his fault then he would definitely apologize. Honestly, I don't think he has much problem with apologizing.
But he is proud and lucky to have you. To have someone like you. Having him by his side. He doesn't cry a lot, but if he would cry, you would bring him in the most gentle hug and let him cry in your arms.
He would be distant after that too, he would feel a little weak. He wouldn't be angry or anything. He would just be a little distant resulting small interactions with you only.
But I'm telling you, once this man fall in love, he would do ANYTHING for them.

How would Simon Riley react his S/O / reader having a panic attack?
He would be such a good comforter, he experience them alot himself. Specially at nights or after nightmares. So he knows what to do.
He knows he shouldn't rush you into getting better at first. He would have you in his arms rocking you slowly while whispering sweet nothings into your ear, he would call you "sweetheart" and keep on kissing your forehead.

Like I'm not trying to be rude I know some people love it I also love it but like I would dieeee for a fanfiction where ghost's love is not 5 foot who has cute stare.
Let's say it, imagine simon riley being with someone who was 5'11, so near his height.
He could have the perfect moments with them. Could tilt their head up easily, pinning them to wall would be even MORE romantic. Would be even more TENSE.

Simon riley might look like a heartless person, but I'm so sure he would be down for his love.
he would be toxic, in a good way. He would murder people who would make his love sad, even the ones who didn't look at his love's face while saying hi.
Now what if his love was in the task force. What if they both got captured and tortured for few days. After getting help and coming back, seeing his love's fragile figure on the bed in the infirmary, he would not let them get away with this.
